Senator Juan "Chuy" Hinojosa

Senator Hinojosa has represented the

people of South Texas in both the Texas

House of Representatives and Senate for

more than 20 years. His record shows a

tireless dedication to bringing economic

and educational benefits to the Coastal

Bend area and South Texas. He believes

Texas laws should reflect and protect the

values of the working families who spend

their lives here, raising children and

investing in their futures.

Senator Hinojosa serves as the Vice-

Chairman of the Senate Finance

Committee and also sits on the Senate's

Criminal Justice, Transportation and

Homeland Security, Agriculture and Rural

Affairs, and the Natural Resources

Committees. He is in his second term on

the Sunset Advisory Commission, a

bipartisan panel that reviews the

effectiveness of state agencies. The panel

decides to continue agencies or abolish

unnecessary and duplicative government.

Hinojosa serves on the Senate Selective

Committee on Redistricting and the

Legislative Budget Board, one of the state

agencies that play a critical role in the

development of the budget.

Senator Hinojosa has earned a reputation

as an effective lawmaker. He has worked

tirelessly over the years on measures to

improve education, reform the criminal

justice system, strengthen consumer

protection laws, and assist small

businesses.

Texas for the past ten years and has been an Adult Day Owner &

Administrator since 2000. He is currently serving his second 4 year

term on the National Adult Day Services Association board and Co-

Chair Public Policy Committee, assisting and directing the adult day

services industry national public policy agenda. He is also an active

advocate for the elderly and persons with disabilities by participating

in year-round table discussions related to long-term care. He is a

1988 graduate of Grambling University in Business and is the proud

father of twin 8-year old boys and a baby girl.

DADS Regulatory Updates Dotty Acosta, DADS Program Specialist Dotty has been working for the State of Texas since 1992 and with the Department of Aging and Disability Services

(DADS) formerly the Department of Human Services (DHS), for 18 years. The last six years have specialized in the

Assisted Living Facility and Adult Day Care Programs. She works with agency policies, procedures, requirements, and

standards, develop policies, procedures, rules, and compares program policies. She provides interpretation of rules,

policies, and procedures to ensure statewide consistency. Dotty analyzes high profile issues, represents her assigned

area at committees, workgroups, meetings, conferences or hearings to address significant issues. In her years working

for the state, her job duties have been Fee Payment Coordinator, Licensing Specialist, Sanctions Coordinator, Licensing

Unit Manager, and now the Assisted Living and Adult Day Care Program Specialist.

Introduction of The National Study of Long-Term Care Providers (NSLTCP) – Adult Day Services Centers

Adrienne Jones, Centers for Disease Control and Prevention, National Center for Health Statistics

Adrienne Jones is a Health Statistician in the Long-Term Care Statistics Branch at the National Center for Health

Statistics (NCHS). Adrienne has been at NCHS for 24 years and has over 20 years of experience programming long-

term care data for summary reports, subject-matter reports, and web tables. Adrienne’s health services research

focuses on the use of long-term care services, particularly in the minority community. She has published on the use

of home health care among older men and women, advance directives in long-term care, complementary and

alternative medicine in hospice care, and racial disparities in nursing homes. Adrienne has a BS from Elizabeth City

State University, and she is a member of the NCHS team working on the National Study of Long-Term Care Providers

(NSLTCP). The NSLTCP is a new integrated initiative that is designed to estimate the number and characteristics of

long-term care providers and their users.

New and Revised Forms for DAHS - DADS Forms 3049, 3050, and 3055 Lena Brown-Owens, DADS Contract Oversight and Support

Lena Brown-Owens has 23 years of experience working in programs providing social services to Texans in need, including people who are elderly and disabled. She began her career with the state of Texas as a Texas Works eligibility specialist at the Texas Department of Human Services in Beaumont. She also worked as a case analyst, service improvement program specialist, communications coordinator and Health Insurance Portability and Accountability Act (HIPAA) project manager before transferring to the Texas Health and Human Services Commission.

In 2005, Lena transferred to DADS where she worked in the Center for Policy and Innovation, the Center for Program Coordination and Provider Services, specializing in provider policy related to 1915(c) nursing facility waivers, Title XIX state plan programs and Title XX services. Lena joined Contract Oversight & Support in March 2011 as manager of the Contract Sanctions Review unit. She provides leadership, oversight and technical expertise in the development of policies and business processes related to contract management and monitoring, contract actions/sanctions and reporting. Lena has a bachelor's degree in Spanish and linguistics from the University of California at Los Angeles and a master's degree in social work administration and planning from the University of Texas at Austin.

Employment Investigations: Who is investigating whom? Daniel R. "Dan" Stern Shareholder, Cox Smith Matthews Incorporated Board certified in labor and employment law by the Texas Board of Legal Specialization, Dan Stern represents company management in numerous labor and employment matters, including affirmative action plans; wage and hour issues; and discrimination and harassment claims. By recommending and developing effective employment policies and procedures, he helps clients reduce the risk of employment-related lawsuits. Dan also works to bring existing policies into compliance with best practices in the human resource field and provides day-to-day counseling which enables clients to make wise decisions in human resource matters. Understanding the frequent and complex employment issues continually faced by today’s employers, Dan has designed his practice so that he is readily and quickly available to his clients. He is a frequent speaker and author on employment matters and labor-related legislative changes, with a particular focus on wage and hour issues.

He is also a fellow of the American Academy of Neurology a member of the Texas Council on Alzheimer’s. Dr. Devere has had a full-time neurology private practice for 35 years and recently published a book entitled, Memory Loss: Everything you want to know but forget to ask.

Jobanna M Solis is the Director of Amistad Health Services, Inc. and Centro D’ Amistad Adult Day Care. With over 14 years in administrative health, Mrs. Solis prides herself on a reputation of accuracy and proficiency with the State and Federal governing agencies, her husband, Eduardo Solis, run 1KB Consulting Group. Price, J.D., Attorney at Law, General Counsel, Medicare Compliance Programs, Inc A firm believer in preventing legal problems, Mark E. Price is general counsel for Corporate Compliance Programs and numerous health care providers. He has designed, implemented and actively maintained Corporate Compliance Programs for hundreds of Medicare and Medicaid-based health providers, including adult day care centers, home health agencies, hospice, physical therapy companies, physician clinics, residential care facilities, mental health centers and management services organizations.

As legal counselor for health providers in crisis, Mark deals with civil and criminal issues relating to federal and state investigations. He defends physicians, nurses and other health care providers in civil and criminal fraud litigation in addition to preparing appeals of Medicare audits. Mark has successfully concluded lawsuits and agency appeals on behalf of health care providers with the Office of Inspector General and the U.S. Department of Health and various state agencies. Mark has successfully represented health care professionals before their licensing boards. He has participated in the formation, acquisition and sale of numerous health care entities. He served as general counsel to the Texas Association of Residential Care Homes and prior was general counsel to the Harris County Association of Residential Care Homes, twice receiving its outstanding advocacy award. Mark is an associate member of the Adult Day Care Association of Texas and Texas Association of Home Care & Hospice. In Spring of 2012, Mark met with legislators and industry leaders on health care issues during TAHC&H’s convention on Capitol Hill, Washington, D.C . In private practice for 18 years, Mark Price has served the public as Criminal District Attorney of San Jacinto County, Texas. He was an Assistant District Attorney in Fort Bend

County, Texas, where he was responsible for enforcement of Texas Department of Health regulations in addition to mental, alcohol and drug commitments. Mark Price holds a J.D. degree from South Texas College of Law and also has B.S. degrees in chemistry and history.
