Societal Challenge 6 – Europe in a Changing World:
Inclusive, Innovative and Reflective Societies
"The specific objective of the societal challenge 'Europe in a changing world - Inclusive, innovative and reflective societies' will support social sciences and humanities research…" [which] "is needed to understand identity and belonging across communities, regions and nations. Research will support policymakers in designing policies that foster employment, combat poverty and prevent the development of various forms of divisions, conflict and political and social exclusion, discrimination and inequalities, such as gender and intergenerational inequalities, discrimination due to disability or ethnic origin, or digital or innovation divides, in European societies and in other regions of the world…"

MIGRATION
• Objectives of the call :
• produce recommendations for the global and European governance of migration as well as innovative solutions for integration of migrants into European host societies.
• promote sustainable development, demonstrating a strong commitment to supporting the UN's Sustainable Development Goals (SDGs), and contribute to strengthening international cooperation, as well as a better understanding and awareness of the role of international development and regional policies.
• foster improved responses for the international protection of refugees, the management of forced displacement, and the promotion of more fact-based and accurate discourses on migration.
• provide evidence based knowledge on the effects of migration on social systems, the access to and impact on labour markets and the cultural integration of third country nationals.
• enhance access to factual information on migration and the regulation of migration of third country nationals, also by involving migrants and their individual experiences in the shaping of narratives.

Socioeconomic and Cultural Transformations in the context of the
4th Industrial Revolution
• Objectives of the call
• address challenges linked to the socioeconomic and cultural effects in Europe of the fourth industrial revolution in a context of globalisation and digitisation
• provide new evidence and alternative policy options in order to mitigate or support these transformations with a view to enhancing the diversity of cultures and social bonds and reinforce the social, cultural and economic benefits of the fourth industrial revolution.
• - foster equitable and sustainable prosperity and culture in the broad sense through objective scientific evaluations, social, cultural and technological innovation, co-creation and bottom-up solutions.
• - contribute to the objectives and the European Year of Cultural Heritage 2018 and to the UN's Sustainable Development Goals (SDGs).

• GOVERNANCE FOR THE FUTURE
Objectives of the call :
• evidence base, sound policy & technological options to facilitate adaptation of governance structures if and as needed
• addresses foundations of governance and democracy
• in key constitutional and institutional areas
• I.e. trust, differentiation, social rights and citizenship
• addressing societal challenges such as Populism, polarisation and radicalisation
• open innovation, security and defence policy, digital democracy and also the delivery of public goods
• international cooperation especially in relation to topics on global governance and violent extremism
Interim Evaluation of H2020 : important lessons
• 1) SC6 scores strongly on relevance; it responds to the crisis via the EU 2020 Strategy and through 7 of the 10 political priorities of the Juncker Agenda:
• 1) growth, jobs, investment
• 2) connected digital single market
• 3) deeper and fairer Economic and Monetary Union
• 4) justice and fundamental rights based on trust
• 5) New migration policy
• 6) Europe as a major global actor
• 7)Union of democratic change
Interim Evaluation of H2020
• EU added value Projects funded under SC6 tackle social problems that go beyond the Member State level and which solutions cannot be sought at a national scope. They thus require new knowledge based on international cooperation and perspectives: Effectiveness: the themes of the projects have a panEuropean nature and deal with the growing interdependency of our societies: recovery from the economic crisis, European identity and culture, generational challenges. Efficiency: research projects include in many cases a comparative study among different European countries. Having transnational consortiums is an added value to achieve these comparative studies. Synergy: EU intervention allows to stimulate action in fields such as Social innovation, which needs high standards of creativity and interaction
Interim Evaluation of H2020
• A majority of respondents (between 60 to 80 %, depending on domains), point out that their projects would not have existed without European funding
• Further integration of countries and institutions of Eastern and Southern Europe in the European Research area is needed
• Oversubscription and non-funding of excellent projects remain a problem, especially in SC 6
Towards FP9
• Work is ongoing (informally till MFF) on Impact Assessment and the development of Indicators. Particular stress is laid on Social Impact assessment of the financing of research and innovation
• A first package of documents will be ready by the end of 2017
• A 3 pillar structure will be maintained…?
Remarks on FP 9
• For SSH , Missions could be around the following themes :
• Democracy, participation, inclusion
• Cultural Heritage and related questions
• Socioeconomic, cultural, Political Mutations
• The tools : Digital, Data, disruptive technologies…
• Missions to arise out of consultative processes (Stakeholders consultations )
• Ex ante Impact Assessment will help to define the missions

• Although ambitious in its attempt, we add a note of warning: assessing the impacts of research policy is particularly difficult. First, there is no linear pathway to impact for an R&I programme, which makes it is hard to establish a causal relationship between specific policies and particular effects. There exists an important time lag between the initiation of research, the development and adoption of innovations, and the realisation of economic and social benefits.
