Najib Tun Razak had announced to develop Putrajaya and Cyberjaya as Low Carbon Cities and as a “Showcases” for other cities in Malaysia. ● Under the circumstance, JSCA -Government-private sector mission was held in December 2012 with attendance of the Minister Peter Chin of the Ministry of Energy, Green Technology and Water, MalaysiaMEGTW, or KeTTHA). At the session, a intent that the realization of Low Carbon city development in both cities by cooperation of Japan was shown, and Japan and Malaysia agreed that both countries cooperate to each other to implement it. ● Malaysia has already drafted the 2 report of low carbon city development, first is called "Putrajaya Green City 2025" which summarizes the baseline for of CO2 emissions and 3 ultimate goals, and second is call “Low carbon city flamework” which is the holistic guideline to achieve the low carbon city. Background Issues ● Although there are ultimate goals and guideline to achieve low carbon city, without specific and detailed action plans and roadmaps, they couldn’t achieve it. ● Examine strategic directions in each 4 sector with Malaysian stakeholders ● Common subjects from each sector are that people’s behavior change to low carbons, and that the basis of urban administration & management (such as firm leaderships and systems to drive PDCAs) to back up those behaviors is weak. Therefore it was cleared that some low carbon efforts/projects made in the past are not spread or diffused. ● The comprehensive strategies for to realize Low Carbon City are 1) Designing a model which serves as a rule (pilot projects) 2) Construction of diffusion mechanism for expansion and draw roadmaps for action plan in each 4 sectors. Energy & Building Urban Transport Waste & Water Urban Environment Energy Saving Activities / Lifestyle Effective Usage of Public Transportation Sorting System at the Origin City with Green and Nature ・Several pilot project implemented. ・Launch mechanism for expanding. ・”Top Runner” residents and workers Practice low-carbon lifestyle. ・Outcomes and achievements of pilot. projects will be spread to the entire Putrajaya. ・Citizens customarily implement Low Carbon Behavior. Without actions regarding the basis of urban administration & management & mechanism for expanding, Low Carbon City development slows down and achievement of ultimate goal would be difficult. Installation Period Implement pilot projects. Build up mechanism for expanding/spreading. Spread Period Pliot projects will be spread and applied to other areas or fields through the functioning of the mechanism. Promote and enhance Low Carbon actions and lifestyle.
