1.0 INTRODUCTION
1.1 Safety Policy
It is the policy of Stuckey Building Company to provide a safe, accident free, and healthy work
environment for all of our employees, sub-contractors, and visitors. Safety is an integral part of
Stuckey Building Company and a priority in the field and in the office. We feel that it is not only our
moral obligation, but leads to much more efficient operations. We strive for the most excellent
standards in the industry, and we pay careful attention to this daily. It is due to our diligence and
passion that we are able to continue to make strides all of the time.
We strive for accident and injury free work by providing vigorous leadership that is visible throughout
our organization, through sound supervision of work operations and personnel and by
communicating essential knowledge concerning hazards and how to eliminate or control them.
It is also essential that each of us conduct our work in compliance with safe and healthful work
practice requirements. These are incorporated into numerous safety programs that include our
training and instruction such as in new hire orientations, in routine safety meetings and through the
direction of our supervisors. How well we conduct our work in a hazard free manner, according to
the direction provided, is an essential factor in our performance for which we are all accountable.
Our Safety and Health programs outline what we expect and how to accomplish it. Our success is
essential. By our own action, we can prevent accidents and injuries and can take pride in our
accomplishments on the job, in the industry and at home.

1.2 Site Location
10th
Engineer Battalion Company Operations Facility
New Loop Road
Ft. Stewart, Georgia 31314
The Battalion Complex is located on the north side of Fort Stewart, Georgia, just outside of the
cantonment area. The site is located adjacent to New Loop Road, which is being constructed as part
of the 5th BCT contract. This road will connect into the north side of Route 144 to the south of the
site.

I-95 SOUTHBOUND:
On I-95 South (From South Carolina) Get off at Exit 87 (Coastal Highway/GA Hwy 17). Turn left on GA
Hwy 17 South. Travel 4.5 miles to GA Hwy 196 West. Veer to the right on GA Hwy 196 West. Travel
8.9 miles to US Hwy 84 West, turn right at the T-junction. Travel 4.3 miles to General Stewart Way
(just past the Shoney's on the right). Turn right at General Stewart Way and follow directions to the
Fort Stewart main gate.
I-95 NORTHBOUND:
On I-95 North (From Florida) Get off at Exit 76 (Midway & Sunbury Rd). Turn left on US Hwy 84 West.
Travel approx. 15 miles to General Stewart Way (just past the Shoney's on the right). Turn right at
General Stewart Way and follow directions to the Fort Stewart main gate.
I-16 EASTBOUND:
On I-16 East (From Macon). Go east to I-95 South. Get on I-95 South. Follow instructions for (From
South Carolina).

1.3 Job Description/Size/Type of Construction
The work includes the construction of a Company Operation Facility to house 4 companies and the
associated site work for the 10th Engineer Battalion Complex. The building will be an approximately
78,537 sf facility with a combined Administrative area and four Readiness areas, 1 for each of the
Companies in 10th Engineer Battalion, a 15,996 sf covered hardstand area, and incidental related
work.
The site work for the 10th Engineer Battalion Complex and delineated scope for the Headquarters
Building site is referenced on the Drawings. The scope of work described in the entirety of this
Contract construction documents are for the construction contractor entity defined as "Contractor
A".

1.7 Contractor Personnel
V.P. of Operations – Anthony Stark
Charged with the monitoring of the overall results of the company safety program. He is responsible
for ensuring the safety program is working and ensuring insurance modification rates and insurance
costs remain low. He will provide support to the Corporate Safety Officer to help fund and
implement new safety policies and programs.
Company Safety Officer – Henry Jones
Responsible for setting policies and guidelines. He will collect and record safety data to help identify
trends and problem areas. Set-up and assure training of field staff in reporting procedures,
workmen’s compensation procedures, safety policies. He will also make periodic jobsite visits to
ensure policies are being followed.
Senior Project Manager – James Kirk
Responsible for overseeing the project on weekly basis and assisting the project manager with all
necessary functions and authority to assure that the project is being maintained to company and
government policies in the field.
Project Manager – Steve Rogers
Responsible and accountable for actions relating to safety and environmental issues for this particular
project. He will monitor implementation of job-site requirements and maintain records of
performance. The Project Manager will provide support to the field staff to insure policies are
adhered to during the project tenure.
Project Superintendent /Site Safety and Health Officer (SSHO) – Bruce Wayne
Responsible and accountable for actions in violation of the safety program. The Project
Superintendent will also have the responsibility of conducting the weekly supervisor’s safety
meetings. He will be responsible for field procurement, enforcing safety rules, supervising all on-site
personnel, securing site etc.
Regional Safety Officer – Ben Kenobi
Responsible for assisting Superintendent/SSHO with all safety related concerns. He will
conduct weekly safety audits which will include site reviews of all SBC work and all
Subcontractor work as well as a review of all safety records.

2.0 SITE CONDITIONS
2.1 Existing Site Conditions
Site will consist of new construction. Site conditions cater to minimum site work and grading.
2.2 Site Access
Access to site will be monitored by Fort Stewart security. Construction entrances will be marked with
appropriate signage
2.3 Temporary Facilities
Stuckey Building Company will have an office trailer onsite for the duration of the project. Areas will
be available for subcontractor trailers etc.
2.4 Temporary Utilities
Temporary power and water will be provided by Fort Stewart and be maintained by Stuckey Building
Company for the duration of construction, and use of these utilities is at the sole discretion of Stuckey
Building Company.
2.5 Specific Hazards
The site for the 10th Engineer Battalion Company Operations Facility is adjacent to a small wetlands
area and there are a few “tree save” areas. There is limited site work.

3.0 SITE MANAGEMENT
3.1 Safety Inspections & Daily Audits
An initial safety inspection shall be made at the beginning of each project. Inspections may occur at
any time during construction. Daily Safety Audits will be conducted by Stuckey Building Company’s
on-site personnel ie: Project Manager, Superintendent, SSHO, and assistants.
3.2 Documentation
Documentation of all safety meetings, inspections, audits, credentials, and safety plans will be kept
onsite with the SSHO and each subcontractor.
3.3 New Hire Orientation
New hire orientation may consist of but is not limited to the following.
Have the employee read the new hire packet which includes this policy and the Drug and Alcohol
Policy. Answer any questions they may have about these policies and have them sign the
Statement of Understanding.
Return all forms to the office as indicated on the first page of the new hire packet.
Orient the employee to the jobsite, indicating the location of the Safety Center, MSDS book,
emergency facilities, portable fire extinguishers, first aid station, emergence phone numbers,
public notices, EEO, and any jobsite specific information.
Explain the injury and accident policy.
Review the written hazard communication program. Discuss hazards, container labeling, and the
use of protective equipment.
Explain the emergency response plan for catastrophic events such as fire, explosion, etc.
Issue PPE as required for their tasks.
3.4 Training
Training and education are necessary for the success of this policy. Employees will be trained to
recognize jobsite hazards and the procedures to follow to minimize these hazards. Training may
consist of, but is not limited to, the following:
Weekly jobsite safety meetings.
Orientation training for new hires.
Individual job/task training, which includes the applicable regulations/standards for the specific
job/task.

Supervisors and management will receive ongoing safety training throughout the year as organized
by the Safety Coordinator and as deemed necessary by the company owners. Such training shall
include the maintenance of first aid and CPR cards.
3.5 Safety Meetings
Weekly safety meetings shall be held on the jobsite. All employees and subcontractors are required
to attend. The meetings may cover a range of safety-related topics. The format and content of the
meeting is up to the discretion of the Superintendent.
Monthly safety meetings shall be held for all foremen, superintendents, project managers, project
engineers, company owners, and other management personnel. These meetings will be for the
purpose of discussing company-wide safety issues and providing continuing safety training and
education.
3.6 Hazard Communication
Stuckey Building Company has developed a hazard communication program that covers: Container
Labeling, MSDS Sheets, Employee Training, PPE, Emergency Response, Informing etc. The MSDS Book
is located in the main office and each subcontractor superintendent is required to have a copy with
them at all times.
3.7 Housekeeping
Stuckey Building Company prides itself on having clean sites. This not only aids in speed and quality of
work but also in safety.
High standards of housekeeping shall be kept at all times. Trash receptacles, dumpsters, and portable
toilet facilities will all have designated areas. Building materials shall be stacked and placed neatly in
designated laydown and trash areas.
3.8 Deliveries
All site deliveries must be coordinated with the Superintendent or a Stuckey Building Company
employee.

4.0 SITE SPECIFIC HAZARDS
4.1 Severe Weather
Construction operations will cease work if severe wind and rain conditions present safety hazards. In
the case of a tornado the site will be evacuated if time allows. Shelter will be found in an extreme
condition.
4.2 Spill Prevention & Control
Hazardous materials that may be on site during installation include those usually associated with the
operation and maintenance of vehicles and machinery, and include diesel fuel, gasoline, hydraulic
fluid, brake fluid, antifreeze, and lubricants. Other materials considered hazardous are chemicals
used in portable toilets and the associated human waste. There is also the possibility of encountering
buried hazardous or toxic materials during construction operations.
Employees should take every precaution to prevent spills from occurring.
If a spill occurs all personnel are required to do the following:
Take measures to stop it
Report to any Stuckey Building Company for record. *Note: there will be no negative
consequences to employees unless spill was intentional. Stuckey Building Company must
report all spills to owner.
4.3 First Aid
First Aid supplies will be located at the office compound/established safe area. These supplies will be
minimum and are meant for non-critical injuries etc.
4.4 Emergency Action Plan
In case of an emergency ie: severe weather, disaster, or other major emergency, the Superintendent
will meet with all employees to give directions.
A safe briefing area will be established near the office compound for employees to meet and receive
instructions. All employees are required to meet hear if called, and report to a roll call. All supervisors
are accountable for their employees’ attendance. Every individual is responsible for reporting any
hazard that could potentially lead to unsafe working environment. They should also know the
location of emergency equipment, phones/fire alarm, and the safe briefing area.

5.0 SUBCONTRACTOR MANAGEMENT
5.1 Meetings
Weekly safety meetings shall be held on the jobsite. All employees and subcontractors are required
to attend. The meetings may cover a range of safety-related topics. The format and content of the
meeting is up to the discretion of the Superintendent.

5.2 Inspections

6.0 PROCEDURES
6.1 Fire Protection
Emergency response training shall be required for fire protection. All Job Site Office premises shall be
equipped with Fire Extinguishers. See Emergency Responders for a fire emergency.
6.2 Personal Protective Equipment (PPE)
Personal Protective Equipment (PPE) is issued to all Stuckey Building Company field employees on
hire. Hard Hats, Safety Glasses, High Visibility Vests/or Shirts and Work Boots are required to be worn
100% of the time onsite. Additional PPE will be required if a task requires. Superintendent has final
say if additional PPE will be required for a task.
6.3 Fall Protection
Stuckey Building Company provides fall protection for all tasks exposed to elements falling under
OSHA guidelines for fall protection. Subcontractors are required to supply their own, but shall fall
under same guidelines as SBC employees.
6.4 Tools
Stuckey Building Company owns a large selection of tools for its employees use. These tools are kept
in good working condition and shall meet OSHA standards. Tools are available for trained employees
only.
6.5 Ladders
Ladders should be inspected before use and should be in working condition. Repair or discard ladders
that are no long fit for construction use. Ladders should be held at the base by a kick plate or by other
workers to prevent slipping or kick out.
Ladders may be required for rescues. Ladders are also required in trenches and excavations 4 feet or
more in depth.

6.6 Scaffolds
Before the scaffold is used, direct connections shall be evaluated by a competent person who shall
confirm, based on the evaluation, that the supporting surfaces are capable of supporting the loads to
be imposed. In addition, masons' multi-point adjustable suspension scaffold connections shall be
designed by an engineer experienced in such scaffold design. Scaffolds shall be erected, moved,
dismantled, or altered under the supervision of a competent person for scaffolding. Scaffold use shall
consist of, but is not limited to, the following procedures:
Standard guardrails will be installed on all open sides and ends of scaffold platforms and/or work levels
more than ten feet above the ground, floor, or lower level.
Scaffolds four to ten feet in height with a minimum horizontal dimension in any direction less than 45
inches will have standard railings installed on all open sides/ends.
Platforms at all working levels will be fully planked. Planking will be laid tight with no more than one inch
space between them, overlap at least 12 inches, and extend over end supports 6-12 inches unless cleats
are used.
The front edge of all platforms will be no more than 14 inches from the face of the work, except
plastering/lathing may be 18 inches.
Mobile scaffolds will be erected no more than a maximum height of four times their minimum base
dimension.
Scaffolds will not be overloaded beyond their design loadings.
Scaffold components should not be used as tie-off/anchor points for fall protection devices.
Portable ladders, hook-on ladders, attachable ladders, integral prefabricated scaffold frames, walkways,
or direct access from another scaffold or structure will be used for access when platforms are more than
two feet above or below a point of access.
Cross braces will not be used as a means of access to scaffolds.
Scaffolds will not be erected, used, dismantled, altered, or moved such that they or any conductive
material handled on them might come closer to exposed and energized power lines than the following:
Three feet from insulated lines of less than 300 volts;
Ten feet plus for any other insulated or un-insulated lines.
6.7 Excavation and Trenches
It is Stuckey Building Company’s policy that anytime evidence is observed that could possibly result a
trench or excavation cave-in, slide, failure of a protective system, hazardous atmospheres, or other
immediately hazardous condition exposed workers shall be immediately removed from the hazard
and all work stopped in the excavation until all necessary safety precautions have been implemented.
A Competent Person shall oversee all excavations and trenches and shall inspect them after
completion.
Any excavation or trench four feet or more in depth will be provided cave-in protection
through shoring, sloping, benching, or the use of hydraulic shoring, trench shields, or trench
boxes. Trenches less than four feet in depth and showing potential of cave-in will also be

provided cave-in protection. Specific requirements of each system are dependent upon the
soil classification as determined by a competent person.
A competent person will inspect each excavation/trench daily prior to the start of work, after
every rainstorm or other hazard increasing occurrence, and as needed throughout the shift.
An exit will be provided in trenches four feet or more. The exit(s) will be within 25 feet of
any employees in the trench.
Spoil piles and other equipment will be kept at least two feet from the edge of the trench or
excavation.
6.8 Crane and Critical Lifts
Stuckey Building Company shall comply with the new OSHA Crane and Critical Lift Policy.
Crane Inspections shall take place:

6.9 Illumination
Low Light Work
Night operations will consist primarily of concrete placement. Mobile light stands will be
used to light the work area and other areas deemed necessary.
OSHA requires a minimum of 5 foot-candles of illumination for work areas on a construction
site. A light meter will be utilized periodically check light levels to ensure compliance with
OSHA
Each Subcontractor is required to provide their own task lighting in locations with low light.
6.10 Electrical Safety
Electrical safety may consist of, but is not limited to, the following:
Be familiar with the electrical hazards onsite.
Unplug all equipment before performing repairs. Conform to lock out/tag out procedures
Proper grounding is required at all times. All equipment shall be powered with GFCI
receptacles and fixtures. Also all extension cords shall be GFCI rated and kept in safe and
working condition.

Be aware of overhead power lines when working with tall equipment.
Live electrical parts shall be guarded against accidental contact by cabinets, enclosure,
location, or guarding.
All lamps for general illumination will have the bulbs protected against breakage. All light
sockets shall be filled with a working bulb.
Employees will not work in such close (able to contact) proximity to any part of an electric
power circuit unless the circuit is de-energized, grounded, or guarded by insulation.
6.11 Motor Vehicles and Mechanized Equipment
Motor Vehicle and Mechanized Equipment guidelines are as follows but are not limited to:
Do not ride on motorized vehicles or equipment unless a proper seat is provided for each
rider.
Always be seated when riding authorized vehicles (unless they are designed for standing).
Do not operate any motorized vehicle or equipment unless you are specifically authorized to
do so by your supervisor.
Always use your seat belts in the correct manner.
Obey all speed limits and other traffic regulations.
Always be aware of pedestrians and give them the right-of-way.
Always inspect your vehicle or equipment before and after daily use.
Never mount or dismount any vehicles or equipment while they are still in motion.
Do not dismount any vehicle without first shutting down the engine, setting the parking
brake and securing the load.
Do not allow other persons to ride the hook or block, dump box, forks, bucket or shovel of
any equipment.
Each operator must be knowledgeable of all hand signals and obey them.
Each operator is responsible for the stability and security of his/her load.
