The EU Strategy for the Baltic Sea Region (EUSBSR) is the first macro-regional strategy in Europe. It aims at reinforcing cooperation within this large region in order to face common challenges by work-ing together as well as promoting a more balanced development in the area.

The programme for the 4th Work-ing Meeting on the EUSBSR has been created by INTERACT Point Turku with the support of the European Commission, DG Regional Policy. INTERACT Point Turku is funded by INTERACT which is co-financed by the European Regional Development Fund (ERDF).

Following the initiative started in 2010, 4th Working Meeting on the EU Strategy for the Baltic Sea Region (EUSBSR) is organised by INTERACT Point Turku, in cooperation with the Directorate General for Regional and Urban Policy of the European Commission on 10 April and 11 April 2013 in Espoo, Finland.

Focus for Day One

The meeting on Day One is aiming at discussing practical as-pects of the EUSBSR implementation among key implementing actors of the EUSBSR: National Contact Points, Priority Area Coordinators and Horizontal Action Leaders.

The topics will include state of play after the review of the EUSBSR Action Plan, communicating the EUSBSR and seed mon-ey facilities in the Baltic Sea region.

Additionally, two parallel sessions for National Contact Points and for Priority Area Coordinators and Horizontal Action Leaders will take place.

In this respect, National Contact Points are encouraged to dis-cuss, among other issues, how to intensify the cooperation on the Baltic Sea region at expert level between the four Northern Dimension partners and the role of the national level to make use of the various opportunities to link the EUSBSR to transna-tional projects within funds. The forthcoming Annual Forum of the EUSBSR will be also discussed.

Priority Area Coordinators and Horizontal Action Leaders are invited to continue the discussion on targets and indicators of the EUSBSR on the Priority Area/Horizontal Action level.

Focus for Day Two

Key stakeholders of the EUSBSR and Member State repre-sentatives responsible for national strategic planning and im-plementation of Europe 2020 Strategy for smart, sustainable and inclusive growth, are meeting to identify concrete areas of cooperation in the Baltic Sea region for mutual benefit in 2014-2020.

The discussions of Day 2 will be organised around the objectives of the EUSBSR Action Plan:

1) “Save the Sea” and environmental measures of the HELCOM Baltic Sea Action Plan (including energy efficiency and renew-able energy); 2) “Connect the Region” and main TEN-T transport corridors;3) “Increase Prosperity” and Smart Specialisation Strategies (including R&D, innovation, entrepreneurship, competitiveness and education).

The key question addressed during the meeting is in which on the specific activities Member States can combine their efforts to better achieve their objectives within the follow-ing topics (priorities): environment, transport and smart specialisation.

The 4th Working Meeting on the EUSBSR takes place on 10-11 April 2013 in Espoo, Finland. The venue hosting the event is Aalto University - Dipoli Congress Centre.
