LORD MAYORALTY
You may have noticed press reports announcing me as Lord Mayor elect for Cardiff for
2015 /16.This decision was made at the March County Council meeting.
It goes without saying that I will be delighted and honoured to fulfil the Mayoral role from
21 May for a year. I am particularly pleased that my wife Jan will be well enough to
accompany me as Lady Mayoress. We appreciated the many good wishes we received
following her recent ill health from which she is now recovered. The timing could not be
better from that point of view.
In future Link reports I will refer to some of the engagements we will enjoy. I understand
that a Royal visit will take place in the near future.
I will continue to fulfil my local role as councillor in exactly the same way as I do presently.
It will not be possible to publish my surgery details until my mayoral programme is set up
but I can always be contacted by email or phone.
I will cease to lead my political group and will not attend my usual committees. However I
will be chairing the Council meetings and those of you who watch them via the webcam
will know I do not underestimate that challenge. I am only too well aware that Council
Meetings need to be more focused and finish within reasonable timescales. A near
midnight meeting finish in February was not the first such example of an overextended
session. Such long and laboured meetings are not good for the quality of decision making.
I am in the process of selecting a Lord Mayor’s charity and will enjoy many charity
fundraising activities throughout the year. Our local school has already booked me for a
visit and the Mayoral diary fills fast with evenings and all seven days a week being
available for events.
I look forward with great anticipation and appreciation to my mayoral year.
LORD LISVANE VISITS CARDIFF COUNCIL
Robert Rogers, who recently became Lord Lisvane, conducted a session for councillors and
others on chairing meetings. Lord Lisvane impressed his audience with the depth of his
knowledge and talked with the benefit of long and successful experience both as a
chairman and as a participant in meetings. We were also able to quiz him on his life in the
House of Commons as its Clerk.
Lord Lisvane does not lack interesting and amusing anecdotes about our parliamentary
democracy. You may have seen that in the BBC2 documentary about life in the House of
Commons which ran recently.
LISVANE ISSUES IN PROGRESS
I recently reported a meeting I had held with officers about the condition of the pavement
on Llwynypia Rd and also the road surface. There have been reports of people falling and I
raised the tempo in requesting some urgency. I was both surprised and grateful for a swift
Council response.
When you read this, major repairs of the Llwynypia Rd footway should have been
completed. The road surface repair is in the system and will take longer to be planned.
LOCAL DEVELOPMENT PLAN
A planning inspector appointed by Welsh Assembly recently examined the Council’s
Development Plan. My only reaction is some relief that the examiner raised 150 questions
about matters which concerned her or needed clarification. That included the 50/50 split on
car/public transport use which I have repeatedly challenged. I am in regular contact with the
officers working on this project and will continue to monitor and express my views on behalf
of Lisvane.
I also continue to raise the question of potential planning gain for the village in terms of
financial investment from development and have held a number of meetings at Chief
Executive level. I will continue to update readers as this process progresses.
