Abbreviations

• MC = Total Manday Capability of Direct Labor Personnel (projects + training)

• DL = Number of Direct Labor Personnel Assigned

• WD = Number of Available Workdays in the Deployment

• ME = Manday Equivalent (converts typical workdays to 8 hour mandays)

• AF = Availability Factor

Page 5: 106A MAN-DAY CAPABILITY

Manday Capability

• In order to calculate the construction activity duration's, you must first understand the Manday Capability Equation.

• The equation used to determine the direct labor manday capability at the mainbody site and each detail site is as follows.

Page 6: 106A MAN-DAY CAPABILITY

Manday Capability

Manday Capability (MC)- the total number of mandays that a NMCB, DET, DFT, etc. is able to produce within a specified period of time.

Page 7: 106A MAN-DAY CAPABILITY

Direct/Indirect/Overhead Labor

• Direct Labor personnel are those whose efforts contribute to project work-in-place (WIP).

• Indirect labor personnel provide project support and include mechanics, expeditors, EA’s (except when surveying), MLO / CTR, Staffs and the Ops / QC staff.

• Overhead labor personnel provide battalion support such as disbursing, galley ops, personnel, admin and supply.

Page 8: 106A MAN-DAY CAPABILITY

Workdays

• Workdays (WD) - The number of available workdays is the total number of calendar days minus all off days.

• Off days may include: Sundays; half of the Saturdays; all holidays; battalion turnover (up to 10 days for mainbody); one day for mid-deployment party; and one day for the change of command.

Page 9: 106A MAN-DAY CAPABILITY

Manday Equivalent

• Manday Equivalent (ME) - is the actual manhours worked “swinging hammers” on the job site during a workday. It is the length of the workday, minus lunch, minus breaks minus travel time to and from the job site (including lunch), divided by 8 (the number of hours in a manday).

Page 10: 106A MAN-DAY CAPABILITY

Availability Factor

• Availability Factor (AF)- Takes into account that Seabees assigned as direct labor are not available 100% of the time.

• About 20% of the direct labor personnel’s time is lost to : leave, liberty, inspections, quarters, medical, dental, haircuts, military drills, battalion indoc, watches, collateral duties, etc.

Page 11: 106A MAN-DAY CAPABILITY

Availability Factor

• Availability Factors for planning purposes are provided by higher headquarters.

• They vary between .60 and .90 depending on the deployment site.

• The typical percentages are .75 for mainbody sites and .85 for detail sites.

• The typical percentage for contingency construction is .90.

Page 12: 106A MAN-DAY CAPABILITY

Example #1

• How many Mandays of construction can a det with 60 direct labor personnel do in a deployment with 150 workdays, an availability factor of .80 and a manday equivalent of 1.125?

Page 13: 106A MAN-DAY CAPABILITY

• MC = DL x WD x ME x AF

• MC = 60 x 150 x 1.125 x .80

• MC = 8,100

•Answer #1

Page 14: 106A MAN-DAY CAPABILITY

Example #2

• How many Direct Labor personnel would be required for a detail tasked to do 4,000 mandays in a deployment with 150 workdays?

• Use 1.125 as the manday equivalent and .90 for the availability factor.

Page 15: 106A MAN-DAY CAPABILITY

Answer #2

• DL = MC / (WD x ME x AF)

• DL = 4,000 / (150 x 1.125 x .90)

• DL = 4,000 / 151.875

• DL = 4,000 / 151.875 = 26.337 or 27

Page 16: 106A MAN-DAY CAPABILITY

Example #3

• How many Workdays would it take for 70 direct labor personnel to do 3,150 mandays of construction with an availability factor of .75 and a manday equivalent of 1.125?

Page 17: 106A MAN-DAY CAPABILITY

Answer #3

• WD = MD / (DL x ME x AF)

• WD = 3,150 / (70 x 1.125 x .75)

• WD = 3,150 / 59.0625

• WD = 53.33 or 54

Page 18: 106A MAN-DAY CAPABILITY

Example #4

What would our Manday Equivalent be if we had a crew of 12 working from 0630 to 1700, traveled 5 minutes to and from work, 1 hour for lunch (including travel time) and two 10 minute breaks?

Page 19: 106A MAN-DAY CAPABILITY

• ME = WD - Travel time - break time -lunch / 8

• ME = 10.5 - .167 - .33 - 1 / 8

• ME = 1.125

Answer #4

Page 20: 106A MAN-DAY CAPABILITY

Example #5

• If a crew of 8 reported 125 mandays direct labor in a month with 21 workdays and a manday equivalent of 1.125, what was the actual Availability Factor?

Page 21: 106A MAN-DAY CAPABILITY

Answer #5

• AF = MD / (DL x WD x ME)– AF 1.125 IS FOR MAIN BODY ONLY

• AF = 125 / (8 x 21 x 1.125)

• AF = 125 / 189

• AF = .6613756 or 66%

Page 27: 106A MAN-DAY CAPABILITY

SMEAC #1

• Situation: Dayton peach accord requires deployment to NATO forces to Bosnia to which the United States has committed 5,000. Permanent and temporary campsites are required to house U.S. Forces.

• Mission: Construct campsite to house JTF forces. Construct one (1) 750 man tent camp. Provide for repair of runway for C-130 aircraft. Convoy security will be provided by JTF as requested.

Page 28: 106A MAN-DAY CAPABILITY

SMEAC #1 cont.

• Execution: Be prepared to deploy with in 5 days, advise ALCON when available for airlift. Provide specific airlift/sealift requirements to 2NCB within 48 hours. Identify Class IV materials required for camp construction within 72 hours. Upon completion of tasking, redeploy to originating site (approx. 60 days).

• Administration: Operate own self-sufficient camp. Resupply requests through JTF. CESE support through own command, require anticipated schedule for airlift within fire days of arrival.

Page 29: 106A MAN-DAY CAPABILITY

SMEAC #1 cont.

• Command and control:– OPCON - JTF– ADCON - NMCB 74– Advise ADCON on arrival – Revise schedule for construction and submit weekly

CONVERT MANHOURS TO MANDAYS

• MD = MH / 8 hour in a workday

• MD = 7,501 / 8

• MD = 937.625 or 938

Page 33: 106A MAN-DAY CAPABILITY

FORMULA FOR MANDAY CAPABILITY

• DL = MD / WD / ME / AF

• DL = 938 / 56 (60 - 4 days for mount out) / 1.25 / .90– ME 1.25 is for contingency ops only

• DL = 14.88 or 15
