8.1 Gloucester Park – Proposed location of a Mens Shed

Background The Margaret River Rotary Club approached the Shire in late 2014 requesting consideration of a site within Gloucester Park for the construction of a Mens Shed. Two alternative locations have been investigated and discarded by the Rotary Club as they are not fit for purpose. One site was next to the Lions Shed in the light industrial area and the other was next to FESA where the Environment Centre is currently located. The Environment Centre has plans to expand the current facilities and develop of the whole site. The plans have recently been approved which leaves no room for the Mens Shed. The site next to the Lions Shed was not supported by the Rotary Club committee as they were not sure LotteryWest would support a funding application in this location. A site was identified next to the Bowling Club for a Mens Shed. Brian Middleton, from the Margaret River Rotary Club attended the Sport and Recreation Advisory Committee (SRAC) meeting on Wednesday 3 December 2014 and presented Rotary’s case for a Mens Shed in Gloucester Park. Members of the SRAC suggested alternative sites, including:

• Area below the pool – where the donation bins are currently located. This site could not be considered as it is earmarked for the future expansion of the Recreation Centre.

• Site next to the Karate Club. This site could not be considered as it was too small.

• Southern end of the Nippers Oval. This suite was not considered suitable due to potential car parking issues.

• Area where the Water Corporation water towers currently are located (due for removal).

RECOMMENDATION That the Sports and Recreation Advisory Committee:

1. Would like to provide in principal support for the investigation of the establishment of a Men’s Shed in Gloucester Park.

2. Shire staff to carry out investigations on site options to present at the next meeting.

The Director Infrastructure presented the results of an investigation into five sites at Gloucester Park at the SRAC meeting on Wednesday 1 April 2015 (See attached). Representatives from the Mens Shed have been walked through all of the proposed sites.

Site 1 This area is undulating contains rubble and had drainage issues. The cost to develop this site would be prohibitive. Representatives from the Mens Shed do not consider this a suitable site. Site 2 This is a prime area and would fit the footprint near the entrance. The Bowling Club raised concerns about the land and after an additional assessment this has been deemed an unsuitable site.

Site 3 The footprint is too small and if in the event it was utilised, it would encroach on Little Athletics and the area earmarked for future expansion of the tennis courts. Site 4 (Preferred Site) This site would be ideal for parking but has been earmarked in the Gloucester Park Master Plan for future Little Athletics should the current site be taken up by the future expansion of the Tennis Club. Sites 5 (Preferred Site) Existing screening would make this the preferred site. Access to the site via Station Road would also limit the traffic impact on the other uses within the site. Colin Clark advised the committee that the Tennis Club would need to discuss this proposal. The vacant land near the Montessori School has been suggested as a possible alternative site. Due to the existing vegetation that would need to be cleared and the Rotary Club’s previous reluctance to locate near this area Rotary have determined that it would not be a suitable site. Discussion To utilise the site at the water tower (Site 4), Rotary would need to alter the proposed footprint of the Mens Shed to suit the site conditions. However, the site allows room to expand into Site 5 and the Rotary Club is flexible with the arrangement of buildings. Access through the area will need to be maintained and the existing gate will remain shut. Removal of some vegetation will be required. Access to the site would be from Station Road. Directional signage can be installed to ensure minimal impact on traffic to other destinations within Gloucester Park. There are some drainage issues to be resolved. Parking would be split between sites 4 and 5 in the short term. The area south of the oval is earmarked for additional parking in the future. The water tank is due to be decommissioned within the next 6 months. The electrical cabinet would remain for the time being. Rotary met with the Tennis Club on Friday 22 May to discuss any issues relating to the site. Rotary will work with the Tennis Club towards a suitable design for the Mens Shed. Rotary would need to obtain a building permit for the proposed Mens Shed. Recommendation That SRAC supports the location of a Mens Shed in Gloucester Park at the water tank (shown as site 4 on the attached map). Discussion on the 3 June 2015 Nick Dornan confirmed that the Tennis Club had met with Terry Hutchings from the Rotary Club on the proposed site of the Mens Shed. Since that meeting the Tennis Club Committee had met and concerns about noise were raised and a member also questioned why the lot next to the Lions Shed was rejected as a potential site. The SRAC discussed:

• Previously nominated sites for the Mens Shed that had been considered and rejected as possible locations by the Rotary Club

• Operational hours and potential noise created by the activities within the Mens Shed

• Preventative measures for noise that may be created by the Mens Shed

• The role of the SRAC was to provide a recommendation either supporting or rejecting the Rotary Clubs request to have a Mens Shed located on Gloucester Park

Nick Dornan put forward a motion that the Mens Shed not be located sites 4 and 5 within Gloucester Park. Gloucester Park should be for the use of sporting groups. Tracey King spoke for the motion indicating that there is an existing Master Plan for Gloucester Park and the current users are looking to expand now and into the future. The introduction of a Mens Shed may impact the expansion of existing clubs. Paul Creaney spoke against the motion questioning what the issue would be if proper sound buffering was put in place during construction.

RECOMMENDATION That the Sports and Recreation Advisory Committee would like to retain Gloucester Park for sporting groups and reject the introduction of a Mens Shed on site. Moved: Nick Dornan Seconded: Tracey King Carried: 8-3 Leith Bussell, Michael Earl and Paul Creaney voted against the motion

Dylan to liaise between Paul Creaney and David Gunn to rectify 7/8/13 David and Jo are still to meet with Paul Creaney to discuss issues 2/10/13 David, Paul and Dylan met about 2 weeks ago. A roofing contractor will be looking at it to see what needs to be done. Roof appears to be more damaged than originally thought. 4/10/13 Two roofers have been down to have a look at it, there is a lot more work involved. 5/2/14 Chris Morwitzer from AMR Roofing will be looking at roof. 4/6/14 Dave Gunn and Chris Morwitzer will have meet with a carpenter at club tomorrow. Following inspection a decision will be made on action to be taken following the meeting. 6/8/14 Dave Gunn will be taking over the project. 4/2/15 Going to mid-year budget review. Dave Gunn getting quotes now. 1/4/15 Contract awarded and works to start next week looking to finish by end of April. 3/6/15 Completed

125 Oct 12 Camping on Gloucester Park Oval - Looking at drawing up a policy for council relating to camping on Gloucester Park. Need to determine what are the requirements and necessity of each user group of Gloucester Park in terms of camping on the park throughout the year for various events, so these can be covered within the policy. Clubs to discuss with their committees and report back at the following SRAC meeting. Other things to be considered are ablutions, charges, etc. 6/2/13 Upcoming events include Rugby Carnival and a Soccer Carnival who may need to utilise camping options. Dylan has been in discussions with Alison – Manager of Environmental Health to determine the necessary health and other requirements should camping be allowed. FY – If such groups are coming into town, we should be able to accommodate them in some way, especially if they are going to provide the necessary ablutions etc. AS – Traditionally it occurs within country towns. Working through with Environmental Health with some further ideas Any plans to extend the camping options would be to ensure the ablution block is connected to main sewage, is currently on sewage tanks. 2/10 Met with environmental health a few times and looking at the smaller instances, i.e. The Show, and then Horses and finally Rugby and other sporting carnivals. Looking at what other shires are doing to determine what the Shire needs to implement 5/2/14 Carnivals have been accepted with camping permits. Over 1500 people in town for events and the caravan parks are close to capacity so camping on the oval may be required. Health will provide requirements for camping to approved events. Following confirmation from the committee that the internal roads for Gloucester Park will remain private, they have requested that the roads be sign posted with approved names. Committee further advised that in the original precinct plan, an internal map was going to be displayed to assist visitors with orientation within the precinct. Refurbishment • Installation of new Recreation Centre roof completed • New and additional skylights have also been installed • Installation of new, straight netball sleeves • Painting of change rooms and basketball area

Aquatic Centre • Swimming Women had a very successful term, with over 40 participants up to

seven times per week

Augusta Recreation and Civic Centre • Augusta Hydro pool was fully booked on Tuesday and Thursday this week • A fourth session is opening up on Thursdays now due to increased demand • There were issues with the Hydro Pool heat pump causing the pool to shut for

unscheduled maintenance • The pump has been replaced • Area cordoned off due to wall damage. Investigations into long term options

continue

Child Care • Average of 52 children a day in Vacation Care program, with 5 high support

8.0 General Business

8.2 Update on Lower Western Oval The Lower Western Oval and the Skate Park have been identified as two projects for potential redevelopment with the assistance of CSRFF funding. Following discussions with DSR, redevelopment of the Lower Western Oval has been identified as the project to peruse funding for as it would meet more of the funding rounds requirements as a multi-use facility and skate parks have been over-subscribed for funding from DSR so this is now considered a lower priority for funding success.

The Shire will be looking to submit an application for the September forward planning round which would be determined in February/March next year. With the announcement of the State budget the funding for CSRFF projects has been reduced from $20 to $7 million. This makes competing for funds more difficult so the redevelopment that ticks the most boxes has a better chance of being successful. As a Shire we haven’t submitted an application for a Shire project since the redevelopment of the Recreation Centre. Draft concept plans are underway for a playing field suitable for Soccer, Hockey and Rugby as they will be the clubs most affected by the upgrades. The plans include car parking, fencing and lighting which will all be brought up to DSR standards for those sports. Once the concept plans have been developed with some costings we hope to present them to the August SRAC meeting prior to seeking support from Council via report. If the redevelopment project is successful we will be advised in February or March next year. The funding allows 3 years for construction however we would look to develop the site after Winter season next year in time for the commencement of the 2017 Winter season. As part of the application the Shire requires participation for all Gloucester Park users so can you please forward club participant numbers through to the Minute Secretary as soon as possible. I will be meeting with DSR on Monday with the draft concept plan. The committee agreed that it was a priority to get the site developed and a question about Development Contributions was raised. Scheme Amendment No 35 - Development Contributions is currently being advertised on the website: www.amrshire.wa.gov.au. Submissions close 26 June 2015. It is anticipated that it will be adopted in July.

8.3 Access gate at the back of the goals on Gloucester Park The gates need to be put in place so that when the ball is kicked over the boundary, runners don’t have to jump over it.

There is a small access point at the back of the goals. It is difficult for kids to get over the fence to retrieve stray balls. Dylan: We are looking at installing an access point before the end of the financial year. Can clubs and schools please remind students not to jump over fence to avoid injury.

8.4 Updates from clubs

8.4.1 Margaret River Senior High School • 860 students enrolled • Significant user of Gloucester Park

8.4.2 Margaret River Hockey Club Inc

• Important to have population projections • In the last 3 years there has been an increase of over 300

students • Season well underway • The figures for the last 3 or 4 years have no juniors and only

1 or 2 senior teams. We now 68 juniors participating • Momentum gained and we hope to get a facility at

Gloucester Park • We are now planning for the future

8.4.3 Margaret River Karate

• There are casual users of the Karate facilities that are not included in our numbers such as Belly Dancing etc

• Big thanks to Dylan and Dave Gunn for completing roof, we are now water tight

• Included with roof getting replaced painting has been done • Funded installation of gutter guards on the west side of the

building • Looking at raising funds for water damage • Replacement of main floor • Trip to Japan planned for 8 students and 3 instructors • Heavily fund raising any donations welcomed • Thank you to:
