FERC-regulated sale of transmission capacity
Purpose: identify, in an open and transparent manner, the parties with whom TDI-NE will negotiate for transmission rights on the NECPL
Part 1: Identify parties for negotiations
Part 2: Negotiations with selected parties

Intent is to fully subscribe NECPL
through the Open Solicitation

REGULATORY BASIS
• NECPL is a “merchant” project
• Negotiated rate authority granted by FERC
• Condition: hold an Open Solicitation
• See March 10, 2014 FERC Order

BOSTON PACIFIC’S ROLE
Boston Pacific’s roles include:
• Follow FERC-established guidelines
• Evaluate Expressions of Interest
• Ensure that the Open Solicitation is fair, transparent, and not unduly discriminatory
