Remember: the beast that was still is the Western Roman Empire from 554 to 1815. And the beast that wasis the 8th, and is of the 7, Revelation 17:11. Meaning that the returning beast i. e. anti Christ [is the 8th head] that must come out of the 7 heads or the 7 chronological and geographical kingdoms spoken of within Revelation 13:1.
