1.0 ADMINISTRATION POLICY1.1 Purpose The purpose of these guidelines is to establish and define the criteria within

which Ringette Alberta’s activities are to be conducted by its Directors, staff and members.Information provided in this document is in addition to the Bylaws of Ringette Alberta. Situations not covered in the Bylaws or Rules and Operating Procedures shall be referred to the Ringette Canada Bylaws and Policy Manual.

1.2 Applicability

All Ringette Alberta directors, staff members, committee members and contractors involved in the administration of Ringette Alberta affairs. Policy development requirements apply to all Ringette Alberta policies.

1.3 Principles 1.3.1 These guidelines constitute the procedures within which the Directors and members of Ringette Alberta shall conduct the affairs of this Association

1.3.2 Ringette Alberta Staff or representatives of RAB shall be compensated reasonably for expenses incurred while acting on behalf of the association at events or tournaments or conducting Ringette Alberta business

1.3.3 The board approves policy. Others may contribute to the creation of or recommend policy

1.3.4 Policies shall be consistent with relevant provincial and federal government legislation, related regulations, bylaws of the association, and the association vision, mission, and values

1.3.5 All policies of the association shall be created, approved, and communicated according to this policy

1.3.6 New policies and revisions to existing policies shall be created with appropriate member and stakeholder input

1.4 Requirements

1.4.1 Membership Privileges 1.4.1.1 Group Members, who are not in arrears for fees or

assessments, are entitled annually to:1.4.1.1.1 Register teams who compete in Ringette

League play and Provincial Championships1.4.1.1.2 Receive insurance benefits for registered

participants

1.4.1.1.3 Apply for sanctioning and host Ringette tournaments

1.4.1.1.4 Apply for the opportunity to host Provincial Championship Tournaments

1.4.1.1.5 Have the opportunity to host coaching and officiating clinics. Clinic participant fees are listed in Appendix A - Rates and Fees

1.4.1.1.6 Voting privileges at the Annual General Meeting

1.4.1.1.7 The Group Member Fee is listed in Appendix A - Rates and Fees

1.4.1.2 Membership fees for all other classes of membership as defined in the bylaws are in the amount specified in Appendix A - Rates and Fees

1.4.2 Policy Related to Reimbursement of Expenses 1.4.2.1 Allowable Expenses

Expense claims must be filed using the prescribed form1.4.2.1.1 Expense claims must be filed within 60 days

of the bill or receipt date and within 30 days of the expiration of the fiscal year. The fiscal year for the association shall be August 1 to July 31

1.4.2.1.2 Transportation claims1.4.2.1.2.1 Travel assistance shall only be

paid when an authorized individual is travelling on approved Association business

1.4.2.1.2.2 The actual expense incurred for public transportation by rail, bus or air, shall be reimbursed upon submission of receipts to the Ringette Alberta office

1.4.2.1.2.3 For use of a personal vehicle when traveling on approved Ringette Alberta business a per-kilometer rate will be paid in the amount specified in Appendix A - Rates and Fees. Car-pooling is encouraged. Travel reimbursement must be pre-approved by executive director, treasurer or president as appropriate

1.4.2.1.2.4 Reimbursement for travel will not be paid within a 50 km radius of authorized individual’s domicile with the exception of necessary multiple trips during one specific event as determined by the executive director, treasurer or president as appropriate

1.4.2.1.3 For approved meetings, clinics, conferences and similar activities:

1.4.2.1.3.1 Reimbursement for meals shall be made at cost upon submission of receipts claimed at the maximum rates as specified in Appendix A - Rates and Fees or combination thereof. A second option for meal reimbursement is to claim a Convenience Per Diem per meal in the amount as specified in Appendix A - Rates and Fees with no receipts required. Requests for reimbursement shall not include any expenses for alcoholic beverages

1.4.2.1.3.2 An individual able to leave home for association business after 8:00am may not, on the same day, claim an expense for breakfast

1.4.2.1.3.3 An individual able to return home from association business by 6:00pm may not, on the same day, claim an expense for supper

1.4.2.1.4 Accommodation claims1.4.2.1.4.1 The actual expense incurred for

hotel accommodation, double occupancy where possible, upon submission of receipts to the Ringette Alberta office

1.4.2.1.4.2 Where an individual elects to have single hotel occupancy, or other persons who are not on authorized association business, only one half (1/2) of the hotel expense will be reimbursed

1.4.2.1.4.3 Single occupancy may be approved at the discretion of the executive director, treasurer or president as appropriate

1.4.4 Policy for Policy Development 1.4.4.1 All policies shall conform to the following content

sectionsPurpose Defines what the policy is intended to

basis of the provisions of the policyRequirements

Defines what is to be done in a specific step by step manner. Provisions do not specify how things are to be done. Provisions would generally address who will carry them out, who is accountable, and any eligibility criteria, selection, appeal, or approval process. As policies address a wide diversity of issues the number of provisions that are required for a policy will vary depending on its complexity and scope. Timelines: sets out timelines or deadlines if applicable for any provisions or steps of the policy.Fees: sets out fees if applicable for any provisions of the policy.Compliance and Consequences: Describes the compliance requirements or consequences for failure to follow the policy or timelines or fees associated with the policy.

development or existing policy revisions based on both current and future needs. Ringette Alberta members should submit existing policy concerns or potential future needs to the Ringette Alberta office for consideration by the board

1.4.4.2.2 A policy should exist for those issues that are significant for Ringette Alberta and are expected to remain constant. These include the following:

i. Issues applicable to Ringette Alberta as a whole

ii. Requirements of our members to remain in good standing

iii. Issues where the Board wishes to provide clear direction (e.g. Boys in Ringette, Athlete Development)

iv. Issues that require a statement of Ringette Alberta intent.

1.4.4.3 Approving Policy1.4.4.3.1 A policy must be approved by the Board of

Directors at a meeting of the Board1.4.4.3.2 Motions to approve changes to existing

policy must include a reference to the policy number and line(s) being changed, the original wording in that line, and proposed new wording. To modify this line, for example, the motion would include reference to “1.0 Administration Policy, line 1.4.7.4.2”

1.4.4.4 Types of Policies1.4.4.4.1 The Board of Directors set organizational

policy in any areas affecting Association activity, including but not limited to the following:

1.4.4.5 Policy Development Process1.4.4.5.1 The process for developing policies should

ensure the best possible information is used to formulate the policy. Information should be developed by consulting with stakeholders who will be affected and by using relevant expertise and examples. The process of policy making should allow sufficient time to consider alternatives and their implications. The length of time required for the development of a policy will depend upon its nature

1.4.4.5.2 The process for developing a policy will generally include the following steps:

1.4.4.5.2.1 Identify and define the issue for which a policy is needed

1.4.4.5.2.2 Determine if other policies cover the situation or if existing policies could be revised to address the issue

1.4.4.5.2.3 Identify the purpose of the policy1.4.4.5.2.4 Identify the individuals who will

coordinate the development of the policy. Ensure that this is a fair process that allows for stakeholder involvement

1.4.4.5.2.5 Collect relevant information and consult, as necessary, to prepare a preliminary draft of the policy

1.4.4.5.2.6 Present the draft policy to the Board for consideration

1.4.4.5.2.7 Consult with those affected by the policy and collect additional information. As a minimum this will include a two week period for requests for comments by the Membership Presidents, posting on the web site and solicitation from other interested parties. Comments will be posted on the web site respecting confidentiality. Based on the feedback Province-wide teleconferences may be held. In some cases, face to face meetings may be needed

evaluate the comprehensiveness of a policy:1.4.4.5.3.1 It is philosophically based and

states what is believed, valued, and desired by the Association

1.4.4.5.3.2 It is a general statement of the Board’s belief on a certain matter

1.4.4.5.3.3 It describes what is wanted of those to whom the policy applies

1.4.4.5.3.4 It describes why certain things are wanted

1.4.4.5.3.5 It constitutes a clear basis for the development and implementation of procedures

1.4.4.5.3.6 It provides positive direction to the Board, committees, and staff

1.4.4.5.3.7 It does not prescribe methods for arriving at the result, methods are procedures

1.4.4.5.3.8 It provides flexibility to the Board, committees, and staff to adjust for changing conditions without making any basic changes in policy

1.4.4.5.3.9 It provides a standard for evaluating the compliance of the organization (Board, committees, and staff)

1.4.4.6 Communication1.4.4.6.1 Once the policy is approved, the Ringette

Alberta office will communicate to those who will be responsible for its implementation within a reasonable time period

1.4.4.6.2 The policy will be communicated broadly to all members and affected participants in a suitable manner. Options range from a simple memorandum to a forum at an annual general meeting to educate the membership

1.4.4.7 Timelines1.4.4.7.1 In general polices in effect for the next

season will be in place for the AGM of the previous season. This ensures adequate time for the member associations to implement the changes for their organization

1.4.4.7.2 Each policy will contain the implementation timelines and any potential grandfathering issues

1.4.4.7.3 Policies will be reviewed every three years as a minimum unless a more frequent schedule is dictated within the Policy

2.0 REGISTRATION POLICY2.1 Purpose Provide a clear process and requirements for members to

register themselves and their teams, players, team staff and officials with Ringette Alberta

2.2 Applicability All categories of membership as defined in the Ringette Alberta bylaws

2.3 Principles 2.3.1 The Ringette Alberta office shall maintain a record of teams by age and category and shall forward this information, appropriate registration forms, and payment prepared by the Treasurer to Ringette Canada no later than February 15th of each year

2.3.2 Member Associations are required to register all players within their Association according to the Ringette Alberta Registration procedure

2.3.3 Associations are required to verify player’s date of birth. Athletes may be male or female.

2.3.4 Teams will be registered as per Ringette Canada defined divisions: (Note, age defined as of Dec 31 of the registration year)

U9 - players under the age of 9 U10 - players under the age of 10 U12 – players under the age of 12 U14 – players under the age of 14 U16 – players under the age of 16 U19 – players under the age of 19 18+ - players 18 years of age and older Masters – players 30 years or age and older

Overage players in these categories may be excepted onto teams and are subject to approval by Ringette Alberta

2.3.5 Members associations are required to register all team staff

2.3.6 Officials must be registered

2.4 Requirements 2.4.1 Timelines 2.4.1.1 All player, coach and officials registration

documentation must be received in the Ringette Alberta office no later than

October 15th each year2.4.1.2 Member association player registration fees

representing approximately 50% of the season total are due October 15th. The amount will be calculated using 50% of the total number of registered players in the previous season. The remainder of the player registration fees are due no later than December 15th

2.4.1.3 December 15th is the deadline for player registration reimbursement. Players who decided not to complete the season prior to December 15th and who have not been on the ice more than 3 times (practice, game, scrimmage, etc) are eligible for provincial registration reimbursement. Registration reimbursement is accompanied with the deletion of any future insurance coverage/claims

2.4.1.4 Any player changes must be submitted to the Ringette Alberta office no later than January 31st of the current playing season. Any changes of players on a roster that affect its approved status after the January 31 deadline will be subject to an administrative fee in the amount specified in Appendix A – Rates and Fees

2.4.1.5 All team staff documentation and any team staff changes must be submitted to the Ringette Alberta office no later than January 31st of the current playing season

2.4.2 Fees 2.4.2.1 The player, team staff, and official

registration fee shall be set at the Annual General Meeting of the Association

2.4.2.2 Player registration fees are specified in Appendix A – Rates and Fees

2.4.2.3 The administration fee for late submission of a registration spreadsheet, release form or affiliation form after the October 15th deadline is specified in Appendix A – Rates and Fees

2.4.3 The minimum number of regular players required to register a team is seven. There is no maximum number of regular players that may be registered; however, each team may only dress a maximum of 18 players on

a game by game basis2.4.4 A player may be registered on one Team Registration

Form (TRF) only each season - except if domicile has changed, if they play on a Double Carded Team (section 2.4.9 Double Carded Teams), or if they are an affiliate player (section 5.0 Player Affiliation)

2.4.5 Team Staff: All team staff members that will be on the player’s bench must be registered on the appropriate team as team staff members. The fee to register team staff is listed in Appendix A - Rates and Fees and team staff shall be registered in accordance with Policy 10: Coaching/ Team Staff Policy

2.4.6 Later Player Registration: Group Members may register players with their existing teams no later than January 31st of the playing season. Fees are required at the time of registration.

2.4.6.1 For players that were registered with another Association in Alberta, the appropriate release form (Refer to 3.0 Residency Policy) must be received by Ringette Alberta.

2.4.6.2 For players that were registered in another Province, the signed Ringette Canada Transfer form must be received by Ringette Alberta.

2.4.7 Players that are initially registered with one team may transfer to another team within the same Association with association registrar approval no later than January 31st

2.4.8 Boys in Ringette: 2.4.8.1 In the U14 A and under divisions boys are

allowed to play in sanctioned games up to a maximum of 50% of the team being male

2.4.8.2 In U16 and above these requests will be dealt with by Ringette Alberta on a case-by-case basis. This does not apply to AA levels

2.4.8.3 Boys will be encouraged to play once there are enough participants in order to form a team/division of their own

2.4.9 Double Carded Teams: 2.4.9.1 A representative team comprised of players

from within a zone may participate in the Provincial Championship Tournament and regular tournaments

2.4.9.2 These teams/players must meet the registration requirements stated in this policy

2.4.9.3 In addition, these teams must adhere to the following guidelines; they: cannot play in a regular league can only participate in the appropriate

level tournaments may not play more than 10 exhibition

games per season; this does not include sanctioned tournaments

in U14 and above age divisions, players cannot come from an Association with more than 60 registered players at that particular age level

2.4.9.4 Players on these teams would be double carded and therefore be permitted to play on their regular teams including Provincial play, but would not be eligible to affiliate to any other team

2.4.9.5 Double carded teams are allowed U14 and above

NOTE: A player would be expected to give first priority to practices, games, and tournaments scheduled by her regular team and the second team’s coach would be expected to liaise with the regular team’s coaches in an effort to minimize conflicts

3.0 RESIDENCY POLICY3.1 Purpose To establish fair and equitable standards for athletes applying

for and receiving releases for movement from association to association.To ensure communication with all parties effected by a release including Ringette Alberta, Zones and Associations.

3.2 Applicability All Ringette Alberta Group Members All players under the age of 18 as of December 31st of the current playing season

3.3 Principles 3.3.1 It is expected that minor players will play where they live, in their home association

3.3.2 The administration of the release process will be conducted in a timely manner by all signing authorities

3.3.3 If a player does not have a “suitable” team on which to play, the player, or parent /guardian of the player, may seek a release to play in an alternate and appropriate association with a “suitable” team

3.3.4 If a player’s home association does not have a “suitable” team for that player, or if the player can qualify for a higher-level team in the same division in another association, then generally a release would be granted

3.3.5 Players may not be denied the opportunity to evaluate for a higher-level team

3.3.6 Associations are not required to accept players from another association

3.3.7 Only the signing authorities have the right to appeal the release in the event of a dispute

3.3.8 It is expected that associations within proximity to one another work cooperatively and do pre-season planning to accommodate the development of players and establishment of viable teams

3.3.9 If a player has been granted a release to the same association in three successive seasons, that player will be granted a permanent release to that association.

3.4 Requirements 3.4.1 Timelines 3.4.1.1 Releases may only be requested between

September 1 and January 31 of the current playing season

3.4.1.2 Termination of releases between February 1 and April 30 are not permitted. Rosters are frozen during this time

3.4.1.3 Effective May 1 of each season, all releases are automatically terminated and players return to the original releasing associations

3.4.2 Fees Fees or favors in kind may not be requested, offered, charged, or accepted to approve, deny, or terminate a release

3.4.3 Notwithstanding the allowances outlined in 3.4.4 below, no individual may participate as a player in any Ringette Alberta sanctioned game including league and tournament games with any association other than her home association unless released

3.4.4 Releases are complete when all signatures have been obtained. Copies are to be distributed to all signatories, Ringette Alberta Office and attached to the team’s registration formSignatures, indicating agreement with the release, are required:

3.4.4.1 If the player is moving from a home association to another association to play at an A, B or C level the presidents of both associations must sign the release

3.4.4.2 If the player is moving from a home association that offers any combination of A, B, and/or C teams only at the player’s level, to an AA team within the same zone. A release is not required

3.4.4.3 If the player is moving, from a home association that offers any combination of AA, A, B and/or C teams only at the player’s level to a AA team in a different zone and there are no AA associations within the players home zone. A release is required and must be signed by the home association president and the AA association president

3.4.4.4 If the player is moving from a home association that offers any combination of AA, A, B, and/or C teams only at the players

level to a AA team in a different zone and there is a AA association within the players home zone. A release is required and must be signed by, the home association President, the home zone AA association president and the receiving AA association president

3.4.4.5 A first time registrant to the sport may register in the closest association to where she resides in a rural area and there is no association in that community. If the closest association crosses a zone boundary, a one-time release would be required to be signed by the representatives to Ringette Alberta of both affected zones

3.4.5 Processing a Release 3.4.5.1 The player or parent/guardian of the player,

seeking a release must provide a written request to her home association

3.4.5.2 Within seven (7) days of receiving the request from the player, the home association must either approve or deny the release request by virtue of confirming receipt of the completed Appendix B - Ringette Alberta Player Release Form by the Ringette Alberta office

3.4.5.3 Should the home association or Ringette Alberta deny a release, a player, or parent/guardian of the player, may re-apply for a release within the same season providing the parameters of the release have changed

3.4.5.4 It is the responsibility of the player, or parent/guardian of the player, to ensure all necessary signatures on the release form are collected. Releases are not eligible for consideration until all required signatures are obtained

3.4.5.5 Players may attend team evaluations, practices and other team functions and events while the release is being processed but may not take part as a player or team staff member in any Ringette Alberta sanctioned game including league or tournament or exhibition games

3.4.6 Terminating a Release 3.4.6.1 Only if all signing authorities agree, a

release processed after September 1 of the current playing season may be terminated at any time up to January 31 of the current playing season

3.4.6.2 Terminating a release requires written notification to all parties involved and will only be official once receipt of written notice is confirmed by the Ringette Alberta office according to 3.4.8 Release Requirements - Proof of Communication below

3.4.6.3 If the release is terminated at any time during the playing season in accordance with this policy, the player returns to the original (releasing) association. The player may be subsequently re-released in accordance with 3.4.3 and 3.4.4

3.4.7 Releases and Player Evaluations 3.4.7.1 Releases are not required to attend an

evaluation3.4.7.2 Associations conducting evaluations may

not request, in any manner, a release from the player’s home association prior to the evaluation

3.4.7.3 Before commencing any evaluation of a player who will require a release should she be successful in her evaluation, the player, or parent /guardian of the player, must provide written notice in accordance with 3.4.8 Release Requirements - Proof of Communication below, to both the player’s home association and the association conducting the evaluation. The notice must be sent to both association presidents and secretaries and include: The full name, mailing address, and

street address of the player being evaluated

The division and level for which she is being evaluated

If known, the date the final decision on the player will be made.

NOTE: A player who has taken part in evaluations for

a higher-level team in another association and has failed to make that team must return to the home association. The player may subsequently apply for another release to a different team or association in accordance with 3.4.5 Release Requirements – Processing a Release, above

3.4.8 Proof of Communication 3.4.8.1 Acceptable forms of proof of

communication referenced in this policy are: Dated e-mail confirmation displaying the

content and correct e-mail address of the intended recipient.

Dated fax confirmation sheet displaying the content and correct fax number of the intended recipient.

Dated hard copy of the content displaying the name and original signature of the intended recipient.

3.4.8.2 In the case of communication between associations, the correct contact information will be that which is on file with the Ringette Alberta office at the time the communication is sent

3.4.8.3 It is the home association’s responsibility to provide current contact information to the Ringette Alberta office at all times. e) Receiving Association: the association to which the player is being released or to which she intends to be released

f) Evaluation: any formal assessment of an athlete’s skills and or physical, mental or social capacity.

g) Terminate (a release): The act of ending the ‘released’ status.

i. The term “revoke” is not used as it implies that the releasing association is the only entity with control over a player’s residency.

5.0 PLAYER AFFILIATION POLICY5.1 Purpose Player affiliation allows an association to create a team at a level where there are

not enough players for a viable team and allows a team to replace absent, sick, injured, or suspended players on a game by game basis. Player affiliation cannot be used to improve the competitiveness of a team at the expense of ice time for a regular player.

5.2 Applicability

All teams registered with Ringette Alberta may affiliate players who are also registered with Ringette Alberta

5.3 Principles 5.3.1 Affiliation means that a player may be called from their full time team to play on another team, on an as needed basis, but only where indicated acceptable in the Table 1 or Table 2 below, with the exceptions noted in 5.3.1.1. and 5.3.1.2. and in accordance with the restrictions in 5.45.3.1.1 Associations must affiliate suitable players, as defined in the

footnote to Table 1., from their own association before they may affiliate players from another association.

5.3.1.2 For goaltenders only, affiliation is allowed to a lower age division team, excluding adult ringette teams, only when the player in question is already “playing up” an age group; e.g., A 15 year old goaltender is placed on a U19 team to make that U19 team viable team, she may affiliate to a U16 team since her age is appropriate for that level already.

5.3.2 Affiliation is conditional on the player, parents, coaches and local association(s) agreeing to the affiliation by completing the necessary Player Affiliation Documentation

5.4.8 Supervision of a minor affiliated to a higher age group team is the responsibility of the player’s parents and the team staff of the receiving team

5.4.9 Compliance and Consequences Penalties for Affiliation Violation and/or Abuse at league play, tournaments, Playdowns or Provincial Championships:

First time offense - the team will receive a loss for the game in which the violation and/or abuse occurred, and the score will be recorded as a 0-6 loss for the penalized team

Second time offense (within two calendar years of the first offense) - the Head Coach or Acting Head Coach will receive a 3 game suspension and the team will receive a loss for the game in which the violation and/or abuse occurred and the score will be recorded as a 0-6 loss for the penalized team

Third and subsequent offenses (within two calendar years of the first offense) - a disciplinary hearing will be held and the Head Coach or Acting Head Coach will receive a minimum 3 game suspension and the team will receive a loss for the game in which the violation and/or abuse occurred and the score will be recorded as a 0-6 loss for the penalized team

partway through a season should the original registered level not be considered the correct competitive level

8.2 Applicability Any Ringette Alberta registered team

8.3 Principles 8.3.1 Any team that has been seeded by the format specified in 4.4.5 of the Tiering Policy which strongly feels that it has been incorrectly seeded, according to caliber, may request its seeded level to be reconsidered by Ringette Alberta

8.3.2 If a team is advanced in league play re-pooling for the purposes of competitive equity, they will also be advanced by Ringette Alberta to that level for the purposes of Provincial Championships play. The coach of the team may submit their request as per this policy to remain at their previous level, with the same retreat guidelines.

8.3.3 Teams may be advanced to play at the next tier within that age division up to and including AA

8.4 Requirements

8.4.1 Advances 8.4.1.1 A coach of a given team may request that

Ringette Alberta advance an opposing team to the next higher level within its age division. This request must be made using a fully completed Ringette Alberta Request Form and include the following submitted by the requesting team:

8.4.1.1.1 Approval/support by the association and zone of the requesting coach

8.4.1.1.2 Game scores against other teams at that level and, if such games were played, at the higher level, plus any other factual information to support the request

8.4.1.1.3 A non-refundable fee in the amount specified in Appendix A - Rates and Fees payable to Ringette Alberta, which must accompany the request

8.4.1.2 In extreme cases, Ringette Alberta may take action to advance a team. Notice would be provided to the team to allow them to submit their reasoning for remaining at the existing level

10.0 COACHING/TEAM STAFF POLICY10.1 Purpose Coaches require development and training including the

appropriate coaching programs as designated by Ringette Alberta including those set out by Ringette Canada and the Coaching Association of Canada. Team Staff require a defined level of training and or certification.

10.2 Applicability This Coaching and Team Staff Certification Policy applies to all teams registered with Ringette Alberta. This includes, but is not limited to, those who participate in leagues, sanctioned tournaments, Ringette Alberta Provincial Championships, Alberta Winter Games, Canada Winter Games and any Canadian or Western Canadian events where Ringette Canada does not have a policy in place, or Playdowns for any of the above.

10.3 Principles 10.3.1Every ringette athlete deserves qualified coaches to guide their development.

10.3.2Young females in ringette benefit from exposure to the role modelling of adult women in leadership roles and the mutually respectful relationship between adult male and adult female coaches.

10.3.3The Junior Coach role exists to allow and encourage young ringette players to explore the coaching role under the guidance of a qualified mentor coach.

10.3.4The Parent Helper role exists solely for the purpose of conducting Ringette ABCs or similar early skills development programs in the Active Start and Fundamentals stages of athlete development where a higher ratio of adult to youth participant ratio than later stages is needed.

10.3.5Completion of the Junior Coach and Parent Helper training requirements will be managed by Group Members on the honour system.

10.4 Requirements 10.4.1Timelines The deadline for Team Staff (Head Coach, Assistant Coach, Trainer, Manager) certification requirements to be completed is December 15th of the current playing season except Competition Introduction Gradation

Ringette Alberta may require alternate training or certifications for specific ages, tiers or coaching roles. Where teams carry an age label not specified in the NCCP or RAB coaching requirements, the next higher age division coaching certifications are required. 10.4.3.2 There shall be no less than 2 team staff (a Head Coach and Assistant Coach) registered on each team’s Ringette Alberta Team Registration Form

10.4.3.3 No individual may fill more than one Team Staff role on the same Team Registration Form

10.4.3.4 There is a maximum of one Manager and one Trainer per Ringette Alberta Team Registration Form

10.4.3.5 There is no maximum number of team staff a team may include on a Ringette Alberta Team Registration Form however there shall be a maximum of 5 team staff (not including Junior Coaches) from the team’s Ringette Alberta Team Registration Form listed on an official Game Sheet

10.4.3.18 Certified Trainer: Each team may list a maximum of one trainer on their Team Registration Form. This trainer must have, at minimum, valid first aid certification as set by Ringette Canada in order to act as trainer. A complete list of trainer certification requirements is available on the Ringette Alberta website under Trainer Requirements

10.4.4 Compliance and Consequences 10.4.4.1 A Member Association is fined a minimum

of the amount specified in Appendix A – Rates and Fees for each offense. If team is still able to play (minimum team staff still on the bench) the non-certified team staff are removed for the remainder of the event (tournament = the whole tournament, Playdowns or Provincials = the whole provincials tournament, league game = entire game)

10.4.7.2 If the team no longer meets the minimum number of team staff and no one is certified to be a coach, then the team forfeits the game, however the game may continue. The Member Association receives a fine in the amount specified in Appendix A – Rates and Fees

11.0 OFFICIATING POLICY11.1 Purpose Officiating development includes the promotion, planning,

organization and implementation of officiating programs including the National Officiating Certification Program (NOCP) as set out by Ringette Canada

11.2 Applicability All Ringette Alberta sanctioned games including league play, sanctioned tournaments, provincial championships

11.3 Principles 11.3.1Ringette Alberta will use and follow the NOCP requirements for its officials

11.3.2Games shall have officials trained according to the NOCP

11.4 Requirements 11.4.1Fees Fees may be applied for officials training sessions. These fees are set by the organizer in conjunction with RAB and are typically for cost recovery of materials and space rentals

common standard and meet competitive guidelines for the benefit of participants

12.2 Applicability All multi-team, multi-game events organized in Alberta for registered Ringette participants must apply for sanctioning. Sanctioning is not required for Provincial Championships as these are managed by Ringette Alberta

12.3 Principles 12.3.1Sanctioning is required for each event on an annual basis

13.4 Requirements 13.4.1Timelines Group Members who plan to have teams participating in out of province tournaments must advise the Ringette Alberta office and prior to departing for the tournament

13.4.2Players who receive a Match Penalty while attending out of province tournaments will be required to serve the Ringette Canada suspension upon their return to Alberta, if the suspension was not served during the tournament. As per section 15.4.4.1 of the Disciplinary Policy, team staff must forward the game sheet and Officials Game Report (if any) within 24 hours after returning to Alberta to the Ringette Alberta office13.4.3.1 The suspended games are to be the same

14.4.5Participants will refrain from any behaviour that constitutes harassment, where harassment is defined as comment or conduct directed towards an individual or group which is offensive, abusive, racist, sexist, degrading, or malicious

14.4.6Participants will refrain from any behaviour that constitutes sexual harassment, where sexual harassment is defined as unwelcome advances or conduct of a sexual nature, when submitting to or rejecting this conduct influences decisions which affect the individual, and where such conduct has the purpose or effect of diminishing performance, or such conduct creates an intimidating, hostile or offensive environment

14.4.7Participants will refrain from the use of power or authority in an attempt to coerce another participant to engage in inappropriate activities

14.4.8In addition to the above, Coaches have additional responsibilities and must model appropriate behaviour. The athlete/coach relationship is a privileged one. Coaches play a critical role in the personal and athletic development of their athletes. Coaches must understand and respect the inherent power imbalance that exists in this relationship and must not abuse it. Coaches will at all times:14.4.8.1 Ensure a safe environment for

athletes/participants by selecting activities and establishing controls that are suitable for the age, experience, ability, and fitness level of athletes, including educating athletes as to their responsibilities in contributing to a safe environment;

14.4.8.5 Accept and promote athletes’ personal goals and refer athletes to other coaches and sports specialists as appropriate and as opportunities arise;

14.4.8.6 Encourage and facilitate athletes to be responsible for their own behaviour, performance, and decisions;

14.4.8.7 Give athletes the opportunity to discuss, contribute to and agree with proposed training and performance standards. Provide athletes and the parents/guardians of athletes who are minors with the information necessary to be involved in the decisions that affect the athlete;

14.4.8.8 Consider the academic pressures placed on student-athletes and conduct training and events in a manner that supports academic success;

14.4.8.9 At no time engage in an intimate or sexual relationship with an athlete under the age of 18 years and at no time engage in an intimate or sexual relationship with an athlete over the age of 18 if the coach is in a position of power, trust, or authority over the athlete;

14.4.8.10 Refrain from intervening inappropriately in personal affairs that are outside the generally accepted jurisdiction of a Ringette coach;

14.4.8.11 Keep confidential any information about athletes or others gained through coaching

the Constitution, Bylaws, policies, rules and regulations of Ringette Canada and Ringette Alberta, as adopted and amended from time to time, including complying with any contracts or athlete agreements executed with Ringette Alberta

14.4.9.2 Conduct that violates this Code of Conduct may be subject to sanctions pursuant to Ringette Alberta’s policies related to discipline (See Section 15.0 Disciplinary Policy)

14.4.9.3 Group Members (local associations) will have programs in place to communicate this policy and ensure that it is adhered to in their association. Group Members are free to take action to enforce this policy independent of Ringette Alberta. Ringette Alberta has the right to take action where it determines that the Group Member’s actions are insufficient to maintain Ringette Alberta’s Core Values. Failure to comply may subject the Group Member to sanctions pursuant to Ringette Alberta’s polices related to discipline

15.0 SUSPENSION POLICY (Subsequent Discipline)15.1 Purpose This policy establishes procedures for handling suspensions

subsequent to and resulting from a referee’s rulings and sets guidelines for the length of suspensions for various described acts

15.2 Applicability

All players and team staff registered with Ringette Alberta

15.3 Principles

15.3.1Suspensions will be set by Ringette Alberta for any Misconduct and/or Match penalties assessed to a player or team staff member that is registered with Ringette Alberta (further known as the participant) which occur in any exhibition, league, tournament or provincial championship game

15.3.2Tournament Disciplinary Committees will use this policy to govern suspensions for the duration of the tournament; however, Ringette Alberta will take into account any such suspension already served and issue further suspensions, if necessary

15.3.3Further suspensions or disciplinary hearings are at the discretion of the home association in which the individual is registered

15.3.4The player and the coach have the prime responsibility for ensuring that the suspension is fully served. The Official Game report documents the Match Penalty and the infraction. The total number of games of the suspension is listed in Section 15.4.15. Ringette Alberta issues a letter communicating the suspension as a back-up to this process

15.3.5A participant shall be suspended for specified acts described under the section Misconduct Penalties or Match Penalties of the Official Rules of Ringette

15.3.6A suspension may be issued for acts described in a written complaint as described under section 15.4.1.4 – Complaints

15.3.7Participants who have been suspended may not participate in any games, whether the game counts towards their suspension or not, until their suspension has been fully served

15.4 Requirements

15.4.1Timelines Original Copy of the Official’s Game Report – to be forwarded, along with a copy of the game sheet, to the Ringette Alberta office by 12:00 PM the second (2nd) business day following the completion of the game

15.4.2Games in Alberta 15.4.2.1 For each Misconduct Penalty or Match Penalty that

is assessed in any game, exhibition, league, sanctioned tournament or Provincial Championship, the official shall complete an Officials Game Report at the completion of the game

15.4.2.2 The complete Officials Game Report will be distributed as follows: Original Copy – to be forwarded, along with a

copy of the game sheet, to the Ringette Alberta office by 12:00 PM the second (2nd) business day following the completion of the game

2nd Copy – to be retained by the official for their reference

3rd Copy – to be given to a team staff member of the offending team

15.4.2.3 If the game takes place in an exhibition or league game it is the responsibility of the official to forward the report to Ringette Alberta. If the game takes place in a sanctioned tournament or Provincial Championship it is the responsibility of the event coordinator to forward the report to Ringette Alberta

15.4.3Games out of Province 15.4.3.1 A copy of the game sheet and Officials Game

Report(s) shall be forwarded to the Ringette Alberta office by a team staff member of the offending team within 24 hours of their return to Alberta

15.4.3.2 If any game suspensions have been served while out of province, copies of these game sheets should also be forwarded at this time

15.4.4Upon receipt of notification of a Misconduct Penalty or Match Penalty the Ringette Alberta office will: Record the particulars of the incident Forward an email to the player, the Zone Representative,

the Association President, the Team Coach and Zone Referee-in-Chief in which the participant is registered

15.4.4Games served under suspension must be league, sanctioned tournaments including mini games, playoff, Provincial championships including mini games, or prescheduled games. Prescheduled games are defined as games that were scheduled prior to the game in which the Misconduct Penalty and/or Match Penalty was assessed

15.4.5Suspensions not completely served in one season carry over to 53

the following season(s) until fully served15.4.6Following the game in which a Match Penalty was assessed, the

participant shall immediately sit out the Ringette Canada suspension of one game, as described in Section 15.3.4. The participant shall then sit out the number of games indicated on the Officials Game Report unless the Ringette Alberta office has received an appeal

15.4.7For each game that a participant is suspended the participant’s name must appear on the game sheet with the words ‘SUSPENDED – GAME # X’ appearing following the player’s name

15.4.8Once all games have been served copies of all game sheets will be forwarded to the Zone Director of the zone in which the participant is registered. The Zone Representative will forward the game sheets to the Ringette Alberta office so that it can be recorded that the suspension has been served

15.4.9Participants who have been suspended are not allowed in the playing areas of the arena, including but not limited to the dressing room, players bench or timekeeper’s bench

15.4.10 In the case of Match Penalty the minimum Ringette Canada suspension of one game, in addition to the game ejection, shall be served and may not be appealedIn addition, a Ringette Alberta suspension shall be served as recommended in section 15.4.15 - Length of Ringette Alberta Suspensions, based on the severity of the action. This suspension may be appealed as described under section 16.0 Appeals

15.4.11 Appealing Suspensions All appeals of suspensions will be governed by 16.0 Appeals Policy

15.4.12 Complaints A written complaint of an incident involving an intent to injure or verbal abuse of officials which was not observed and reported by an on-ice official may be reported to Ringette Alberta for investigation

15.4.13.1 Such a report must be submitted within seven (7) business days from the date in which the incident occurred. The report must be signed by the Zone Representative of the individual submitting the complaint

15.4.13.2 Such a report shall include: Videotape of the incident and/or, Two (2) written statements from witnesses who

have no association (i.e. participating family members) with either team

15.4.13.3 Within five (5) working days of the receipt of the complaining, the Director of Officials (or designate) shall seek a written report from the on-ice officials and other affected individuals

16.2.2This Policy will apply to decisions relating to conflict of interest, eligibility, selection, discipline, membership or any other matter deemed appropriate by Ringette Alberta

16.2.3This Policy will not apply to decisions relating to: a) Decisions made external to Ringette Alberta or its

Members;b) Matters of employment;c) Matters of committee composition, staffing,

employment;d) Commercial matters;e) Matters of budgeting and budget implementation,

including fees, dues and levies;f) Infractions for doping offences which are dealt with

pursuant to the Canadian Anti-Doping Program or any successor policy;

g) The rules of Ringette or disputes over competition rules;h) Matters relating to the substance, content and

establishment of policies, procedures or criteria;i) Disputes arising within competitions which have their

own appeal procedures; andj) Any decisions made under this Policy

16.3 Principles

16.3.1Minimize frivolous appeals16.3.2Everyone should have the right to challenge a ruling or

decision16.3.3Grievances will not result in the changing of a current decision.

The Board will consider the input when making future changes to policies and procedures. Only appeals may result in changing of a current decision

16.3.4Appeals will be dealt with in a timely matter16.3.5All appeals submitted to Ringette Alberta, must be in writing to

the Ringette Alberta office

16.4 Requirements

16.4.1Timelines 16.4.1.1 An appeal of a suspension must be submitted, in

writing, to the Ringette Alberta office within seven (7) working days of the game in which the Misconduct Penalty or Match Penalty was assessed; unless the appeal is during the course of Ringette Alberta Provincials in which case the appeal must be submitted in writing, to the Ringette Alberta Representative at the Provincial Championship tournament

16.4.1.2 The Executive Director is responsible to ensure that appeals will be heard within 7 days of receipt

16.4.1.3 Individuals who wish to appeal a decision, by Ringette Alberta or group member, will have fourteen (14) days from the date on which they learned of the decision, to submit, in writing to the head office of Ringette Alberta, the following:16.4.1.1.1 Notice of their intention to appeal;16.4.1.1.2 Contact information of the Appellant;

16.4.1.1.3 Name of the Respondent;16.4.1.1.4 Ground(s) for the appeal;16.4.1.1.5 Detailed reason(s) for the appeal;16.4.1.1.6 All evidence that supports the

reasons and grounds for an appeal; 16.4.1.1.7 The remedy or remedies requested,

and16.4.1.1.8 A payment of the appeals fee

specified in Appendix A - Rates and Fees by cash, certified cheque or money order, which may be refundable

NOTE: If the Appellant is successful in their appeal, Ringette Alberta will reimburse the Appeals Fee to the Appellant and the Respondent will be responsible for such payment to Ringette Alberta no later than fourteen (14) days of receipt of the appeal decision. If the Appellant is unsuccessful in their appeal, the Appeals Fee is non-refundable

16.4.2Fees An appeal fee in the form of cash, certified cheque or money order in the amount specified in Appendix A- Rates and Fees, must accompany the written appeal. Any appeals upheld will result in the appeal fee being refunded

16.4.3Grounds for Appeal 16.4.3.1 Decisions may only be appealed on procedural

grounds which are limited to the Respondent: 16.4.3.1.1 Making a decision for which it did not

have authority or jurisdiction as set out in the applicable body’s governing documents;

16.4.3.1.2 Failing to follow procedures as laid out in the bylaws or approved policies of Ringette Alberta;

16.4.3.1.3 Making a decision that was influenced by bias, where bias is defined as a lack of neutrality to such an extent that the decision-maker is unable to consider other views or that the decision was influenced by factors unrelated to the substance or merits of the decision; and/or

16.4.3.1.4 Failing to consider relevant information or taking into account irrelevant information in making the

decision16.4.3.1.5 Makes a decision contrary to their own

guidelines, policy, procedures processes

16.4.3.2 The Appellant will bear the onus of proof in the appeal, and thus must be able to demonstrate, on a balance of probabilities, that the Respondent has made an error as described in Section 6

16.4.4Appeals Officer 16.4.4.1 Ringette Alberta will appoint an Appeals Officer

to oversee this Policy. The Appeals Officer shall have had no prior involvement, either direct or by way of correspondence or conversations, with the matter being appealed. The Appeals Officer has an overall responsibility to ensure procedural fairness and timeliness are respected at all times in the appeals process and more particularly, has a responsibility to:16.4.4.1.1 Receive appeals;16.4.4.1.2 Determine if the appeal lies within the

jurisdiction of this Policy; 16.4.4.1.3 Determine if appeal is brought in a

timely manner;16.4.4.1.4 Determine if the appeal is brought on

permissible grounds;16.4.4.1.5 Appoint the Tribunal to hear the

appeal;16.4.4.1.6 Determine the format of the appeal

hearing; 16.4.4.1.7 Coordinate all administrative and

procedural aspects of the appeal;16.4.4.1.8 Provide administrative assistance and

logistical support to the tribunal as required; and

16.4.4.1.9 Provide any other service or support that may be necessary to ensure a fair and timely appeal proceeding.

16.4.5Screening of Appeal 16.4.5.1 Upon receipt of the notice, grounds of an appeal,

supporting evidence and the required fee, the Appeals Officer will review the appeal and will decide if the appeal falls within the jurisdiction of

this Policy, and if it satisfies procedural grounds. If the Appeals Officer is satisfied that the appeal is not under this Policy’s jurisdiction, or that there are not sufficient grounds, the parties will be notified in writing, stating reasons. There is no further appeal of the Appeals Officer’s decision on jurisdiction or grounds.

16.4.6 Mediation 16.4.6.1 Upon determining that there exists jurisdiction

and sufficient grounds for an appeal, the Appeals Officer may, with the consent of the parties, seek to resolve the appeal through mediation using the services of an independent mediator.

16.4.7Tribunal 16.4.7.1 Hearing before a Tribunal will take place. The

Appeals Officer will appoint the Tribunal, which will consist of a single Adjudicator, to hear the appeal. In extraordinary circumstances, and at the discretion of the Appeals Officer, a Tribunal of three persons may be appointed to hear and decide a case. In this event, the Appeals Officer will appoint one of the Tribunal’s members to serve as the Chair.

16.4.7.2 At Provincial Championships the Tribunal will include the Ringette Alberta Representative, the Officials Supervisor, and the Host Association or designate

16.4.8Procedure for the Hearing 16.4.8.1 The Appeals Officer will determine the timing and

format of the Hearing, which may involve an oral Hearing in person, an oral Hearing by telephone, web conference or other appropriate electronic means, a Hearing based on written submissions or a combination of these methods. The Hearing will be governed by the procedures that the Appeals Officer and the Tribunal deem appropriate in the circumstances, provided that: 16.4.8.1.1 The parties will be given appropriate

notice of the day, time and place of the hearing

16.4.8.1.2 Copies of any written documents which the parties wish to have the Tribunal consider will be provided to all parties in advance of the Hearing

16.4.8.1.3 The parties may be accompanied by a representative, advisor or legal

counsel at their own expense16.4.8.1.4 The Tribunal may request that any

other individual participate and/or give evidence at the hearing

16.4.8.1.5 If a decision in the appeal may affect another party to the extent that the other party would have recourse to an appeal in their own right under this Policy, that party will become a party to the appeal in question and will be bound by its outcome

16.4.8.1.6 In a situation where the hearing is conducted by a Tribunal consisting of three Adjudicators, a quorum will be all three Adjudicators and decisions will be by majority vote

16.4.9Appeal of Suspension 16.4.9.1 Appeals will be heard for suspensions that

resulted from a Misconduct Penalty or Match Penalty in all other sanctioned games including: Ringette Alberta Provincial Championships, league games, exhibition games, games out of Province

16.4.9.2 Appeals will not be heard at sanctioned tournaments – suspensions will stand for the duration of a sanctioned tournament

16.4.9.3 The Appeals Committee shall be convened for the following reasons:16.4.9.3.1 A hearing is required as a result of a

complaint as outlined in section 15.4.14 Suspensions Policy, Complaints

16.4.9.3.2 If a second (2nd) Match Penalty has been assessed to the same participant

16.4.9.3.3 If a suspension has been appealed by the participant

16.4.9.3.4 If the Event Coordinator of a Sanctioned Tournament recommended, when submitting the Officials Game Report, that the length of the Ringette Alberta suspension be increased from the number of games under section 15.4.15 Disciplinary Policy, Length of Ringette Alberta Suspensions

player participates in a Ringette game while suspended

16.4.9.3.6 For team staff if they participate in a Ringette game while suspended

16.4.9.3.7 Request to deal with a Code of Conduct issue (see 14.0 Code of Conduct)

16.4.10 Appeal Decision 16.4.10.1 After the hearing, the Tribunal will issue its

written decision, with reasons. The Tribunal may decide to:a) Reject the appeal and confirm the decision

being appealed; orb) Uphold the appeal, identify the error(s) and

refer the matter back to the original decision-maker for a new decision; or

c) To uphold the appeal and vary the decision16.4.11 Disclosure of Decision

The Tribunal’s decision will be considered a matter of public record. A copy of this decision will be provided to the Parties and to Ringette Alberta. Where time is of the essence, the Tribunal may issue a verbal decision or a summary written decision, with reasons to follow

16.4.12 Confidentiality The appeal process is confidential involving only the parties, the Appeals Officer and the Tribunal. Once initiated and until a written decision is released, none of the parties or the Panel will disclose confidential information relating to the appeal to any person not involved in the proceedings

16.4.13 Videos will only be entertained under section 15.4.14 Suspensions Policy, Complaints

16.4.14 Compliance and Consequences 16.4.14.1 The Tribunal may not waive the mandatory

Ringette Canada suspension but may reduce or increase the length of the Ringette Alberta suspension

16.4.14.2 The decision of the Tribunal will be binding on the parties and on all Members

16.6 Definitions

The following terms have these meanings in this Policy:a) Appeal: A formal request to change a decision made by an

association or Ringette Alberta.b) Appellant: The party appealing a decision. c) Days: Days irrespective of weekends or holidays.d) Respondent: The body whose decision is being appealed. e) Members: All categories of membership defined in the

Ringette Alberta Bylaws.f) Participants: Players, Coaches, Managers, Trainers and Officials

registered with Ringette Alberta. Collectively, Coaches, Managers and Trainers may be referred to as team staff.

g) Parents / Guardians: Legal representatives of Participants where Participants are under the age of 18.

h) Group member Volunteers and Employees: any person performing paid or unpaid service to a Member of Ringette Alberta

i) Ringette Alberta Volunteers and Employees: Ringette Alberta Board Members, Committee Members, Other volunteers and Employees

17.0 CONFLICT OF INTEREST POLICY17.1 Purpose This policy describes how Individuals will conduct themselves

in matters relating to real or perceived conflicts of interests, and clarify how Ringette Alberta will make decisions in situations where conflicts of interest may exist with regards to Ringette associated activities

17.2 Applicability This Policy applies to all Individuals, in the scope of their involvement in the sport of Ringette

17.3 Principles 17.3.1All Individuals will conduct themselves without conflict of interest

17.3.2All Individuals have a duty to report cases of conflict of interest as specified in 17.4.3

17.3.3Conflict of interest reports will be investigated and appropriate actions will be taken where conflict of interest is found

17.4 Requirements 17.4.1Individuals will fulfill the requirements of this policy. Individuals will not:

17.4.1.1 Engage in any business or transaction, or have a financial or other personal interest that is incompatible with their official duties as a Ringette Alberta Member;

17.4.1.2 Knowingly place themselves in a position where they are under obligation to any Person who might benefit from special consideration, or who might seek, in any way, preferential treatment;

17.4.1.3 In the performance of their official duties, accord preferential treatment to any Person;

17.4.1.4 Derive personal benefit from information that they have acquired during the course of fulfilling their official duties with Ringette Alberta, where such information is confidential or is not generally available to the public;

17.4.1.5 Engage in any outside work, activity or business or professional undertaking that conflicts or appears to conflict with their official duties as a representative of Ringette Alberta,

or in which they have an advantage or appear to have an advantage on the basis of their association with Ringette Alberta;

17.4.1.6 Use Ringette Alberta property, equipment, supplies or services for activities not associated with the performance of official duties with Ringette Alberta without the permission of Ringette Alberta;

17.4.1.7 Place themselves in positions where they could, by virtue of being a decision maker within Ringette Alberta, influence decisions or contracts from which they could derive any direct or indirect benefit or interest; or

17.4.1.8 Accept any gift or favour that could be construed as being given in anticipation of, or in recognition for, any special consideration granted by virtue of being a decision maker within Ringette Alberta

17.4.2Disclosure of Conflict of Interest At any time an individual becomes aware that there may exist a real or perceived conflict of interest; they will disclose this conflict to any member of the Ringette Alberta board immediately.

17.4.3Reporting a Conflict of Interest Any individual or Member who is of the view that another individual may be in a position of conflict of interest shall report this matter to their Board of Directors. Such a complaint must be signed and in writing. Anonymous complaints may be accepted upon the sole discretion of the Board of Directors

17.4.4Resolving Complaints of a Real or Perceived Conflict of InterestUpon receipt of a complaint, the Board of Directors will determine whether or not a conflict of interest exists provided the alleged individual has been given notice of and the opportunity to submit evidence and to be heard at such meeting. After hearing the matter, the Board of Directors will determine whether a real or perceived conflict of interest exists and if so what appropriate actions will be imposed

17.4.4.1 Where the individual accused of being in a real or perceived conflict of interest acknowledges the facts, he or she may waive the meeting, in which case the Board of Directors will determine the appropriate

actions17.4.4.2 If the individual accused of being in a real

or perceived conflict of interest chooses not to participate in the meeting, the meeting will proceed in any event

The Board of Directors may apply the following actions singly or in combination for real or perceived conflicts of interest:

- Removal or temporary suspension of certain responsibilities or decision making authority;

- Removal or temporary suspension from a designated position;

- Removal or temporary suspension from certain Ringette Alberta teams, events and/or activities;

- Expulsion from Ringette Alberta;- Other actions as may be considered

appropriate for the real or perceived conflict of interest

The Board of Directors may determine that an alleged real or perceived conflict of interest is of such seriousness as to warrant suspension of designated activities pending a meeting and a decision of the Board of Directors

17.4.5Resolving Conflicts in Decision-Making Decisions or transactions that involve a real or perceived conflict of interest that have been disclosed by a Ringette Alberta Member may be considered and decided upon by Ringette Alberta Board of Directors provided that:

17.4.5.1 The nature and extent of individual’s interest has been fully disclosed to the body that is considering or making the decision, and this disclosure is recorded in the minutes;

17.4.5.2 The individual does not participate in discussion on the matter giving rise to the conflict of interest;

17.4.5.3 The individual abstains from voting on the proposed decision or transaction;

17.4.5.4 The individual is not included in the determination of quorum for the proposed decision or transaction; and

17.4.5.5 The decision or transaction is in the best interests of Ringette Alberta

17.4.6Ringette Alberta Decision Makers Members wishing to obtain a position as a decision-maker (Director, Officer, employee, Committee Member or other volunteer position) within Ringette Alberta must declare their professional interests and any potential conflict of interests prior to being declared eligible by the Board of Directors for a position as a decision-maker within Ringette AlbertaIn the event that a individual neglects to disclose a professional interest or any potential conflicts of interest, this Policy will apply

17.4.7Any decision of the Board of Directors in accordance with this Policy may be appealed in accordance with the Ringette Alberta’s Appeal Policy (see 16.0 Appeals Policy)

17.4.8Compliance and Consequences Failure to comply with an action as determined by the Board of Directors will result in automatic suspension of involvement in Ringette Alberta until such time as compliance occurs

organization they represent, has a real, potential or perceived direct or indirect interest which is incompatible with Ringette Alberta’s interests, resulting in a real or seeming incompatibility between one’s private interests and one’s fiduciary duties to Ringette Alberta..

b) Non-Pecuniary Interest: An interest that an individual may have in a matter which may involve family relationships, friendships, volunteer positions or other interests that do not involve the potential for financial gain or loss.

c) Pecuniary Interest: An interest that an individual may have in a matter because of the reasonable likelihood or expectation of financial gain or loss for that individual, or another person with whom that individual is associated.

18.0 CONFIDENTIALITY POLICY18.1 Purpose Ringette Alberta is committed to maintaining the

confidentiality of all participants. Member associations and Ringette Alberta will ensure the protection of proprietary Confidential Information through the provisions within this policy

18.2 Applicability This policy applies to all Members, as well as all individuals employed (including contract personnel) by or engaged in activities with Ringette Alberta, including but not limited to, directors, committee members, athletes, coaches, judges, officials, referees, parents/guardians, volunteers, officers, managers and administrators (collectively hereinafter “Ringette Alberta Representatives”)

18.3 Principles 18.3.1All Members shall be entitled to the protection and privacy of their personal information

18.3.2Ringette Alberta intellectual property and proprietary information shall be protected

18.3.3Implied consent is given to Ringette Alberta and Members to use such personal information as necessary to provide the services and support as needed

18.3.4Reporting and resolution of breaches of this confidentiality policy will be first handled by Directors of the Member organization closest to the issue. If the breach is not resolved to the satisfaction of any Member, the complaint may then be escalated to the Ringette Alberta Board of Directors

18.4 Requirements 18.4.1Ringette Alberta Representatives will not, either during the period of their involvement/employment or any time thereafter, disclose to any person or organization any Confidential Information acquired during their period of involvement or employment with Ringette Alberta, unless expressly authorized to do so

18.4.2Ringette Alberta Representatives will not publish, communicate, divulge or disclose to any unauthorized person, firm, corporation, third party or parties any Confidential Information or any part thereof, without the express written consent of Ringette Alberta

18.4.3All files and written materials relating to Confidential Information will remain the property of Ringette Alberta and upon termination of involvement/employment with Ringette Alberta or upon request of Ringette Alberta, Ringette Alberta Representative will return all Confidential Information received in written or tangible form, including copies, or reproductions or other media containing such Confidential Information, immediately upon such request

18.4.4Intellectual Property Copyright and any other intellectual property rights in all written material (including material in electronic format) and other works produced in connection with employment or involvement with Ringette Alberta will be owned solely by Ringette Alberta, who will have the right to use, reproduce or distribute such material and works, or any part thereof, for any purpose it wishes. Ringette Alberta may grant permission for others to use such written material or other works, subject to such terms and conditions as Ringette Alberta may prescribe

18.4.5Compliance and Consequences A breach of any provision in this policy may give rise to discipline in accordance with Ringette Alberta's Disciplinary policy (see 15.0 Disciplinary Policy) or legal recourse

18.6 Definitions The following terms have these meanings in this Policy:a) Member: All categories of membership defined in the

Ringette Alberta Bylaws, as well as any person affiliated with Ringette Alberta or its members, including, individuals employed or volunteering for Ringette Alberta, Ringette Alberta directors, officers, committee members, referees, officials, parents/guardians and other individuals who are decision-makers within Ringette in Alberta.

b) Confidential Information: includes, but it not limited to the following:

i. Personal Information of Ringette Alberta Members and Representatives, including but not limited to:

name, address, e-mail, telephone number, cell phone number, date of birth and financial information;

ii. Ringette Alberta intellectual property and proprietary information related to the programs, fundraisers, business or affairs of Ringette Alberta and any of its divisions, including, but not limited to: procedures, business methods, forms, policies, business, marketing and development plans, advertising programs, creative materials, trade secrets, knowledge, techniques, data, products, technology, computer programs, manuals, software, financial information and information that is not generally or publicly known.

c) Implied Consent: is consent given to administrators of Ringette programs and services by virtue of registration with Ringette Alberta as an athlete, official or team staff to provide other Members with applicable personal information only in order to effectively carry out services.

19.0 SCREENING POLICYApproved September 4, 2012

19.0 SCREENING POLICY19.1 Purpose Screening of personnel and volunteers is an important part of

providing a safe sporting environment and has become a common practice among sport organizations that provide programs and services. Ringette Alberta is responsible at law, to do everything reasonable to provide a safe and secure environment for participants in its programs, activities and events. This Policy is one of several policy tools that Ringette Alberta will use to fulfill its’ commitment to provide a safe environment and to protect its members and participants from harmThe purpose of screening is to identify individuals within Ringette Alberta or its members who may pose a risk to its members and participants

19.2 Applicability This policy applies to all persons in ‘designated categories’ who pose a risk of harm to Ringette Alberta or to its members or participants. Member associations will determine which designated categories of individuals will be subject to screening but at minimum must include team staff of minor teams as well as directors that handle finances of the member associationFor the purposes of this policy, ‘designated categories’ are those classes of persons who work closely with athletes and who occupy positions of trust and authority within ringette in Alberta. Such designated categories include:

All individuals in paid staff positions; All board members; Any persons appointed to accompany a Ringette Alberta

team to an event or competition All Member directors Member youth team head and assistant coaches and

team staff and Coaches and team staff of any other teams that

Members deem to have vulnerable participants or require screening for other reasons

19.3 Principles 19.3.1Ringette Alberta will manage the screening process for

its paid staff, board members and any persons appointed to accompany teams representing the Association in interprovincial or international competitions

19.3.2Member associations will manage the process for its paid staff, if any, directors and team staff or any other persons it deems appropriate

19.3.3At least two persons shall be involved in the decision on eligibility of those who have been screened

19.3.4Contents of records checks and screening disclosures shall be kept strictly confidential among persons on the Screening Committee

19.3.5Any notices that persons are not eligible for a position as a result of records checks or screening disclosures shall not divulge the relevant violation/offence(s)

19.3.6Records checks shall be provided by law enforcement or other government agency

19.4 Requirements 19.4.1Timelines Screening Disclosure Forms and records checks are valid for a maximum period of three years however Members may determine that this period be shortened to a minimum of 1 year. Notwithstanding this, the Screening Committee may request that a staff person or volunteer in a designated category provide a Screening Disclosure Form (see Appendix F) to the Screening Committee for review and consideration. Such request will be in writing and will provide the reasons for such a request

19.4.2Fees Member Associations/Individuals are responsible for the cost of police checks

19.4.3Individuals in designated categories will be screened using a records check and Screening Disclosure Form (see Appendix F). There will be no exceptions

19.4.4An individual will not knowingly be placed in a designated category who has a conviction for a ‘relevant offence’, as defined in this policy. However, where the Screening Committee is of the opinion that, notwithstanding a conviction for a relevant offence a person can occupy a position in a designated category without adversely affecting the

safety of Ringette Alberta, an athlete or member of Ringette Alberta, through the imposition of such terms and conditions as are deemed appropriate, the Screening Committee may approve a person’s participation in a designated category

19.4.5If a person in a designated position subsequently receives a conviction for, or is found guilty of, a relevant office, they will report this circumstance immediately to the Member screening committee

19.4.6Nothing in this policy will prevent an individual from re-applying for a staff or volunteer position with Ringette Alberta at some point in the future, and submitting a new PIC, VSC and Screening Disclosure Form and letter of good standing, if required

19.4.7If a person has been screened and approved by a Ringette Alberta member, Ringette Alberta will confirm such approval and not require a second screening while the first screening is valid

19.4.8Screening Committees 19.4.8.1 The implementation of this policy for

Ringette Alberta is the responsibility of the Screening Committee of Ringette Alberta; a committee of three to five persons appointed by the Ringette Alberta Board of Directors. The Board of Directors may, in its sole discretion, remove any member of the Screening Committee. Quorum for the Screening Committee will be two (2)

19.4.8.2 Member associations shall designate at least two individuals who have the responsibility to implement this policy. These individuals will constitute the Screening Committee for the Member association

19.4.8.3 The Screening Committee will carry out its duties, in accordance with the terms of this policy, independent of the Ringette Alberta Board of Directors

19.4.8.4 The Screening Committee is responsible for receiving and reviewing all PICs, VSCs and Screening Disclosure Forms and, based on such reviews, making decisions regarding the appropriateness of individuals filling positions in designated categories within Ringette Alberta programs. In carrying out its duties, the Screening Committee may consult with

independent experts including lawyers, police, risk management consultants, volunteer screening specialists or any other person

19.4.9Records The Screening Committee will retain no copies of Screening Disclosure Forms or records checks, longer than the period they are valid. The Screening Committee may retain written records of communication and with individuals whose Screening Disclosure Forms or records checks indicate a relevant offence, as well as copies of its decisions and written reasons for decisions. All records will be maintained in a confidential manner and will not be disclosed to others except as required by law, or for use in legal, quasi-legal or disciplinary proceedings

19.4.10 Compliance and Consequences 19.4.10.1 Failure to participate in the screening

process as outlined in this policy will result in ineligibility of the individual for the staff or volunteer position

19.4.10.2 If a person in a designated position provides falsified or misleading information, that person will immediately be removed from their designated position(s) and may be subject to further discipline in accordance with Ringette Alberta’s Discipline Policy (see 15.0 Disciplinary Policy)

19.4.10.3 The decisions of the Screening Committee are final and binding and will be effective upon notice being sent to the individual by e-mail to his/her last known email address on record with Ringette Alberta

iii. Any combination of the aboveb) Relevant Offences: For the purposes of this Policy, a

‘relevant offence’ is any of the following offences for which pardons have not been granted:

i. If imposed in the last five years: 1. Any violation/offence involving the

use of a motor vehicle, including but not limited to impaired driving; or

2. Any violation/offence for trafficking and/or possession of drugs and/or narcotics.

3. Any violation/offence involving conduct against public morals;

ii. If imposed in the last ten years: 1. Any violation/offence of violence

including but not limited to, all forms of assault; or

2. Any violation/offence involving a minor or minors.

iii. If imposed at any time: 1. Any violation/offence involving the

possession, distribution, or sale of any child-related pornography;

2. Any sexual violation/offence involving a minor or minors; or

3. Any violation/offence involving theft or fraud.

obligations including, but not limited to, complying with Ringette Alberta’s Bylaws, policies, procedures, rules and regulations, and Code of Conduct and Ethics. Irresponsible behavior by Individuals can result in severe damage to other Individuals, Ringette Alberta and the sport of Ringette. Conduct that violates these values may be brought to the attention of the Individual‘s governing organization and subject to sanctions pursuant to this policy

20.2 Applicability

This policy applies to Ringette Alberta Volunteers and Employees at all timesIt also applies to Members, Participants, Parents / Guardians, Group member Volunteers and Employees when they are engaged in activities under the direct control of Ringette Alberta, which may include, but are not limited to: Ringette Alberta Provincial Championships, Sanctioned Tournaments, Team Alberta activities and other Ringette Alberta run development programsComplaints and discipline matters arising within the business, activities or events organized by entities other than Ringette Alberta will be dealt with pursuant to the policies of these other entities unless accepted by Ringette Alberta at its sole discretion

20.3 Principles

20.4 Requirements

23.4.3Timelines Complaints must be filed within fourteen (14) days of the alleged incident

23.4.3Reporting a Complaint A Complainant wishing to file a complaint beyond the fourteen (14) days of the incident, decision or action that is being reported must provide a written statement giving reasons for an exemption to this limitation. The decision to accept, or not accept, the notice of complaint outside the fourteen (14) day period will be at the sole discretion of Ringette Alberta. This decision may not be appealed

20.4.7Case Manager Upon receipt of a complaint, Ringette Alberta will assign a Case Manager to oversee the management and administration of complaints submitted in accordance with this Policy and such appointment is not appealable

20.4.3.1 The Case Manager shall not have had any prior involvement either directly or by way of correspondence or conversations with the matter under complaint and has an overall responsibility to implement this Policy in a timely manner

20.4.3.2 More specifically, the Case Manager has a responsibility to:20.4.3.2.1 Determine whether the complaint is

frivolous or vexatious and within the jurisdiction of this Policy. If the Case Manager determines the complaint is frivolous or vexatious or outside the jurisdiction of this Policy, the complaint will be dismissed immediately. The Case Manager decision to the acceptance or dismissal of the complaint may not be appealed.

20.4.3.2.2 Determine if the complaint is a minor or major infraction;

20.4.3.2.3 Appoint a Panel, if necessary, in accordance with this Policy;

20.4.3.2.4 Determine the format of the hearing;20.4.3.2.5 Coordinate all administrative aspects

of the complaint;20.4.3.2.6 Provide administrative assistance and

logistical support to the Panel as required; and

20.4.3.2.7 Provide any other service or support that may be necessary to ensure a fair and timely proceeding

20.4.3.3 The Case Manager will inform the parties if the incident is to be dealt with as a minor infraction or major infraction and the matter will be dealt with according to the applicable section relating to the minor or major infraction

20.4.3.4 This Policy does not prevent an appropriate person having authority from taking immediate, informal or corrective action in response to behaviour that constitutes either a minor or major infraction. Further sanctions may be applied in accordance with the procedures set out in this Policy

20.4.8Minor Infractions 20.4.4.1 Minor infractions are single incidents of failing to

achieve the expected standards of conduct that generally do not result in harm to others, Ringette Alberta or to the sport of Ringette

20.4.4.2 All disciplinary situations involving minor infractions will be dealt with by the appropriate person having authority over the situation and the individual involved (the person in authority may include, but is not restricted to, staff, officials, coaches, organizers, or Ringette Alberta decision makers)

20.4.4.3 Procedures for dealing with minor infractions will be informal as compared to those for major infractions and will be determined at the discretion of the person responsible for discipline of such infractions (as noted above in point 7). This is provided that the Respondent being disciplined is told the nature of the infraction and has an opportunity to provide information

concerning the incident20.4.4.4 Penalties or measures for minor infractions,

which may be applied singly or in combination, include the following:a) Verbal or written warning;b) Verbal or written apology;c) Service or other voluntary contribution to

Ringette Alberta;d) Removal of certain privileges of membership

or participation for a designated period of time;

e) Suspension from the current competition, activity or event; or

f) Any other sanction considered appropriate for the offense

20.4.4.5 Minor infractions that result in discipline will be recorded and maintained by Ringette Alberta. Repeat minor infractions may result in further such incidents being considered a major infraction

20.4.5 Major Infractions 20.4.5.1 Major infractions are instances of failing to

achieve the expected standards of conduct that result, or have the potential to result in harm to other persons, to Ringette Alberta or to the sport of Ringette

20.4.5.2 Examples of major infractions include, but are not limited to:a) Repeated Minor Infractions;b) Intentionally damaging Ringette Alberta

property or improperly handling Ringette Alberta monies;

c) Incidents of physical abuse;d) Pranks, jokes or other activities that endanger

the safety of others, including hazing;e) Disregard for the bylaws, policies, rules,

regulations and directives of Ringette Alberta;f) Conduct that intentionally damages the image,

credibility or reputation of an Individual, Ringette Alberta or the sport of Ringette;

g) Behaviour that constitutes harassment, sexual

harassment or sexual misconduct; orh) Abusive use of alcohol, any use or possession

of alcohol by minors, use or possession of illicit drugs and narcotics

20.4.5.3 Major infractions will be decided using the disciplinary procedures set out in this policy, except where a dispute resolution procedure contained within a contract or other formal written agreement takes precedence

20.4.5.4 Major infractions occurring within competition may be dealt with immediately, if necessary, by an appropriate person having authority. In such situations, disciplinary sanctions will be for the duration of the competition, training, activity or event only. Further sanctions may be applied but only after review of the matter in accordance with the procedures set out in this Policy. This review does not replace the appeal provisions of this Policy

20.4.6 Procedure for Major Infraction Hearing 20.4.6.1 If the complaint for a major infraction will require

a hearing before a Panel. The Case Manager will appoint the Panel, which will consist of a single Adjudicator, to hear the appeal. In extraordinary circumstances, and at the discretion of the Case Manager, a Panel of three persons may be appointed to hear and decide the complaint. In this event, the Case Manager will appoint one of the Panel’s members to serve as the Chair

20.4.6.2 The Case Manager will determine the format of the hearing, which may involve an oral hearing in person, an oral hearing by telephone web conference or other appropriate electronic means, a hearing based on written submissions or a combination of these methods. The hearing will be governed by the procedures that the Case Manager and the Panel deem appropriate in the circumstances, provided that:a)The Parties will be given appropriate notice of

the day, time and place of the hearing. The time of the hearing shall be established such that, as much as possible, parties are not required to take time from their employment to participate

b)Copies of any written documents which the parties wish to have the Panel consider will be provided to all Parties in advance of the 82

hearingc)The parties may be accompanied by a

representative, advisor or legal counsel at their own expense

d)The Panel may request that any other individual participate and give evidence at the hearing

20.4.7.1 After hearing the matter, the Panel will determine whether an infraction has occurred and if so what appropriate sanction will be imposed. The Panel's written decision, with reasons, will be distributed to all parties, the Case Manager and Ringette Alberta. The decision will be considered a matter of public record unless decided otherwise by the Panel

20.4.7.2 Where the Respondent acknowledges the facts of the incident, he or she may waive the hearing, in which case the Panel will determine the appropriate disciplinary sanction. The Panel may hold a hearing for the purpose of determining an appropriate sanction

20.4.7.3 If the Respondent chooses not to participate in the hearing, the hearing will proceed in any event

20.4.7.4 In fulfilling its duties, the Panel may obtain independent advice

20.4.8 Sanctions 20.4.8.1 The Panel may apply the following disciplinary

sanctions singly or in combination, for major infractions:a)Verbal or written reprimand;b)Verbal or written apology;c)Service or other voluntary contribution to

Ringette Alberta;d)Removal of certain privileges of membership;e)Suspension from certain Ringette Alberta

teams, events and/or activities;f) Suspension from all Ringette Alberta activities

disciplinary sanctions will commence immediately. Failure to comply with a sanction as determined by the Panel will result in automatic suspension until such time as compliance occurs

20.4.8.3 A written record will be maintained by Ringette Alberta at their head office for major infractions that result in a sanction

20.4.9 Criminal Convictions 20.4.9.1 A Member’s conviction for any of the following

Criminal Code offenses will be deemed a major infraction under this Policy and will result in expulsion from Ringette Alberta and/or removal from Ringette Alberta competitions, programs, activities and events upon the sole discretion of Ringette Alberta:a)Any child pornography offences;b)Any sexual offences;c)Any offence of physical or psychological

violence;d)Any offence of assault; ore)Any offence involving trafficking of illegal drugs

20.4.10 Confidentiality The discipline and complaints process is confidential involving only the Parties, the Case Manager and the Panel. Once initiated and until a decision is released, none of the Parties will disclose confidential information relating to the discipline or complaint to any person not involved in the proceedings

20.4.11 Appeals Procedure The decision of the Panel may be appealed in accordance with 16.0 Appeals Policy

21.0 COMPETITIONS POLICY21.1 Purpose Ensure Alberta teams attending Provincial Championships

(including Playdowns), or other high level competitions, attend and compete according to established rules

21.2 Applicability Any Alberta teams attending Ringette Alberta Provincial Championships (including Playdowns), Canadian Ringette Championships (CRC), Western Canadian Ringette Championships (WCRC), Alberta Winter Games(AWG), Canada Winter Games (CWG), or other high level competitions

21.3 Principles 21.3.1Each competition will have its own technical package.21.3.2Rosters must be approved by Ringette Alberta prior to

them being submitted to the governing body of the Championship / Competition for which the team intends to participate.

21.4 Requirements 21.4.1 Commitment to Attend Ringette Alberta Provincial Championships (including Playdowns) 21.4.1.1 All teams must submit a “Commitment to

Attend” declaration to Ringette Alberta in order to be eligible to participate in the

Ringette Alberta Playdowns and Provincial Championships.

21.4.1.2 The Commitment to Attend Ringette Alberta Playdowns and Provincials must be received by Ringette Alberta according to the deadline specified in 21.4.3 below and in the format prescribed by Ringette Alberta.

21.4.2. Commitment to Attend other Championships: 21.4.2.1 Alberta teams shall make their commitment to

attend these events as prescribed by the governing body of the championship or competition in question.

21.4.3 Timelines21.4.3.1 Teams must submit their Commitment to

Attend the Ringette Alberta Provincial Championships, including Playdowns, by December 15th of the current playing season. Payment for the Playdowns is due at the time the Commitment to Attend is submitted.

21.4.3.2 Payment for the Provincial Championship tournament itself will be due no later than 5 days after the team has been declared a qualified team through the Playdown process.

21.4.3Fees 21.4.4.1 The Provincial Championship Playdown fee and

provincials tournament fee are specified in Appendix A – Rates and Fees

21.4.4.2 Fees are non-refundable21.4.4.3 Ringette Alberta may pay the registration fee

for teams representing Alberta at Western Canadian and National Championships as Team Alberta, however, other fees may be levied as specified by the association hosting that Championship.

21.4.4.4 Teams representing Alberta may be required to purchase Ringette Alberta team wear as specified by Ringette Alberta

21.4.4Teams will follow the applicable Technical Package for the Championship

21.4.5Compliance and Consequences 21.4.5.1 When a Commitment to Attend the Ringette

Alberta Provincial Championship, including Playdowns, is not submitted on time, in the prescribed format, and with the required fee(s), the team is NOT ELIGIBLE to attend either the Playdowns or the Championship Tournament.

21.4.5.2A team that withdraws from Provincial Championship Playdown or the Championship Tournament after its Commitment to Attend has been submitted to Ringette Alberta will forfeit its Entry Fee(s). Further, due to the hardship and organizational difficulty a withdrawal would cause to other teams, the Championship organizers, Officials, Officials Assignors and Ringette Alberta, each member of the Team Staff, except any Junior Coaches, will be suspended from being a Team Staff member for the remainder of the current playing season and the subsequent playing season.

requirements and standards of Ringette Alberta’s Group Members to apply for club membership or maintain status as a member in good standing with Ringette Alberta

23.2 Applicability This policy applies to all current Ringette Alberta Group Members, and Group Members applying for membership with Ringette Alberta

23.3 Principles 23.3.1 Membership in Ringette Alberta is voluntary and a privilege.

23.3.2 When exercising the choice to become a member, members accept all the rights and responsibilities membership provides.

23.3.3 Group members will also operate in accordance with their own rules and operating procedures as well as Bylaws if registered under the Societies Act.

23.3.4 Good governance is the foundation to advancing the goals of Ringette Alberta and its Group Members

23.4 Requirements 23.4.1 Governance23.4.1.1 All Ringette Alberta Members will abide by

the By-Laws, policies, procedures and rules and regulations of Ringette Alberta
