PURI, THE 23rd SEPTEMBER 2018The 10th Triennial Circle General Council of our circle and the 66th Triennial General Council of SBI Staff Association (8 Circles) were held inside the wondrously decorated hangar of Hotel Blue Lily at Puri on 23rd September with unprecedented pomp and grandeur.Thousands of excited members and delegates came in a colourful rally shouting slogans, cheerfully escorting their leaders to the huge auditorium. The passage to the hall was beautifully festooned with flags, symbols, banners and hoardings of our union leaders from different circles. The atmosphere vibrated with the slogans of Zindabad and Long live.Once the four thousand members, guests, invitees, leaders, settled before the enormous stage, the guests were invited on to the dais by the anchor Smt. Sony after a superb Odissi performance by Shree Dance Academy, Bhubaneswar. The guests were welcomed and felicitated by the Chief Secretary , President Com. Rajesh Kumar Tripathi, Com. Annada Shankar Jenaand the General Secretary on the stage with bouquets & mementos and escorted to their seats Com. S. P. Behera,accompanied by loud cheers and applause.

by lighting the lamp alongwith other dignitaries on the dais with veda recitation in Sanskrit. It was followed by an opening song in sanskrit recited by accomplished chorus singers. Com. S. P. Behera, the Chairman, Reception Committee as well as the General Secretary, SBISA, BBSR Circle delivered his introductory welcome address. Profusely praising the decorous audience, he expressed his thankfulness to Com. Sanjeev Kumar Bandlish, General Secretary, AISBISF and the Chief Secretary of SBISA (8 Circles) Com. Rajesh Kumar Tripathi for giving the

thopportunity of holding the 66 Triennial Circle General Council of 8 circles in Bhubaneswar Circle. He heartily welcomed all the members, delegates, guests & leaders to the meeting. He expressed his concern over the tardy pace at which

ththe 11 Bi-partite wage negotiation is going on due to the unyielding attitude of the IBA/Govt. and denounced the recently contemplated amalgamation of Dena Bank, Vijaya Bank and Bank of Baroda and requested the Federation Secretary & President to speak in details about the matter.Com. S. K. Bandlish, the Chief Guest and General Secretary, All India SBI Staff Federation, in his sonorous voice greeted all the members, delegates and lauded the meticulous arrangements made. Praising Mr. Prashant Kumar, DMD & CDO who has had been quite instrumental in considering issues raised by the Federation. Com. Bandlish requested him to make provision of crèches at big offices/ branches of our Bank in view of the increasing number of lady employees in our Bank. While speaking about some of the welfare achievements like introduction of bereavement leave, 100% reimbursement of medical expenses for families, increase in amounts of loans and advances and improvements in the career path scheme, etc. thanked the DMD & CDO for having facilitated the agreements. He also pleaded for the out of cadre promotions of sub-ordiante staff also reintroduction of compassionate appointment scheme which stood long ignored.Shri Prashant Kumar, DMD & CDO in his speech pronounced his profuse happiness in being able to address such a vast audience. While praising the unparalled energy of Shri Bandlish he minced no words in admiring the great maturity and wisdom always exhibited by the Federation leaders at the negotiating table. Shri Kumar while reminding the audience that State Bank

employees do enjoy a wonderful service condition which is envied by many, supported thearly conclusion at the 11 Wage Settlement. However, while goading all members to strive

for excellent service to Bank customers, he assured everyone to extend his best efforts in solving every sort of reasonable HR issues affecting staff.Smt. Praveena Kala, Chief Guest and the Chief General Manager extolled the electrifying energy shown by the members and delegates while cheering their leaders when they were invited on stage. She in a lighter vein asked them also to exhibit such energy as well as unity in making the customers happy and satisfied. She expressed her deep admiration for the speed & accuracy shown by the young staff members at their counters in the Bank while performing their work and sought the co-operation of everyone for the over all growth of the Bank.Com. VVSR Sarma the eloquent President of the Federation was highly critical of the IBA as well as the Govt. in his speech. He vehemently disagreed with the view that the banks are incurring losses for which better wages could not be given to bank employees, where as the net losses incurred were only due to the huge amounts of provision mandatorily made for the accumulating NPAs. He said that our bank also had been reeling under

the burden of ten thousand crores of NPAs which were only due to high corporate houses. However, he expressed his immense faith in the fighting spirit of our militant members and hoped for a reasonable wage pact sooner than later.Com. U. K. Dash, General Secretary, SBI Pensioners’ Association thanked the organizers for staging such a big conference in such a grand manner. He encouraged the Federation in

its path of struggle to extract a respectful wage accord for its members also not forget the issues of the pensioners at the time of finalizing the negotiation.Com. Sambit Misra, General Secretary, SBI Officers’ Association, BBSR circle spoke high of the functioning of the Staff Association in Bhubaneswar Circle and wished the General Council a grand success. He also thanked Com. S. P. Behera for calling him his comrade in arms.Com. Banshidhar Sethi, General Secretary, SBI SC/ST Employees Welfare Council in his speech thanked the General Secretary Com. S. P. Behera for

inviting him to the conference and said that the Association had always helped the SC/ST Council in helping the SC/ST members in their welfare.

The Inaugural session ended with the vote of thanks by the Chief Secretary . Com. Rajesh Kumar TripathiHe thanked each and every person connected with the successful holding of the conference starting from the Chief Guest to the hotel authorities.Just after the lunch break at 3.30 PM, Delegate Session of SBISA, Bhubaneswar Circle was started. Due to paucity of time the President Com. A. S. Jena immediately called the meeting to order to conduct the business of the Delegate Session.President addressed the session with warm regards and invited the Com. A. S. Jena

General Secretary to take up the Agenda items, which were disposed off in seriatim as under :-Com. General Secretary addressed the session with warm gratitude and without taking much time he took up the Agenda items as per the following :-Com. General Secretary presented the General Secretary’s report on the working of the Circle Committee together with the audited statement of accounts of the circle secretariat of the union for the year 2017-18 as approved by the Circle Committee which was adopted

by the entire house unanimously with huge round of applause.Taking up the Agenda No.2, Com. General Secretary advised the house that all the proposals regarding amendment to the Rules and Constitution of the Union as recommended by the Circle Committee for consideration will be placed in the Delegate Session of SBISA (8 Circles) just after this session. Since no more proposals had been received from units, no further discussion was there on this Agenda.In response to Agenda No.3 & 4, the President advised the house that this Agenda would be taken up later on immediately after the other Agenda items were over which was approved by the house unanimously.In Agenda No.5 the Resolutions recommended by the Circle Committee for onward recommendation to the appropriate authorities was taken up by the General Secretary. Some of the important resolutions placed by the General Secretary and passed by the members with thunderous clapping were on :-

While taking up the Agenda No.6, i.e. transact any other business with permission of the chair, the General Secretary narrated that all the issues raised and reported by Circle Committee members and other members are placed in General Secretary’s report and briefly discussed by him earlier. Again in his speech at inaugural session on that day’s General Council meeting Com. S. K. Bandlish, General Secretary, AISBISF had also covered all the issues relating to our staff matters and subsequently responded by our esteemed DMD&CDO Mr. Prashant Kumar. So no further discussions were held due to paucity of time as the Delegate Session of SBISA 8 circles was approaching immediately after this session.At the end as per Agenda No.3&4 to elect office bearers of the Circle Committee for the triennial term of 2018-2021 and Circle delegates for Triennial General Council of the union was taken up and dais was vacated. The proposed election officer took charge and conducted the business. As per the unanimous proposal received the following members were declared elected unopposed by the Election officer for the triennial period of 2018-21.

Jena and for all other leaders. The conference venue became a scene of exultation and rhapsody, bouquets, garlands, flowers and mutual greetings. Com. G. P. Patnaik, Secretary, SBISA Co-op. Society Odisha Ltd., Cuttack had greeted both the President and General Secretary with huge garlands and also greeted other newly elected office bearers.After calm prevailed, the newly elected General Secretary Com. S. P. Behera in his resonant voice thanked all the delegates, observers, volunteers and members on behalf of the committee and reassured everyone his fidelity to the common cause of the members. He also promised to always lead the circle union from the front holding the banner of the Association high.

Jena to all the volunteers from Puri, Cuttack and Bhubaneswar, activists and comrades for their whole hearted support, relentless efforts for staging such an scintillating General Council.
