Value of radio voicecommunications in seaports

• Provides a communication mean between quay crane and yard crane operators, yard personnel, quayside and on-board workers, gatehouse and control tower.

• During facilities & equipment maintenance, engineering teams need to liaise with users and team members to ensure services can be brought back to their normal working condition at the shortest time.

• An important tool to receive first hand information to react instantaneously to changes in yard activities.

• When potential risk is observed, radio voice communication is an immediate communication channel to prevent accident and maintain a safe environment.

8

Weakness of conventional system

• Signal Interference

• Low spectrum efficiency

• Insufficient capacity

• Difficult to transmit data

Therefore…….

9

MTL’s radio communication needs

•Safety

•Reliability

•Robustness

10

Why TETRA

• Digital system

• Trunked system

• Open system

• Secure System

• Data capability

• Scalability

• Better system management

• Government supported move

11

New radio communication system

• Motorola was awarded the contract to supply Modern Terminals with a 800MHz TETRA (TErrestrial Trunked RAdio)-based digital communication system – to provide both voice and data capabilities.

• This contract marked the first TETRA project for the seaport industry in Asia.

• The solution comprises of infrastructure, portable radios and mobile radios.

12

System Configuration

• Number of Channels:– 3 transceivers support 12 channels (i.e. 1 transceiver s

upports 4 channels)– 11 Traffic Channels– 1 Control Channel

• Coverage– The whole MTL Container Terminal, Terminal 125

& Terminal 9 (South)

13

System Configuration

• Redundant transceiver

• Redundant controller

• Redundant power supply

• System supported by UPS

• Resilient site design to avoid total system breakdown

14

Enhancement

• We have installed alarm sensors to monitor following items – Temperature – Power supply– Equipment

• Help Center will be informed via e-mail when alarm occurs

15

Enhancement

Program has been developed to analyse the channel utilization and individual talkgroup utilization

16

Challenge

o People hesitate to accept change

o Change of user behavior

Future Plans

• Presently, we operate four radio platforms– Wireless LAN – Radio Pager– TETRA– GSM Mobile Phone

• Convergence of technologies being studiedReplace radio paging with TETRA Short

Data Service (SDS)VoIP on WiFi

• Deploy TETRA system in China Ports
