LEFFERTS BOULEVARD STATION 1.1 LOCATION The Lefferts Boulevard station is the terminus of the Fulton Street Line of the A train in Queens. Located along Liberty Avenue with entrances at both 116 th Street and Lefferts Boulevard, the elevated station serves the neighborhoods of Ozone Park and Richmond Hill. Lib- erty Avenue is a commercial street surrounded by resi- dential uses along the side streets. 1.2 AREA TRANSPORTATION FACILITIES The neighborhoods of Ozone Park and Richmond Hill are well served by public transit and include several major automobile arterials. The Van Wyck Express- way lies parallel to Lefferts Boulevard, less than one mile west of the station, and the Belt Parkway lies to its south. Liberty Avenue is a major east-west arterial that runs through Queens and carries two way through automobile traffic. Lefferts Boulevard is a two way arterial that runs north-south. While there are no designated truck routes immediately adjacent to the station, a significant amount of truck loading and unloading activity occurs on Liberty Avenue. Local truck routes just outside the primary study area include Rockaway Boulevard to the south and Cross Bay Boulevard to the west, which turns into Woodhaven Boulevard north of Liberty Avenue. Through truck routes include Atlantic Avenue to the north of the primary study area and the Van Wyck Expressway to the east. The elevated Fulton Street A line runs above Liberty Avenue, and has stations at Lefferts Boulevard, 111 th and 104 th Streets. The elevated J-Z line and the Long Island Rail Road are located to the north of the Lefferts Boulevard station. 1. LEFFERTS BOULEVARD STATION

1.1 LOCATIONThe Lefferts Boulevard station is the terminus of theFulton Street Line of the A train in Queens. 1.2 AREA TRANSPORTATION FACILITIESThe neighborhoods of Ozone Park and Richmond Hillare well served by public transit and include severalmajor automobile arterials. 2. SECONDARY STUDY AREA

The secondary study area includes the quarter-mile ra-dius (or an approximate five-minute walk) surroundingthe Lefferts Boulevard station. Roughly, this includes thearea from 115th Street to 125th Street and from 101st Av-enue to 109th Avenue.

2.1 POPULATION DATAThe population pie chart shows the age distribution of residents in census tracts that intersect thesecondary study area as reported by 1990 US Census. The total population of the area was 28,060.The population in the secondary study area had a lower percentage of senior citizens than the popu-lation of the city as a whole. Approximately nine percent of its residents were over the age of 65,compared to 13% for all of New York City. On the other hand, there was a greater percentage ofpeople aged 21 and under (32%) than the city as whole (29%). A large majority of the people living inthe area fall between the ages of 22 and 64 (58%). This figure is consistent with the citywide average.

2.2 JOURNEY TO WORKThe Journey to Work chart presents the distribution of various means of transportation among com-muters living in census tracts that intersect a quarter-mile radius of the Lefferts Boulevard station.These data were taken from the 1990 US Census.

In these census tracts, the dominant mode of transportation to work was the elevated, which ac-counted for 39% of commuters who lived in the area. Based on the census data, 31% of commutersdrove alone and 12% took the bus. Nine percent of commuters car pooled, four percent of localresidents walked to work, two percent traveled by rail road, and one percent worked at home. Thesepercentages are consistent with commuters citywide with the exception of those that walk to work,which is 11% citywide. The remaining two percent traveled by other means of transportation.

Reverse Journey to Work data indicate that 26% of the people who work in the area walked to work.While 37% of reverse commuters traveled to work alone in a car, truck or van, only nine percenttraveled to work by subway or elevated train. Another ten percent traveled to work by bus, eight percentcar pooled, and eight percent worked at home. The remaining two percent of reverse commuterstraveled to work by other means of transportation.

2.3 MODE OF ACCESS TO SUBWAY STATIONAccording to the MTA’s 1990 Survey of Subway Riders, 73% of users of the Lefferts Boulevard el-evated walk to the station. Compared to other stations in Queens, a high percentage of people accessthe station by car (16%) or by bus (10%). Fewer than 2% used the railroad or other modes of transpor-tation to access the Lefferts Boulevard station.

2.4 LAND USEWhile Ozone Park is a residential area, both commercial and residential uses exist on Liberty Avenueadjacent to the station entrances. The buildings along Liberty Avenue are predominately two to fourstory buildings with retail uses at the ground floor, which include several clothing stores, grocery stores,pet shops and a florist. The Lefferts Branch of the Queens Library is located on Lefferts Boulevard, tothe south of Liberty Avenue, which is primarily composed of two- and three-story rowhouses. North ofLiberty Avenue, there are two banks and a series of two-story detached houses.

2.5 ZONING AND DEVELOPMENTAdjacent to the station entrances, Liberty Avenue and the blocks to its south are zoned R4 residential,which permits two to three-story rowhouses and small multiple dwellings. On Liberty Avenue from111th Street to 118th Street and 123rd Street to 126th Street, there is a C1-2 zoning overlay which permitscommercial usage at the ground floors. A C4-2 zone is mapped on Liberty Avenue between 118th Streetand 123rd Street, which permits larger-scale commercial development. R-5 residential zoning existsnorth of Liberty Avenue, which permits three-story rowhouses and small apartment buildings.

There are no Uniform Land Use Review Process (ULURP) applications pending within a quarter mile ofthe Lefferts Boulevard station at this time.

2.6 ORGANIZATIONS AND ON-GOING PROJECTSThe Liberty Avenue Merchants’ Association represents the businesses adjacent to the entrances of theLefferts Boulevard station. Queens Community Board No. 10 has been active in implementing therecent repairs to the sidewalks on Liberty Avenue. Other transportation issues identified by the Com-munity Board in their Statement of Community District Needs for Fiscal Year 2000 include the need formilling of roadways with high crowns, and the mitigation of the visual obstruction of crosswalks atunsignalized intersections by vans and trucks parked at corners. Transit issues raised in the state-ment include the need for more express buses and other alternatives to driving.

3. PRIMARY STUDY AREA

The primary study area focuses on Liberty Avenue and its intersections with Lefferts Avenue and 115th,116th, 117th, and 118th Streets. The following section describes existing conditions at the subwayentrances; the physical conditions of roadways, crosswalks, and sidewalks; and traffic conditions.

In 1998, the Lefferts Boulevard station had 2,006,870 turnstile registrations, making it the 32nd mostfrequently used station in Queens and the 164th most frequently used station citywide. This figurerepresents a slight decrease from 1997, when there were 2,011,155 registrations at this station. Fund-ing has been earmarked for the station to be upgraded to ADA (Americans with Disabilities Act) stan-dards between the years 2005 and 2019.

3.1 STATION ENTRANCESThere are four entrances to the Lefferts Boule-vard elevated station. The two eastern entrancesare located on the north and south sides of Lib-erty Avenue, west of Lefferts Boulevard. The twowestern entrances are located on the north andsouth sides of Liberty Avenue, west of 116th Street.While the elevated structure is directly above theroadway, it does not extend over the sidewalk orany of the station entrances.

The two entrances at the intersection of LibertyAvenue and Lefferts Boulevard are open 24 hoursa day. Each is located approximately 15 feet westof the Lefferts Boulevard curb, opening to theeast, onto an 18 foot wide sidewalk. The stair-well has a width of six feet, narrowing effectivesidewalk width to 12 feet. Observed passengervolumes were heaviest at these entrances, andcongestion was observed to be heaviest outsideof the southwest entrance, which is adjacent tothe Q112 bus stop and several trash cans.

The entrances at 116th Street are open Mondaythrough Friday 5:00 AM to 9:00 PM, and week-ends and holidays 6:40 AM to 11:20 PM. Duringall other hours the entrances are accessible withMetrocards. The entrances are located approxi-mately 15 feet west of the 116th Street curb, open-ing to the east towards 115th Street, onto an 18foot wide sidewalk. The stairwell has a width ofsix feet narrowing effective sidewalk width to 12feet. Large support columns and parking meters are located approximately ten feet in front of eachentrance. Observed passenger volumes at these entrances were low to moderate.

3.2 STREETS ADJACENT TO THE STATION ENTRANCES

3.2.1 RoadwaysLiberty Avenue is a major two way east-west thoroughfare that runs from Eastern Parkway in Brook-lyn to Farmers Boulevard in Hollis, Queens. Within the study area the roadbed is 44 feet wide, with one12 foot travel lane and one ten foot parking lane each direction divided by a double yellow line. Onehour metered parking is permitted on both sides of the street during the day after 9:00 AM.

Lefferts Boulevard is a two way north-south major thoroughfare that runs from JFK InternationalAirport to Kew Gardens, Queens. Within the study area the roadbed is 40 feet wide, with one travellane and one parking lane in each direction divided by a double yellow line. Two hour metered parkingis permitted on both sides of the street during the day after 9:00 AM.

118th Street is a tree lined, 30 foot wide, one way local street that starts at Metropolitan Avenue in KewGardens and terminates at North Conduit Avenue in South Ozone Park. There is one southboundtravel lane and parking on both sides of the street. One hour metered parking is permitted during theday after 9:00 AM.

117th Street is a tree lined, 30 foot wide, one way local street that starts at North Conduit Avenue inSouth Ozone Park, and terminates at Curzon Road in Kew Gardens. There is one northbound travellane and parking on both sides of the street. One hour metered parking is permitted during the dayafter 9:00 AM.

116th Street is a tree lined, 30 foot wide, one way local street that starts at runs one way, roughlysouthbound, from Metropolitan Avenue in Kew Gardens, to North Conduit Avenue in South Ozone Park.There is one southbound travel lane and parking on both sides of the street. 3.2.2 SidewalksThe sidewalks on Liberty Avenue are 18 feet wide.Columns supporting the elevated structure arelocated on the sidewalk adjacent to the curb.Adjacent to the property line, there are vaults infront of many of the retail establishments. Ef-fective sidewalk width is compromised by retaildisplays and by several coin-operated kiddie ridesand vending machines. The sidewalks onLefferts Boulevard range in width from 18 to 22feet, while sidewalks on the numbered streetsthat run north-south are typically ten feet wide.

3.2.3 CrosswalksA variety of crosswalk and signal treatments ex-ist at the intersections along Liberty Avenue.There are four ladder crosswalks at the inter-section of Lefferts Boulevard and Liberty Avenue,ranging in width from 14 to 15 feet. On the north-west and southwest sides of this intersection,trash cans, newsracks and a lamppost are lo-cated on the corners adjacent to the crosswalk.

At the intersection of 118th Street and Liberty Av-enue there are four crosswalks but no pedes-trian signals. Ladder crosswalks traverse Lib-erty Avenue and standard pedestrian crosswalkstraverse 118th Street.

Although there are pedestrian signals on all cor-ners of the intersection of 117th Street and Lib-erty Avenue, there are no crosswalks. The inter-section of 116th Street and Liberty Avenue hasfour ladder crosswalks but no pedestrian signals.

While the traffic signals under the elevated are standard three-color signals, the signals that are adja-cent to the elevated structure have only red and green signals. One of these red and green signals islocated on each of the four corners of the intersection of Liberty Avenue and 116th Street. Two moreare located at the intersection of Liberty Avenue and 118th Streets, on the northeast and southwestcorners.

3.2.4 LightingThe elevated structure blocks out much of the natural light from the roadway of Liberty Avenue. East ofLefferts Boulevard, beyond the elevated structure, the streets are illuminated with standard CobraHead luminaires affixed to fabricated steel lampposts. Suburban type luminaires mounted on World’sFair type lampposts line the sidewalks adjacent to the elevated structure on Liberty Avenue. Streetsigns and one way signs are also affixed to many of these lamp posts.

3.3 TRAFFIC

3.3.1 AutomobileThe main commercial strip in the area, Liberty Avenue isused heavily by delivery trucks. These trucks often doublepark while loading and unloading merchandise, taking upthrough traffic lanes and often blocking crosswalks andbus stops. These double parked trucks also come intoconflict with buses and cars that are unloading and load-ing passengers, especially during rush hours.

A significant amount of ‘kiss-and-ride’ activity occurs nearthe intersection of Lefferts Boulevard and Liberty Avenue.Privately owned cars were observed to be idling in thecrosswalks that traverse Liberty Avenue, presumably wait-ing to pick-up passengers exiting the Lefferts Boulevardstation. Double parked livery cabs on Lefferts Boulevardalso block the flow of car and bus traffic.

Liberty Avenue, in the vicinity of the Lefferts Boulevard sta-tion, was the site of a significant number of motor vehicleaccidents from 1996 through 1998. The highest number of accidents, 80, occurred at the intersectionof Liberty Avenue and Lefferts Boulevard. There were 48 accidents at the intersection of Liberty Av-enue and 118th Street.

3.3.2 BusThe Q10 bus runs north-south along Lefferts Boulevard operates from JFK International Airport to KewGardens in Queens. The northbound Q10 stops in front of a shelter on the east side of LeffertsBoulevard just north of Liberty Avenue. The southbound Q10 stops in front of a shelter on the westside of Lefferts Boulevard south of Liberty Avenue. Both bus shelters are within very close proximity tothe entrances of the elevated station.

The Q112 bus which runs east-west along Liberty Avenue operates from Ozone Park to Jamaica inQueens. Both the eastbound and westbound Q112 stop in front of the entrances to the elevatedstation at 116th Street and again at Lefferts Boulevard. These bus stops do not have shelters, yet aredistinctly marked with signage. The extreme proximity of the bus stop on the southwest corner of theintersection of Lefferts Boulevard and Liberty Avenue to the entrance of the elevated contributes to thecongestion on this corner. Adjacent to this bus stop, a bus was observed discharging passengers inthe central lane, while the bus stop was blocked by an idling car.

Double parking and “kiss-and-ride” activity outside ofthe station entrance

3.3.3 PedestrianLiberty Avenue is a busy commercial street with pedestri-ans shopping at all hours of the day. Vendors line both thenorthern and southern sides of the street and many dis-play merchandise on the sidewalk which constricts pe-destrian flow. During the day, boxes, crates and cartsfrom trucks loading into supermarkets and smaller storescreate bottlenecks along the sidewalk. On the narrow resi-dential local streets, the sidewalks are generally less con-gested.

There is a significant amount of pedestrian congestion inbetween the entrance to the elevated station near thesouthwest corner of the intersection of Liberty and LeffertsAvenues and the nearby Q112 bus stop. At the corners ofthis intersection, newsracks and trash cans of various de-signs are located adjacent to crosswalks and curb cuts.These crosswalks were also observed to be blocked bycars waiting to pick-up passengers from the elevated sta-tion. Bicycles were seen chained to poles all along Lib-erty Avenue.

Pedestrian-vehicular accidents around the Lefferts Bou-levard Subway station were concentrated around the intersection of Liberty Avenue and Lefferts Bou-levard, where six pedestrian accidents occurred between 1996 and 1998.
