CITY DEVELOPMENT COUNCIL RESOLUTION NO. , Series of 2011

A RESOLUTION ENDORSING TO THE CALABARZON REGIONAL DEVELOPMENT COUNCIL (RDC) THE DEVELOPMENT OF THE WEST-EAST ROAD (SLEX TO CG

COASTAL ROAD) PROJECT FOR IMPLEMENTATION UNDER THE PUBLIC-PRIVATE PARTNERSHIP (PPP) PROGRAM

WHEREAS, the City of Santa Rosa, Laguna has recognized the necessity of developing a West-East Road from the South Luzon Expressway (SLEX) to the coastal areas of Laguna de Bay that will be connected by the proposed C6 Road from Taguig City to Calamba City and beyond;

WHEREAS, the feasibility study of the proposed East-West Road System that would connect the SLEX to Aguinaldo Highway in Cavite Province is now being undertaken by

World Bank (WB) and Japan International Cooperation Agency (JICA) for construction in 2016;

WHEREAS, the proposed road networks of East-West Road and West East Road are very commendable contributing to stronger inter-municipal and inter-provincial linkages by connecting disjointed arteries for much efficient transport of people, goods and services in the Cavite-Laguna (CALA} Sub-Region next to Metro Manila;

WHEREAS, we are seeing the emergence of private sector driven master planned communities and business centres in the CALA Sub-Region and the mixed use waterfront development of Laguna de Bay for commerce, eco-tourism, recreation, means of transport, among others;

WHEREAS, the City of Santa Rosa, Laguna under the administration of City Mayor Arlene B. Arcillas has pioneered the planning and implementation of waterfront development project as part of the Laguna de Bay Master Plan of the LLDA, a priority project in the CALABARZON Regional Development Plan, 2011-2016 and CALABARZON Regional Development Investment Program, 2011-2016;

WHEREAS, it is the mandate of the CALABARZON Regional Development Council (RDC) and the NEDA IV-A Secretariat to coordinate the planning, programming and implementation of programs and projects that would stimulate the social and economic growth of the Southern Tagalog Region, the fastest growth area of the Philippines;

WHEREAS, the Philippines Government has broadened the investment opportunities in the area of infrastructure development for the private sector under the streamlined Public Private Partnership (PPP) Program, the former Build Operate-Transfer (BOT) and

aH its variants to include joint venture agreements, concession agreements, among

others.

NOW, THEREFORE, for and in consideration of the above, the City Development Council of Santa Rosa, Laguna hereby submit and recommend to the CALABARZON Regional

Development Council and the DPWH, to spearhead the development of the West - East Road through the conduct of Pre-Feasibility and Full Blown Feasibility Studies with

technical assistance from bilateral and multilateral agencies and the packaging of the project under the Public-Private Partnership (PPP) Program.
