Dasar Hukum K3 bidang boiler : Permenaker No. 04 tahun 1987 tentang Panitia

Pembinaan Kesehatan dan Keselamatan Kerja (P2K3), UU No. 13 tahun 2003 tentang penyelenggaraan Sistem

Manajemen K3 (SMK3) Undang-Undang No. 1 tahun 1970 Undang-Undang Uap Stbl 225 tahun 1930 Peraturan Uap Stbl 339 tahun 1930 Peraturan Menteri Tenaga Kerja RI No. 01/ MEN/1988

tentang kualifikasi dan syarat-syarat operator pesawat uap Peraturan-Peraturan terkait lainnya



Kep Menaker No: Per.01/MEN/1988 tentang Kualifikasidan Syarat-syarat Operator Pesawat Uap, kualifikasoperator boiler terdiri dari 2 kelas yaitu :

Operator Kelas I (pesawat uap kapasitas > 10 ton)Operator Kelas 2 (pesawat uap kapasitas < 10 ton)

Operator Kelas I (pesawat uap kapasitas > 10 ton)Operator Kelas 2 (pesawat uap kapasitas < 10 ton)



Pemakaian suatu Boiler perlu memperhatikan hal-halsebagai berikut :

Dalam hal pengadaan Pilihlah Ketel Uap yang pembuatannya memenuhi prosedur yang berlaku. Memiliki dokumen meliputi :

o 1) Gambar konstruksi,o 2) Gambar detail sambungan,o 3) Sertifikat bahan,o 4) Perhitungan kekuatan konstruksi,o 5) Surat keterangan hasil Radiography Test dan atau Ultrasonic

Test sambungan las dano 6) Laporan pengawasan pembuatan pesawat uap yang

ditandatangani engineer perusahaan pembuat boiler yang bersangkutan danPengawas Ketenagakerjaan spesialis Pesawat Uap.

Dalam hal pengoperasian

Sebelum dioperasikan harus dilakukan pemeriksaan dan pengujian pertamaoleh Ahli Keselamatan dan Kesehatan Kerja ( AK3)

Feed Water Boiler ) yang digunakan harus selalu memenuhi standardengan melalui proses water treatment.

Pekerja yang mengoperasikannya harus yang sudah terlatih danberpengalaman yang dibuktikan dengan Sertifikat operator Ketel Uap yangditerbitkan oleh Dirjen Pembinaan Pengawasan KetenagakerjaanKemenakertrans R.I.



Sebelum dioperasikan harus dilakukan pemeriksaan dan pengujian pertamaoleh Ahli Keselamatan dan Kesehatan Kerja ( AK3)

Ketel Uap yang sedang operasi tidak boleh ditinggalkan oleh operator yangbertugas melayaninya.

Setelah beroperasi beberapa lama, maka pemakai wajib memeriksakan KetelUapnya secara berkala kepada AK3 spesialis Pesawat Uap dari PJK3 yangmemiliki SKP dari Dirjen Pembinaan Pengawasan Kemenakertrans R.I Untuk Ketel uap yang dipakai di kapal laut perusahaan pelayaran

pemeriksaan berkalanya minimal sekal tiap tahun, untuk Ketel Uap yang dipakai di darat pemeriksaan berkalanya minimal

sekali tiap 2 tahun, untuk Ketel Lokomotif pemeriksaan berkalanya minimal sekali tiap 3

tahun.



Ketel Uap yang sedang operasi tidak boleh ditinggalkan oleh operator yangbertugas melayaninya.

Setelah beroperasi beberapa lama, maka pemakai wajib memeriksakan KetelUapnya secara berkala kepada AK3 spesialis Pesawat Uap dari PJK3 yangmemiliki SKP dari Dirjen Pembinaan Pengawasan Kemenakertrans R.I Untuk Ketel uap yang dipakai di kapal laut perusahaan pelayaran

pemeriksaan berkalanya minimal sekal tiap tahun, untuk Ketel Uap yang dipakai di darat pemeriksaan berkalanya minimal

sekali tiap 2 tahun, untuk Ketel Lokomotif pemeriksaan berkalanya minimal sekali tiap 3

tahun.




Untuk melakukan perbaikan, penggantian atau perobahan kostruksi danatau perlengkapan Ketel Uap, pemakai wajib melaporkan terlebih dahulu keDinas Tenaga Kerja setempat,

Agar kerak ketel ( scale ) yang terjadi di dalam Ketel Uap tidak semakin tebaldan keras yang dapat mengakibatkan over heating ( pemanasan lebih ),maka sebaiknya Ketel Uap secara teratur dilakukan cleaning dengan caramanual, mekanis maupun chemis oleh orang yang ahlinya.



Untuk melakukan perbaikan, penggantian atau perobahan kostruksi danatau perlengkapan Ketel Uap, pemakai wajib melaporkan terlebih dahulu keDinas Tenaga Kerja setempat,
