137. *Ms. Nafeesa Inayatullah Khan Khattak:(Deferred from 46th Session)

Will the Minister for Religious Affairs and Inter-faith Harmony bepleased to state:

(a) whether it is a fact that the zakat is being deducted from salariesof the Government employees by banks who are already taxfilers; if so, the justification thereof;

(b) the year-wise zakat deducted from the salaries of said employeesduring the last five years till date alongwith the percentage anddetails thereof; and

(c) whether there is any proposal under consideration of theGovernment to stop the said deduction; if so, the details thereof?

Minister for Religious Affairs and Inter-faith Harmony (SardarMuhammad Yousaf): (a) Zakat is not deducted from the salaries of theGovernment employees.

(b) As Zakat is not deducted from the salaries of the Governmentemployees, the question of year wise zakat deduction from the salaries does notarise.

(c) As Zakat is not deducted from the Salaries of the Governmentemployees, the question of stopping the said deduction does not arise.

Will the Minister for Religious Affairs and Inter-faith Harmony bepleased to state:

(a) whether it is a fact that Mujamla visas have not been issued tomembers of Parliament for Hajj-2017; if so, the reasons thereof;and

(b) the total number of Mujamla visas issued for said Hajj?

Minister for Religious Affairs and Inter-faith Harmony (SardarMuhammad Yousaf): (a) Mujamla Visa does not come under the domain of thisMinistry. Mujamla visa is a courtesy visa which is issued by the Saudi Embassy asper their discretion, to those who approach them directly.

(b) As explained above this Ministry is not involved in issuance ofMujamla Visas hence do not keep record of Mujamla visas issued by the SaudiEmbassy.

59. *Ms. Nafeesa Inayatullah Khan Khattak:

Will the Minister for Industries and Production be pleased tostate whether it is a fact that Industries in Karachi are in seriouscrisis due to high rates of electricity and gas; if so, the steps taken bythe Government to address the said issue?

Minister for Industries and Production (Mr. Ghulam Murtaza KhanJatoi): No specific study has been carried out on impact of high rates of electricityand gas on Industries in Karachi.

However, with respect to price of electricity, the Government of Pakistan(GoP) sets uniform tariffs for each category of consumers across Pakistan in linewith the National Power Tariff and subsidy Policy Guideline 2014. Accordingly,the category wise tariff, being billed to consumers, is the same for all distributioncompanies including K-Electrics.

60. *Ms. Suraiya Jatoi:

Will the Minister for Housing and Works be pleased to state whetherit is a fact that the Government accommodations are not being

allotted to the employees of the Constitutional Bodies; if so, how willthey be compensated for their accommodation needs?

Minister for Housing and Works (Mr. Akram Khan Durrani): Theemployees of Consititutional Bodies are not eligible to get accommodation underAccommodation Allocation Rules,2002. A Summary for amendment in theAccommodation Allocation Rules,2002 has been submitted to the Prime Minister,wherein, amendment regarding eligibility of employees of constitutional bodies hasalso been included. Accordingly, the case of allotment of GovernmentAccommodation to the employees of Constitutional Bodies shall be decided inaccordance with the decision on the summary.

61. *Mr. Muhammad Muzammil Qureshi:

Will the Minister for Religious Affairs and Inter-faith Harmony bepleased to state:

(a) the National Assembly Constituency-wise names, department,age and qualification of each Muavin sent for Hajj duties duringHajj-2017;

(b) the names and departments of those Muavineen who weresent more than two times for Hajj duties since June, 2013alongwith number of visits made by said Muavineen during thesaid period and justification thereof;

(c) whether it is a fact that some employees of certain departmentshave been sent on Hajj duties repeatedly during the said period;if so, the justification thereof;

(d) whether it is also a fact that the departments have sent itsemployees for Hajj duties during said period repeatedly andcreated a monopoly in the administrative affairs of Hajj whichleads to mismanagement; if so, the details and notice taken bythe Ministry in this regard; and

(e) the steps being taken by the Ministry to formulate auniform policy for selection of Muavineen for Hajj-2018?

(c) Yes, They were nominated on the basis of their institutional memoryand excellent performance/management during previous Hajj seasons in the greatinterest of Hujjaj.

(d) No, it is not a fact.

(e) Ministry has a comprehensive policy duly approved by the FederalCabinet. However, improvements are made every year to ensure better servicesdelivery to hujjaj.

Will the Minister for Housing and Works be pleased to state whetherit is a fact that funds have been released by the Government  forrepairing and renovation of the Government Houses of Category-Iand II, Sector G-10/3, Islamabad; if so, the details; if not, the reasonsthereof?

Minister for Housing and Works (Mr. Akram Khan Durrani): It isstated that Central Civil Division-VIII, Pak PWD, Islamabad and Central E/MDivision-II, Pak PWD, Islamabad are maintaining the houses of categories I andII Sector G-10/3, Islamabad including following houses of different categories:

——————————————————————————————The total funds of Rs.2.200 (M) [Rs.1.500 (M) for Civil and Rs. 0.700

(M) for E/M] have been allocated during current financial year for repair andmaintenance of the aforesaid 2163 houses scattered in Rawalpindi and Islamabad.The funds are allocated Division wise and not Sector wise. Out of above allocationRs. 0.808 (M) has been released so far, for 1st and 2nd quarter, which has sincebeen expended by Civil Division and E/M Division for attending complaints ofdifferent categories houses / flats. No separate funds are allocated for Houses ofCat. I & II Sector G-10/3, Islamabad.

63. *Dr. Shazia Sobia:

Will the Minister for Water Resources be pleased to state:

(a) whether it is a fact that the progress of works on Bhasha, Dasu,Akhori and Pattan Dams are very slow; if so, the reasons thereof;

(b) the present status of works on said Dams; and

(c) the dates on which construction works of said Dams will becompleted separately?

Minister for Water Resources (Syed Javed Ali Shah):(a) DIAMER BASHA DAM PROJECT

WAPDA has acquired 3.1696 acres of land out of total requirement of37419 acres. Beside that, construction of infrastructure / preliminary works, i.e.project colony at Thor Valley, Composite Model Village-II at Harpan Dam are inprogress. Work on the main dam could not be started due to non-arrangement offinances from donor agencies. Government has decided to finance the dam portionof the project through Federal PSDP. Therefore, the project has been bifurcatedinto two parts i.e. Dam Part and Power Generation Part.

In this regard, PC-I of Dam Part has been submitted to the PlanningCommission on 24-03-2107. The PC-I for implementation of Power GenerationPart of the project will be submitted by the year 2020 after initiating progress onconstruction of dam.

As per timeline given in PC-I (Dam Part), the dam will become operationalafter 9 years of commencement of works..

DASU HYDROPOWER PROJECT

Dasu HPP has been facing problems in acquisition of land due to followingreasons causing delays in project:

(i) Dasu HPP is located in district Kohistan which is a non-settled areawhere land record is not available. WAPDA has established aseparate ‘Land Acquisition& Assessment Unit under DC Kohistanwhich is responsible for preparation of revenue record. The surveyand revenue record of some of the priority areas are in process offinalization and the remaining will be completed shortly.

(ii) Interruptions by Local Affectees who are demanding higher landrates than the rates approved by ECNEC. Negotiations withaffectees through DC office are underway to resolve the matter.

AKHORI DAM PROJECT

PC-II for Feasibility Study of Akhori Dam project (600 MW and 6.0MAF) was approved by CDWP on 13-11-2003. The study was completed in2006. This project is not included in PSDP of current year. Therefore, no work is

in progress on this project. However, as per priority of the Government andallocation of required resources further steps will be taken to implement the project.

PATAN HYDROPOWER PROJECT

It is a planned run-of river hydropower project on Indus River with 2400MW capacity and no storage of water was completed in December, 2015. DetailedEngineering Design and preparation of tender documents would be started afterarranging funds.

(b) DIAMER BASHA DAM PROJECT

Land has been acquired out of total required 37419 acres of land of31696 acres. Construction of infrastructure / preliminary works i.e. Project Colonyat Thor valley, Composite Model Village-II at Harpan Das are in progress.

DASU HYDROPOWER PROJECT

Preparatory Works: WAPDA has awarded five contracts related torelocation of KKH, Access roads and 132 kV Transmission LineContractors for 03 Contracts KKH-01 (8%), RAR-01 (12.58%) & TL-01(12.89%) are mobilized at project site and are carrying out constructionactivities. Contracts of KKH-02 &RAR-02 have been signed andcommencement orders will be issued soon.

Resettlement Works: 3 Nos. Contracts of resettlement sites have beenawarded and signed with Chinese Firms. Contractors will mobilize atproject site soon after finalization of Resettlement sites by affectees.Details of the contract along with progress made so far is at Annex-I.

Main Civil Works: Main Civil works Contracts awarded to M/s CGGC,China. Contract agreement with M/s CGGC, China signed onMarch 08, 2017. Contractor has commenced services and mobilized atSite w.e.f. June 23, 2017. Construction activities on Access Roads,Diversion Tunnel, Inlet & Outlet are in progress.

Electro-Mechanical Works: Pre-Qualification process has beencompleted. Bidding Documents issued to prequalified applicants onAugust 9, 2017. Addendum for extension in bid opening date for eightweeks is in process of finalization.

AKHORI DAM PROJECT:

PC-II for Detailed Engineering Design and preparation of tender documentswill be submitted on the allocation of required funds.

PATAN HYDROPOWER PROJECT:

Work on Detailed Engineering Design and tender documents will be carriedout after availability of required financing and priority of Government.

(c) DIAMER BASHA DAM PROJECT:

As per timeline given in PC-I .(Dam Part) the dam will be operationalafter 9 years of commencement of work.

DASU HYDROPOWER PROJECT:

Dasu Hydropower stage-I Project (2160 MW) will be completed byFebruary 2023.

AKHORI DAM PROJECT:

Detailed Engineering Design would take 18 months and projectimplementation would take 5 years after commencement of works.

PATAN HYDROPOWER PROJECT:

The project implementation of Patan is foreseen as post Basha subject toavailability of financial resources from any donor agency. The detailed EngineeringDesign and preparation of Tender Documents would take 2 years and ProjectImplementation would take 6 years after commencement of works.

64. *Malik Muhammad Amir Dogar:

Will the Minister for Maritime Affairs be pleased to state:

(a) the time by which Gwadar Port will be activated for generaltrade; and

(b) the trade being carried from said Port at present?

Minister for Maritime Affairs (Mir Hasil Khan Bizenjo): (a) GwadarPort is ready to receive dispatch cargo for general trade since 2008.

(b) Since 2008 till date total 6,471,364 tonnes of cargo has beenimported and exported through Gwadar Port. Most of this volume has beenGovernment imports and import of ongoing CPEC related port and free zoneprojects. Some quantity of local fish has been exported through Gwadar Port.

65. *Ms. Nighat Parveen Mir:

Will the Minister for Water Resources be pleased to state whether it isa fact that Pakistan is facing the shortage of water resources atpresent?

Minister for Water Resources (Syed Javed Ali Shah): It is a factthat due to change in hydro meteorological condition since start of September2017, the River inflows remained stressed. IRSA, keeping in view the conditionof standing Kharif crops, in corporation with the stakeholders, is releasing fullshare to the provinces by augmenting the river flows through the water stored inMangla & Tarbela reservoirs during last summer season.

According to the forecast of Pakistan Metrological Department forOctober, 2017 to December 2017 river flows will remain below normal.

IRSA, in its Advisory Committee Meeting anticipated 20% shortfall forRabi Season 2017-18 which is likely to increase.

It may be stated that the present shortage of water resources could beaddressed by construction of new storage reservoirs in the country with adequatefinancing provision.

66. *Dr. Nafisa Shah:

Will the Minister for National Food Security and Research be pleasedto state:

(a) the details of the Crop Insurance Scheme of the Government;

(b) the types of crops covered in the said scheme; and

(c) the total number of farmers benefited from the said Scheme sinceits inception alongwith province-wise details thereof?

Minister for National Food Security and Research (Mr. SikandarHayat Khan Bosan): (a) Crop Loan Insurance Scheme was launched on thedirectives of the SBP letter No. ACD/AFPD/XXX/ Crop Insurance-01/08-1238dated 21-08-2008 and still continues till date. Salient Features of the scheme are:

1. The scheme is offered to all banks involved in agriculture lending.

2. Borrowers receiving production loans from the banks up to 25 acresexcept 32 acres in Baluchistan qualify for free insurance of 5 majornotified crops.

3. All production loans disbursed for 5 major crops by the banks areto be compulsorily insured.

4. The insurance cover is from sowing till harvesting.

5. Indemnity would be payable on the occurrence of natural calamitieslike excessive rain, hailstorm, frost, flood and drought. Crop relateddiseases like viral and bacterial/locust attacks are also covered.

6. Notification of calamity is necessary along with loss evidence of cropdue to notified perils.

As per the scheme of federal government all the bank involved in thescheme, pay the premium by themselves, and claim the reimbursement from thegovernment through SBP on half yearly basis subject to a maximum premium rateof 2%.

(b) The said Crop Loan Insurance scheme covers 5 major crops i.e.Wheat, Rice, Sugarcane, Maize and Cotton.

(c) Details attached as Annex-A.

67. *Mr. Muhammad Muzammil Qureshi:

Will the Minister for Religious Affairs and Inter-faith Harmony bepleased to state:

(a) the name, post, grade, department, qualification and experiencein administrative field of each Sector In-charge and DeputySector In-charge of Hajj 2017;

(b) whether it is a fact that a comprehensive policy has not beenmade by the Ministry for selection of Sector and Deputy SectorIn-charge;

(c) whether it is also a fact that junior rank officials were appointedas Sector and Deputy Sector In-charge during said Hajjwhereas senior officers were appointed for buildings in SaudiArabia;

(d) if the answers to part (b) and (c) above are in the affirmative,the justification thereof;

(e) whether Ministry has taken notice of it; if so, details thereof;and

(f) the steps being taken by the Ministry to make aforesaidappointments among senior officers?

Minister for Religious Affairs and Inter-faith Harmony (SardarMuhammad Yousaf): (a) The name, post, grade, department, qualification andexperience in administrative field of each Sector In-charge of Hajj-2017 are asfollows:

(b) No. Every year a comprehensive policy is formulated for appointmentof Sector and Deputy Sector In-charge in consultation with Director (Moavineen).

(c) Hajj mission is a rank less mission. Officials are appointed as sectorcommanders and deputy sector commanders keeping in view their previousexperience of similar missions. The officials are assigned tasks after interviewingand screening prior to departure. All the selected officials for hajj mission areinformed and briefed about the fact that this is a rank less mission. While givingassignments prior interviews are held wherein emphasis is laid on selecting thoseofficials who have experience of public dealing, crowd management, transportationmanagement etc.

68. *Sheikh Salahuddin:

Will the Minister for National Food Security and Research be pleasedto state whether there is any proposal under consideration of theGovernment to provide food to the people living below poverty levelin the country; if so, the details; if not, the alternate proposal thereof?

Minister for National Food Security and Research (Mr. SikandarHayat Khan Bosan): Pakistan is surplus in major food items like wheat, rice,maize, sugar, potatoes etc. But presently there is no proposal for provision of foodto the people living below Poverty Line. However, recognizing the need to protectthe poor and the vulnerable, the government has launched several social safety netprograms i.e. Benazir Income Support Programme (BISP), Zakat, PakistanBait-ul- Mal etc. Through these programmes the basic needs of the poor segmentof the society has been addressed. Besides this the Utility Stores Corporation ofPakistan is also playing a significant role in providing food items to vulnerablesegment of the society, at affordable prices.

69. *Ms. Munaza Hassan:

Will the Minister for Religious Affairs and Inter-faith Harmony bepleased to state:

(a) the names of institutions, organizations and wings of the Ministryto whom mandate has been given to propagate religious tolerancein the religious institutions all over the country at present;

(b) the mechanism/system through which those institutes spread theirmessages; and

(c) the names and designations of the officers of said institutions,organizations and wings?

Minister for Religious Affairs and Inter-faith Harmony (SardarMuhammad Yousaf): There is no separate wing or institute in the Ministry ofReligious Affairs and Interfaith Harmony that has been assigned the mandate topropagate religious tolerance in the religious institutions all over the country.However, Research and Reference Wing and Interfaith Harmony Wing of theMinistry deal with intra-faith and inter-faith harmony issues respectively.

(b) Following mechanism has been adopted by the Ministry to spreadits message.

I. National Ulema and Mashaikh Council has been constituted in theMinistry for the promotion of sectarian harmony in the country.Research and Reference Wings being the Secretariat of the Councilarranges its meetings and processes its recommendations. Primaryobjective of the Council is to contain religious prejudices and extremistattitudes from the minds of religious extremists.

II. Curriculum Committee constituted under National Ulema andMashaikh Council looks into the matters related to curriculum ofmadaris and submits its suggestions ,to the Ministry for considerationand onward submission to the concerned quarters.

III. Introduction of social sciences and contemporary subjects in thecurriculum of the madaris is also recommended as countering measureto dilute the concentration of extremism from the Madaris. TheMinistry of Religious Affairs and Interfaith Harmony has beendisbursing salaries to 2199 teachers of Madaris who are teachingEnglish, Mathematics, Social/Pakistan Studies and General Science.

Moreover, work on a comprehensive program of integration ofcontemporary and religious studies in Madaris has been initiated inconsultation with Ministry of Education and Itihad Tanzimat e MadarisPakistan. The matter is also included in the recommendation ofNational Ulema and Mashaikh Council.

IV. Similarly, to promote intra-faith tolerance and to ensure social welfareand to eliminate any kind of discriminations with respect to theminorities living in the country a National Commission for Minorities(NCM) was established through Resolution as a result of FederalCabinet decision dated 23rd August, 1993 that is being dealt byInterfaith Harmony Wing of the Ministry.

TORs of NCM are as under:—

i. Develop a National Policy on Inter-faith Harmony, to explore theavenues for peace and security.

ii. To consider such laws, executive instructions, orders of proceduralpractices of the Government or Government Agencies, Autonomousand semi­autonomous bodies; and agencies which are reported tobe discriminatory towards the Minorities.

iii. To recommend to the Government such steps as shall ensure fullerand effective participant by the members of Minority communities inall aspects of national life.

iv. To ensure their full and effective participation and association withtheir religious and cultural festival and celebrations.

v. To look into the grievances and representations made by themembers of any Minority community to the Government of Pakistanand, after examination such grievances, to make suitablerecommendations to the Government of Pakistan; and

vi. To ensure that the churches, shrines, temples, gurdwaras and otherplaces of worships of the Minority communities are preserved andwell-kept in a functional condition.

vii. The Commission with consensus may set additional objectives foritself and if required may consult legal and constitutional experts.

viii. To consider the cases of NOCs for the sale/ purchase/ transfer ofcommunal properties of minorities as provided under the Protectionof Communal Properties of Minorities Ordinance, 2001, notifiedvide No. F.2 (1)/2002-Pub dated 22nd January, 2002.

(c) Names and Designations of the officers of Research and ReferenceWing and Interfaith Harmony Wing dealing with matters of religious tolerance areannexed herewith.(Annexure-I)

In this context, Zonal Manager Peshawar has been directed to visit thearea next month. In coordination with local administration, he will hold meetingwith elected representatives and relevant stakeholders. The feasibility of openingof new stores in the area will be discussed during the subject visit.

(d) There is no non-functional Utility Store in South Waziristan Agency.

71. *Ms. Naseema Hafeez Panezai:

Will the Minister for Housing and Works be pleased to state:

(a) the utilization of interest gained from the amount deposited bythe members of various housing schemes launched by theFederal Government Employees Housing Foundation (FGEHF);

(b) whether it is a fact that the benefits of the amount of interest isnot being passed to said members; if so, the reasons thereof; and

(c) the total amount of interest gained from the amount depositedby members of each scheme of the FGEHF so far?

Minister for Housing and Works (Mr. Akram Khan Durrani): (a)The FGE Housing Foundation is a nonprofit organization registered with SECPunder section 42 of company’s Ordinance, 1984 and does not take any fund fromFederal Government or any share in Federal budget. It generates its own incometo meet its administrative expenses. Therefore, The utilization of interest gainedform the amount deposited by the members of various Housing Schemes launchedby the Federal Government Employees Housing Foundation (FGEHF) is foradministrative expenses.

(b) Being a nonprofit organization, Housing Foundation uses its surplusrevenues for further to achieve its purpose or mission, rather than distributing itssurplus income to the organization’s share holders as profit. The Housing Foundationis not exempted to Tax and pays income Tax on profit every year.

(c) An amount of Rs. 615,589,102/- of interest earned from the amountdeposited by members in all projects during last four years.

Minister for National Health Services, Regulations and Coordination(Mrs. Saira Afzal Tarar): (a) No, there is no fee on issuance of NOC for import ofregistered medicines in Pakistan as per The Drugs (Import & Export) Rules, 1976.

(b) The DRAP allows for import of registered medicines under The Drugs(Import & Export) Rules, 1976, wherein no such fee is mentioned in, this regard.

73. *Sahibzada Tariq Ullah:

Will the Minister for National Health Services Regulations andCoordination be pleased to state:

(a) the province-wise total number of posts for direct appointmentsare available with the National Institute of Health(NIH), Islamabad at present alongwith the details thereof; and

Presently 272 posts of direct quotaare lying vacant in NIH out of which 148 posts have already been advertised inthe press. The process of recruitment is still underway. However detail of Province-wise total number of vacant posts is placed at (Annex-I)

(b) No this is not the fact. The vacant posts of NIH meant for directrecruitment are allocated to the regional/provincial quota in accordance with theinstructions of Establishment Division issued vide O.M 4/10/2006-R-2 dated12-2-2007 (Annex-II). It is further clarified that no person from any provincehas been appointed against the quota of Khyber Pakhtunkhwa.

Minister for Water Resources (Syed Javed Ali Shah): (a) Consequentto the Water Apportionment Accord (WAA) ‘1991’ Indus River System Authority(IRSA) was established, vide IRSA Act No. XXII. The Authority is havingrepresentation of all the four provinces as well as the Federal Government. WAA‘1991’ is being implemented in letter and spirit with the utmost satisfaction of allthe stakeholders and till to-date there is no complaint lodged with the Council ofCommon Interests (CCI) regarding any decision passed by the Authority.

(b) • Diamer Basha Dam Project will store 6.4 MAF. It is located onIndus River near Chilas (Khyber Pakhtunkhwa & Gilgit-Baltistan).

• PC-I of the project amounting to Rs. 894.257 billion was approvedby ECNEC on 20-08-2009.

• Land Acquisition works started since 2010, preparatory works arein progress.

• Main project will be commenced after arrangement of financing.

• Project will be completed in 9 years after commencement.

Kurram Tangi Stage-I

• This project is located in Northe Waziristan Agency FATA, 14 KMupstream of Kurram garhi head work. Gross storage capacity of theproject is 0.90 MAF and Power Generation capacity is 83.4 MW.

• This project was commenced since June 2016 and expected date ofcompletion is April 2019.

Mohmand Dam

• This project is located on Swat river 5 KM upstream of Mundahead works. Gross storage capacity of the project is 1.239 MAFand command area is 16737 acre.

• Feasibility study and engineering design and tender document hasbeen completed.

• Concept paper of the project for foreign financing has been approvedby CDWP.

Minister for National Health Services, Regulations and Coordination(Mrs. Saira Afzal Tarar): (a) Maximum Retail Prices (MRPs) of essential lifesavingmedicines in the country at present are placed at Annex “A”. Since FederalGovernment fix MRP of any drug under the Drug Act, 1976, Therefore, prices ofmany drugs may be lower in market as compared to prices given at Annex-“A”.

(b) The comparison of prices with the prices of the said medicines whichare available on official websites of the regulatory authorities of India & Bangladeshis placed at Annex “B”. Prices of drugs in Srilanka and Afghanistan are not regulated;therefore, their price comparison could not be made.

Minister for Industries and Production (Mr. Ghulam Murtaza KhanJatoi): PSM’ is incurring a monthly loss of Rs. 509 million instead of deficit statedas Rs. 600 million.

The Present Government has taken number of steps for the revival ofPSM which include:

• The ECC on 7th September, 2013, approved a package of Rs. 2.9billion for payment of salaries, clearance of critical liabilities & workingcapital of the PSM.

• On 25th April, 2014, the ECC of the Cabinet considered the summaryon “Restructuring options of Pakistan Steel Mills” and approvedRs.18.5 billion for the revival of PSM.

• The ECC also approved funding for PSM duty payments at customson imported iron ore to be released as and when it is received. Alsofacilitated by deferment of 17% sale tax for 03 months on import ofraw materials provided basically to meet liquidity crunch to PSM.Relief on payment of 6% Income Tax on import of raw material wasalso extended to PSM.

• The Government of Pakistan has enlisted Pakistan Steel forprivatization and the process of due diligence is being carried out bythe Financial Advisors appointed by the Privatization Commission.

• Net Salaries to the PSM employees are being paid by the Governmentof Pakistan. The PSM employees have been paid their salary up to themonth of May, 2017. Presently, the Privatization Commission is in theprocess of submitting a Summary at the ECC forum for releasing of fourmonths Salaries i.e. June - September 2017 for the PSM employees.

82. *Dr. Nikhat Shakeel Khan:

Will the Minister for Religious Affairs and Inter-faith Harmony bepleased to state:

(a) the National Assembly Constituency-wise names of personsexcept Muavineen sent for Hajj-2017 on Governmentexpenditures and on free of cost by the Ministry separately;

Minister for National Health Services, Regulations and Coordination(Mrs. Saira Afzal Tarar): (a) Generally there is no difference with regard toefficacy and quality of medicines of same brand of a drug available either locally orin foreign countries as uniform specification are adopted by the brand owner fortheir brand internationally.

(b) There are no such medicines. A drug is registered either for localmanufacturing or for import in finished form. Simultaneous registration for bothlocal manufacturing and import is not permitted.

Minister for Water Resources (Syed Javed Ali Shah): Funds forDasu HPP have been arranged from following sources:

World Bank

• Agreement between the Government of Pakistan, WAPDA and theWorld Bank from IDA Credit of US$ 588.4 Million signed on August25, 2014 along with an IDA Partial Credit Guarantee (PCG) ofUS$ 460 Million. Loan Agreement is effective since November 20,2014.

Local Commercial Banks

• Agreement with Local Commercial Banks led by M/s HBL forfinancing up to Rs. 144 Billion signed on March 29, 2017. 1st trancheof Rs. 25 Billion has been received in May 2017.

Foreign Commercial Bank

• Agreement with M/s Credit Suisse Bank for US$ 350 Million Creditsigned on June 29, 2017. lst tranche of US$ 188 Million received onJune 30, 2017.

There is a shortfall of US$ 485 million, which is being arranged throughEconomic Affairs Division.

85. *Shaikh Rohale Asghar:

Will the Minister for Water Resources be pleased to state whether it is afact that the Indus Basin Treaty is being implemented in letter and spiritby India; if not, the step being taken by the Government in this regard?

Minister for Water Resources (Syed Javed Ali Shah): It would notbe true to state that India is implementing the provisions of Indus Waters Treaty -1960 in letter and spirit. So far a number of violations have been noticed on part ofIndia upon which Pakistan has raised objections according to provisions of theTreaty. Though India is allowed to construct run-of-river hydroelectric plants andlimited storages on the Western Rivers yet the permission of construction isconditional on following the design and operational criteria specified by the Treaty.It has been noted that the designs of the hydroelectric plants which India isconstructing are not according to the design criteria of the Treaty.

Much higher than the permissible pondage, lower intakes and deep orificespillways are the usual features of Indian designs, which are against the explicitprovisions of the Treaty. Indian designs are oriented towards obtaining facility ofdrawdown flushing of the sediments from the reservoirs of its hydroelectric plantswhich is not permitted by the Treaty and against which the previous KishengangaCourt ruledwhile India had pleaded for it in the case.Such designs are harmful forPakistan as these would facilitate sediment flushing which would be detrimental tothe agricultural, hydro-electric and environmental uses of Pakistan.

The recent case of Kishenganga and Ratle Hydroelectric Plants is one ofsuch instances where the matter of objections on the designs of these projects isbeing taken to the third forum for resolution.

In recent past, Pakistan has been able to get favourable decision from theCourt of Arbitration in the case of Kishenganga HEP regarding the issues of

drawdown below the dead storage level and that of the environmental flows. Thiscase was taken to the Court of Arbitration in the year 2010 and final award wasannounced in December, 2013.

Indian attitude of circumventing the Treaty provisions is also evident fromthe tactics it employs to delay the tours of inspection requested by Pakistan andminimizing the number of meetings to the mandatory requirement of one meeting ina year. Frequent tours of inspection, as well as the meetings of the Commissionare also needed for effective implementation of the Indus waters Treaty 1960.

The relevant provisions of the Indus Waters Treaty 1960, which delineatewater rights of the Pakistan on the waters of Western Rivers (i.e. Article-III of theIndus Waters Treaty 1960), and those which deals with the mechanism of disputesresolution (i.e. Article-IX), as well as a note on the Indian approach on the CurrentWater Issues are attached as supplementary material.

The Government takes-up the matter with India in accordance with theprevisions lead down in the Treaty at the Commission level followed by theGovernment level and then at the third forum.

The authorization ofthe aforesaid PC-II is awaited from M/o PD&R.

(b) The Construction work has not yet started.

(d) • As regards Price Control and Prevention of Profiteering and HoardingAct, 1977, after 18th amendment process has been initiated foramendment in the Rules of Business, 1973.

• Law & Justice Division has initiated a process to eliminate redundant/out dated laws from the statutes. This Ministry has forwarded followinglaws to Law & Justice Division for their repealment:

Concrete steps were taken to prepare list of all lawsrelated to Health & Population. Certain laws were amended after 18thConstitutional amendment.

(c) Yes, it is routine to amend the laws/rules to keep pace with change inthe society.

• The amendments have been made in PM&DC Act 2012.

• The amendments in Laws of DRAP and PCP is under process.

• Further, establishment of two more Councils i.e. Pakistan Allied HealthProfessional Council and Pakistan Physical Therapy Council is alsounder process.

• Amendment in HOTA 2010 are under process.

(d) Under Cabinet Committee on Re-structuring (CCOR) a subcommitteeheaded by DG (PPW) was constituted to analyze existing laws/ rules pertaining toM/o NHSR&C, and its attached departments /subordinate offices to submit anomaliesoverlapping, in consistencies, etc. Report of the said committee is awaited.

1. Water Resources Management and Conservation:

To manage the water resources and water conservation, Ministry of WaterResources is continuously striving for the development of water for thecountry. In this regard, a comprehensive plan has been prepared to storewater during high flow season and utilize the same during the lean season.In last decade, following projects were completed:

Mangla Dam Raising (2.88 MAF),Gomal Zam Dam (0.892 MAF),SatparaDam (0.053 MAF) and Darawat Dam (0.089 MAF) Sabakzai Dam(0.0327 MAF) Mirani Dam ( 0.302 MAF) to store water, while DiamarBasha Dam (6.4 MAF) and Nai Gaj Dam (0.16 MAF)are underimplementation. Shyok Dam (5.5 MAF) and Chiniot Dam (1.0 MAF)are also being planned for regulated water supply as per future requirement.

2. Drainage Programmes:

Ministry of Water Resources is presently sponsoring two drainage projectswhich are as under:—

(i) RBOD-I Project

RBOD-I Project was started in the year 1994 to provide disposalof agricultural effluent of existing and proposed local drainage unitsincluding rehabilitation of existing drainage network and to improveenvironmental conditions in Manchar & Hamal Lakes. The projectwill also increase agriculture production in an area of 1.28 MillionAcres of District Larkana, Kamber-Shadadkot, Dadu & JamshoroDistricts of Sindh Provinces. 2nd revised PC-I amounting to Rs.17,505.018 Million has been approved by ECNEC on 26.07.2017.The up-to-date progress of the project is 75%.

(ii) RBOD-II Project

This project is partly located in District Dadu, Jamshoro and Thattaof Sindh Province. The alignment of RBOD-II project generally runalong right side of river Indus and lies between river Indus and Khirtherhill range. This drain will carrying 3525 cusecs of saline effluent comingfrom RBOD-I/Indus Link and dispose it off into Sea in anenvironmentally safe manner to avoid pollution of Manchar Lake.Physical progress of the project is 72%.

(iii) RBOD-III Project

RBOD-III Project was launched in the year 2004 to provide disposalfacilities for existing and proposed drainage project components ofBalochistan and Sindh Provinces. The Project will increase agricultureproduction and to improve environmental conditions in the area of0.678 Million Acers of Nasirabad, Jaffarabad Districts of Balochistanand Jacobabad, Kamber-Shadadkot Districts of Sindh Province.1st revised PC-I amounting to Rs. 10,804.540 Million has beenapproved by ECNEC on 26-07-2017. The up-to-date progress ofthe project is 63%.

3. Lining of Canals:

The present government has completed phase-I (Part-A) of Kachhi Canalto irrigate 72000 acres of land in Balochistan whereas lining of MuzaffargarhCanal is under progress.

I. Kachhi Canal

Kachhi Canal off-takes from Taunsa Barrage. Total Length of Canalis 500 km out of which 391 km is concrete lined. Total commandarea of the project is 713,000 Acers. First Phase of Kachhi CanalProject from RD 0+000 to RD 1193 (364 km) has been completed.It was inaugurated by Prime Minister of Pakistan at Sui, Dera Bugtion 14th of September, 2017.Dera Bugti, Nasirabad, Bolan, JhalMagsi Districts of Balochistan will be benefited.

II. Muzaffargarh Canal

Project is located in Tehsil Kot Addu, District Muazffargarh, Punjab.Total lined length of Canal will be 63 km. 35% of total commandarea of Muzaffargarh Canal will be rehabilitated and 0.3 Million Acersland of Kot Addu will be brought back for cultivation. The up todate progress of the project is 31.27%.

III. Rainee Canal

This canal off-take from side of Guddu Barrage and flows in Ghotki,Khairpur and Sukkur District in Sindh. The project was commendedin 2002. Phase-I of the project comprising 110 Km has beencompleted since June 2014. Command area of phase-I of the Canalis 113690 acres.

20. Moulvi Agha Muhammad:

(a) the detail of the construction works of Umar Zai, Yousaf Kachand Rud Mullazi Dams (Balochistan) completed so far;

(b) the date on which tenders of said Dams were given; and

This scheme is reflected under Federal PSDP 2017-18 at S. No. 1148with an estimated cost of Rs. 150.00 million and allocation of Rs. 50.00 million.PC-I of this project was approved by CDWP on 03-05-2017 at a cost of Rs.150 million.

The scheme comprises three sub-projects with the desired detail is Annex-I.

Construction-of Storage Dam Yousaf Kach Rud Mullahzai District Pishin.

The scheme is reflected in Federal PSDP 2017­18 at S.No.1132 with anallocation of Rs. 50.00 million. PC-I of this project was approved by CDWP on03-5-2017 at an estimated cost of Rs. 200 million.

Detail of components along with commencement date and completionperiod is at Annex-II.

(b) Works on both the projects were commenced on 18-09-2017.

(c) Completion period of both the projects is 18 months and the expecteddate of completion is 19-03-2018.

21. Mr. Siraj Muhammad Khan

Will the Minister for Maritime Affairs be pleased to state thesteps taken by the Government to prevent foreign trawlers fromfishing in shallow waters causing loss to local fishing community inKarachi?

Minister for Maritime Affairs (Mir Hasil Khan Bizenjo): The FederalGovernment has not issue any fishing license to foreign fishing vessel since 2009.

Besides the above mentioned fact, Federal Government has given thepowers to Commanding Officers of the ships, vessels and boats of the PakistanNavy and Maritime Security Agency, not below the rank of Lieutenant, to exerciseand perform all the powers and functions of Fishery Officers under ExclusiveFishing Zone (Regulation of Fishing) act, 1975 (XXXII of 1975), vide S.R.O.44(KE)/92 dated 28-01-1992 to combat the illegal fishing in EEZ.

The fishing in the shallow waters or in territorial waters are regulated bythe provincial Fisheries Department of Government of Sindh.

22. Mr. Siraj Muhammad Khan:

Will the Minister for Maritime Affairs be pleased to state:

(a) whether it is a fact that the Marine Fisheries Department has failedto satisfy the United States of America with regards to Turtle ExclusionDevice/TED on Pakistan fishing vessels which resulting ban onPakistan’s seafood products; if so, the reasons thereof;

(b) the steps taken by the Government to re-assess the said matter;

(c) whether it is also a fact that the said Department has testedShrimps for White Spot disease and found the results to benegative thus satisfying their condition for export to Kingdomof Saudi Arabia;

(d) if so, whether the said Department informed the CommerceDivision so the matter may be resolved with Saudi Arabia therebyallowing Pakistani Shrimps to be exported?

Minister for Maritime Affairs (Mir Hasil Khan Bizenjo): (a) In 1999United States (US) government vide its regulation section 609 of Public law101­162 (“Section 609”) had imposed restriction on exporting countries thatshrimps harvested with technology that may adversely effect certain species of seaturtle shall not be allowed to imported in the United States. This import prohibition,however, does not apply if the US Department of Sate certifies to Congress thatthe harvesting nation has a regulatory program and an incidental take ratecomparable to that of the united States. Since 2000 this program is implementedin Pakistan. Based upon the visits of Turtle Excluder Devices (TEDs) team inNovember 2014 February, 2016 and recent visit in April 2017, the United Statessuspended Pakistan’s certification to export wild — caught shrimps to the UnitedStates. During the recent visit in April, 2017, TEDs team boarded 24 trawlers anddid not see any evidence that the fishermen were constantly using TEDs. The teamwas told by the representative of fisherman that only 70 percent of the trawlershave Teds and admittedly do not use them at all times. The role of MFD was tofacilitate the Karachi Fisheries Harbour Authority (KFHA), Sindh Trawler OwnersFisheries Association (STOFA) in the installation of TEDs in shrimp trawlers.

(b) For the re-assessment, following steps have been taken;

i. In collaboration with Sindh Fisheries Department govt. of SindhKarachi Fisheries Harbour Authority, Govt. of Sindh and SindhTrawler Owners Fisheries Association (STOFA) installation of TEDin trawl net of shrimp trawlers was started and no shrimp trawlerwas allowed to leave for fishing without TED since 01-08-2017.

ii. Now about 750 shrimp trawlers have TED onboard.

iii. As per decision of meeting held on 30-05-2017, at Ministry ofCommerce, Pakistan Maritime Security Agency (PMSA) wasauthorized to check/monitor the availability of TED onboard theshrimp trawlers and its usage at sea.

iv. It has been observed that although the TEDs are available onboardbut these are not being used at sea.

v. The monitoring of TED implementation at sea from PMSA is awaited.As soon it is received and found satisfactory the same will beforwarded to Ministry of Commerce for further action.

vi. It is further decided in the meeting held on 30-05-2017 at Ministryof Commerce that third party audit will be conducted forimplementation of TED programme on shrimp trawlers before invitingthe USA inspectors.

(c) On 07-09-2017, MFD has received the laboratory test report ofNine (09) samples of shrimp from the Aquatic Diagnostic Laboratory of NationalCentre Maritime Policy Research, Bahria university Karachi, in respect of shrimpdisease as requested by the Saudi Food and Drug Authority (SFDA). The reportshows that analysis of provided shrimp samples (Frozen Block, Chilled, Fresh)do not indicate the presence of viral pathogen(s) of following diseases; i) WhiteSpot Syndrome Virus (WSSV);ii) Yellow Head Disease (YHV); iii) InfectiousHypodermal & Hematopoietic Necrosis Virus (IHHNV); v) Acute Hepato-Pancreatic Necrosis Disease or Early Mortality Syndrome (AHPND/EMS).

(d) On 08-09-2017 the MFD has forwarded the copy of report to theMinistry of Commerce for taking further action.

23. Ms. Khalida Mansoor:

Will the Minister for Water Resources be pleased to state the quantityof electricity and water to be gained from the construction of ShadiKaur Dam, Balochistan?

Minister for Water Resources (Syed Javed Ali Shah): Shadi KaurDam is a federally funded project which has been completed since 31-10-2016.Storage capacity of this project is 37,000 acre feet. No provision of electricitygeneration is available in the project.

This project will provide ensured supply of 70.28 cusecs of water toirrigate 3,075 hectares (7595 acres) of land on both banks of Shadi Kaur.Moreover, the dam will provide drinking water facility to Pasni Town and itssurrounding areas.
