WelcomeDear Colleagues and Friends,

Welcome to Barcelona and to the joint MIC’2017/MAEB conferences. It is our great pleasure to have you here and would like to wish you a pleasant stay in this beautiful city and a fruitful conference.

MIC is now in its 12th edition. Since the first unforgettable meeting in Colorado, it has crossed almost all Continents and, in each new edition, has successfully attracted several new researches with extremely interesting research topics. For MIC’2017, we believe that tradition will not change – we will receive again many old friends that have been present in most of this conference’s editions, and younger research-ers that will continue to explore this topic in the future and show its potential, both from a theoretical and a practical point of view.

MAEB 2017 represents the 12th edition of a Spanish con-ference devoted to be a forum for the exchange, discussion and knowledge transference of researchers in the area of Metaheuristics and Evolutionary Algorithms. Since the first meeting in 2002, it has crossed almost all Autonomous Communities in Spain, being the witness of the evolution of the research area. MAEB 2017 covers a wide variety of top-ics, including methodological contributions and applications for problem solving

In MIC 2017/MAEB there will be presentations covering a wide range of subjects – over 200 high quality presenta-tions, enriched by the presence of four keynote speakers: Paola Festa, Rafel Martí, Manuel Laguna, José Andrés Moreno Pérez and a Discussion Panel in Industrial Applica-tions with the collaboration of Mauricio Resende (Amazon), Nuria Oliver (Vodafone), Ricardo Baeza (NTENT), Henning Wagner (Rhenus), Kristof Roomp (Microsof) and Enrique Alfonseca (Google). We are also very grateful to all authors for contributing to the success of the conferences. We hope that this selection will provide each of you with opportuni-ties to exchange research ideas with other colleagues and to start new collaborations.

Barcelona is a multicultural and cosmopolitan city in the south of Europe. If you enjoy culture, sports, good weather, shopping, gastronomy, etc… Barcelona is the city to visit!

At this moment, we would also like to publicly acknowledge the Program Committee Members and Clusters organizer - the high quality of the programs is also due to their strong engagement in the reviewing process. MIC 2017The 12th edition of the Metaheuristics International Conference (MIC 2017) and the XII Metaheurísticas, Algoritmos Evolutivos y Bioinspirados (MAEB 2017) will be held in Barcelona, Spain, from the 4th to 7th July 2017.The MIC conference series was established in 1995 and this is its 12th edition. MIC is the main event focusing on the progress of the area of Metaheuristics and their ap-plications. As in previous editions, MIC 2017 will provide an opportunity to the international research community in Metaheuristics to discuss recent research results, to devel-op new ideas and collaborations, and to meet old and make new friends in a friendly and relaxed atmosphere.

Presentations covering all aspects of Metaheuristic re-search such as new algorithmic developments, industrial applications, new research challenges, theoretical devel-opments, implementation issues, in-depth experimental studies, hybrid metaheuristics, etc. are welcome.

The MIC 2017 will be organized jointly with the MAEB (Metaheurísticas, Algoritmos Evolutivos y Bioinspirados), the most well-known conference in the area of Metaheuris-tics, Evolutionary and Bio-Inspired Algorithms.

Topics of Interest

Topics of interest include, but are not limited to:

— Techniques such as tabu search, simulated annealing, iterated local search, variable neighborhood search, bio-inspired algorithms, memory-based optimization, evo-lutionary algorithms, memetic algorithms, ant colony opti-mization, particle swarm optimization, scatter search, path relinking, hybrid metaheuristics, simheuristics, matheuris-tics, etc. Including techniques that enhance the usability and increase the potential of metaheuristic algorithms such as parallelization of algorithms, reactive search mechanisms for self-tuning, offline metaheuristic algorithm configuration techniques, algorithm portfolios, etc.

— Empirical and Theoretical Research in metaheuris-tics including large-scale experimental analyses, algo-rithm comparisons, new experimental methodologies, engineering methodologies for stochastic local search algorithms, search space analysis, theoretical insights into properties of metaheuristic algorithms. Including applications of well-known and classical problems as Traveling Salesman Problem, Vehicle Routing Problems, Scheduling Problems, Location Problems, etc.

— Industrial Applications of metaheuristics in fields such as transportation, health care, bioinformatics, data min-ing, planning and scheduling, production and operations management, economics, marketing, telecommunica-tions, logistics and supply chains, etc. Particularly, it is welcomed are innovative applications of metaheuristics with high impact in real business and organization.

— Contributions on the Interface of Metaheuristics with other disciplines, such as agent-based models, integer programming, constraint programming, machine learn-ing, deep learning, etc.

— Challenging New Problems such as big data and large-scale optimization problems, multi-objective, sto-chastic, dynamic problems and new challenge problems.

MAEB 2017XII Congreso Español de Metaheurísticas, Algoritmos Evolutivos y Bioinspirados (MAEB 2017)El congreso nacional sobre Metaheurísticas, Algoritmos Evolutivos y Bioinspirados (MAEB) pretende ser un foro de encuentro, discusión y transferencia de conocimiento entre investigadores en el campo de las metaheurísticas y los al-goritmos bioinspirados, con el fin de presentar e intercam-biar experiencias y resultados. La XII edición, MAEB’2017, se celebrará en Barcelona, junto con XII Metaheuristic International Conferrence (MIC 2017).

Advances and trends in GRASP: from hybridizations to nonmonocityPaola Festa

Abstract

GRASP (Greedy Randomized Adaptive Search Procedures) is a multistart metaheuristic for computing good-quality solutions of hard combinatorial optimization problems. Each GRASP iteration is usually made up of a construction phase, where a feasible solution is constructed, and a local search phase which starts at the constructed solution and applies iterative improvement until a locally optimal solution is found. Typically, the construction phase of GRASP is a randomized greedy algorithm, but other types of construction procedures have been also proposed in the literature. Repeated appli-cations of a construction procedure yields diverse starting solutions for the local search and twhe best overall solution is kept as the output. This talk will give an overview of GRASP enhancements to the basic procedure, including reactive GRASP, intensification strategies, and hybridizations with other metaheuristics. It will be also described a new variant of the GRASP framework that uses a new nonmonotone strategy to explore the neighborhood of the current solution.

Paola Festa obtained her Ph.D. degree in Operations Research in 2000 and is currently Associate Professor in Operations Research at the University of Napoli FEDERICO II, Italy. Since 1999, she has been frequently and regularly Research Scholar at several na-tional and international research institutions, including CNRs, MIT Lab. for Information and Decision Systems (USA), AT&T Labs Research (USA), and Department of Industrial and Systems Engineering of the University of Florida (USA). Paola Festa is Associate Editor of several international journals, including Journal of Global Optimization, Optimization Let-ters, ACM Journal on Experimental Algorithmics, and Journal of Biomedical Data Mining. She has been chair or member of the scientific committee of more than 50 international

conferences and workshops and the organizer of more than 10 international scientific events. She is member of the Steering Committee of the International Workshops on Hybrid Metaheuristics. She is author/co-author of more than 100 publications appeared in international journals, books, and peer-reviewed conference proceedings.

Black-Box Solvers In Combinatorial Optimization Rafael Martí & Manuel Laguna

Abstract

Black box optimizers have a long tradition in the field of operations research. These procedures treat the objective function evaluation as a black box and therefore do not take advantage of its specific structure. Black-box optimization refers to the process in which there is a complete separation between the evaluation of the objective function —and perhaps other functions used to enforce constraints— and the solution procedure. The challenge of optimizing black boxes is to develop methods that can produce outcomes of reasonable quality without taking advantage of problem structure and employing a computational effort that is adequate for the context. Holland’s (1975) genetic algorithms proposal was in fact a black-box optimizer that used an array of bits as the generic representation. The proposed procedure did not include local search and the standard genetic operators (such as single-point crossover) were not linked to the problem context. As GAs became more popular and researchers and practitioner applied them to many hard optimization problems, the context-in-dependent nature of the original proposal began to vanish when improved outcomes were obtained by the addition of problem structure. During the last years we worked on the adaptation of metaheuristic methodologies to deal with black-box combinatorial optimization. We classified the problems according to their solution representation: permutation, binary, and integer to create solvers in each family. In this talk we will review commercial black-box solvers, such as Opttek’s OptQuest, Palisade’s Evolver and Frontline’s Premium Solver, and compare their performance with our metaheuristic im-plementations based on the Scatter Search methodology on many different optimization problems.

Rafael Martí is Professor of Statistics and Operations Research at the University of Valencia, Spain. He received a doctoral degree in Mathematics from the University of Valencia in 1994. He has done extensive research in metaheuristics for hard optimization problems. Dr Martí has about 200 publications, half of them in indexed journals (JCR), including EJOR, Informs JoC, IIE Transactions, JOGO, C&OR, and Discrete and Applied Maths. He is the co-author of Scatter Search (Kluwer 2003) and The Linear Ordering Problem (Springer 2011) monographs, and has secured an American patent. Prof. Martí is currently Area Editor in the Journal of Heu-ristics, Associate Editor in the Math. Prog. Computation, and the Int. Journal of Metaheuristics. He is Senior Research Associate of OptTek Systems (USA), and has given about 50 invited

and plenary talks. Dr. Martí has been invited Professor at the University of Colorado (USA), University of Molde (Norway), University of Graz (Austria), and University of Bretagne-Sud (France).

Manuel Laguna is the MediaOne Professor of Management Science and Director of Global Initiatives at the Leeds School of Business of the University of Colorado Boulder. He started his academic career at the University of Colorado in 1990, after receiving master’s (1987) and doctoral (1990) degrees in Operations Research and Industrial Engineering from the University of Texas at Austin. He has done extensive research in the interface between computer sci-ence, artificial intelligence and operations research, resulting in over one hundred publications, including four books. He has received research funding from private industry and government agencies such as the National Science Foundation, the Office of Naval Research and the En-vironmental Protection Agency. He is co-founder of OptTek Systems, a Boulder-based software

and consulting company that provides optimization solutions. He is the editor-in-chief of the Journal of Heuristics and has been Division Chair, Senior Associate Dean and Interim Dean at the Leeds School of Business.

VNS para Planificación Logística

A pesar de su simplicidad, la metaheurística VNS (Búsqueda por Entorno Variable) se ha mostrado muy efectiva en optimización combinatoria y global. Está basada en un cambio sistemático en la estructura de entornos, tanto en la fase de mejora para alcanzar óptimos locales, como en la etapa de agitación para escapar de su atracción. La VNS ha sido aplicada con éxito a una gran cantidad de problemas de optimización con aplicaciones reales, proporcionando soluciones de alta calidad en un tiempo de cómputo razonable. Resulta especialmente indicada para apoyar la toma de decisiones en este ámbito a niveles estratégico, táctico y operativo dado su excelente rendimiento en una gran variedad de prob-lemas de planificación logística. Varios análisis comparativos experimentales han demostrado la superioridad de los algoritmos heurísticos obtenidos utilizando esta joven metaheurística frente a otras alternativas en la solución de prob-lemas estándares de optimización logística. Examinamos los elementos esenciales en la aplicación exitosa de la VNS a los problemas más importantes de optimización logística y se revisan las contribuciones más importantes en esta línea aparecidas en la literatura.

Professor Moreno has published about 100 scientific papers or chapter of books most of them in the area of metaheuristic optimization. He is editor of the journals “Memetic Computing” and the “Int. J. of Information and Decision Sciences” and has been referee of the most relevant journal in the field of Optimization. He is co-author of the several relevant papers on Variable Neighbourhood Search (VNS) and with applications in Logistics Optimization. He is co-author of dozens of papers in location and routing problems in the high quality journals in the last 40 years. In the other side, He is co-author of the first paper on Parallel VNS in 2002, the first review paper on VNS in Spanish in 2003, the recent reviews in VNS in 4OR in 2008 and in Annals of OR in 2010, the Chapter on VNS in the Handbook of Metaheuristics in 2010. He has

given several invited talks on VNS. He has been the organizer of the first mini EURO Conference on VNS in 2005 and co-chair of the second mini EURO Conference on VNS in 2012.

The EURO General Support Fund (http://www.euro-online.org/) is proud to collaborate in supporting MIC-MAEB’17 (http://mic2017.upf.edu/). This support includes, among other things, the creation of an award to the best student presentation at the 2017 MIC-MAEB joint conference. The award will consist in a free registration at the 2018 EURO Conference (or any similar conference, with approximately the same registration fees, that takes place on or before June 2018).

Who are eligible for this award? Any PhD student who presents a work at MIC-MAEB’17 (the work has to be actually presented by the student himself/herself).

How to participate in this contest? Just send an e-mail, on or before June 30 2017, to [email protected] with the following info: (i) name of the presenting student; (ii) number and title of the associated paper. Note: only those students that have actually submitted that e-mail on due time will be considered.

Which criteria will be used to decide the winner? The Evaluation Committee will be composed by Dr. Ana Viana, Dr. Belén Melián, and Dr. Angel A. Juan. The Committee will require a short report from the Chairs of each session where a candidate is presenting a registered work. Then, they will evaluate these reports, together with the actual works, in order to take a joint decision (this decision will be final, par-ticipation in this context implies the implicit acceptance of these rules).

In recent years the fields of science, technology, engineering, and mathematics—collectively known as STEM—have received much attention for their critical role in maintaining the competitive edge in the global economy. Women are highly underrepresented in STEM field professions and this problem is well documented by research. Although there have been several efforts to remedy this issue, men are still dominant forces in the STEM world. Girls and young women should certainly be encouraged to consider STEM courses and careers and further close the so-called gender gap. This cocktail aim to promote and support the gender equality in STEM, by making awareness of this issue, and by making visible and promote researchers and professionals in the field (or related field). The event will have two parts: a presentation and pan-el discussion on “Women in STEM” topic presented by several speakers; followed by a cocktail to promote networking and awareness of this important issue. GRASP (Greedy Randomized Adaptive Search Procedures) is a multistart metaheuristic for computing good-quality solutions of hard combinatorial optimization problems. Each GRASP iteration is usually made up of a construction phase, where a feasible solution is constructed, and a local search phase which starts at the constructed solution and applies iterative improvement until a locally optimal solution is found. Typi-cally, the construction phase of GRASP is a randomized greedy algorithm, but other types of construction procedures have been also proposed in the literature. Repeated applications of a construction procedure yields diverse starting solutions for the local search and the best overall solution is kept as the output. This talk will give an overview of GRASP enhancements to the basic procedure, including reactive GRASP, intensification strategies, and hybridizations with other metaheuristics. It will be also described a new vari-ant of the GRASP framework that uses a new nonmonotone strategy to explore the neighborhood of the current solution.

Black box optimizers have a long tradition in the field of operations research. These procedures treat the objective function evaluation as a black box and therefore do not take advantage of its specific structure. Black-box optimization refers to the process in which there is a complete separation between the evaluation of the objective function —and perhaps other functions used to enforce constraints— and the solution procedure. The challenge of optimizing black boxes is to develop methods that can produce outcomes of reasonable quality without taking advantage of problem structure and employing a computational effort that is adequate for the context. Holland’s (1975) genetic algorithms proposal was in fact a black-box optimizer that used an array of bits as the generic representation. The proposed procedure did not include local search and the standard genetic operators (such as single-point crossover) were not linked to the problem context. As GAs became more popular and researchers and practitioner applied them to many hard optimization problems, the context-in-dependent nature of the original proposal began to vanish when improved outcomes were obtained by the addition of problem structure. During the last years we worked on the adaptation of metaheuristic methodologies to deal with black-box combinatorial optimization. We classified the problems according to their solution representation: permutation, bina-ry, and integer to create solvers in each family. In this talk we will review commercial black-box solvers, such as Opttek’s OptQuest, Palisade’s Evolver and Frontline’s Premium Solver, and compare their performance with our metaheuristic implementations based on the Scatter Search methodology on many different optimization problems.

A pesar de su simplicidad, la metaheurística VNS (Búsqueda por Entorno Variable) se ha mostrado muy efectiva en optimización combinatoria y global. Está basada en un cambio sistemático en la estructura de entornos, tanto en la fase de mejora para alcanzar óptimos locales, como en la etapa de agitación para escapar de su atracción. La VNS ha sido aplicada con éxito a una gran cantidad de problemas de optimización con aplicaciones reales, proporcionando soluciones de alta calidad en un tiempo de cómputo razonable. Resulta especialmente indicada para apoyar la toma de decisiones en este ámbito a niveles estratégico, táctico y operativo dado su excelente rendimiento en una gran variedad de prob-lemas de planificación logística. Varios análisis comparativos experimentales han demostrado la superioridad de los algoritmos heurísticos obtenidos utilizando esta joven metaheurística frente a otras alternativas en la solución de prob-lemas estándares de optimización logística. Examinamos los elementos esenciales en la aplicación exitosa de la VNS a los problemas más importantes de optimización logística y se revisan las contribuciones más importantes en esta línea aparecidas en la literatura.
