What is OSHA?

• The Occupational Safety and Health Administration– “Employee right to know law”– Hazard communication standard requires

employers to:• Develop and implement a written hazard communication standard• Develop a list of hazardous chemicals known to be present in the

specific workplace• Maintain copies of MSDS (material safety data sheets) for each

chemical and ensure that they are readily accessible during each work shift

• Ensure that each container of hazardous chemicals is labeled and tagged

• Provide documented training to employees

3Written Hazard Communication Program Includes:

• Labeled containers• MSDS binder• Employee training:

– Initial hire– Change of jobs– New hazardous chemicals– Keep records for three years

• Maintain inventory of all hazardous chemicals• Have a policy in place regarding exposure of

other personnel (outside contractors)• This should be written out and stored in a binder,

properly organized, and in a location where employees can find it easily

4List or Inventory of Hazardous Chemicals Used in the Office:

• Contains every chemical and dental material found in the office

• Exception: consumer products which are used for the purpose they are marketed (ex. Windex)

• List must include:– Name of hazardous chemical– Reference number for each chemical; this

reference number is placed on the MSDS to assist employees in quickly locating appropriate MSDS in an emergency

Each MSDS Must Include the following Information:• PPE and control measures• General precautions for safe handling• Emergency and first aid procedures• Date prepared and date modified or

updated• Name, address and phone numbers of

manufacturer to call in an emergency; should have 24/7 availability

• Most important section: Section VI- Health Hazard Data

Each MSDS Must Include the Following Information:• Chemical and common product name (i.e.

Phenol, BiArrestII)• Physical and chemical characteristics• Fire, explosivity and reactivity• Health hazards• Permissible exposure limits• Whether substance is listed as a carcinogen

(cancer causing)

Maintaining the MSDS Binder:

• MSDS: a document that contains information concerning hazardous chemicals found in dental materials used in the office– Manufacturer is responsible for providing them to

the purchaser of a specific product– They are then kept in a binder that is clearly

marked MSDS– All employees must be informed of location of

this binder

What is the MSDS Binder used for?• In case of an emergency involving a

chemical product, such as:– Splash in the eye– Accidental ingesting– Respiratory problems– Skin reactions or contact

• MSDS can be researched to determine hazardous chemicals, first aid measures, PPE and proper disposal of spills

Container Labeling:

• Each hazardous chemical must be labeled or tagged with specific information– By manufacturer:

• Name of the hazardous chemical or material• Appropriate hazard warnings to include target organs• Name and address of manufacturer

– By Employer:• If employer or anyone else places the hazardous chemical or material

in a secondary container, a label must be placed on secondary container

A Word on Labels:

• Labels may be color coded or have a designated number to be easily understood

• There is no official labeling system required by OSHA; but, employees must be trained and able to understand the system

• All containers in a workplace should be labeled (disinfecting tubs, x-ray fixer and developer tanks, O2 tanks)
