1. Registration, Arrival And Check-in:

Register by Friday, October 4, 2019 to pay the early registration fee of $20 each for Webelos and Adults. The late registration fee of $25 per person be-gins on October 5, 2019 (for both Webelos and adults). EVERYONE must be regis-tered. Cost is the same whether camping overnight or not. Registration closes on Friday, October 11th. BSA policy states that Webelos scouts may participate in overnight den camping or district Webelos-Ree when supervised by a parent or guardian.

This registration information will be used to assign campsite locations and activity station rotations.

This registration fee includes the park rental fee, portal-a- john rental, a We-belos-Ree patch and program materials for the various stations.

On-site check-in for all registered leaders/parents will be between 5:30 and 8:30 PM Friday and between 8:00 – 8:30 AM on Saturday morning, at Webe-los-Ree Headquarters. If a pack is not going to arrive Friday night, please in-dicate this on your registration form. If your unit is going to leave Saturday night, make sure you indicate this on the final registration form.

Refund Policy: NCAC Cancellation Policy: There are no refunds for this event and the fees cannot be credited toward an-other event. This policy is true for any event with fees of $25.00 or less per participant/registrant unless stated otherwise. Please note cold or wet weather is not a valid reason to cancel the Webelos-Ree.

Staffing of Activity Stations:Webelos Leaders and/or parents are needed to staff these stations. Every pack is asked to contribute at least two adult on Saturday to help run an ac-tivity station. The activity stations are listed in Section 5. All materials will be provided. It is highly recommended that packs who have a preference on which activity station they would like to run to let Sarah Holliday, [email protected] or Nikki Kies,[email protected] know before the Webelos-Ree. Any pack not signed up to help with an activity station will be assigned an activity station when they check-in on Friday evening or Saturday morning. Campsite Assignment:Campsites will be pre-assigned based on the registration information. Packs will need to stop at the Webelos-Ree Headquarters when they arrive to get their campsite information. Space will be limited so packs are asked to limit

the number/size of items they bring. Campsites will be individually numbered with a marker. Please stay within your marked campsite area when setting up equipment. If there is a problem with your assigned space, please let Ad-ministration know.

FOOD: Each pack is responsible for bringing their own food during the Webelos-Ree. This should include Saturday, Breakfast/ Lunch/Dinner, and Sunday, Break-fast. Friday night Webelos should eat before coming to the Webelos-Ree.

Traffic Control and Parking:Please follow the gravel road behind the maintenance building and continue down the gravel road to the Webelos-Ree HQs at the far end pavilion. Please drop your equipment and immediately remove your vehicle from the road, as other individuals will need to use the road to drop off their equipment. Packs are encouraged to car pool as much as possible and arrange to have as few cars as necessary remain at the parking site. Parking areas will be marked with signs. Trailers are not allowed on the field.

Check-In Procedures: Everyone in camp must be registered. At the Cracker Barrel on Friday Night, one adult leader from each unit should attend and bring a list of adults and Webelos with them to the Webelos-Ree Head-quarters. At the Cracker Barrel, the adult leader will receive an information packet which will include the schedule for this event and information on the station your pack will assisting with on Saturday.

Late Arrival and Early Departure: If a unit is not going to arrive Friday night or is leaving on Saturday night, please indicate this during registration.

Check-Out Procedures:After you have cleared your campsite of all unit and personal gear, police the area and thoroughly extinguish any fires. Please notify the Webelos-Ree Headquarters when you are ready to depart. All units should be out of camp by 10:00 AM on Sunday.

2. General Webelos-Ree Information: Leadership:

BSA policy states that Webelos scouts may participate in overnight den camping or district Webelos-Ree when supervised by a parent or guardian. "When staying in tents, no youth will stay in the tent of an adult other than his or her parent or guardian.”

Emergency Contact:It is recommended that units should have access to several cellular phones, which could be used as a primary contact for members of their pack.

First Aid & Emergency Medical:The First Aid Station will be set up near the Camporee HQ area and will be marked with a prominent sign. All injuries, even minor ones treated in the campsite, must be brought to the First Aid station personnel for treatment and/or recording.

Parental Authorization:In case of serious injury or illness requiring emergency medical services or hospital treatment, BSA Medical Form Parts A and B and signed by a parent or guardian are required, along with a copy of insurance card. This form must be accessible to the adult leader/leaders at all times. If a Scout is brought to the First Aid Station for any type of treatment, his parental authorization form should be available for review by the medical staff. Every participant (both adult and Scout) must provide completed BSA Medical Forms Parts A and B to their adult leader.

3. CAMPING GUIDELINESPratt Park is a very well-maintained field area. Here are some specific rules established by the Parks and Recreation department:

•• Only above-ground fires in metal fire-pits are permitted. Fires should never be unattended.

Do not scorch the ground. To help prevent scorching the ground please put tin of some type under your fire-pit.

Please ensure your fire-pit is at least 4” off the ground. Any damage to the field will result in the District losing their

security deposit.

•• NO DIGGING

•• When entering the park follow the gravel road behind the park mainte-nance building past the fields to the Webelos HQ and check-in.

•• This is a field used by many people and teams, please take all tent stakes with you.

•• Park only in the approved/designated parking areas. Webelos parking will be at the far end of the park past the Webelos HQ to the left of the gravel road. Signs will be posted designating parking areas.

•• All trailers must be parked in the parking area. Packs may pull up next to the field to unload their trailer and then park the trailer in the parking area. At no time are trailers allowed on the field.

Ground Conditions:The camp sites will be in relatively flat grassy areas with limited tree cover. There are low spots, in the event of rain sites may become muddy. Protect your tents by bringing sturdy ground cloths/tarps and protect your body by bringing foam pads or air mattresses for a good night's rest.

Natural Habitat: No trees, shrubs, or bushes will be cut within the camping or neighboring ar-eas. Wood that has fallen from trees may be burned.

Ground Fires:Packs need to bring their own stoves, grills and fuel for cooking. Charcoal and propane are recommended. There is some dead wood on the ground, but this is limited. Packs will have to bring their own firewood for campfires. All campfires must be above ground (fire-pits at least 4” off the ground with ground protected). No digging of fire pits is allowed. Packs should plan to bring their own fire pits to use in their camping area.Campfires must not be left unattended and must be extinguished before retiring for the night.

Campsite Inspection: There will be a campsite inspection during the We-belos-Ree by District Personnel. This will count toward the Commissioners Cup Award along with camp gadget, gateway (tribal banner), and scout spirit.

Availability of Water:There is a water spigot available near the Webelos pavilion. This will be the sole source of water. You will need to carry water to your site. It is highly recommended that you bring additional water. Each pack may wish to bring an initial supply of water with them, and then refill their jugs as needed. This will help prevent an initial traffic jam at the spigot during unit arrivals. Washing of dishes at the central water location is prohib-ited.

Canteens or water bottles should be carried during the program on Saturday, as drinking water will not be available in the program areas. Proper hydration is critical to keeping participants healthy. To avoid the serious consequences of dehydration, ensure everyone regularly consumes water, especially as they travel to and from program areas and while in the areas.

Latrines:Porta-a-johns will be available at convenient locations around the Webelos-Ree/ Camporee areas. Please respect them and keep them clean. NOTE: There will be a designated FEMALE ONLY latrine. Respect that. Trash:Every pack should bring a supply of plastic trash bags to securely bag their own trash. Please keep the campsite clean and do not leave bags of garbage unattended; wild animals and birds love unattended garbage. PLEASE PLAN TO TAKE YOUR TRASH WITH YOU WHEN YOU LEAVE.

4. WEBELOS-REE RULES

All Webelos must have a parent or guardian with them for this event. Adults should accompany the Webelos to opening, closing, campfire and events on Saturday.Pick-up Trucks: BSA regulations state that Scouts may not ride in the back of pickup trucks. This rule will be strictly enforced at the Webelos-Ree.

No Flames in Tents:Cooking or lighting with OPEN FLAMES of any kind are not allowed in any tent. Electric battery lanterns and flashlights are recommended.

Proper Uniform:It is highly recommended that Webelos wear a Pack T-Shirt (Class B uniform) during the day on Saturday. Many of the activities will require the Webelos to get dirty. The official scout uniform should be worn for the Saturday night campfire.

Discipline:Webelos Leaders/parents will be responsible for the behavior of their Webe-los at all times. Webelos Leaders/parents who are not helping in the events should circulate with their Webelos during the activity stations

Quiet Hours:

All units will be subject to quiet hours and lights out from 10:00 PM to 6:30 AM. Leaders are responsible for enforcing quiet hours and lights out. Be at-tentive – do not make another unit’s leader discipline your Webelos.

No Alcoholic Beverages:No alcoholic beverages of any kind are allowed at the Webelos-Ree.

No Firearms: For safety reasons, firearms, pellet guns, BB guns, bow and arrows, or sling-shots of any kind are not allowed at this Webelos-Ree.

No Fireworks:Absolutely no fireworks are permitted.

No pets or animals

No electronic equipment (e.g., tape or CD players, televisions, elec-tronic games, cell phones, gameboys, play stations, etc.) We come to camp and to enjoy the outdoors. Please leave all electronic de-vices at home.

No SiblingsYounger siblings should not be brought to the Webelos-Ree.

5. WEBELOS PROGRAM INFORMATION:

Two or more small packs may be combined during participation in stations to help make competition fair and equal. Each pack/group will be given a rota-tion schedule for activities at the Cracker Barrel on Friday evening. There will be six stations each lasting 45 minutes. Packs/groups will participate in three stations in the morning and three stations in the afternoon.

Activity Stations:There will be activity stations for packs to participate in during the day on Saturday. . The activity stations will cover various requirements from Cast-away, Into the Woods and Into the Wild Electives.

Commissioner’s Cup: The Commissioner’s Cub will be awarded to a Webelos unit based on an overall pack score. This score is a combination of the campsite inspection, camp gadget, gateway (tribal banner) and scout spirit. Don’t forget to bring a camp gadget (ie., handwashing station, lantern holder, etc.)

Iron Chef Contest: Pack’s wishing to participate in the Iron Chef Contest should bring their prepared item to the Webelos-Ree HQ by 6:15 pm. All items must have been prepared at the Webelos-Ree site on Saturday. This year, the item should be dessert only.

Desserts may be prepared in a dutch oven, foil pack or other camp cooking technique. For this competition Webelos scouts should do the planning and cooking of the item. Adults should be there to guide and supervisor only (adults are permitted to work with the fire or stove). There will be an award given to the winning unit.

JAMBOREE ON THE AIR (JOTA)We will have a Ham Radio set up to participate in Jamboree-on-the-Air (JOTA). JOTA is an annual Scouting event that uses amateur radio to link Scouts around the world, around the nation and in your own community. Held on the third full weekend of October each year, this worldwide jamboree requires no travel, other than to a radio amateur’s ham shack. All scouts need to have completed their Cyber Chip to participate.

When Is It? There are no official hours, so you have the whole weekend to make JOTA contacts. The event officially starts Friday evening and runs through Sunday morning.
