Hurricane Preparedness

Hurricane season is officially here. Although the county has focused on the COVID-19 pandemic, it is crucial to prepare for other disasters. The Pasco Sheriff’s Office encourages citizens to plan ahead for hurricane season. Preparing today can save lives and protect your property during a storm.

A crucial first step is to make sure you have a hurricane supply kit. Your kit should include water, non-perishable food, batteries, toiletries, first-aid supplies, medications, cash and fuel. It is important to remember pet supplies, as well. It is recommended to stock enough food and water to last three days per person.

The Pasco Sheriff’s Office suggests obtaining sandbags in advance to prepare your home for hurricanes. Waiting until the storm is here can mean that supplies might be low in stock. If you don’t have storm shutters, consider purchasing plywood to fabricate shutters for your windows. Ensure outdoor items are properly secured or stowed away when a storm is in the forecast. Keeping trees trimmed and disposing of fallen limbs and other yard debris is a good idea before and during hurricane season. Debris and outdoor furniture can become projectiles during a storm, so it is important to secure these items before a storm arrives. It is also important to properly clean your gutters as part of hurricane preparations.

If an evacuation order is issued for your area, please follow it. If you plan to evacuate, keep in mind that community shelters may be limited on space and should only be used as a last resort. Before evacuating make sure to have copies of important papers, including your driver’s license and insurance policies. Let friends and family know where you are going and remember to lock your windows and doors before leaving.

If you choose to shelter in place, plan ahead. Designate a safe room, such as a windowless closet or bathroom on the lower floor of your home. Fill containers with water, to give yourself an alternative in case water sources become contaminated during the storm. Additionally, if flooding occurs in your home, turn the power off at the main breaker to prevent further damage and harm. In the event of a power loss, it’s critical to know what medical equipment will become unusable and make a plan for its absence.

Although most dangers from a hurricane are apparent, such as wind damage or storm surge, there are additional risks that are less apparent. For example, drive carefully and avoid flooded roads.

Staying informed during a storm will help you and your family stay safe. The National Hurricane Center forecasts are an accurate source of information along with the Pasco Sheriff’s Office Facebook and Twitter accounts. Bear in mind that the areas effected will extend beyond the center of the storm. The Pasco Sheriff’s Office is here for our community, and we encourage citizens to prepare well in advance for hurricane season.

The Mayor’s Communiqué…………………

Each year, the Dade City Youth Council recognizes graduating seniors for their

contributions to the council and the community. This year, we are recognizing

five seniors for their time on the Youth Council. Before Covid-19 made changes to

everyone’s life, these students spent considerable time obtaining practical

leadership training and understanding of local and state government processes

through strategic collaboration and community partnerships which promoted and

ensured youth services and activities in the community. They have been a joy to

work with over the past years. Please join me in wishing Noah Neptune, Hayley

Johnson. Victoria Conn, Jennifer White and Josie Virgen best wishes as they move

on to the next chapter in their lives and further their studies.

Congratulations to all! Wishing you many years of success in all that awaits you in the coming years both

academically and professionally. As always, it is an honor and privilege to serve the residents of Dade City.

An Open Letter From the Thomas Promise Foundation: The onslaught of the COVID-19 pandemic protective procedures presented a very large obstacle to the mission of The Thomas Promise Foundation.

With schools closed, social distancing a must, and our most faithful volunteers in the highest risk categories, our mission of providing weekend lunches to more than 1,600 food-insecure students in more than 25 schools was severely hampered.

Through the selfless efforts of our volunteers, including new volunteers and the care and concern of school officials we were able to keep going and continued to send food home on a weekly basis. As we head into the summer we have given more than 325,000 weekend meals to each of our kids.

Summer school will require another 2,000 bags per week for 10 weeks (That's 120,000 meals) and we will also continue to provide food to assist the Zephyrhills Elks Lodge #2731Summer Lunch Program that begins on June 1 at 6851 Wire Rd, in Zephyrhills.

We want to thank all those who have made it possible for us to get food to our students whether it is through packing, delivering, or donating food or funds. It is no exaggeration to say that this foundation's success is a tribute to the generosity of our communities and businesses.

Speaking of businesses, we would like to thank the following companies who have given us grants, but due to the national emergency and it's impact have not received the thanks they deserve. We want to thank the Tampa Rays Foundation, the Truist Foundation, Mosaic's Goals For Food, and the No Kids Hungry Foundation. Together they have allows us to provide more then 65,000 meals.

This letter has been primarily to thank and to inform you of what we have been doing amid the difficulties of COVID-19, but it would be neglectful of me to not mention that continuing our mission will require additional funds.

One of the effects of the pandemic has been that food costs have doubled. Each dollar donated used to provide two weekend meals – it now provides one and there are six meals per bag. Rest assured, no matter what the future holds for the education of our children, we will be ready to begin again in the fall.

COMMISSIONER SCOTT BLACK

On May 8, 2020, Scott Black reached 30 years of service with the City of Dade City! Below is a sampling of Scott’s accomplishments during his tenure with the City…

Mayor ProTem 1992 – 2000

Mayor 2000 – 2004; 2008 – 2012

Commissioner 1990 – present

Scott was Chair of the Dade City Community Redevelopment Agency from 2000 to 2004 and 2008 to 2012; he has been a member of the agency since 1999.

Mr. Black was president of the Florida League of Cities (FLC) from 2001 to 2002, having been a board member since 1997. In 2011, he received the E. Harris Drew Lifetime Achievement Award at the FLC annual conference. The annual award recognizes and honors a public official who has made a lasting and worthwhile c ontribution to the citizens of Florida through his or her efforts and dedication in the performance of his or her duties on the local level. Mr. Black was also the recipient of FLC’s Home Rule Hero Award for Years 2020, 2019, 2018, and 2017 (among others).

Local leaders earn this award for their tireless efforts to protect the Home Rule powers of Florida’s municipalities and advance the League’s legislative agenda.

Scott has been involved with the National League of Cities - Small Cities Council. He is a member of various organizations including the Pasco County Historical Preservation Committee, the Pasco County Tourism Development Council and the Tampa Bay Regional Planning Council. Additionally, he has been president of the Ridge League of Cities and the Suncoast League of Municipalities.

Some other groups that Mr. Black has been affiliated with are: Greater Dade City Chamber of Commerce, Downtown Dade City Main Street, Inc., Pasco County Fair Association, Pasco County Farm Bureau, East Pasco Board of Realtors, Florida Trust for Historic Preservation, Southern Genealogists Exchange Society, Pasco County Genealogy Society, Atlantic Coast Line and Seaboard Airline Railroads Historical Society, and Rails to Trails of the Withlacoochee, Inc.

“Serving on the city commission is a wonderful experience and I have been most appreciative of the confidence that our Dade City residents have placed in me during this time. I remain excited to be able to serve in this position and still feel ‘new’ at it! I enjoy pursuing ‘best practices’ for how we should mature as a community and city and to be able to set goals as a group and work together toward continued improvement of our distinctive lifestyle here in Dade City,” Mr. Black stated.

“It has been a blessing to have worked with the various members of our city administration and staff through the years and several fine commissioners and our many good neighbors and business members throughout the community and to develop long term relationships and friendships with so many of these individuals. I look forward to continuing this collaboration for many years and continuing to showcase and cheer for our hometown and always want to remember to say ‘Thank you!’ to everyone for this wonderful opportunity,” Mr. Black said.

Scott has been an Agent/Partner at Most & Black Agency since 1998. He and his wife, Laura and son, Haden continue to live in Dade City. They attend Trilacoochee Church of Christ, where Scott is a bible class teacher and song leader.

CARES (Community Aging and Retirement Services, Inc.) is proud to announce our new Chief Operating Officer (COO), Gail Holton. Holton comes with 27 years in aging services; her background includes leadership positions in Hospitals, Skilled Nursing, Assisted Living, and Adult Day Services. Holton is originally from Kalamazoo, Michigan, where she earned a Bachelors Degree in Organizational Communications.

Having spent 15 years with the Area Agency on Aging for SWFL, she has extensive knowledge of the programs and services offered throughout the Department of Elder Affairs and the Florida aging network. “I am thrilled to be part of an amazing team and organization. I look forward to bringing in new ideas, metrics, and planning to grow

CARES’ positive impact on our community,” said Holton.

Congratulations to San Antonio Citizens Federal Credit Union’s mobile banking contest

A Letter from CEO of Premier Community HealthCare

Systemic racism and other discriminatory actions toward Black, Indigenous and all people of color have no place in our society. Racism itself is a social determinant of health and affects the physical and mental health of Black people disproportionately. The senseless deaths of George Floyd, Breonna Taylor and Ahmaud Arbery and so many others require us to work together and change the way our

society treats people of color. No human being deserves to be treated the way George Floyd was treated. It is plain and simple: no human being should be treated that way.

As a Community Health Center birthed out of the civil rights and social justice movement of the 1960s, Premier Community HealthCare has served our community for over forty years and continues to advocate for health equity by providing quality care for all. Not for some people, for ALL. Our mission statement, To provide accessible healthcare services to all is a beacon of hope for anyone that may have been denied health services or treated differently based on their ethnicity, religion, gender, sexual orientation, age, income or insurance status. We are proud to represent the diversity in our communities of Pasco and Hernando Counties and even prouder to serve our diverse community with compassion and dignity.

Like many of you, it saddens me that a life was lost. Many lives have been lost on the premise of racism and discrimination and for hundreds of years our society has turned a deaf ear or a blind eye to these injustices. However, the time is now. We as a community, as a nation, and most importantly as individuals - we have to do more to create real and lasting change for the better. I have watched the video circulating and it is extremely difficult to understand how one human being can treat another human being in that manner. However, the opportunity to come together as a community and have courageous conversations is now.

As the CEO of a community health center dedicated to breaking down barriers and ensuring everyone has access to healthcare, we are ready to be a catalyst in our community and work toward real change. It starts with us listening with intent and learning the stories of our employees, our patients, and of our community members. We welcome the opportunity to actively embrace diversity and inclusion to create a better community health center and a better community.

The time is now for courageous conversations and for change to happen. We are proud to be part of the communities we serve and are committed to embracing positive changes in our community, especially as it relates to equity for all people. We will continue to serve all those that walk through our doors. When you walk through our doors, we see you as a human being that needs healthcare and you will receive compassionate and quality care from our employees. Working on the frontlines against health inequities, our commitment is to demonstrate equity and excellence while being an example to our community. Heritage Arts Center Association Gives 2020 Nereim Fine Arts Award

The 2020 winner of the Nereim Fine Arts Award was given to Meagan Alexis Stringer, who received a $1,000 check from Heritage Arts Center Association. Meagan is a graduating senior at Zephyrhills High School, and was presented the certificate by Thaila Stilson, the Visual Arts Chair of the H.A.C.A. Board of Directors.

Heritage Arts Center Association is a local non-profit volunteer organization dedication to promoting and sup-porting the performing and visual arts in our community. They produce the "Spotlight on Talent" regional per-forming arts competition for young people through high school seniors, where they award $4,000 in cash prizes and trophies in addition to the $1,000 Pasco Heritage Scholarship. This year that award went to Julianna Mazza,

a Blackwood Studios dancer who had studied dance from age 4, and had been a 10 year finalist in "Spotlight on Talent." For many years H.A.C.A. has also given the Nereim Visual Arts Award to aspiring artists, in honor of the late Founding Board members Mr. and Mrs. Gordon Nereim.

Meagan Stringer was inspired to draw by her talented father and by her supportive elementary school art teacher. She continued working on her artistic talent throughout her childhood, and now plans to enter the

field of illustration at the Academy of Art University. Meagan wants to inspire people to explore what they can do with their art expression. She will be invited to display her art at next February's "Moonlight and Ivory" concerts and art showings at the Women's Club in Dade City.

Meagan was selected for this recognition from eight other highly accomplished local artists via a rigorous process. Her work can be viewed soon on Heritage Art's facebook page at heritagearts.org. Contact: Thaila Stilson, 352-521-3361

Voting by Mail as an Option

Conducting elections in the unprecedented times of a pandemic has given new focus to

the "option" of voting by mail (VBM). In the past, VBM was called "absentee voting" and

was reserved for those who couldn't get to the polls on Election Day and those in the military. More recently, with no excuse required, we have stressed the

convenience of voting at home for those working long hours or having long commutes, registered voters in Pasco who are not in town during election time, or those

with physical or transportation limitations. While all those benefits still exist in 2020, VBM takes on the added benefit of being a "safe yet secure" way to vote in

preparation for the unknown impacts of COVID-19. At a minimum, we feel that long lines and wait times may be inevitable as a result of social distancing

guidelines, a shortage of poll workers, and a shortage of polling places. Although we won't know the exact impact until we get closer to the elections, we are

promoting VBM as a viable and safe option to help you prepare for the unknown.

But what about dead people voting? I heard that ballots get lost in the mail and that elections' offices throw ballots out! My ballot will only count if the race is close!

Anyone could request at ballot and vote in my name. If this sounds familiar, it's taken straight from the urban legend misinformation/disinformation playbook that is

dominating social media threads that will likely continue throughout the election cycle.

In my firsthand experience of nearly 14 years in elections' administration and over 2 million votes cast, I have never lost a ballot once it's received in my office. The

term "thrown out ballots" is a metaphor for ballots the canvassing board has ruled invalid due to issues with missing signatures or ballots received past deadlines -

nothing different from at the polls where you're required to sign for your ballot and be in the polling place by 7:00 p.m. closing time. The statewide Florida Voter

Registration System made many improvements in ensuring the integrity of voter records of deceased voters. As a matter of daily procedure, my staff updates the

voter file in accordance with information supplied by Florida Vital Statistics, the Social Security Administration death match data, and death certificates. If we

received a ballot request in the name of someone who has been removed per death match data, we would not automatically send a ballot out without further

research.

As to counting vote-by-mail ballots, they are in fact one of the first ballots to be tabulated or counted. The formal canvassing process takes place the week before

the election and is overseen by a county court judge, a county commissioner, and me. Teams of volunteers of opposing parties do the actual work of opening the

VBM certificates and removing the ballots for tabulation. It is a completely transparent process and is open for public observation. In the time frame leading up to

the canvassing process your VBM will have gone through the signature verification process and been filed in a locked room that has limited staff-only access and

24- hour camera monitoring. It is true that we check every ballot certificate signature and compare it to the signature that is on file in our office for that voter. My

team has undergone hand-writing analysis training and any questionable signature is not automatically rejected. After several levels of analysis, voters with truly

questionable signatures are notified and given an opportunity to "cure" their signature. Signature cures through the affidavit process are accepted up to 5:00 p.m.

two days past the election. If a returned VBM is ever questionable, the filing protocol allows us to retrieve the sealed ballot from the secure storage location prior to

tabulation. In my tenure as an elections administrator there has never been an instance of fraudulence from a returned VBM.

While rumors, stories and misinformation attempt to make voting-by-mail a political issue, voting history data in Pasco County does not support the theory that

either party utilizes the option predominately over the other. Pasco has seen a steady increase through the last few election cycles of voters who utilize

voting-by-mail. In fact, approximately 1/3 of votes cast have been VBMs, with the exception being the most recent election - the PPP in March - in which 49% of the

total votes cast were VBMs.

Because the impact of COVID-19 on our ability to administer elections in a traditional manner remains largely unknown, we are encouraging you to consider VBM

I became employed in the Dade City area at Lake Jovita Golf & Country Club in Feb. of 2014. Moving here from Western Colorado I had no connection with the community or the surrounding area. In the spring of 2015 I joined the chamber’s golf committee for the Dade City Chamber’s annual Joe Kiefer Golf Tournament held at Lake Jovita.
