Built-up Area is the database representation of an area containing a concentration of buildings that form together a named settlement.

Description

Built-up Area refers to an area with a concentration of homes and buildings mainly with a residential function. This does not mean that other constructions may not appear in that area (e.g. industrial areas, hospitals, city parks, water, etc.).

The area covers the complete area (without holes) in which the concerned homes and buildings are present.

Built-up Area is commonly referred to by a name. No exact relationship exists between a Built-up Area and a

municipality. In some cases a Built-up Area relates to exactly one municipality having the same name. However in rural areas in particular, one municipality can contain several small Built-up Areas.

In exceptional cases a Built-up Area can cross municipality borders and this only in case the part at the other side of the border does not contain a Center of Settlement.

Description

A Built-up Area does not relate to a single building. A building is not necessarily situated inside a Built-up Area.

Built-up Area is an Area Feature. Built-up Area mandatory has a Standard Name (unique value) and

can have multiple Alternate Names.

Built-up Area shall be captured for all areas containing a concentration of buildings that form together a named settlement and that have a surface of at least 2500 m².

A Built-up Area is generally limited to Administrative Boundaries limiting Order 8 Areas. This means that a Built-up Area corresponds to an area inside an Order 8 Area with as maximum extent: the area corresponding with the Order 8 Area itself. In exceptional cases, the Built-up Area crosses an Administrative Boundary of an Order 8 Area. This only in case the part of the Built-up Area in the adjacent Order 8 Area doesn’t contain a Center of Settlement. Built-up Area is not exclusive with Topics from Land Cover and Use and Waterways. Moreover, the presence of for instance a river, a park or whatever other land cover or use area inside a built-up area, may not lead to a gap in the Built-up Area because of the captured Water Element, Park/Garden and so on. Built-up Area will overlap with the captured Land Cover and Use Features.

• Inside a Built-up Area there is at least one Center of Settlement located.• Within a Built-up Area there is only one Center of Settlement that has Center of Settlement Administrative Class higher than the Center of Settlement Administrative Class of all other Centers of Settlement situated in the same Built-up Area. There is only one exception: a Built-up Area can contain more than one Center of Settlement all with the same Center of Settlement Administrative Class, only if it concerns Center of Settlement Administrative Class others.

Built-up Area geometry and extent A Built-up Area shall have a minimum surface of 2500 m². In rural areas small built-up areas will occur more often than in urban areas. Small groups of buildings or stretches of buildings alongside a street in an open environment are far more often seen as a built-up area while a similar group or stretch of buildings near a big city are more often seen as a part of the open environment and not as built-up area. A Built-up Area has to contain Road Network Geometry. Both carriageways of a Multi Carriageway that are part of one Road must be inside or outside a Built-up Area. A Built-up Area may not contain gaps related to areas without buildings like a park, a river, a sports terrain, … situated inside the built-up area. If those areas are represented by Land Cover and Use Features, Built-up Area will overlap with those Features. Built-up Area can consist of two or more separated areas with a maximum of four. Each of the separate parts has to have a surface of at least 2500 m². In only one of the separated parts Centers of Settlement are situated.

Built-up Areas can be adjacent and cannot overlap Adjacent Built-up Areas can only occur in case their common boundary is at the same time an Administrative Boundary of an Order 8 Area or Order 9 Area. Built-up Areas that are adjacent and separated by an Administrative Boundary of an Order 9 Area, are always Built-up Areas where the Center of Settlement with the highest Center of Settlement Administrative Class has Center of Settlement Administrative Class 9. Note: in case the Administrative Boundaries are not captured, Built-up Areas have to be separated by a boundary of which the location corresponds to the real world administrative boundary. So Built-up Areas are captured as if the complete administrative area structure is captured.• Built-up Areas can not overlap with each other.Possible extent of a Built-up Area, examples without Order 9 Areas.

Standard Name for Built-up Area

The most common name of a built up area is the same as the name of the most important settlement that is located in the built-up area.

Standard Name for Built-up Area shall be captured for the most common name of each captured Built-up Area.

This shall occur for each language officially used in the municipality where the area is situated.

Each captured Built-up Area must have a Standard Name for Built-up Area.

Standard Name for Built-up Area is equal to a Standard Name for Center of Settlement that is situated inside that Built-up Area.

Standard Name for Built-up Area

Standard Name for Center of Settlement is based on the number of Centers of Settlement and their Center of Settlement Administrative Class. Following rules have to be applied:

In case only one Center of Settlement is located in a Built-up Area, Standard Name for Built-up Area shall be the same as Standard Name for Center of Settlement.

In case two or more Centers of Settlement are located in a Built-up Area and only one of those Centers of Settlement has a higher Center of Settlement Administrative Class, Standard Name for Built-up Area shall be the same as Standard Name for Center of Settlement of the Center of Settlement with the higher Center of

Settlement Administrative Class. In case two or more Centers of Settlement are located in a Built-up Area

and all those Centers of Settlement have Center of Settlement Administrative Class others, Standard Name for Built-up Area shall be the same as Standard Name for Center of Settlement of one of the Centers of Settlement (free choice).
