Use mailer appointments to “start-the-clock”, wherever possible
Use scans to verify accuracy of contents
Specific “start-the-clock” events will differ; e.g. BMEU, Plant Dock (mailer transported), DMU, Delivery Units

Critical Entry Time:
USPS currently working to document by facility
MTAC Workgroup 120 to address communications issues

Exclusion Criteria:
USPS currently developing the business rules for exclusion
Exclusion rules will be finalized in consultation with PRC

External Reporting System:
Concerns expressed about the quality, reliability and security of data
The current contractor has extensive quality processes in place and 15 years of demonstrated performance

Measurement Approach:
Concerns about the number of reporting panelists related to cost
The number of panelists will be keep to the minimum amount needed to provide statistical validity

Level of Reporting:
Desire for diagnostic data for each mailing
Measurement system designed to provide a robust system that 1) Provides required reports to PRC; 2) Internal diagnostics for USPS; 3) Information for individual customers
Requests for measurements beyond established standards; e.g. Shape, Change of Address, Caller Box.
Measurement requires 3 data points – “Start-the-Clock”, “Stop-the-Clock” and a Standard for comparison

Statistical Validity:
Concern about Mailer adoption of Intelligent Mail® Barcodes
USPS agrees and will closely monitor adoption rates
Avoid use of EXFC as a proxy to FCM presort flats
USPS will monitor and explore other measurement is sufficient data exists
