Business Advocacy—Vice Chairman Dave Marcinkowski Issues Management • The Committee this month completed markup of the 2019 State Policies and Priorities. These
are attached (please see Attachment 14).• With the turnover in Congress for 2019, the Chamber will be closely monitoring issues that
the U.S. Chamber will be prioritizing on the federal level, including immigration and borderprotection, infrastructure including a funding mechanism, and workforce preparedness. TheCommittee will consider these priorities in formulating the 2019 Federal Policies andPriorities.
• The Chamber is continuing to research and prepare comment on the recently proposed rulesto allow Association Retirement Plans for small businesses to offer affordable retirementplans to employees. Official comment is due Dec. 24.
Government Relations • Thanks to presenting sponsor United Supermarkets and everyone who attended or sponsored
the Chamber’s a reception honoring Former Chancellor Robert Duncan and his wife, Terri.More than 200 were in attendance.
• Lubbock Day at the State Capitol is slated for February 26 and 27, with a receptionscheduled for the evening of February 26, and briefings, a proclamation and luncheon onFebruary 27. Sponsorships are available.
Agriculture & Natural Resources • The Committee this month was briefed by Victoria Whitehead of the High Plains
Underground Water District regarding water issues that are likely to come up in theLegislative Session.
Transportation • In lieu of this month’s meeting, Chamber staff and committee members attended the Ports to
Plains Annual Conference in Del Rio.
Communications & Public Relations —Vice Chairman Chris Lonngren Media & Communications • Third Quarter - social media and electronic communications include:
o Facebook: The Lubbock Chamber page likes increased by 178 and the total reachincrease by 22%. The Hub City BBQ facebook page increased by 145 likes and

the reach increased by 76,009. The increase in likes and reach on these two pages is most likely due to promotions for Hub City BBQ in October and the Chamber’s various event promotions including introduction of the new West Texas Employer Health Plan, Leadership Lubbock applications and Twenty Under Forty nominations. July and August had the largest reach due to two promotions each month with a total of $600 spent in facebook ads. Also, the YEA! page had an increase in likes by 84 and the YPL page had an increase by 15.

EXECUTIVE SUMMARY: Lubbock Chamber of Commerce 2019 State Policy Priorities (additional positions and detail attached)
AGRICULTURE/WATER/NATURAL RESOURCES • Support the rules of local groundwater conservation districts and their efforts to balance groundwater
ownership and conservation in a manner that benefits the economy of the Lubbock area and recognizes private property rights.
• Oppose efforts to alter the existing structure of water rights laws in any manner that weakens the legal and property interest of groundwater rights holders.
• Support sufficient funding of boll weevil control programs. Support additional funding for research and marketing related to food and fiber products, with emphasis on projects that further promote the integration of Texas agricultural products into foreign markets.
ECONOMY/INFRASTRACTURE • Support the Texas Association of Business strategy for economic development in order to continue the level of
economic development success that Texas has received in recent years. The plan includes education and workforce development, infrastructure, investment capital, and innovation while continuing to provide state and local tools to compete for corporate expansions and relocations that add jobs to our economy.
• Support legislative measures to equitably distribute the burden of business taxes among all businesses, including service and manufacturing. Support legislation ensuring that homeowners and businesses share support for public education.
• Support designation of the I-27 Extension Route. EDUCATION/EDUCATION REFORM/WORKFORCE TRAINING • Support Texas Tech University in its efforts to educate and empower a diverse student body, enable innovative
research and creative activities, and to transform lives and communities through strategic outreach and engaged scholarship. Support Texas Tech’s efforts to attain funding for new and updated facilities to support the growing student population. Support the Texas Tech University School of Veterinary Medicine to address the critical shortage of veterinarians throughout rural Texas with an innovative and cost-efficient education model. Support the Texas Tech University Health Sciences Center to expand the educational pipeline for physicians, nurses, pharmacists, physician assistants and other healthcare professions throughout our region and Texas. Support Texas Tech Health Sciences Center’s efforts to increase the number of Texas Graduate Medical Education (GME) resident positions available; create solutions to reduce the nursing shortage in our region and increase funds to provide mental health training and screening in the region’s public schools.
• Support funding for high quality, full-day pre-K and legislation that puts children on a pathway toward academic achievement. Support allowing any new funding for full-day pre-K to be applied to those who are currently providing full-day Pre-K services.
HEALTHCARE • Support an extension of the 1115 Medicaid Transformation Waiver and a call for negotiations between the Texas
Health and Human Services Commission and CMS to develop an appropriate renewal of the waiver at the end of the extension period. Support a state budget that protects funding for health care programs and services to meet the physical and behavioral health care needs of a growing population. Support funding for behavioral health care that is commensurate with the need for services and policies that foster, rather than inhibit, access to emergency psychiatric care.
TRANSPORTATION • Support the extension of I-27.
