OVERVIEW

Civil Projects

The recent good weather has allowed civil works to progress at a good rate. Major projects like Connors Road, Milton/Henman roundabout, Milton Street rehabilitation and Paradise Street (Bridge to Archibald) are advancing. Project costs associated with Connors Road are being closely monitored due to potential contract variations resulting from service alterations.

Urban Shoulder works and street reconstruction at Mengel, Paulette and Podosky Streets have commenced. This month saw the start of construction works on Shakespeare Street and the completion of the Bridge road rehabilitation.

It should be noted that the expenditure graphs currently do not reflect any carry forward funds however the forecasts reflect expenditure based on both actual expenditure, budget and potential carry forward totals.

Civil Operations

All Civil Operations teams are continuing to take advantage of the drier weather throughout July, with good outcomes being achieved on roads and drainage maintenance activities.

The unsealed roads maintenance teams are undertaking natural disaster restoration together with maintenance activities. Line marking activities have been completed in the city business areas, with re-lining to parking areas.

The NDRRA (natural disaster restoration) team is working overtime to programme and deliver the restoration works together with our Civil Projects teams in order to meet the June 2014 deadline. New management arrangements for the NDRRA Programme have been put in place. The team is working closely with the Queensland Reconstruction Authority on approvals, reporting, auditing and acquitting requirements.

Technical Services

Ongoing delivery of the Capital Works Program for the 2013/14 and 2014/15 financial years and Saturation Damage Design projects for the 2010/11 and 2012 NDRRA events continues on program. In addition staff are participating in, generating and delivering projects under a number of programs from internal demands as well as other externally funded programs such as the CBD revitalization, Public Realm strategy and Active Towns program. The Bridge/Milton intersection upgrade to traffic signals has been designed and will change direction to a dual-lane roundabout.

Parks & Environment

A successful opening of the Meadowlands Amphitheatre facility was achieved in conjunction with the Rock Pop Mime performance. Community submissions on the draft Blacks Beach Spit Management Plan were recieved until 5 July, with comments being compiled and assessed.

Unactioned tree requests have more than halved compared with July last year. In July a diverse range of customer requests were signed off and compliments received.

Planning for delivery of the Edward Lloyd Park project has commenced. The proposed timeline is as follows:

Concept plans completed. Community engagement will commence to inform stakeholders on progress – 3 September 2013

Completion of construction design plans – 1 October 2013

Inform wider community of project (indicative time frames etc) and update Council on the outcomes of engagement prior to ‘going to tender’ – 5 November 2013

Out for open tender submissions –12 November 2013

Award tender – January 2014

Start project – early February 2014

Practical completion - early May 2014

Emergency Management

Emergency Management staff attended the 2013 LGAQ Disaster Management Conference in Brisbane and were joined by the Mayor, Deputy Mayor and Cr. Paul Steindl. The conference was held to debrief and highlight the lessons learnt from the 2013 storm season and to share knowledge and experiences on what worked well and what were some of the issues that needed improvement.

Emergency Management staff continue to monitor advice from Biosecurity Queensland regarding properties near Mackay that have been identified with a serious exotic weed - Red Witchweed (striga asiatic).

Emergency Management staff assisted Emergency Management Queensland (EMQ) officers conduct a State Emergency Service Equipment Condition Audit.

Comments

The current forecast exceeds budget due to carry overs from previous years which are not yet finalised. The program is currently tracking well for delivery of the capital program for 2013/14.

 

Boat Ramps

Comments

The 2013/14 program includes $90K for boat ramps at Shoal Point and Midge Point and also includes a potential contract variation of $30K forecast for Constant Creek.

Bridges

Comments

Carry overs from 2012/13 for East Funnel Creek are yet to be added to the current year’s budget. East Funnel Creek is well underway with completion expected in September/October. Design works are still being completed on the other bridge projects so they have been forecast to occur at the end of the financial year.

 

DDA Compliance of Bus Shelters

Comments

The current DDA agreement with the Department of Transport and Main Roads (DTMR) is complete. Council has a submission with TDMR for additional funding for DDA compliance of bus stops. Should this funding be approved Council will provide matching funding to continue with the DDA compliance program. The above expenditure relates to works undertaken in the later period of 2012/13 and accounted for in 2013/14.

Drainage

Comments

The 2012/13 carry over budget does not show on the above graphs as this is still being finalised. The construction of the open drain downstream of the Bold Street culverts at Walkerston was delayed last financial year due to saturated conditions. This has now commenced and represents the over expenditure (this will balance when the carryovers are processed). Expenditure of the full drainage program is expected.

 

Footpath and Bikeways

Comments

The 2012/13 carryover budget does not show on the above graph as this is still being finalised. Several projects were underway at the end of the financial year and will be completed early this year. This includes Bucasia Esplanade and Malcomson Street. Full expenditure is forecast.

Comments

Full expenditure is expected for the current financial year. The Nelson/River Street roundabout was carried over from last year and this carry over has not yet been included in the budget. This project may be delayed until the new calendar year to allow completion of the adjacent high rise construction.

Pavement Improvement

$1.7M of the funds in this 2013/14 financial year is for the Shakespeare Street rehabilitation. This work is currently underway hence the expenditure in the first half of the financial year.

Traffic and Road Safety

Comments

The 2012/13 carryover budget does not show on the above graph as this is still being finalised. These projects have been programmed for the latter half of the year as they are less susceptible to wet conditions.

 

Trunk Roads

Comments

The 2012/13 carryover budget does not show on the above graph as this is still being finalised. The two major projects are the completion of Connors Road and the construction of the Archibald / Connor / Paradise roundabout. Tenders for the latter are currently being evaluated with construction to start later in the calendar year. The forecast graph includes an allowance for the full final cost of Connors Road rehabilitation.

Unsealed Council Road Maintenance

Comments

Shoulder grading and formation grading activities have been undertaken across the region in conjunction with NDRRA restoration works to unsealed roads.

Mowing and slashing has been undertaken in rural areas including Munburra – Sunnyside – Balberra – Marian – Mt. Vince – Victoria Plains – Chelona – McEwan’s Beach – Bakers Creek – Racecourse – Ooralea – Walkerston – Palmyra

Street Cleaning

Comments

Cleaning in the City Centre area is continuing in line with contractual arrangements –some additional cleaning will be completed post completion of works associated with the NBN Project. Street sweeping in all areas has been completed as per the street sweeping program.

Open Drainage Maintenance

Comments

Dry weather has provided ideal conditions for programmed drainage maintenance activities – in particular, works have been completed at Park Drive, Burton Street and Bundesen Avenue – Nielsen Parade Midge Point.

NDRRA Restoration Works

Overview

The overall NDRRA program is at 64% complete to the end of July 2013. The program is scheduled to reach practical completion in June 2014, weather permitting, with final acquittals being completed by September 2014. A whole of program review and the quarterly report was completed in the period. The NDRRA Team is continuing to work closely with the Queensland Reconstruction Authority (QRA) to ensure delivery of the program within agreed timeframes and funding allocations. Mark Hayes from Aurecon has been appointed to manage the NDRRA Program.

Total Natural Disaster Recovery Project Overview

Comments

The recommended value will increase to in excess of the estimated cost to complete once all approvals have been processed by QRA for the 2012 event submissions.

64% complete for whole of program.

2010 Event Natural Disaster Recovery Status

Comments

2010 event has reached practical completion with only the off maintenance contractual obligations and funding agreement acquittal outstanding. The project was delivered $39M under approved funds due to cost efficiencies achieved through joint delivery and the transfer of some projects to the 2011 event.

The exception is Heinrich Street for which an extension of time has been sought.

2011 Event Natural Disaster Recovery Status

Comments

The forecast estimated final cost is currently $5.5M under the approved funding predominately due to the RPO Contract finalisation and reapportionment of costs and economy of scale efficiencies achieved through the packaging of 2010, 2011 and 2012 works.

2012 Event Natural Disaster Recovery Status

Comments

Once remaining approvals are finalised by the Authority, the total recommended values will be shown bringing the whole of program outcomes into true perspective. The NDRRA team are working closely with the Authority to respond to queries and finalise the approvals. A number of submissions are still being finalised by the NDRRA team.

Active Towns Program: Evaluation

‐ Evaluation report has been submitted to Transport and Main Roads. It is noted that Mackay Regional Council is the only Council in the trial to date that has complied with its reporting obligations and that Main Roads are impressed.

A Community Day was held at Far Beach in partnership with Pioneer Catchment and Landcare Group, Reef Catchments and Conservation Volunteers Australia on Saturday, 6 July.

Volunteers removed invasive weeds from the frontal dune at Ball Bay on Saturday, 13 July. Mother-of-millions weed was the target of efforts.

A working bee was held Eimeo on Saturday, 13 July. Volunteers targeted the invasive weeds Mother-in-law's tongue, Guinea Grass and Goosefoot vine.

Planning work was undertaken and materials ordered for a fencing project at Slade Point Reserve. Met with new bushland weed control specialists regarding weed control at Slade Point Reserve. 2013/14 priority projects are currently in the planning phase.

Habitat Restoration Team Activities

Fencing was reinstated at the Gooseponds following the recent Fishway construction project and repairs were made to hind dune fencing at Slade Point Reserve. Signage was also erected.

Weed control was undertaken on the Bluewater Trail, Janes Creek, Blacks Beach, Sandfly Creek Environmental Reserve and Lamberts.

Revegetation was watered at Far Beach, Blacks Beach and Sandfly Creek Environmental Reserve. A new system of water filled tree guards are being trialed at Bucasia. The tree guards release water

slowly over a period of week allowing the time between waterings to be increased. The tree guards hold up to 16 litres of water. The team refilled the tree guards with water.

Assisted with various activities as part of the Swayne St Makcay Natural Environment Centre (MNEC) upgrade.

A turtle was buried at Shoal Point.

Marine Beach Teams (Sarina and Mackay) Activities

Debris was removed from Town Beach. Fencing was undertaken at Haliday Bay to stop turtles nesting in the new swimming enclosure and

getting trapped. Revegetation was watered at Shoal Point and Finlaysons Point. Net weights were made for Seaforth Swimming Enclosure and maintenance was undertaken on

McEwens Beach, Seaforth, Bucasia and Haliday Bay enclosures. Weed control was undertaken at Haliday Bay, Louisa Creek, Plane Creek, Jacksons Creek, Grasstree

Beach, Campwin Beach, Sarina Beach, Freswater Point and Half Tide Beach. Dead turtles were buried at several locations including Midge Point and North Harbour Beach. Beach accesses were repaired at Shoal Point, Midge Point, Armstrong Beach and Salonika Beach. Repairs were made to the sand ladder/boat ramp at Slade Point. Fires were extinguished at Far Beach and Lamberts Beach. Fencing was repaired at Plane Creek. Nursery tasks were undertaken including repotting plants and repairing drippers.

Discussed illegal dumping with Waste Services staff in order develop a procedure for managing waste dumping and identifying current hotspots.

Investigated illegal camps in Sandfly Creek Environmental Reserve. Investigation of green waste dumping at various sites. Investigated illegal vehicle access at various sites including Shoal Point beach. Warning notices were issued for storage of landscaping materials and tree clearing on council land in

Andergrove, interference with street trees at Ooralea, an illegal structure in Blacks Beach, storage of vehicles and trailers on Crown Reserve in Blacks Beach.

Investigations have commenced and a warning letter issued regarding removal of foreshore vegetation, illegal vehicular access, illegal dumping and lighting of fires at Salonika Beach.

Compliance notices were issued for several instances of tree clearing at Blacks Beach. Warning/compliance notices were issued for waste dumping at various sites including Wilsons Park

Andergrove, Marryatt St Park West Mackay, Jubo St Andergrove, Brake St North Mackay, the water tanks off Reservoir Road North Mackay, Wellington St Mackay and Malone Drive Walkway Andergrove.

Warning notices were issued regarding greenwaste dumping, illegal acces and erection of structures adjacent to Renae St Andergrove.

Investigation of illegal dumping in Delachantos Rd Park Hampton. Details of illegal motorbikes and quad bikes at Shoal Point were passed on to police for investigation.

Volunteers Removed Weeds at Ball Bay Eimeo Volunteers and their Weed Haul

Work progressed on the Swayne St (MNEC) redevelopment project including installation of irrigation system.

Investigation of illegal camp site and Sandfly Creek Environmental Reserve. The Significant Tree Study was adopted by Council and is now available from Council's website. Comments were provided on the draft Mackay Regional Planning Scheme. Discussions were held with Waste Services staff to discuss approaches to illegal dumping. Application submitted for 3 trainees for the section. Discussions were held with Pioneer Catchment and Landcare Group about the development of a

Memorandum of Understanding in relation to the Swayne st depot (MNEC). Community submissions on the draft Blacks Beach Spit Management Plan were recieved until 5th July.

Comments were compiled and assessed. Two school activities were held. The Shoreline Erosion Management Plan was presented to Council. Further details on indicative

costings were requested. Extensive damage to coastal land during adjacent development was investigated at Bucasia/Shoal

Point.

Damaged Shade Sail, Melba Park Testing Circuits, New Meadowlands Toilets

Public Amenities

Highly offensive graffiti was cleaned up and painted over at Tourist Information Centre and Gillhams Park amenities. The next night the Information Centre amenities suffered a substantial graffiti episode, obviously from the same offender, almost the entire interior of amenities had to be repainted.

Metal security gates at Seaforth amenities were replaced due to corrosion, new gates were painted to match original.

Following the weekend of the 27 and 28 July, substantial graffiti was cleaned and painted at Quota Park, Anniewood, John Breen and Queens Park amenities. All done by the same artist and all highly offensive.

RCD checks were completed on amenities in Sarina, Pioneer Valley, Northern beaches and Midge Point.

A cubicle door was repaired and rehinged at Mulherin Park amenities. A damaged light was replaced and door lock repaired at Eimeo Esplanande amenities. Facia and trim on the Eimeo amenities were repainted to match with new unisex disables and

parenting cubicle recently constructed. A sharps container was replaced at the Jubilee Park amenities.

Park Furniture

Works on replacing cracked, damaged and subsiding concrete paths at Gillam Park continued this month. Approximately 30m of path was replaced.

Timber table top at George Moore Park was replaced and painted. An old timber park bench seat was removed at Willetts Rd Gooseponds and replaced with a new

aluminium bench seat. Concreting around taps and drinking fountains was completed at Victor Creek, Seaforth Esplananade

and Haliday bay as requested by maintenance crews. Slat screens in the top of the picnic shelter at Camilleri St Park had to be rebuilt following vandalism. Two trip hazards in concrete path at the Gooseponds were cut out and new sections of path

constructed. There were fifteen repairs to park log fencing and gates during the month.

Mackay Regional Botanic Gardens

Horticulture

Meadowlands

Final works to all phase 2 elements of the Meadowlands development were completed by 26 July, except finalising an approved solution for the holding tank for the amenities block.

27 July - Mackay Host Lions Rock Pop Mime was held and the facility was officially opened by Mackay Mayor Cr Deidre Comerford. The event was attended by approximately 3000 people with 13 schools participating. The Rock Pop mime event was well attended with around 5,000 people visiting. After the official opening of the venue by the Mayor Deidre Comerford, the Lions organised event went without a hitch.

The parking was orderly with marshals assisting drivers, but there are concerns for future plantings with compacting of the soils if such parking is allowed to continue with further permanent parking for large events to be developed. The large crowd was easily accommodated on the terraces and slope. Many Council staff and Mackay Host Lions members worked together to make the event a success.

Horticulture and Site Works

Much of this month was consumed by "off-season" tasks such as formative and remedial pruning, hand watering of newer plantings, mulching and pressure cleaning of paths.

Formative pruning was continued in the Regional Shade Trees arboretum and much remedial pruning was carried out in the older areas of the gardens, either side of the train line, with a lot of deadwood and some dead trees removed.

There were several SGAP working bees this month in which staff also participated to prepare the older areas of the Gardens for the ANPSA conference tour in August. These areas were originally planted by SGAP, Mackay branch up to 17 years ago and SGAP has maintained a continued role in their further development and maintenance ever since.

Earlier in the month 2 days of planting were put aside to plant 100 plants in the Living Collection. A new area of garden, to extend the lower portion of the Regional Shade Tree collection, was prepared

for planting later in the year. In preparation for the opening of the Meadowlands Amphitheatre a solid week of all hands on deck

work was put towards final preparation of the area for Rock Pop Mime, the venue's first event. General site maintenance tasks such as litter collection and blowing down of paths continued as

normal, while other usual task such as mowing, snipping, general weed spraying, were wound back with the reduced growth of this time of year.

Community Engagement

Gardens Friends and SGAP Mackay

31 July - six members of the Society for Growing Australian plants, Mackay Branch (SGAP Mackay) were on site for varying periods between 7.30am and 12 noon, MRBG staff members had already been working in the forest prior to the Wednesday, removing and mulching dead trees as necessary and were to spend all of Wednesday working on preparations for the long-awaited Australian Native Plants Society - Australia (ANPSA) visit. Washing signs and plant labels, weeding and watering both south and north side of the railway line was undertaken by four members while the other two identified trees to replace old or place new plant labels.

5 June to 7 July - Walking to Bob Moses Creek Exhibition, by artist Pam Finlay was June's exhibition in the Lagoons Gallery. In July 2011 a significant cultural event was presented in Bowen - “Behind the Cane”, a Queensland Music Festival Production, told the story of the origins of the Australian South Sea Islander Community. The event was performed by a cast of 120 people from the Whitsunday Region. This performance of musical theatre brought to life the Australian South Sea Islander story in dance and song. At the end of the production cast members walked to Bob Moses Creek. As history has it, Bob Moses was an elderly man who was a wonderful fisherman from the islands. This was his favourite fishing spot. This place holds a special place in the hearts of the Australian South Sea Islander people of Bowen. The artist aimed to express the affinity the Australian South Sea Islander members of our community have with their environment and share this exhibition as part of the 150th celebrations of the Australian South Sea Islander community in Mackay.

July 10 to August 4 - “THE JOURNEY", an Exhibition by ART WHITSUNDAY gave artists in the Art Whitsunday group the opportunity to explore their chosen medium and interpret the theme, 'THE JOURNEY', in their own individual style. Art Whitsunday has a diverse range of artists including painters, sculptors, paper-making artists, photographers, potters, print makers, woodworkers and mixed media artists and this presented a rich display of personal 'JOURNEYS' of the individual artists.

Public Events/Displays

12 July - "The Art Walk" was a Special Free Friday Guided Walk. Visitor Services Officer Maya Harrison lead participants down the MRBG's paths to see a variety of artwork and features on the site. Artworks featured on this tour included works by two renowned artists - Christopher Trotter's metal sculptures titled 'Life Forms' and 'Stag Forms' and Rick Wood's 'Pacific Edge to Fossil Beds Strata Totems' - a ceramic sculpture donated to the MRBG by Rick and Leonie Wood. Paintings, prints and other sculptural pieces on display in the Meeting room and the Administration building were also included in the walk The walk included the current exhibition in the Lagoons Gallery "THE JOURNEY" by Art Whitsunday.

8 July - Birdlife Mackay held their AGM in the Meeting room July 8. Birdlife Mackay undertake monthly bird counts in the MRBG at a variety of locations and will be monitoring for any impacts on birds as part of the Meadowlands Amphitheatres Festivals and Event Guidelines.

18 July - Maya also leads Guided Walks for small groups by appointment and such a group was Northview Aged Care. 7 people with different degrees of mobility participated in a short walk and talk and also took in the creature display set up for multiple schools visit later in the day.

Free Friday Guided Walks continue to be available every Friday and numbers can be one to a few or none at all. Gardens Friends volunteer guide Margaret Lane continues to conduct these guided walks on a regular basis.

Plant-ed Education Program/School Holiday Activities/Small Explorers

Held during the June / July school Holidays, Pam Finlay, a mosaic artist, and Visitor Services Officer Maya Harrison conducted mosaic workshops during the school holidays for school aged children. During the two hour sessions, children are creating mosaics of butterflies, leaves, birds, flowers and lizards that will fit into the wall spaces of the Botanic Gardens "Under the Banyan PlayGarden". The finished mosaic works were not taken home by the children, but instead are 'birthday presents' for the MRBG.

5 July - children and adults from Bucasia Helping hands Vacation Care program visited the botanic gardens on for a Special Free Friday Guided walk, just for kids. They were introduced to many aspects of the MRBG - a leaf hunt in the Tropical Shade Garden, Bungee Jumping caterpillars on the Tree Omphalea, some bush tucker, bird watching, playing Bocce in the Malta Garden and of course the Harlequin Bugs in the Screens and Hedges Garden, before finding dinosaurs and footprints of the same in the Coal Garden. There was a lot to see, investigate and talk about and the adults relayed that the children talked for days about their visit.

11 July - Forty five Year 2 children from St. Joseph's Primary School participated in an educational session at the MRBG. They were to explore the collection to discover living and non-living features and to examine nature's life cycles. A display was set up in the meeting room with lots of different creatures to showcase to children a variety of lifecycles, including macro - invertebrates. A variety of living things were discovered during the walk and the children were able to use not just their visual sense, but also their sense of smell, touch and hearing. The life cycle of the Common Grass Yellow Butterfly as evident on the Breynia bushes with small white eggs and a range of tiny green caterpillars discovered amongst the leaves. Lots of discovery in the meeting room display and great excitement as creatures were found amongst the Native Hibiscus.

22 July - Small Explorers: Fun and educational opportunities for toddlers and kindergarten aged children 18 months to 5 years held monthly. Maya Harrison took children on a walk along the lagoon edge and all sorts of birds were matched with the Bird Bingo sheets. The session included story reading and everyone enjoyed making a clay bird complete with feathers to fly home.

During Mackay's Festival of Arts, schools from outlying districts take the opportunity to come and visit/camp in Mackay. 100 children from schools including Clark Creek, Kilcummin, Surprise, Nebo, Valkyrie, and Banana spent hours exploring the MRBG in a variety of ways. This included a 'Creatures' display with books and games in the meeting room, a 'Leaf hunt' in the Tropical Shade Garden, old fashioned games on the Malta Lawn and bird watching on the Lagoon Lookout and Gymnosperm decks.

27 July - Rock Pop Mime was the first event to be staged in the Meadowlands Amphitheatre and during the week prior all schools participating schools took the opportunity to rehearse in the new venue.

EMERGENCY MANAGEMENT

Overview

Emergency Management officers were joined by the Mayor Cr. Deirdre Comerford, Deputy Mayor Cr. Kevin Casey and Cr. Paul Steindl when they attended the 2013 LGAQ Disaster Management Conference in Brisbane on 9 and 10 July 2013.

The two day conference included a tour of the State's disaster management facilities in Kedron, a debrief and discussions on lessons learnt from the 2012/13 storm season, opportunities to meet with key stakeholders, such as the Bureau of Meteorology, and visit trade displays showing the latest technologies in flood warning stations and other systems to assist in disaster management.

Attendees also had the opportunity to hear from Medal of Gallantry and Victoria Cross recipient Corporal Benjamin Roberts-Smith who spoke about how he was awarded the Medal of Gallantry in 2006 and the Victoria Cross of Australia Medal in 2010. The speech focused on the importance of training, working as a team under stressful and trying conditions and the ability to be flexible in planning to be able to adapt and achieve goals in a changing situation.

Council's Emergency Management officers assisted EMQ staff with SES Equipment Condition Audits within the nine (9) SES Groups. This is the first condition audit of SES equipment for approximately five years, and it is intended that future audits be conducted on an annual basis.

Community Education

The Emergency Management Team continues to support and promote community disaster awareness education, community preparedness and resilience.

Initial planning is underway for this year's Cyclone Saturday which will be held on 2 November at Caneland Central.

Initial discussions have been undertaken to promote the Emergency Action Guide using a bus as a mobile billboard for storm/cyclone season (October 2013 to April 2014).

Disaster Coordination Centre

The Disaster Coordination Centre remains in a state of readiness and can be activated on short notice as per the standard operating procedures.

Emergency Management Website

The website continues to be updated and maintained by the Emergency Management staff.

Review of Queensland Flood Commission of Inquiry Recommendations

Work continues on adopting the Queensland Flood Commission Interim and Final Recommendations.

Mackay Local Disaster Management Group

The Mackay Local Disaster Management Group last met on 25 February 2013.

The next scheduled meeting is 12 August 2013.

Operations

Red Witchweed Advice was received on 17 July 2013 from EMQ advising that Biosecurity Queensland had identified a property near Mackay with a serious exotic weed - Red Witchweed (striga asiatic). At this stage the operation is expected to run for a number of weeks and is focusing on surveillance to identify the scale of the infestation. Four properties have been placed under movement restrictions and no equipment, soil or plant material is allowed to be moved on or off the property without approval. A fifth property is being surveyed, however no plants have been found on this property to date. Biosecurity Queensland has teams deployed to investigate and undertake control measures. A control room has been set up in the Department of Primary Industries offices at 30 Tennyson Street, Mackay and the team leader is in regular contact with Council's Emergency Management Officers to provide updates. If uncontrolled the weed could pose a serious threat to the local sugar industry. At this stage Biosecurity Queensland are managing the matter without the need for LDMG resources and as such Council/ LDMG Officers are monitoring the situation. An issue going forward will be whether the affected properties are allowed to harvest crops.

Planning - Mackay Local Disaster Management Plan and Operational Plans

The Mackay Local Disaster Management Plan was audited on 22 July by QPS, EMQ and Council

and was found to be mostly in "good practice" with some areas requiring review.

Council received the final version of the Queensland Public Cyclone Shelters Operations Guidelines and the Operations Manual which was written specifically for the Northern Beaches Public Cyclone Shelter (NBPCS) on Wednesday 31 July. Council is now working to finalise its internal plans and has arranged necessary training for staff who have nominated to work in the NBPCS for September 2013. Council officers are continuing to negotiate an agreement with the Department of Education Training and Employment in relation to the use of the Public Cyclone Shelter and Places of Refuge.

Work on an Interim Evacuation Operational Plan continues.

An internal meeting of Council staff was held early in the month to review the 2012 Emergency

Action Plans (EAP's) from SunWater for Kinchant, Eungella and Teemburra Dams. The 2013 EAP's are expected to be provided to Council in August where Council will then have 10 business days to provide feedback to Sunwater.

Projects / Mitigation Strategies

A number of Projects and Mitigation Strategies are currently being either assessed or undertaken. Emergency Backup Generator Projects The following progress was made on the generator projects:

The emergency backup generators at Sarina Administration Office, Mirani Administration Office and Seaforth Community Hall have now been commissioned and are available for emergency power generation at these facilities.

Installation of the Gordon White Library backup generator is scheduled for commencement in 2013/14.

Installation of the Eungella Community Development Hall backup generator is scheduled for commencement in 2013/14.

The provision of emergency backup power to these facilities will assist in disaster response, recovery and enhance the business continuity capability of Council.

The projects are being funded out of the Disaster Response Levy.

SES Facility Upgrades

As part of the upgrading of SES Facilities throughout the region, regular meetings of Council and SES Officers is being undertaken, the last meeting was held on 3 June 2013. The next scheduled meeting is 27 August 2013. Ness Street SES Facility A working party to discuss design and preliminary works has been established to enable construction of Stage 1 to commence in 2013/14. A staged concept plan and building replacement program is being developed to enable business continuity during the demolition and reconstruction stages of the facility. Internal discussions are still occurring as to when this project will be started. Sarina SES Facility Civil earthworks have been completed and plumbing quotes have been obtained during July. Under slab drainage and pouring of the concrete is now scheduled for September.

Finch Hatton SES Upgrade The project is continuing with the shed slab and external concrete works being completed in July. The shed has now been erected and internal fit out works will commence in August. The project should be completed by the end of September.

Training

Emergency Management Officers attended a Department of Energy and Water Supply (DEWS) Workshop on guidelines for Emergency Action Plans (EAP's) and what feedback the Department was seeking. Council will be asked to review EAP's against the Local Disaster Management Plan (LDMP) for consistency and provide feedback to the Referable Dam Owner. Under new legislation, the Chair of the LDMG may review the EAP within ten (10) business days from the date of receiving the EAP's. Council is expecting to receive EAP's from Referable Dam Owners over the coming months.

COMMUNITY ENGAGEMENT

Parks & Environment

Community Engagement for Blacks Beach Spit Management Plan was completed on 5 July. The comments and feedback were compiled and detailed on how and if they could be considered with the management plan updated. An overview was presented of the feedback to councillors.

A draft engagement plan for community consultation on the draft Town and Far Beach Plan was commenced. It will be forwarded to Council for approval and release in the near future with the consultation expected to start later this year if approved.

Civil Projects

Shakespeare Street rehabilitation project commenced in July. Extensive engagement and consultation was undertaken prior to the construction and will remain ongoing with one-to-one meetings, monthly project updates and general information being distributed via media, council’s website and facebook page.

Paradise/Henman/Milton project is progressing well with works being carried out on Milton Street as well as ongoing works occurring in Paradise/Henman. VMS boards and letter drops are being used in order to keep nearby residents and stakeholders up-to-date on the project.

Holland/Juliet/Glenpark/Nicklin/Celeber communication continues with stakeholders. Full road reconstruction works started on Paulette Street between Filed Street to Longair Street.

Residents were informed via letterbox drops and one-to-one visits with the site supervisor on access arrangements.
