On December 2, the U.S. Navyawarded Electric Boat the BlockV contract valued at $22.2 billionfor the construction of nine new

Virginia-class submarines with advancedcapabilities and expanded capacity. Thecontract also includes the option of atenth ship to be constructed within thecontract time frame, bringing the totalpotential contract value to approximately$24.1 billion. In the current environmentof great power competition, Block V willprovide the Navy with the submarinesit requires to retain undersea superior-ity far into the future. Eight of the nineboats will be equipped with the VirginiaPayload Module (VPM), which ElectricBoat will build at a recently construct-ed facility at Quonset Point. The VPMwill provide four large-diameter payloadtubes located on the boat’s center line,increasing the fixed strike capacity ofthe submarine by more than 230 percent.VPM enables enhanced use of SpecialOperating Forces, and allows the Navy tobring aboard additional weapons, sensors,and other special payloads.

Electric Boat is fast approaching our121st anniversary, with a storied legacyof delivering ships to ensure our nationalsecurity. We are the stewards of that leg-acy with the opportunity to deliver moresubmarines than our Navy has required inmore than a generation. On November 12, Electric Boatdelivered the Moored TrainingShip La Jolla (MTS 701) to the

Nuclear Power Training Unit (NPTU)in South Carolina, following a three-day tow from Norfolk Naval Shipyard.The new MTS provides a training plat-form for naval officers and enlistedpersonnel in operation, maintenanceand supervision of naval nuclear pro-pulsion plants.

To construct MTS La Jolla,a 688-class submarine was cut in half.The propulsion plant was retainedand upgraded, and a new forwardend consisting of four Electric Boat-designed-and-built modules waswelded to the legacy aft end byElectric Boat.

Electric Boat was the lead designyard and major hull module construc-tion yard on the Moored TrainingShip program, which is a $1.2 billionproject for the company. EB provid-ed engineering/design support for theduration of construction, a unique, jointeffort between EB and Norfolk NavalShipyard. The conversion conceptdesign started in 2010, and during peakof design, employed 750 engineering/design personnel. Module construc-tion began at Electric Boat’s QuonsetPoint, RI facility in 2012, and the firstmodule was delivered to Norfolk NavalShipyard in 2015.

EB constructed and delivered themodules on or before scheduleddelivery dates and construction wasperformed under cost, with over 600construction personnel contributingat its peak. EB continues to providetechnical, construction and test sup-port at Norfolk Naval Shipyard for thesecond Moored Training Ship, MTSSan Francisco (MTS 711), which isscheduled to be delivered in 2021.

In October, members of The MetalTrades Council ofNew London County (MTC) overwhelmingly ratifiedtheir organization’s contract with Electric Boat.

The MTC represents the company’s 2,673 shipyard workers.There were 2,122 votes recorded with more than 85% votingto ratify the contact.

The new, four-year contract provides competitive wages over thenext four years through a combination of a signing bonus, fourgeneral wage increases and additional increases for skills-basedpremium pay. It also provides enhancements for all membersin a variety of benefits including healthcare, paid time off andretirement benefits.

“We are pleased that the MTC employees ratified this contractoffer which is one of the most competitive in our region and inour shipbuilding industry,” said Elicia Spearman, Vice Presidentand Chief Human Resources Officer. “Our employees are thebest in the industry. They work hard and they deserve to be com-pensated fairly. We believe that the increases in compensationand the enhancements to the benefits package make this a goodcontract for our employees and their families that significantlyincreases their quality of life.”

In November, Electric Boat reached a new laboragreement with the United Brotherhood ofCarpenters and Joiners ofAmerica 1302 (UBCJALocal 1302).

The UBCJA Local 1302 represents 299 employees. There were218 votes recorded with more than 90% ratifying.

The new four-year contract provides competitive wages overthe next four years through a combination of four general wageincreases, benefit enhancements, a signing bonus and special pay.

FUTURE LEADERS GROUP COHORT 12 BEGINS DEVELOPMENT PROGRAM

The Future Leaders Group (FLG) Cohort 12 kicked-off their 10-month leadership development program on October 24 with mes-sages from senior leadership, introductions to the program, and teambuilding and leadership workshops. The cohort comprises 100current and future leaders who will participate in a series of on-line leadership courses, instructor-facilitated workshops, and lead-

ership networking and business briefs all designed to prepare them to fill mid-level management positions critical in this time ofrapid growth.

The newly redesigned program blends on-line learning with more traditional instructor-led training. A learning portal provides con-tent delivery via multiple modalities such as articles, videos, podcasts and interactive exercises.

In December, Electric Boat marked several important mile-stones at a ceremony at the firehouse in Groton. For the firsttime in its history, the department hosted a traditional pin-

ning ceremony celebrating the promotion of two departmentmembers. And, the department marked an important shift inits schedule, which will improve service to EB as well as thedepartment’s ability to attract and retain talent.

Badge pinning is a proud tradition within fire departments,signifying the introduction of department members to theirnew duties. At Tuesday’s ceremony, Donald Farquhar waspromoted to Chief of the Electric Boat Fire Department andRobert Savarese, Jr. was promoted to Fire Inspector.

Firefighters from the region with personal and profession-al ties to the EB team attended. Members of the Manchesterunit, where Farquhar worked for 25 years before he joined EBin 2018, were in attendance, as were members of squads fromthe city of Groton, Poquonnock Bridge, Norwich and NewLondon. City of Groton Mayor Keith Hedrick, members of EBmanagement and the 28-member EB Fire Departmentalso attended.

Farquhar spoke on behalf of both promoted firemen. Hespoke about the transition to EB as well as the tremendouspartnership between the Security team, the Fire Department,Human Resources and EB management. Farquhar also spokeof his own family tie to EB’s history. After the death of hisgreat grandfather in 1934, Farquhar’s grandfather, suddenlyneeding to support his family, met O. Pomeroy Robinson, Jr.,then-senior vice president of General Dynamics at the funer-al services. Robinson offered Farquhar’s grandfather a job.Farquhar’s grandfather had a 42-year career at EB, and con-tributed to the construction of 85 diesel boats. He served aslead electrical engineer on USS Nautilus and finished hiscareer in 1976 as the superintendent of the Trident PrototypeFacility in New York.

Other speakers at the ceremony included Sean Cox,Manager of Security, Eric Rommal, Director of Securityand Elicia Spearman, Vice President and Chief HumanResources Officer.

“Today is historic, because we are celebrating the promotionof two very deserving members of our fire department with atraditional ceremony held at firehouses across the country,”said Spearman. “We are also marking the shift to a 24-hours-on/48-hours-off schedule, like other fire departments. This issomething our firefighters asked for us to secure for them, andwe are thrilled to be able to improve our ability to attract newtalent and retain and enhance the quality of life of our existingteam members. The predictablity also better ensures weekendcoverage in the shipyard.”

Spearman noted that the change in policy was already hav-ing an impact. The department recently posted an opening andhad fifty applicants, demonstrating she said, “That the EB FireDepartment is the place to be.”
