1. INTRODUCTION 1.1. NAME OF PROJECT

- Name of project: 110 kV Tay Ninh - Chau Thanh transmission line, Tay Ninh province. - Project Owner: Southern Power Corporation - Total cost estimate: about 29.9 billion Vietnam dong. - Funding: loan of the World Bank (WB)

1.2. PROJECT LOCATION

110kV Tay Ninh - Chau Thanh TIL, Tay Ninh province has the length of 13.486 km. There will be one circuit. Tay Ninh - Chau Thanh TIL passes through the areas of Ninh Son commune, Tan Binh commune and Binh Minh commune of Tay Ninh town; Dong Khoi commune and Thai Binh commune of Chau Thanh district, Tay Ninh province. The first pOint of the TIL is between tower No. 23 and No. 24 (15 m far from tower 23) of the existing 110kV T ay Ninh - Tan Hung TIl. The end point of the TIL is the 110/22kV Chau Thanh substation.

1,3. SOME CHARACTERISTICS OF THE PROJECT

The characteristic and main parameters of 110kV Tay Ninh- Chau Thanh TIL Project are:

Transmission line:

• Voltage: 110 kV

• Number of circuits: 01 circuit

• Length: 13.486 km

• ROW: 13 m to 15 m depend on characteristic and role of towers;

• Pole: Zinc coated steel, assembled with bolts

• Height of poles: 22 to 45 m.

• Number of poles: 57 poles

• Foundations: reinforced concrete cast in situ.

• Number of turning angles: there are 11 steering angles: G1, G1A, G2, G3, G3a, G3b, G4, G5, G6, G7, G8. The smallest steering angles is G3b (turning angle is P.4°42') the biggest turning angles is G2 (turning angle is: T.88°42').

• Number of crossings with T/Ls: 09, including 06 times with 3-phase 22kV TILs and 01 times with i-phase 22kV T/Ls and 02 times with low voltage T/Ls.

• Number of crossing with roads: 12, including 01 time crossing with provincial road 785 and 01 time crossing with national road 22B.

• Number of crossing with rivers and streams: 03 crossings.

• Number of houses in ROW: 06 houses, including 2 houses which the heart of line cuts through.

• The route passes through 38.5% of paddy land, 15% of land planted with crops, 18.9% fruit trees land and 20.7% rubber forest.

• Size of foundations: there are numbers of foundation, but the size of foundation is ranging from 5.2 m x 5.2 m to 12.3 x 12.3 m

• Number of affected households: 172 HHs. • The total temporarily land acquisition: 127,653 m2

• The total permanently land acquisition for building stations' foundations: 3,974.6 m2;

1.4. THE NECESSITY OF CONSTRUCTION THE PROJECT

Analyzing the power supplying situation in the area of Chau Thanh district illustrated the promotion of investing to constructing the 110kV Tay Ninh- Chau Thanh TIL is essential to meet the increasing demand of load in the area in the present and future, aiming:

- Avoiding overload of output routes 473TN, 479TN and 11 0/22kV Tay Ninh substation.

- Improving voltage quality, reducing power loss on distributing network of the region.

- Improve the supply capacity and increase power supply reliability of the power network at Chau Thanh district and surrounding areas, meet the increasing load demand at the region (2010-2015).

1.5. PURPOSES OF THE ENVIRONMENTAL MANAGEMENT PLAN

This Environmental Assessment Report and Environmental Management Plan were conducted to aim at:

• Analyzing and reviewing of environmental impacts that may arise during the construction of 110 kV Tay Ninh- Chau Thanh TIL;

• Creating an effective Environmental Management Plan in order to limit to the lowest level of environmental impacts during construction and operation of the project

2. PROJECT DESCRIPTION

- Beginning: Near the existing tower N° 23, (15 m far from tower N° 23) of the existing 110 kV Tay Ninh - Tan Hung TIL.

- End: The end of TIL is 11 O/22kV Chau Thanh substation. - Topography: TIL passes through a relatively flat terrain of Tay Ninh town and Chau Thanh district. - Areas that TIL passes through: The TIL passes through 3 communes of Tay Ninh town and Chau Thanh district, including

• Tay Ninh town: Ninh Son, Tan Binh, Binh Minh communes • Chau Thanh district: Dong Khoi and Thai Binh communes

- TIL passes through a stream area at G3C-G4; passes through the Tay Ninh canal at G6-G7. Beside that, the surface water systems on the area that TILs cross through are negligible, and do not play an important role in water supply for agriculture and living.

- The project area are mainly flat terrain, there are also some low hills in the area. However at the locations near the surface water sources, poles' foundations will be located at flat areas. Therefore potential of erosion of soil, runoff of construction materials is low.

- Excavation is planned to do in dry season. Excesses soil will be reused to fill in the poles' foundations. Thus there will be no soil, rock left after the project

~ - Noise and vibration are caused by: equipment, -.. _.. I material transportation, project's vehicles, pole's I erection and cable's pulling, generators (if there are

any)

- The 110 kV TIL is designed to be far from residential areas as well as the concentration of human activities such as towns and townships. Yet along the route, a number of residents living near T/Ls will also be affected by noise and vibration.

- Affected residential areas and other activities in the areas are those which are closed to houses or T ay Ninh town.

- The main work will be done manually or by small scale machines. Duration of construction for each site at pole's foundation is short from 2 or 3 days for

. foundation excavation, 5 days for pouring concrete, 2 or 3 days for cable pulling. Noise and vibration (if there is any) will be caused only during very short period of time in each foundation position.

5. PUBLIC CONSULTATION AND DISCLOSURE During project preparation stage (2009-2010), the following activities were carried out:

Activity 1; Investigation and discussion with local authorities about cable location

Activity 2; Site investigation, establish Environment Protection Committeemen (EPG) and Environmental Management Plan (EMP) for the project

Activity 3: Organizing public consultation.

The meetings with local people was carried out at the office of People's committee of Chau Thanh district- Tay Ninh Province at 8:30 am on 18/11/2010 and 14h on 18/11/2010 in People's Committee hall Tay Ninh town, Tay Ninh Province. Project owner and Consulting Company held public consultation for 02 Environmental management plans of Chau Thanh 110kV Station and 110 kV TIL Tay Ninh- Chau Thanh project. The representatives of Project Owner and Consulting Company presented to the public on the main issues:

• Project description: route, the necessity of project construction; • The possible environmental impacts might be caused by the project; • Measures to mitigate the impact.

Public's representatives invited to attend public consultation meetings include: representatives of affected households, government representatives, people associations and local power company (See detailed list in Appendix 4)

• SPC training: The following training will be provided for the staff of local power service and partly for local peoples:

Safety training: Regular training on safety issues related to the distribution network maintenance; Monitoring and reporting of environmental management plan for stakeholders of the Project's district or communes: The training will give guidance to the local stakeholders about the participation of local peoples during implementation of EMP. The training will also include the methodology for site observation and monitoring check sheet filling.
