The BIG picture
Energy Efficiency solutions are essential to achieve necessary cuts in CO2 emissions
Norwegian Minister Liv Signe Navaseter address national challenges: Only 7 % of the recommendations towards energy efficiency in buildings in Norway are conducted. The Government targets an increased investment towards Competence and Model buildings, pointing out the directions for Zero Energy Buildings for the future.
> 50% of the reduction will come from energy efficiency
> 25% of the reduction will come from Renewables
Executive Director of the IEA: “If the world continues on the basis of today's energy policies, the climate change impacts will be severe. ... We need urgently to set in motion an energy and environmental revolution, to transform the way we use energy and to deliver a sustainable future.”
“…recent Commission estimates suggest that the EU is on course to achieve only half of the 20% objective. The EU needs to act now to get on track to achieve its target. Responding to the call of the European Council of 4 February 2011 to take 'determined action to tap the considerable potential for higher energy savings of buildings, transport and products and processes', the Commission has therefore developed this Comprehensive new Energy Efficiency Plan.”
A boom in energy efficiency in EU
Nearly zero-energy buildings*
Member States shall ensure that:
by 31 December 2020, all new buildings are nearly zero- energy buildings; and
after 31 December 2018, new buildings occupied and owned by public authorities are nearly zero-energy buildings.
Nearly zero-energy building’ means a building that has a very high energy performance
The nearly zero or very low amount of energy required should be covered to a very significant extent by energy from renewable sources, including energy from renewable sources produced on-site or nearby

RES shall promote collaboration and skills development across disciplines in business, research and education.
RES shall be a strong unit - always looking for new partners for the development of sustainable and competitive solutions.
The RES-building will be an energy efficient exhibition building developing sustainable building solutions for the future.
Dalane – Becoming the largest wind power region in Norway - Education and O&M located to RES
Rogaland County Council and Dalane Upper Secondary School are from 2011 running the first (and only) Vocational Education and Training (VET) for O&M of wind turbines in Norway.
The wind power companies building wind parks in Dalane are planning a joint operation centre for the wind parks in the region.
Dalane Upper secondary school will together with the RES environment develop a Technical College in Energy Efficiency.
The intention is that both the VET, the Technical College and the joint Operation Centre will be placed in the RES building.
Science Centre for Wind Power and ’Green Tech’ located to RESTargets:
To be a national visit centre for Wind Power and Energy Efficiency
Key elements: Technology, environmental impact, conflict solving, interactions and potential.
Encourage interest and recruitment to science and technology.

A ‘Model EE1 building’ In the centre of the building
there will be a ‘transparent’ Technical Show Room.
The Show Room will be specked with technology, data and energy efficient solutions.
Outside the Technical Show Room data and statistics regarding energy production and consumption in the building will be presented.
An allocated laboratory for product development and testing will be available for the RES Environment.
