The program is aiming to resolve economical and social problems that we are encountering and assuring human’s right to live in healthy and safe environment by improving the urban planning, energy, engineering infrastructure, and road network to the world standard, increasing the accommodation supply for people, and providing work places for citizens.

The New Development Program have been included 33 goals of the 8 orientation.

• To improve the urban development and local infrastructure – To build auto roads between Ulaanbaatar city and province centers.

• To create comfortable living condition in the local area – To implement the “New soum center” project

• To provide the social infrastructure to the local area residents – to create the housing with engineering infrastructure and social infrastructure as a hospital, school, kindergarten and workplace.

• Housing for Ulaanbaatar city and Regional centers –According to “100 thousand housing ” project, to put into exploitation 75000 housing unit in UB city and 25000 housing unit local areas.

5. Air pollution6. Rural development

• Reduce the toxic smoke from auto cars and Ger area district – To transfer to gas of public transportation vehicle and housing for Ger area district

Renew the 350 km auto road and build the 212 km new road and construct the 2 level intersection in 7 locations, it will reduce the overload on the I, II circle road, and improve the traffic capacity of the main roads and decrease the volume on the branch roads.

According to “Soum center” project, first 96 soums will developed in Mongolia based on Canadian wood technology.

Total 331 soums of Mongolia can be categorized into 96 regions according to geographical location and the “Soum center"project along with Housing Project can be implemented. After implementation, migration from rural area to urban area will be reduced and much needed jobs will be created and retained in rural areas.

In the Soum center:

-2160 sq.m Administration unit building

-420 student’s capacity boarding school building

-180 kid’s capacity kindergarten

-960 sq.m hospital

-1215 sq.m sport complex

-400 houisng unit

932,640.0 million MNT investment necessary to implement the “Soum center” project during the 2010-2016 years.
