Overview The Department of Fisheries was setup in 1966 as an independent Department. Prior to this, a wing of Forest Department looked after the works of Fisheries in the state. Due to formation of an independent Department state aquatic resources were studied scientifically and developed for upliftment of the state people. Following resources have been identified for fisheries development in the state:-

Organisational Setup In the Department of Fisheries, Himachal Pradesh, beside Director-cum-Warden of Fisheries two Deputy Directors, nine Assistant Directors, five Senior Fisheries Officers and seventeen Fisheries Officers alongwith their supporting staff are performing their duties. During the year 2013-14 Sh. Tarun Shridhar, Principal Secretary to the Government of Himachal Pradesh acted as mentor of the Department and Sh. Gurcharan Singh, worked in the capacity of Director-cum-Warden of Fisheries, Himachal Pradesh. At the Directorate level Sh. Satpal Mehta, Deputy Director, Sh. Susheel Janartha, Assistant Director, HQ, Sh. Yogesh Gupta Assistant Director 20 Point alongwith other employed staff delivered their services.

At the regional level there was Deputy Director Fisheries, Patlikuhl in Kullu district, while in other districts Assistant Director Fisheries were responsible for the implementation of Departmental schemes. In Hamirpur district Senior Fisheries Officer, in Kinnaur district Fisheries Officer, Sangla and in Lahual & Spiti district due to vacant posts of Department, Divisional Forest Officer in Lahaul and Assistant Director Animal Husbandry Department in Pangi & Spiti looked after the Departmental works.

Mandate

The Fisheries Department has been set up with following mandate:

• To increase fish production in the State by judicious management of all the culturable water resources;

• To develop reservoir fishery of the State with an aim to increase per hectare production from the open impoundments;

• To undertake breeding programme of Indian and exotic carps, mahseer, trout and other sub-temperate species for augmenting the seed stocking programme in reservoirs, rivers, streams and their tributaries;

• To promote game fishery in the state with particular emphasis on commercial production of trout for promotion of tourism;

• To promote aquaculture in the state by providing technical and financial assistance to the fishermen and rural youth;

• To generate employment opportunities in the fishery sector and ameliorating the condition of fishermen of the state;

• To promote fish seed production and fish production in private sector of the state;

• To promote fish production by stocking suitable improved fish species in state waters.

Achievements during the Year 2013-14

• 9834.14 tonnes of fish worth Rs. 8057.79 lakh was produced from all the water resources of state during this year;

• 12.93 tonnes of table size trout fish valued Rs. 28.45 lakh was produced from Departmental farms this year which fetched a revenue of Rs. 115.41 lakh for Departmental farms. This year in private sector 220.56 tonnes of table size trout fish of Rs. 485.23 lakh value was produced. As a

result of successful breeding of rainbow trout, units were established in the state not only in Kullu district but in Shimla, Mandi, Kangra and Chamba districts too;

• To encourage Carp production in the state Amur Common Carp seed was imported which was successfully bred this year also. Carp production in lower area of the state will receive a big boost as a result of this achievement;

• From all the sources Department earned a revenue of Rs. 255.28 lakh which is Rs. 100.73 lakh more than the fixed target of Rs.154.55 Lakh;

• 4975 Fishermen were provided full time employment in the major reservoirs of the state (Gobindsagar Reservoir - 2372 ) (Pong Reservoir - 2455) (Chamera Reservoir - 120) and (Ranjt Sagar - 28 ). These fishermen caught 1830.222 tonnes fish of Rs. 13.01 crore value which helped in improvement of their economic conditions;

• In the year 2013-14, 222.126 lakh fish seed was produced from Departmental carp farms;

• Under Reservoir’s Fishermen Accident Insurance Scheme all 11,100 active fishermen working in the state are being provided premium free insurance cover under which in case of death of the

fishermen Rs. 1.00 lakh and in case of permanent disability Rs. 0.50 lakh are granted;

• This year 4090 active fishermen were provided Rs. 32.72 lakh as financial assistance during two month close-season under Saving-cum-Relief Scheme;

• All the active fishermen employed in the state reservoirs are covered under Fishermen Risk Fund Scheme. This scheme envisages to mitigate the losses to the equipments of a fishermen during natural calamity. This year 4771 fishermen deposited Rs. 95,420.00 @ 20/- per fishermen in this fund;

• To promote aquaculture in the state and provide employment opportunities, under various schemes 2417 new employments were generated in the state;

• Under Fish Farmers Development Agency 19.21 ha new area was included in aquaculture and 11.50 ha. old ponds were renovated in the state;

Events During the Year 2013-14 Among various events which took place in the year 2013-14 two events which hold

special mention are workshop on “Appraisal & Development of Fisheries in

Himachal Pradesh” held on 23rd and 24th July, 2013 at Bachat Bhawan, Bilaspur

and “HIM FISH FESTIVAL-2013” organised in Himachal Bhawan, Chandigarh

on 20th and 21st October, 2013 by the Department.

‘Appraisal & Development of Fisheries in Himachal Pradesh’

Workshop held on 23rd-24th July, 2013 at Bilaspur (H.P.)

A workshop entitled 'Appraisal & Development of Fisheries in Himachal Pradesh'

was organized and held at Bilaspur under the chairmanship of Sh Tarun Shridhar,

Principal Secretary (Fisheries) to the government of H.P. Besides Chairman, the

Himachal Angling Association, Palampur, all the Deputy/ Assistant Directors and

Fisheries Officers of the state's fisheries department were present in this important

meet. Members from Trout Grower's Association, Himachal Trout Angling

Association, were specially invited for contribution of their inputs and views.

Workshop was split-up in 4 technical sessions as under:

1. Reservoir Fisheries- Status, Scope & Development;

2. Trout Aquaculture- Status, Scope & Development;

3. Carp Aquaculture- Status, Scope & Development;

4. Riverine Fisheries- Status, Scope & Development.

During each session, theme papers on focal issues were presented by subject

specialists and representatives from Trout Growers Associations, Angling

Associations also presented their papers/ views, in the workshop.

After two days intense interaction and discussions in the workshop, with new and

divergent views among the participants, the following recommendations were

firmed up for development and promotion of fisheries of hill states particularly

Himachal Pradesh.

Reservoir Fisheries Development:

ü With a view to increase fish

production of state reservoirs, Cage

Fish Culture was identified as quite

high potential area, as such may be

undertaken in state reservoirs on experimental basis with Pangasius sutchi,

Mirror carp or any other non predatory species;

ü Taking in view the menace of logs/ trees etc. in Chamera reservoir, causing

great technological problem for fishing in the water body, it was decided to

take up the issue with Central

Institute of Fisheries

Technology (CIFT) Cochin for

tackling the problem;

ü A decision was taken to initiate

more welfare schemes for the

benefit of fisherfolk, having

component from FISHCOPFED, Government of India as well as fishers;

ü It was decided to implement National Fisheries Development Board (NFDB)

funded Mobile Fish Market Vehicle Scheme, in the state as it would benefit

both producers & consumers, promoting sale & availability of fish;

ü Presently, the gears being used in state reservoirs, since seventies are

effective only upto the depth of 5 mtrs against the reservoir’s depth ranging

from 30-80 mtrs, as such a decision was taken to take up the matter with

Central Institute of Fisheries Technology (CIFT) for improvisation of gears so

that deeper layers of water could also

be optimally exploited.

Trout Aquaculture Development:

ü Marketing, feed subsidy,

transportation subsidy & Insurance,

were identified as the main

impediments in the expansion of trout

farming in private sector. A decision was taken for initiation of efforts for

resolving the issues at department /government level.

ü Cost & easy availability of trout feed were highlighted as main constraints of

trout growers in the workshop. A decision was taken to setup more feed mills

and evolve cheap pelletized feed with locally available ingredients in

collaboration with Directorate of Coldwater Fisheries Research (DCFR)-

Bhimtal.

ü In order to boost trout marketing, it was decided to provide Mobile Fish

Market vehicle for trout growers association for intensifying publicity efforts

by holding trout fairs, clutching Hotel Industry and by using Electronic

Media etc.

ü State trout farms may be expanded ensuring departmental water supply

system so that adequate seed be produced for catering the need of growers as

well as ranching programme. Further in view of proximity of long distance

and concentration of growers in Bharmour & Pangi areas of Chamba district,

it was decided that special efforts be made to identify sites, for the

construction of Model trout seed farms, on the analogy of trout farm

Patlikuhl/ Kashmir.

ü It was decided that a high level delegation must visit Kashmir to study the

design & functioning of Trout farms & hatcheries, feed mill etc. constructed

by Jammu & Kashmir Fisheries

Department.

Carp aquaculture:

In view of poor growth rate due to

genetic degradation of Mirror carp,

main culturable fish in semi temperate

waters of the state, it was decided to

replace it with quick growing disease free strain like Hungarian strain of Common

carp and build a rich brood stock (Brood Bank);

ü Aiming at species enhancement of culturable fishes, more fish species in

coldwater be screened in order to test their amenability of survival, growth

and propagation in coldwater pockets of the state with the help of Directorate

of Coldwater Fisheries Research ;

ü In view of porosity, due to low clay content in the soil, seepage and water

retention were highlighted as serious problems standing in way of promotion

of aquaculture. It was decided to take the services of National

Institutes/consultants, in resolving these problems;

ü Himachal being a state with undulating terrain, complex topography, it was

stressed in the workshop that the norms under Fish Farms Development

Agency of providing subsidy on hectare basis be revised to unit basis for hill

states.

ü It was also desired to send fish farmers/staff members on exposure

visits/trainings.

Riverine Fisheries

ü In view of damming and ecological degradation of state’s streams, it was

decided that selective stretches about 100-200 kms. be identified. These

deepening, strengthening of

embankments, intensive stocking etc.

fishes in Himachal river & streams, it was decided that provision of installing

fish ladders be made mandatory while sanctioning any Hydel project. Help of

Central Inland Fisheries Research Institute (CIFRI)-Barrackpore be taken in

providing design of such devices viz. Fish ladder, locks, lift etc. suitable in

hill streams;

ü In view of paucity of fish seed suitable for stocking in coldwater streams, it

was decided to seek the help of Directorate of Coldwater Fisheries Research

for evolving dependable technologies for large scale seed production of Tor

putitora, snow trout and other suitable species, if any;

ü Since, number of ornamental fishes grow & thrive in cold water streams. It

was decided that Directorate of Coldwater Fisheries Research / National

Bureau of Fish Genetic Resources scientists would undertake a survey of

Himachal Pradesh streams and prepare an inventory of these species suitable

as aquarium fishes;

ü It was decided to upgrade the skill of all Departmental Officials by sending

them for trainings outside the state as well as abroad also.

Impact of introduction of Gambusia affinis fish species in state waters:

The reported decision of Health & Family Welfare Department for the introduction of Gambusia affinis for controlling larvae & pupae anopheles generated considerable debate in the workshop & any further action on these lines was viewed with alarm.

ü Gambusia affinis, being pugnacious and omnivore, may make it detrimental to the production of other commercially important species;

ü It is prolific breeder with 9 broods a year and gestation period is 21 – 28 days;

ü It is highly aggressive, predatory, injures, kills & devour all other fishes;

ü Further, larvae & pupae of mosquitoes are not the preferred food of Gambusia and hardly form for 10% of its dietary;

ü Citing the example of Nainital lake, members highlighted the menace created by this pest fish by monopolizing the lake and eliminating all other fishes;

ü Viewed with danger, the accidental entry of Gambusia in state open waters

could prove havoc to the existing fish stock. Taking all this into

consideration, members were unanimous in view that introduction of

Gambusia in Himachal Pradesh should not be permitted.

Him Fish Festival-2013

Festivals are known to be the most suitable mode of publicity since ages all over the world. With a mandate to address the issue of trout marketing in the neighbouring states of Punjab, Haryana and Union Territory of Chandigarh, a two days fish festival named “HIM FISH FESTIVAL-2013” was organised in Himachal Bhawan, Chandigarh on 20th and 21st October, 2013 by the Department of Fisheries, Himachal Pradesh. Sh. Thakur Singh Bharmouri, Hon’ble Minister of Forest & Fisheries, Himachal

Pradesh was the Chief Guest whereas Sh. Tarun Sridhar, Principal Secretary (Fisheries), to the Govt. of Himachal Pradesh presided over the inaugural function.

Him Fish Festival-2013 was organised by Department of Fisheries, Himachal Pradesh with the support of National Fisheries Development Board (NFDB), Hyderabad, Department of Tourism and Civil Aviation, Himachal Pradesh and Himachal Pradesh Aquaculture Fishing and Marketing Society (HPAFMS), Bilaspur.

Director-cum-Warden of Fisheries, Himachal Pradesh in his welcome address, paid gratitude to all the dignitaries for sparing their valuable time for the event and emphasised on the nutritional value of the trout fish as the trout fish being rich in

Omega-3 Polyunsaturated fatty acids, it reduces the risk of fatal heart attacks by lowering blood fat levels and reducing blood clotting. Further, it is low fat, low calorie diet besides being an excellent source of iron, calcium, selenium and vitamin A, B1, B2, B6, & B12.

In his inaugural address, Hon’ble Chief Guest, Sh. Thakur Singh Bharmouri

also highlighted the value of Trout Fish in human diet and departmental efforts in the development of fisheries in Himachal Pradesh. Principal Secretary Fisheries to the Govt. of Himachal Pradesh also made the guests and the audience aware about the departmental activities and medicinal value of trout fish and how it is different from other fishes.

20 exhibition Stalls were set up in the festival, displaying various activities as well as achievements of the Department. In order to highlight nutritional value of trout and to promote trout fish in the city, raw as well as six recipes of trout fish were made available in the festival. 170 kg of trout fish valuing Rs. 76,500 was sold in the festival.

A cultural programme was also organised in the evening on 20th October, 2013. Various groups performed the traditional folk songs and classical dances. The audience was mesmerised by the musical ambience along with relishing the Queen of water : trout fish.

This was a modest effort to make people aware of the departmental activities and the nutritional value of trout fish.

Annual Plan 2013-14 Himachal Pradesh after attaining full statehood is steadily moving towards development and is emerging as model state among various hill states. After green revolution and white revolution state is moving ahead towards blue revolution. To make this practically feasible, amount of Rs. 2633 lakh was sanctioned in 12th Five Year Plan. In Annual Plan 2013-14, Rs.1138.65 lakh were sanction under various schemes as follows:-

Direction & Administration With the initiation of sponsored development process in the state major thrust of Fisheries Department was to promote judicious use of riverine fisheries but due to emergence of Hydroelectric Power Projects new sources of fish production developed in the form of reservoirs. 18% of total fish production of the state is harvested from these reservoirs. Every year number of HEP’s is increasing both in upper and lower regions of the state. To implement the schemes formulated for faster development of available state resources, administrative structure of the Department needs to be strengthened. Although pressure on exploitation of fisheries resources is increasing day by day but strength of staff deputed on fisheries development and conservation is declining steadily. This year among total sanctioned posts almost 128 posts are lying vacant.

Major Departmental Schemes

A. Management and Development of Inland Fisheries: i) Reservoir conservation: Reservoir conservation holds a major slot in fish production of the state. Of the total fish produced, 18% is being harvested from the reservoirs. In this manner, these reservoirs are helping in strengthening economic conditions of the Dam oustees. To increase fish production in these reservoirs 25-40 mm size fish seed is stocked every year which has shown encouraging results. This year fish production in reservoir has shown an increase.

ii) Carp seed production: There are six carp seed farms in the state viz. Deoli (Bilaspur), Alsu (Mandi), Nalagarh (Solan), Deoli (Una), Kangra (Kangra) and Sultanpur (Chamba). Keeping in view, the rise in demand of carp fish seed and effects of upcoming Hydroelectric power project on fish fauna there was a need to produce high quality fish seed in the state. To achieve this goal, few changes from management point of view were required and carp seed farm Deoli (Bilaspur) was brought under the ‘Himachal Pradesh, Aquaculture, Fishing & Marketing Society’ Bilaspur for commercial production of fish seed. Carp seed farm Nalagarh (Solan) and Deoli (Una) were taken back from private entrepreneurs in November, 2011 for both fish and fish seed production. For the benefit of fish farmers and to boost carp fish production in the state Amur Carp was introduced in Carp Farm Alsu (Mandi) which was successfully bred. To promote game fisheries in the state and for tourism development, fish seed stocking in riverine sources is very essential. Mahseer is native to state waters. So to make the state waters abundant in Mahseer high quality, farm produced mahseer fry is very important. This year 222.126 lakhs fry was produced from Departmental carp farms and out of this 10.49 lakhs fry was stocked in state reservoirs.

B) Management and Development of game fisheries:

Department has started renovation, extension of existing farms and construction of new trout farms in a phased manner which envisages to mitigate the damage done by HEP projects by stocking trout seed in large number in state rivers. Demand of trout seed by trout growers is also being fulfilled through these farms. So, renovation of Departmental farms at Barot, Sangla, Holi and Dhamwari would be continued this year also. Department intends to upgrade these farms upto the level of Indo-Norwegian Trout Farm, Patlikuhal. To promote trout culture in private sector major emphasis is laid on production of high quality fish seed production from these farms. This year15.22 lakh trout seed was produced from Departmental farms:-

C) Commercial trout production:

In order to exploit water resources of high altitude coldwater regions of the state and to promote aquaculture a foreign aided trout farming project was started in 1989 which was completed in 1998. Main objectives of this project viz construction of modern trout farm, hatchery, rainbow trout ova production and development,

production of artificial feed with the locally available ingredients and imparting training to all the project officials /staff have been achieved. Rainbow trout seed & feed production technology has been developed which is available only with few states of our country. This technology is transferred to private farmers by the department which has resulted in increase in number of trout growers in the state. Himachal Pradesh is the first state in the country to start trout culture in private sector. In year 2013-14 main goal of the department was to increase fish seed and feed production and provide employment, to more and more people through trout culture.

In year 2013-14 private trout growers produced 220.56 tonnes trout of Rs 485.23 lakh value. Departmental farms earned Rs115.41 Lakh revenue.

(D) Carp Seed Farms Development and Maintenance:

This is a well known fact that Golden Mahseer in Himachal rivers is famous for game fisheries. Due to natural hurdles and non – availability of appropriate fish seed production technology there has been qualitative and quantitative decline of this species. Fingerlings produced in farms need to be stocked in state waters to reinstate this fish in state waters. With this objective a Mahaseer Fish seed farm was established at Machhyal in Mandi district with the help of Rs. 505 Lakh aid under a centrally sponsored scheme. Work is still under progress in the Farm and heading towards completion shortly.

(E) Fresh Water Aquaculture Development (Centrally Sponsored Scheme):

Promoting aquaculture is the main priority of the department, so that along with rise in fish production, employment opportunities may also be increased. With this vision, Fish Farmers Development Agency was established under a centrally sponsored scheme. Common masses are encouraged to exploit judiciously the natural water resources of state.

OBJECTIVES OF THE FISH FARMER’S DEVELOPMENT AGENCY

a. Progressively reclaim and bring all potential water bodies under fish culture such as swamps, beels, silted up / neglected ponds, water logged / low lying areas etc. for optimum fish production in the State;

b. To work out the programme in such a way that it serves as a nucleus of activity for further spread to other areas;

c. To provide training and popularize a new avocation by way of fish culture to the people thereby build-up a trained cadre of fish farmers to undertake intensive fish farming thus providing increased employment to rural unemployed;

d. Contribute to the strengthening of rural economy by making fish farming economically viable;

e. To effectively involve financial assistance to provide loans for capital investment to fish farmers for excavating ponds or for improving existing water areas; and;

f. To provide initial technical and financial assistance to the fish farmers and also as required from time to time.

A package of assistance is provided to the prospective fish farmers under different segments of the schemes, the details of which is as under:

1. Renovation/Reclamation of ponds and Tanks: The scheme envisages renovation/reclamation of old ponds and tanks which are owned or taken on lease by the farmers. The estimated per hectare renovation cost of the pond is Rs. 75,000/- and subsidy @ 20% with a maximum of Rs. 15,000 /- for Non Scheduled Castes / other fish farmers and for S.C/S.T it is Rs. 18,750/- per ha. (25%). This year 10.50 hectare water area was renovated under this scheme.

2. Construction of New Ponds: This scheme has been introduced during 1991-92 with an aim to create more ponds for increased fish production. The unit cost of the scheme is Rs 4.00 lakh per ha. in the plain areas including arrangement water supply either in the form of tube-well or gravity flow. The subsidy component is available @ 20% with a maximum of Rs. 80,000/- per hectare for Non Scheduled Castes / other farmers and for S.C/S.T farmers it is 1,00,000/- per hectare (25%). This year 19.21 hectare land was covered under this scheme

3. Integrated Fish Farming: Population outburst and limited resources have necessitated integration of various activities, for increasing employment avenues, and enhanced productivity with minimum inputs. The scheme envisages Assistance for setting up integrated units including hatcheries for Ornamental Fishes- Unit cost Rs. 15 lakh which includes hatchery of 5-10 million capacity. Rs.1.50 lakh subsidy @ 10 % is granted.

4. Construction of Fresh Water Prawn & other Fish Hatchery: Fish seed is the nucleus of aquaculture. The State department of Fisheries at its seed farms is producing 20.0 million fish seed annually which is not even sufficient to meet the fish seed stocking requirements of its reservoirs and open waters. Hence, there is a need to involve private entrepreneurs in fish seed production.

The scheme envisages Rs. 12.00 lakh for a fish seed hatchery with 10 million (fry) capacity for the plain areas and Rs. 16.00 lakh with same capacity for the hill States/ districts. Subsidy @ 10% with a maximum ceiling of Rs.1.20 lakh in the plain and Rs. 1.60 lakh in the hilly areas for entrepreneurs only.

5. Establishment of Fish Feed Unit: After meeting out the seed requirement of the beneficiaries. The next important part in the aquaculture is availability of the optimum quantity of the fish feed. For setting up of a fish feed unit the Govt. of India sanctioned the cost@ Rs. 7.5 lakh for building, machinery and equipment. These will be set up in the private sector. Subsidy @ 20% with a maximum ceiling of Rs. 1.50 lakh is admissible for each entrepreneur.

6. Subsidy on 1stYear Inputs: The fish farmers who avail the benefits of Grant-in-Aid subsidy for the renovation and construction of ponds are also provided subsidy on the purchase of 1st year inputs such as fish seed, feed and manure etc.@ 20% with a maximum ceiling of Rs 10,000/- per hectare for all farmers except SC’s/ST’s for whom it is Rs. 12,500/- per ha.(25%). The total cost per ha. has been allowed Rs.30,000/-. This year 0.924 lakh rupees were granted as subsidy on first year inputs.

(F) Schedule Caste Sub - Plan :

Department of Fisheries provides employment to all rural folks especially scheduled castes for their economic and social amelioration. Commercial Aquaculture helps in fulfilling needs of weaker sections by providing employment. Keeping this in view a provision of Rs 200 Lakh has been made in 12th five year plan (2012-17) and with a budget provision of 80.45 Lakh rupees in 2013-14, following schemes were implemented:

(i) Community pond construction :-

This scheme was formulated to generate employment at community level rather than for individuals. Main objective is to involve more and more people in fisheries activities so that economically and socially weaker sections of society may be encouraged to work together at community level. This scheme

envisages construction / renovation of old ponds in villages and constructing new ponds on government lands. Ponds are constructed in SC majority villages and given on lease to a SC beneficiary for aquaculture.

(ii) Publicity and Extension :-

Usually, people below poverty line are engaged in fisheries activities, among these scheduled caste population is in majority. This section of society is not much aware of departmental schemes, so department endeavours to educate them through publicity and extension work. In 2013-14, Rs 0.27 lakh budget provision was made and spent completely for publicizing departmental schemes through exhibitions in various level fairs of the state.

(iii) Others:-

With a mandate to educate scheduled caste population in SC majority villages a one day awareness camps on fisheries are organised by the department. In year 2013-14, Rs 1.00 Lakh was sanctioned and with 80 % expenditure, 296 SC people were made aware of departmental schemes.

(iv) Gill net subsidy to reservoir

fishermen (RKVY):-

Gill nets are one of the main fishing equipments for fishermen in the reservoirs of the state. So, in order to purchase gill nets financial assistance is granted under this scheme. Rs. 2.70 Lakh was sanctioned and with 100% expenditure 90 fishermen were granted subsidy.

(v) Backyard fish farming:-

This scheme envisages providing financial assistance to beneficiaries in construction of backyard fish ponds of size 6X6X2 m3. With a capital cost of Rs. 1.50 Lakh for each unit, subsidy @ 50% for general category and @ 60% to SC and ST is granted under this scheme.

(G) Tribal Sub Plan:- Kinnaur, Lahaul & spiti, Bharmour and Pangi areas of Chamba district are included in tribal regions of Himachal Pradesh. This forms 42.4% of the total area of Himachal Pradesh. Upper reaches of Sutlej, Ravi, Beas and Chamba are included in tribal areas. High altitude lakes like Chandertal (4000m), Mane (4300m), Nako (4100m), Kirgaur (3500m) etc. are located in these regions. These lakes are being developed for trout culture. In tribal regions out of five integrated tribal programmes / projects on “Integrated Tribal Development Project” for Kinnaur and Lahaul & Spiti, only three fisheries officers posts are sanctioned. But except Kinnaur other two posts are lying vacant. Fisheries officer is not posted in Integrated Tribal Development Project, Bharmour. In Pangi too no departmental officer is deputed. Due to want of technical staff, solicited progress could not be achieved in these areas. Under this Scheme a trout farm was set up at Holi, in Chamba district. To fulfill the requirements of trout seed for Baspa and other rivers of Kinnaur district special emphasis was given this year for the management of Trout Farm, Sangla. Extension of water area in Sangla farm is in progress. To fulfill needs of trout seed in tribal areas of Chamba district a trout seed farm at Holi is set up. This scheme grants Rs. 1.00 Lakh to Chamba & Bhatiyat region of Chamba district and Rs. 1.90 Lakh for non-tribal region aquaculturists. For construction of pond Rs. 10.95 Lakh were distributed as subsidy for Raceways construction resulting in 69 trout growers benefitted with 13.85 Lakh rupees.

(H) Strengthening of Database in fisheries and promoting information technology:-

A centrally sponsored scheme named “Strengthening of Database in fisheries and promoting information technology” was started in tenth five year Plan in year 2002-03. Himachal Pradesh approved this scheme for implementation in the state in September, 2003. The Scheme was started after sanctioning of four posts of various classes in March, 2004. This Scheme envisages consolidating qualitative and quantitative information on Fisheries on scientific basis and utilizing it for possibilities of exploitation of water resources of that region. An analysis of economic status of people related to fisheries will also be done under this scheme. In year 2013-14 compilation with the help of software developed by CIFRI, Central Inland Fisheries Research Institute was continued.

(I) Fisheries Research – “Himachal Pradesh Agriculture University”:- Department of Fisheries, Himachal Pradesh is granting aid to Himachal Pradesh Agriculture University, Palampur since 1981-82. University has been given the responsibility of developing a technology for fish culture suitable for diverse ecology of the state. Research on controlling fish diseases is also being carried by the University, which is a time consuming process. Therefore, grant will continue in forthcoming years too. This year in 2013-14 Rs. 2.00 lakh have been granted to the University for further research.

10 Welfare schemes implemented by the Department

1. Reservoirs Fishermen Accident Insurance Scheme:

Fishing in the big reservoirs is a hazardous job. There is every risk of life during heavy rains and storms. Keeping this in view all active fishermen working in the reservoirs have been insured for Rs. 50,000/- in case of permanent disability and Rs. 1,00,000/- in case of death of the fishermen. The insurance premium of Rs. 30/- is being shared by the Government of India and Government of Himachal Pradesh in 50:50 ratio. In the year 2013-14, with an expenditure of Rs. 1,60,950 equally from state and centre 11,100 fishermen were provided premium free insurance cover under this scheme.

2. Fishermen Risk Fund Scheme: Fishing in the reservoir is nocturnal in nature and hence involves a considerable element of risk to the life of the fishermen as well as his fishing

equipments. To mitigate to a certain extent the losses to the fishermen a ‘Fishermen Relief Fund Scheme’ has been formulated in the State. Under this scheme each reservoir fishermen contributes Rs. 20/- annually, to be collected from him at the beginning of the year while issuing the licenses. The State Government contributes an amount equal to the total contribution of the fishermen. The assistance from

the fund to the fishermen is given only on loss of gill nets, wooden boats, and tents. Based on the present value of the equipments the compensation is given up to 33% of the loss of each item. Maximum assistance is given in case of total loss/ destruction of the equipment.

3. Saving-cum-Relief Scheme (Close Season Assistance): In order to ensure sustained yield of fish from the reservoirs apart from the other management measure a fishing ‘closed-season’ of two months from 1st

June to 31st July every year has been enforced. Under this scheme each fishermen who is member of the cooperative society deposits Rs. 40/- for ten consecutive fishing months from August to May. Proportionate amount is contributed by the Central and State Government with contribution of Rs. 400/- and 400/- respectively.. The total amount of Rs.1200/- thus, raised is distributed to the fishermen in two installments during the ‘closed season’.

4. Rashtriya Krishi Vikas Yojna:

In year 2013-14 achievements under RKVY are as follows:

a) Rs. 104.00 lakh was approved for extension of Carp seed farm Alsu, Mandi district;

b) Expenditure of Rs. 33.60 lakh was done on construction of 8 community ponds;

c) Expenditure of Rs. 7,95,000/- was done on construction of 8 trout units;

d) Rs. 334.00 lakh was approved/sanctioned under a scheme ‘Cage Fish Culture in Reservoir of the State”;

e) Rs.31.00 lakh were sanctioned for construction of new ponds in Carp farm Deoli, Una district;

f) Rs. 250.00 lakh was sanctioned for scheme “Aquaculture Development through Integrated Approach”;

g) Expenditure of Rs. 4.57 lakh was done on purchase of farm equipments for all Departmental fish farms.

Administrative and Economic Developments

1. e-Samadhan:- Soon after implementation of e-samadhan system in Fisheries Department various grievances received were redressed efficiently. This year too, all the complaints received were redressed successfully.

2. e-Services:- For smooth and efficient functioning of departmental work e-services were started and the task assigned under this programme has been completed.

3. e-License:- In the year 2013-14 department has started issuing angling licenses online also. This service will facilitate all enthusiastic anglers from state and abroad to receive angling license online without inconvenience of visiting the offices personally.

(iii) The procedure followed in the decision making process, including channels of supervision and accountability

The schemes executed by the department are provided in the annual schedule of expenditure of the State Govt. All the proposals are funded under different programmes, after obtaining the consent and concurrence of the Govt. The implementation part is as follows: -

1. Aquaculture Scheme:

The schemes are elaborated in all Panchayati Raj Institution (PRI) meetings, State & District level fairs through exibitions and field staff. The Fisheries field assistants help to process the cases after that the site is surveyed /approved by the concerned Fisheries officers/Senior Fisheries Officer/Assistant Director of Fisheries after verifying the ownership of the land. Estimates are prepared by Junior Engineer. The financial assistance is released as per the progress of work and provisions in the scheme.

The construction portion is finally checked by the J.E of the Department/PWD/Block and final payment is released after the completion of the work as per estimate.

Junior Engineer issuing completion certificate, alongwith Assistant Director of Fisheries/Senior Fisheries officer/Fisheries officer of the area are responsible for any type of lapse in the work. 2. Fishermen Welfare Schemes:

The identification of the fishermen in Reservoirs is done at the Fishermen co-op society level, after the recommendation of society and fisheries officer landing center of the area. The application alongwith recommendations are

submitted to Assistant Director of Fisheries of the concerned reservoir. The rates /firm of gill nets cast nets & Twine etc. are approved by central purchase committee at the Directorate level by inviting tenders through National Newspapers. The supply order as per demand from Fishermen is given by the concerned Assistant Director of Fisheries to the supplier and material received is checked by Assistant Director of Fisheries and then it is distributed to the concerned Fishermen through Fisheries officer.

3. Similarly, all other welfare schemes are being implemented as per provision under the scheme. 4. All concerned in the implementation of the welfare schemes are accountable for any lapse.

(iv) Norms set by the department for the discharge of its functions:

The norms as set out in the guidelines of various programmes being implemented by the Department are followed in discharge of the functions of the Department.

The Directorate allocates target and budget to all the controlling officers under different schemes and plans. The achievement is judged by reviewing the progress in terms of budget utilization, fish production, seed production, revenue, and employment generation target.

The Farm Incharge (Fisheries Officer/Sr. Fisheries officer) are responsible to achieve the production targets of fish seed fixed for the farms. The seed is stocked in the reservoirs and sold to the private fish farmers of the State at the rate fixed by the Government. These farm incharges are also required to achieve the annual targets of fish production i.e. carp as well as Trout Production.

Similarly Assistant Directors of Fisheries Incharge of Reservoirs are provided target of fish production keeping in view the consolidated targets of fish production of State.

Besides fish production targets every District-head is responsible for the achievement of employment generation targets fixed for the year, keeping in view the budget provisions under various welfare schemes.
