Gabriel S. Galanda, Program Co-Chair, is a partner and co-founder of Galanda Broadman PLLC. His practice focuses on complex, multi-party litigation and crisis management, and representing tribal governments and businesses.

Frank L. Miller, Program Co-Chair, Senior Member of Miller Malone & Tellefson PS, has spent the last 25 years in the gaming industry. He served with the Washington State Gambling Commission for 15 years and was its Director from 1990–92.

Robert M. Tull, Program Co-Chair, shareholder of the Law Offices of Robert M. Tull, maintains a limited legal practice serving selected gaming and land use clients throughout the state. He served 11 years as a member of the Washington State

Gambling Commission.Andrew Adams III, a member with Hogan Adams in St. Paul, Minnesota, is experienced in the areas of federal Indian law, tribal constitutional law, tribal governance, litigation, and gaming law.

Hon. W. Ron Allen is Chairman of the Washington Indian Gaming Association, and Chairman and CEO of the Jamestown S’Klallam Tribe.

Bree R. Black Horse is an attorney with Galanda Broadman PLLC. Her practice focuses on federal court and tribal court litigation involving tribal governments, enterprises and businesses.

Jonodev Osceola Chaudhuri is Chairman of the National Indian Gaming Commission (NIGC) in Washington, DC. He brings to the NIGC extensive policy, legal, and judicial experience.

Craig J. Dorsay, a partner with Dorsay & Easton LLP in Portland, has practiced exclusively in the field of Indian law since 1979 and primarily represents tribal governments.

Major Craig Durbin, Assistant Director of Security at the Oregon State Lottery (OSL), is responsible for “FISH” (Fairness, Integrity, Security and Honesty) within operations and administration of the OSL.

Prof. Eric D. Eberhard is an Affiliate Assistant Professor at the University of Washington School of Law. He has been actively engaged in the practice of federal Indian law since 1973.

Hon. Philip Harju is a Vice Chairman and tribal attorney for the Cowlitz Indian Tribe. He was first elected to the Cowlitz Tribal Council in 2004.

Kelly S. Croman is General Counsel for Marine View Ventures, Inc., the economic development arm of the Puyallup Tribe. She previously served as CEO of Island Enterprises, Inc.Scott D. Crowell, founder of Crowell Law Office – Tribal Advocacy Group in Sedona, Arizona, has practiced extensively in the area of Indian law since the late 1980s.Hon. Glen Gobin, Council Member of The Tulalip Tribes of Washington; is in his 15th year of serving on the Council and has served as the Business Committee Chairman for 14 years.Aurene M. Martin, President of Spirit Rock Consulting, Inc., in Alexandria, Virginia, has extensive experience in federal Indian law and policy. She represents Indian tribes on Federal law and policy issues.

Lauren J. King is a member with Foster Pepper PLLC in the firm’s Native American industry group; Litigation & Dispute Resolution and Media, Entertainment, and Gaming practices.

Christine M. Masse, a partner with Miller Nash Graham & Dunn LLP, leads the firm’s government and regulatory affairs group, as well as its tribal team.

Robert M. “Rob” McKenna, a partner with Orrick Herrington & Sutcliffe LLP, served as Attorney General of the State of Washington from 2005–13.

Bryan Newland, a member of Fletcher PLLC in Lansing, Michigan, represents tribal clients on issues including the regulation of gaming facilities and negotiation of tribal-state gaming compacts.

Shannon Keller O’Loughlin, Chief of Staff of the National Indian Gaming Commission in Washington, DC, brings more than 16 years of experience in Indian Country legal and policy work.

Judith A. Shapiro, owner of the Law Office of Judith A. Shapiro in Washington, DC, is an expert in tribal gaming and experienced in establishing tribal recognition and preserving tribal sovereignty.

Hon. Darrell Shay is Vice Chairman of the Shoshone Bannock Tribes in Fort Hall, Idaho. He was previously Cultural Resources Director, and prior to that, Economic Development Specialist.

Christopher T. Stearns is a member of the Washington State Gambling Commission and its past Chairman. He is also Of Counsel with Hobbs Straus Dean & Walker LLP in Portland, Oregon.

Ernest L. Stevens, Jr., Chairman and national spokesman for the National Indian Gaming Association in Washington, DC, is currently serving his 7th two-year term.

David Trujillo, CPA, CGMA, is Executive Director of the Washington State Gambling Commission effective June, 2013. He joined the WSGC in 1992.

Scott Wheat currently serves as General Counsel and Special Gaming Counsel for the Spokane Tribe of Indians. He is also Of Counsel with Galanda Broadman PLLC.

Michael Rondeau is CEO and Tribal Aministrator of the Cow Creek Band of Umpqua Tribe of Indians in Roseburg, Oregon, and has worked for the tribe for 30 years. Theresa Sheldon, Council Member with the Tulalip Tribes of Washington, was named President of Quil Ceda Village in June, 2015. Ernest J. Stebbins is Executive Director of the Washington Indian Gaming Association, where he has served since April, 2003. He began his nonprofit management career in 1984.Prof David Wilkins, PhD, is a McKnight Presidential Professor of American Indian Studies with the University of Minnesota Law School in Minneapolis.
