• Mr. Schniepp informed the board of a Public Records Request from a San Dieguito Union High School District
parent.
8. COMMISSIONER’S REPORT ............................................................................................................ Jerry Schniepp, Commissioner The following announcements and/or updates were presented:
• Mr. Schniepp welcomed the board to a new school year of high school athletics. He welcomed, Dr. Tim Glover, as the new Chairperson to the section’s Board of Managers and Executive Committee. Mr. Schniepp welcomed and introduced the CIF Southern Section, Commissioner, Mr. Rob Wigod and CIF State Director, Ms. Cici Robinson to the board meeting of October 3.
• Mr. Schniepp reviewed with the board the different levels of governance and of the different tiers the section has regarding the structure of its voting bodies (Board of Managers) and its recommending bodies (Coordinating Council). In addition, Mr. Schniepp reviewed with the board the procedures and protocol of the voting/paddles.
Mr. Schniepp thanked the board for their support of the annual CIF Symposium. He believed the annual event was very successful. Mr. Schniepp commended his staff for their role and of their organized preparation of the event. The section covered difficult and diverse topics regarding the mental health and well-being of student-athletes today and awareness of the county’s high suicide rate in student-athletes. The CIFSDS is partnering with Rady’s Childrens Hospital and the National Alliance on Mental Illness (NAMI) in bringing forward support and training of school staff, the testing of student-athletes mental-health, and support groups, etc. for our section schools.
• Mr. Schniepp informed the board of the CIF staff changes due to the retirement of CIF Operations and Events Coordinator, Mr. Carlton Hoggard and of CIF Media Specialist, Mr. Jim Esterbrooks. The CIF Operations and Event Coordinator position was filled by Mr. Ron Marquez, effective July 1, 2018. Mr. Marquez is a wonderful addition to the CIF staff and has done a fantastic job with the organization and process of newer office practices and training of staff members (CIF website, Google docs., etc.). Mrs. Vanessa Meyers was given a reclassification from her previous position of CIF Information Systems Technician to a CIF Operations and Event Coordinator position. The reclassification of the position took effect on July 1, 2018.
• Mr. Schniepp updated the board of the CIFSDS current financial status. Mr. Schniepp shared with the board his concerns regarding: the collection and amount of section dues; the decline of attendance at championship events; the loss of section sponsorship agreements (Time Warner, 80K); and of the rent increase the section sustained due to the 2016-2017, office move. Mr. Schniepp has researched and found that the CIFSDS, compared to other sections within the state, collect far fewer dues from our member schools. He will be working on laying-out a plan regarding the restructuring of sections dues, per sport fee, etc. to assist with adding revenue and maintaining section expenses.

14. CIF Bylaw 510, Incoming 9th Graders, Commissioner, Jerry Schniepp Mr. Schniepp informed the board of CIF Bylaw 510, Incoming 9th Graders information. He informed the board that many discussions have taken place regarding the language interpretation of Bylaw 510. The Commissioner shared with the board that he would be forming a section AD-HOC Committee to meet and review the bylaw language that is currently in place. Mr. Schniepp believes it is important that our section hear feed-back from our member schools regarding their interpretation of Bylaw 510 and how it pertains to student-athletes.
15. Conference Alignments, Commissioner, Jerry Schniepp
Mr. Schniepp shared with the board the information of the conference alignments and of the current concerns the section has in the sport of water polo with league alignments. He believes that an open discussion needs to take place regarding the alignments (forming another conference, geographical concerns, leaguing by sport, allowing independents?). Mr. Schniepp will be forming a section AD-HOC Committee for Conference Alignments to explore and discuss conference alignments within the section. He looks forward to forming a diverse AD-HOC Committee that best represents the different regions of the CIFSDS.
16. CIF Transfer Rules, Commissioner, Jerry Schniepp
Mr. Schniepp informed the board of the state-wide discussion taking place regarding the CIF Transfer Rules. The CIF Southern Section is the largest section in the state and is potentially bringing forward a proposal to the CIF State to change the language of the CIF Transfer Rules to be more in line to how transfers were done in the past. Mr. Schniepp shared with the board that the transfer rules were voted on and changed about four years ago. Mr. Schniepp believes not all transfers are being interpreted in the same manner by section. He believes further discussion must take place with the state section commissioners and its section stake holders. The CIFSDS will be forming an AD-HOC Committee to review the CIF Transfer Rules. A round-the-room discussion took place regarding the rules of school transfers and eligibility
17. E-Sports, Commissioner, Jerry Schniepp
Mr. Schniepp informed the board of the state-wide discussion taking place regarding E-Sports. Mr. Schniepp believes E-Sports are coming to our schools; video games are now a phenomenon with young adults. The implementation of E-Sports
with this generation of high school student-athletes is becoming very popular and the CIF State involvement with the E-Sports organization is in progress. Mr. Schnieppp informed the board that college scholarships are being granted for gamers and students who play E-Sports.
A round-the-room discussion took place regarding E-Sports and of its future role in high school athletics.

In the spring of 2018, Tracy McNair, Athletic Director at Morse High School presented a proposal to the San
Diego City Conference, to remove the enrollment factor from the formula for determining rankings and divisions,
in the sport of football. Discussion in the City Conference led to the formation of an ad hoc committee to review
the proposal and discuss alternatives. The committee consisted of the following:
Joel Allen, Athletic Director, Head Football Coach, The Bishops School
David Beezer, Athletic Director, Christian High School
Rick Jackson, Athletic Director, Head Football Coach, Madison High School
Tracy McNair, Athletic Director, Head Football Coach, Morse High School
Jerry Schniepp, CIFSDS Commissioner
The committee met and after much discussion, determined that a proposal to reduce the enrollment factor by
50% would be forwarded to the CIFSDS via the San Diego City Conference.
CIFSDS Bylaws Article VII.1 A.6.
• An enrollment factor will be added to the ranking of each school, in football only, as follows:
