Saturday 18th June, 2011 www.island.lk [email protected] (T) 2497500 (F) 2497543 One of the reasons that most people may perceive themselves as being worse off even though average GDP is increasing is because they are indeed worse off.” - Joseph Stiglitz,Amartya Sen and Jean-Paul Fitoussi (Mis-measuring Our Lives, 2010) GENEVA: The government, worker and employer delegates at the 100th annual Conference of the International Labour Organization (ILO) on Thursday, 16 June adopted a historic set of international standards aimed at improving the working conditions of tens of millions of domestic workers worldwide. “We are moving the standards sys- tem of the ILO into the informal econo- my for the first time, and this is a breakthrough of great significance,” said Juan Somavia, ILO Director- General. “History is being made.” Conference delegates adopted the Convention on Domestic Workers (2011) by a vote of 396 to 16, with 63 abstentions and the accompanying Recommendation by a vote of 434 to 8, with 42 abstentions. The ILO is the only tripartite organization of the UN, and each of its 183 Member States is represented by two government dele- gates, and one employer and one worker delegate, with an independent vote. The two standards will be the 189th Convention and the supplementing 201st Recommendation adopted by the labour Organization since it was created in 1919. The Convention is an international treaty that is binding on Member States that ratify it, while the Recommendation provides more detailed guidance on how to apply the Convention. The new ILO standards set out that domestic workers around the world who care for families and households, must have the same basic labour rights as those available to other workers: reasonable hours of work, weekly rest of at least 24 consecutive hours, a limit on in-kind payment, clear information on terms and conditions of employ- ment, as well as respect for fundamen- tal principles and rights at work includ- ing among others freedom of associa- tion and the right to collective bargain- ing. Recent ILO estimates based on national surveys and/or censuses of 117 countries place the number of domestic workers at a minimum of 53 million, but experts say there could be 100 million in the world, considering that this kind of work is often hidden and unregistered. In developing coun- tries, they make up at least 4 to 12 per cent of wage employment. Around 83 per cent of these workers are women or girls and many are migrant workers. The Convention defines domestic work as work performed in or for a household or households. While the new instruments cover all domestic workers, they provide for special measures to protect those workers who, because of their young age or nationality or live-in status, may be exposed to additional risks relative to their peers, among others. According to ILO proceedings, the new Convention will come into force after two countries have ratified it. “Bringing the domestic workers into the fold of our values is a strong move, for them and for all workers who aspire to decent work, but it also has strong implications for migration and of course for gender equality,” Mr. Somavia said. In the introductory text, the new Convention says that “domestic work continues to be undervalued and invisi- ble and is mainly carried out by women and girls, many of whom are migrants or members of disadvantaged commu- nities and who are particularly vulnera- ble to discrimination in respect of con- ditions of employment and work, and to other abuses of human rights.” Michelle Bachelet, Executive Director of UN Women, in her address to the Conference Committee, said that the deficit of decent work among domestic workers “can no longer be tolerated,” adding that UN Women would support the process of ratifica- tion and application of the new ILO instruments. “We need effective and binding standards to provide decent work to our domestic workers, a clear frame- work to guide governments, employ- ers and workers,” said Halimah Yacob, the Workers Vice-Chair from Singapore. She noted that the collec- tive responsibility was to provide domestic workers with what they lacked most: recognition as workers; and respect and dignity as human beings. Paul MacKay from New Zealand, the Employers Vice-Chair declared: “We all agree on the importance of bringing domestic work into the main- stream and responding to serious human rights concerns. All employers agree there are opportunities to do bet- ter by domestic workers and the households and families for whom they work”. Total foreign exchange earn- ings from the tourism sector grew 64.28 percent in 2010 to US$ 575 million from US$ 350 million in 2009 as arrivals surged 46.12 per- cent to 654,476 during the first full year of peace from 447,890 in 2009, but employment generation was low, the Treasury said. “The total number of direct employment opportunities created by the tourism industry in 2010 was 55,023. It is a 5.6 percent increase compared to the 52,071 persons employed in tourism sec- tor in year 2010,” the Ministry of Finance and Planning said in its recently published annual report. “The government targets 2.5 million arrivals per year by 2016 and 4 million per year by 2020. This sector also expects to create one million employment opportu- nities and an annual income of US$ 8 billion 2020. In order to achieve these targets, upscale tourism which targets high spend- ing tourists is being promoted as an essential component of the tourism strategy. Accordingly spending per tourist per day is expected to increase up to US$ 200 within next ten years,” the Treasury said. It said it was focused on attracting more tourists from India, China, East Asia, Middle East and Russia in addition to already established arrivals from Western countries. The partici- pating teams, are selected through a pre-selection process in their own country, with the win- ners attending the Cannes Lions festival in France to participate at the Young Lions Competition, where they compete against teams from all over the world. The Young Lions competitions take place during the Cannes Lions festival week at the Palais des Festivals. Each competing team is briefed by a client to cre- ate and execute a campaign with- in 24 hours (within 48 hours for Film). After which the relevant global jury will judge the work and select Gold winners from around the world. The preliminary competition of the Young Lions competition organized by Metal Factor in association with the IAA and the Association of Accredited Advertising Agencies (4A’s) saw 40 young professionals from a cross section of agencies, compet- ing in the Young Lions categories of Print & TV. The Young Lions competition unveils the very best of young talent from amongst Sri Lanka’s advertising professionals and ultimately provides the win- ning teams the opportunity to attend a global gathering of industry giants at the Cannes Lions Festival of creativity. This year the TV category was won by Gayan Perera and Sandun Kankanamge of JWT and the print category was won by Chanuka Wijayasinghe and Ruani Wijenaike of Triad. The place to attend the Roger Hatchuel Academy (a program conducted alongside the festival) was won by Academy of Design (AOD) stu- dent Dihan de Silva who will join the rest of the winners from across the world for a series of masterclasses at the Cannes Lions Festival. In London, Brent crude forAugust delivery was down $1.22to $112.80 a barrel on the ICEFutures exchange.

On Thursday, a survey by theFederal Reserve Bank ofPhiladelphia found that manu-facturing slowed in that region,one day after a similar reportfound that manufacturing wasweakening in the New Yorkarea.
