1:Thehandwritten2013agreement
OnSaturday,19/1/1435(HijriCalendar,November2013),TheCustodianoftheTwoHolyMosquesKindAbdullahBinAbdelAzizAl-Saud,theKindofSaudiArabia,andhisbrotherHisHighnessSheikhSabbahAl-AhmadAl-JabberAl-Sabbah,thePrinceofKuwait,andhisbrotherHisHignessSheikhTamimbinHamadbinKhalifaAl-Thani,theprinceofQatar,metinRiyadh.
Theyheldextensivedeliberationsinwhichtheyconductedafullrevisionofwhattaintstherelationsbetweenthe[GulfCooperation]Councilstates,thechallengesfacingitssecurityandstability,andmeanstoabolishwhatevermuddiestherelations.
DuetotheimportanceoflayingthefoundationforanewphaseofcollectiveworkbetweentheCouncil’sstates,inordertoguaranteeitsmovementwithinaunifiedpoliticalframeworkbasedontheprinciplesincludedinthemainsystemoftheCooperationCouncil,thefollowinghasbeenagreedupon:
1. NointerferenceintheinternalaffairsoftheCouncil’sstates,whetherdirectlyorindirectly.Nottogiveasylum/refugeorgivenationalitytoanycitizenoftheCouncilstatesthathasanactivityopposeshiscountry’sregimes,exceptwiththeapprovalofhiscountry;nosupporttodeviantgroupsthatopposetheirstates;andnosupportforantagonisticmedia.
2. NosupporttotheMuslimBrotherhoodoranyoftheorganizations,groupsorindividualsthatthreatenthesecurityandstabilityoftheCouncilstatesthroughdirectsecurityworkorthroughpoliticalinfluence.
3. NottopresentanysupporttoanyfactioninYementhatcouldposeathreattocountriesneighboringYemen.

BasedonagenerousinvitationbytheCustodianoftheTwoHolyMosquesKingAbdullahBinAbdel-AzizAl-Saud,thekingofSaudiArabia,thefollowinghavemetinRiyadhtoday,Sunday,23/1/1436(HijriCalendar),16/11/2014(GregorianCalendar):HisHighnessSheikhSabahAl-AhmadAl-JaberAl-Sabbah,thePrinceofKuwait,HisMajestyKingHamadBinEissaAl-Khalifa,KingofBahrain;HisHighnessShiekhTamimBinHamdBinKhalifaAl-Thanki,PrinceofQatar;His
HighnessSheikhMohamedBinRashedAl-Maktom,thevicepresidentandprimeministeroftheUnitedArabEmiratesandthegovernorofDubai;andHisHighnessMohamedBinZayedAl-Nahyan,theCrownPrinceofAbuDhabi,andthedeputyCommanderoftheArmedForcesoftheUnitedArabEmirates.ThiswastocementthespiritofsincerecooperationandtoemphasizethejointfateandtheaspirationsofthesonsoftheGulfCooperationCouncilforastrongbondandsolidrapprochement.
AfterdiscussingthecommitmentsstemmingfromtheRiyadhAgreementsigned19/1/1435(Hijri)–23/11/2013anditsexecutivemeasures;reviewingthereportsofthecommitteefollowingtheexecutionandtheresultsofthejointfollow-up[operation]room;andreviewingtheconclusionsofthereportofthefollow-uproomsignedon10/1/1436(Hijri)–3/11/2014(Gregorian)bytheintelligencechiefsoftheKingdomofSaudiArabia,theUnitedArabEmirates,theKingdomeofBahrainandthestateofQatar.
Thefollowinghasbeenreached:
1. Stressingthatnon-committingtoanyofthearticlesoftheRiyadhAgreementanditsexecutivemeasureamountstoaviolationoftheentiretyoftheagreement.
2. Whattheintelligencechiefshavereachedintheaforementionedreportisconsideredastepforwardtoimplement(notclearbecauseofthebadresolution,itcouldbeSAVE))Riyadhagreementanditsexecutivemeasures,withthenecessityofthefullcommitmenttoimplementingeverythingstatedinthem(agreementandtheIntelligencereport)withintheperiodofonemonthfromthedateoftheagreement.
3. Nottogiverefuge,employ,orsupportwhetherdirectlyorindirectly,whetherdomesticallyorabroad,toanypersonsoramediaapparatusthatharborsinclinationsharmfultoanyGulfCooperationCouncilstate.Everystateiscommittedtotakingalltheregulatory,legalandjudicialmeasuresagainstanyonewho[commits]anyencroachmentagainstGulfCooperationCouncilstates,includingputtinghimontrialandannouncingitinthemedia.
4. AllcountriesarecommittedtotheGulfCooperationCouncildiscoursetosupporttheArabRepublicofEgypt,andcontributingtothissecurity,stabilityanditsfinancialsupport;andceasingallmeidaactivitydirectedagainsttheArabRepublicofEgyptinallmediaplatforms,whetherdirectlyorindirectly,includingalltheoffensesbroadcastedonAl-jazeera,Al-JazeeraMubashirMasr,andtoworktostopalloffensesinEgyptianmedia.
Accordingly,ithasbeendecidedthattheRiyadhAgreement,anditsexecutivemeasures,andthecomponentsofthesupplementaryagreement,requiresthefullcommitmenttoitsimplementation.Theleadershavetaskedtheintelligencechiefstofollowupontheimplementationofthisresultsofthissupplementaryagreementandtoreportregularlytotheleaders,inordertotakethemeasuresthedeemnecessarytoprotectthesecurityandstabilityoftheircountries.
IthasbeenagreedthatimplementingtheaforementionedcommitmentspoursintheunityoftheCouncilstatesandtheirinterestsandthefutureoftheirpeoples,andsignalsanewpagethatwillbethestrongbasetoadvancethepathofjointworkandmovingtowardsastrongGulfentity.
3.2014supplementalagreement.
Thisatranslationfromameetingoftheforeignministersfollowingtheinitialagreementoftheleadersin2013.It’sadetailedimplementationmechanismforthethreepointsthatcomprisethe2013documentwehadlastnight.Thisisaroughtranslation
1. Setsannualmeetingsfortheforeignministersforreview
2. GCCheadsofstatestakethenecessarymeasuresagainstothernon-abidingstates.
Requiredmeasures
A. ConcerningdomesticaffairsoftheGCC:
1.Thecommitmentofallmedianetworksownedorfinanced–directlyorindirectly–byamemberstatetonotdiscusstopicsharmfultotheGCCstates.Alistofuschmediaoutletswouldbepreparedandupdatedperiodically.
2.Eachmemberstatecommitstonotgivingitscitizenshiptowhoeverisproventohavebeeninvolvedinoppositionactivitiesagainsttheirgovernments.Eachcountrywillreportthenamesofitscitizens,involvedinopposition,tothecountriestheyresidein.Thisisinordertostoptheiractivitiesandtakethenecessarymeasuresagainstthem.
3.Takeallthenecessaryprecautionsthatguaranteenointerferenceintheinternalaffairsofotherstates:suchas:1.Nofinancialormediasupportbyofficialorsocietalinstitutions,individualoractivists.2.Norefugeorencouragementorsupportormakingthecountryaplatformforopposition.3preventingexternalgroups,partiesandorganizationsthattargettheGCCfromfindingaplaceinsideGDDcountries.4.ProhibitsfinancialorintangiblesupporttoexternalorganizationshostiletotheGCC
Concerningforeignpolicy:CommittingtocollectiondiscourseoftheGCCandnottosupportentitiesthatposearisktotheGCCincluding:
1. NosupportottheMuslimBrotherhood,whetherfinanciallyorthroughmedia.
2. Agreeingtoexpellingthenon-citizenMuslimBrotherhoodmembers,withintheagreedtimeframeandcoordinatingthelistsofthesepeople
3. NOsupporttotehoutsidegroupsthatposeathreattothesecurityandstabilityofGCCwhetherinYemen,Syriaoranyofthesitesofsedition.
4. NosupportorofferingrefutetothosewhocommitactsinoppositiontoanyoftheGCCstates,whethertheyarecurrentorformerofficialsorothers,andnotfacilitatingaplaceforthesepeopleinsidethecountryorallowingthemtoharmanotherGCCcountry
5. ShuttingdownallacademiesandcentersthattrainandrehabilitateGCCcitizenstoworkagainsttheirowngovernments.
