Definitions Act of parliament: This is a law made and

recommended by the parliament to the president’s office for assent, signature and presidential seal.

A bill: Is the draft of the would be law which parliament has not yet recommended to the office of the president.

A rule: Is a law made by the minister who is given who is given powers to do so by the act of parliament.

Definitions Bye law: These are laws made and administered by

the local authority with in its area of jurisdiction. Byelaws are made under the provision of an act of parliament which authorizes the local authority to do so. Bye laws elaborate and make wide the scope of the existing law and are not supposed to operate to the contrary.

A decree: Is an authoritative law which is prepared and declared unilaterally by the head of the state. These are most common with military rule.

Code of practice: Is an agreed procedure of performance recognized by a group of people which practice may be legal or not.

Definitions An order: Is an authoritative declaration by the minister

who is authorized by the rules made under the cat of the parliament.

Memorandum/circular: This is an official document which has no legal backing directing official or non official transactions.

Statutory instrument: Is a tool used by the minister

to add to or delete from the existing law.

Ordinance: This was a law made by the legislative council prior to independence and was signed by the colonial secretary.

Definitions Policy : Is a plan or course of action, as of a

government, political party, organization, or business, intended to influence and determine decisions, actions, and other matters.

A course of action, guiding principle, or procedure considered expedient, prudent, or advantageous adopted and pursued by the government, ruler, political party, etc : honesty is the best policy.

Guidelines: Is a principle put forward to set standards or determine a course of action.

Definitions Local authority: This includes a council of any

city, municipality, town and town board . A sanitary board of any town, ship or town body where such has been appointed is a Local authority.

Definitions Legislation: The enactments of a legislator or

legislative body or the making or giving of laws; specifically :  the exercise of the power and function of making rules that have the force of authority by virtue of their promulgation by an official organ of the state.

Enactment is the act or process of making a law.

Administration : The act or process of administering, especially the management of a government or large institution and includes the activity of a government or state in the exercise of its powers and duties.
