right to a refund or exchange
there is nothing wrong with the skirt itself
the shop can legally refuse to do anything about it.

There are some stores that will exchange goods if you are unhappy with them for any reason. This is usually within a time limit. Is is not a legal right and will only apply to certain stores. Some will give vouchers in exchange for returned goods if no receipt is available.

entitled to: a refund/replacement /repair of
the goods.
She may also be entitled to: money in compensation for her
injuries and emotional distress.

Shopkeepers and traders who sell goods to consumer have certain responsibilities: they must not sell faulty goods and goods must last for at least the length of the guarantee, which is usually displayed on the receipt or accompanying documents. Everybody has the right to be sold goods that do not break.
