PROGRESS.

7Xr Z.y Vifcr Land is Established

s in Righteousness.

HONOLULU, OCT. 3. 1S93.

TOPICS OF THE DAY.

Tho satisfactign ,.which theannexation organs seem to gain, because as they claim the"Czar" of Russia has recoe:-nize-d

the Provisional Govern-

ment, is really amusing. Ifthe annexation editors knewthe first thing about the mannerin which diplomatic business iscarried out in Europe, andmore especially in Russia, theywould have saved their enthu-

siasm for some other occasion.Because they would have beenaware that the letter from theRussian Foreign Ofilce, is sim-

ply an acknowledgment of thereceipt of the letter from the

' Hawaiian Foreign Office mailed.some time during the latter

' .part of January, and the timeelapsed before the answer iscomparatively short. It gen--'

orally takes a vear or more to" finish a communication withthe Foreign Office in St Pe-

tersburg.

Tho word used in the Rus-sian letter, terming Hawaii theHawaiian Republic, is sufficientproof that the Russian ForeignOffice doesn't know the firstthing nor do we believe thatit cares to knowr-abo- ut thepresent situation in Hawaii.Mr. de Giers may. have somefaint idea of where Hawaii is,

but if the form of governmentis republican, or imperial, oroiouarchical, is far beyond thoreach of his knowledge, anddoes not command his attentionor interest. In regard to theCzar, and still more the Czar-ina, it is well known that theyemphatically and strongly dis-

courage and object to any over-throw of monarchies. It isconsidered by them as by otherroyal persons in Europe, a verytad precedent, and a methodwhich should be opposed inany possible form and manner. But by all means, let the can-

nons be fired in houor of theCzar of all the Russia. Whilehe never will know about it,tho P. G. will have the satis-faction of spending their jxw-de- r

and mentally shaking handswith, the autocrat, whose prin-ciples and form of governingthey so ably are trying to imi-

tate. Long live the Czar and toSiberia.

SevaralatoaUis ago Mr. Ivsayoat that tiara editor of the Hawak

loxta, was arrested cVvOBrj of libel prftfered agaiaeffemy iha P. G. on behalf ofXJL Screws at Utttiuft Miaiei-- r

plipaUa&trr of ike IMted w

Stales to Hawaii. The alleged, offense consisted in reprinting acertain editorial from an Otiiopaper in which Mr. Stevens wasseverely criticized. The Starand the Advertiser both howledlively for the scalps of everybodyconnected with the Holohua intheirvirtuons indignation becausethe representative of the UnitedStates hid heen insulted. Nowfor a change, we find the verysame Star heaping insults onConsul General Mills in themost brazen and ungentlemaniymanner, snd yet the P. G. seemsto ba silent and indifferent inprotecting the reputation andgood name of tho absent ConsnlGeneral.

The Star speaks about Consnl-Gener- al

Mills in ,the followingterms:

(I.) Ho is a clerical lackey.

(II.) He showed no sympathywhile hre with the Americancolony and if known by the com-

pany he kept, is a man of Royalistpredilections.

III.) He has impressed thepublic as an anglomaniac

(IV.) His appointment has beenwelcomed by tho enemies of thoP G. as one peculiarly agreeableto themselves.

We 't know what a "clericallackey" is, but wo suppose thatMr". Mills is so, becauselie hns held clerical positions inWashington as well as with Mr.Blount. It is probably just onthat very account that he has beenchosen to fill the important posi-

tion to which ho has been np- -

oointed. and we should consider itfir more reasonable and wise toselect a man who has had Mr.M"Hs "clerical ' experience to be

Consul-General.tha- n, ks has beendone before, select a dismissedHawaii n Consul-Gener- al to be-

come an American Consul toHawaii.

j

"We need not take np the causeof Consul-Gener- al Mills. AttacksHko those in which the Star indulges does not hurt him. Mr.W. G. Smith is not holding sucha standing in the commnnity thathe will be considered competentto criticise or injure Mr. Mills, who hns made numerous staunchfriends hero. That Mr. Millshas reasons to cordially despise,Mr. Smith and his' gang wasknown before he left, and hemade no effort to hide his feelings. The attempt of retaliation willprove as futile as anything elseundertaken by his "tired" suppor-ters.

"The only thing that can be fair-

ly predicated of the future is thatHawaii will remain in civilizedand Christian hands and thatAmericans will rule it. Comwhat may there will In no changin tint respect, for American prin-

ciple? aud fealty and Americanare here to say and to control."

c "Star."

May we ask if the Star proposesrule Hawaii with a fraction of

Americans here wbp eonititute al-

together 2J4 per cent of the wholepopulation, and if sach minorityrule is an example of Americanpriaciuk.? Waonly ak for theSine of iafbrmctkra because' American Ttriact pke seem to be of onekind ib America and very mock ofaaolirtc kind he "fpread-angles- 1'

ia Hawaii.

THE SITUATION.

Not Through. Advertiser Ghsses.

"Whenever a foreign steamerdeparts from here for America, the Advertiser editor is shakenout of his usual lethargy and in-

structed to write up "the out-

look." This morning's issue issomewhatweaker and more muddl-ed than is usually the case presum-ably because even Mr Johnstoneis getting t red of continuallyharping on tho same . lies neces-

sary to bolster up Mr. Damouand the credit of the Hawaiiantreasurv.

"We hear every day about thegreat surplus of $100 000 wbichit is claimed the treasury can:boast of. The truth isthnttherowas a much larger sum in thetreasury whon the revolutiontook place and that the P. G. hasshamefully squandered the wholeamonnt besides every cent whichit has been able to rob, steal, orborrow. There is no surplus to-

day. The 95,000 owed by thegovernment on the notes whichwore transterreu by uoioneiSpreckols, are overdue and re-

main unpaid. The cash on handin the Postal Savings Bank isnot sufficient to meet the amountsfor which notice of withdrawalhas been given. The minister offinance is now (in October) be-

ginning to talk about paying billswhich should have been settledin July, and ho is endeavoring toget the Bisdon Iron "Works inSan Francisco to take bonds inlieu of the money due them. Thegovernment has not been able toplace its bonds in the market.Only a small block' has beentaken mostly in payment ofdebts and when put up U publicauction only realized 94 instead of

being sold atpar, a state of affairsnever knuwn under the monarchy. The larger receipts from thecrown lands have illegally beenappropriated by the governmentbnt even the big amonnt derivedfrom that source has been in-

sufficient to satisfy the calls onthe treasury for the support of

the military forces.special policedetectives and spies. Nepotismand favoritism swindling andboodle have been the order ofthe dav. Contracts for pnblicsupplies have not been given tothe lowest. bidder, but to thosewho belonged to.the family com-

pact and had the' pull. The armyhas been furnished with . newuniforms, accoutrements twicein eight months, the first lotbeing rotten and useless. Theaeots oi tue government issteadily increasing while it wasnecessary to nuke special lawsto stop cr at least abate the runon the Postal Savings Banfcr

Speiking with eclat of thepresent government's finances, the Advertiser of this morn-

ing, says that the actoil re-

ceipts for the mo th of Sept-ember, were $137,932.31, andthe coendititrs for the siaiemonth $137,063.17.' Look-in- g

over the weekly financialstatements as reported in ihasessions of the Councils, we findthat the actaal receipts for lastwmth were $!H,87ii36; and theexpesditaras were 1121.304,60, ofwhich awoast 139,673,00 arespecial deposlte to Hoad asdSchool tax aocoaah

Ye Scribes and Pharisees,

Hypocrites.

In tho Gospel according to St.Luke, we aro told how Christscathingly rebuked the insolentScribes and Pharisees, sayingunto them 'woe unto ye, scribesand pharisees, hypocrites." Theteachings of Christ wero lost up-

on these people who had anarrogant concoit that they weresuperior to the rest of their fel-

low men. Their character haspassed down through the agesand through tho nations ed

by the Savior's teachings, and in this nineteenthcentury they are the same, if notworso, than thoy were of old. Infair Hawaii their mantle hasfallen, as it was in Jndea, upon aconceited clique, who aremodernly called "missionaries'

But the scribes and phariseesof, biblical times were holy mencompared to their modern- - typeswe have in mind, Malice,-decei- t,

.treachery, vindictiveness, jealousy and black hearts are addedto tHe conceit and hypocrisy ofthe ancients, and form the epi-

tome of the modern pbaiisee or"missionary."

These men stalk about amongus in ontward seeming, gentle-men of the nineteenth century, but their hearts are veritablesinks of evil plots. The savagesof "Darkest Africa' or tho socalled pagans of heathen landshave higher codes of honor thando our "christian" missionary. Iwould sooner trust my fate amongthe naked tribes of Zulnlandthan to the charity or mercy ofour conventionally dressed audplausible christian pharisees.

In business, politics or any ofthe social relations of modernlife, these pharisees are veritablebrigands and caMbroats, preyingupon each otheras well as upon allsociety. Beligioa, honor, chari-ty asd ail the virtues are batstepping stones, npoa which theyrest to deceive or pueh asidetheir rivak ia the aaiversalscramble for wealth.

Xo country has been bettergoverned, more lightly taxed, fostered and afforded more guuer-- al

The Stranding of the C. A. S.S. Miowera.

The G. A. S. S. Miowera fromSydney was reported early lastevening as being off the portThose interested in her arrivaland others who were on the dockwatching tho ?teatner enteringthe channel, noticed the lengthystoppage of the vessel at themouth of the entrance, wonderedwhat the cause of it could be.No one for a moment thoughtthat the Miowera had strandedon tho reef, A native was over-

heard to say, "that he thonght thesteamer was ashore." It was notuntil nearly nine o'clock that thofact was known: at which timeHarbor Master Fuller aud Mr.E. W. Holdsworth returned fromthe steamer to procure tho aid ofthe tug Elen. At about 0A5 thelug steamed out to the scene ofthe disastor, and is still there. At three o'clock this morming.Messrs. Hackfeld & Co.'s steamscow towing another onewith thirty-fiv- e men in charge ofCjpt. Jero Simonson wont out totho steamer for the purpose ofdischuiging some of the coal, soas to lighten the vessel. This

nrning tho steamer JamesMakeo went out to lend a holp-.n- g

band. At nbout half past teno'clock this forenoon, the Clau-din- e

went out to reuder assistance.

Latest 1:30 o'clock, thesteamer Claudino and the tugElen are both trying to pnll theMiowera off.

The James Makee has returnedfrom the scene of tho disaster.

The steam scow is at the P. M.S. S. dock, discharging about 35tons of coal.

Another scow is alongside oftho steamer receiving pig iron.

About 150 tons of coal havebeea jettisoned.

The steamer lies in a verydangerous location.

We hear that one of the allegeddynamite conspirator whom the P.G. failed to convict exchangedcompliments with the Minister ofInterior this morning on theO. S. S. Co'e dock. The "conspira-

tor" we understand asked the min-

ister how much Yage the minist-er (not ae minister, but ns a sub-

ordinate of Wild-

er) would demand if the Claudineshould lucceed in pulling theMiawera off the reef. The Minister(not as miuieter, but as eta) an-

swered that "bis company" (notthe P. G. but the Wilders) wouldnot be satisfied with less than two-thir- ds

of the stranded steamer. The"conspirator" evidently got excitedover the modest prnpsit on andthe result was an altercation whichat one time, we are told looked1 Kely to b ended in a fisticuffIt is fortunate that the governmentb.i3 got one "slugger" among itsmembers and it is fortunate forthe owners of the Miowera that theClaudine didn't take her off andclaitntnl the salvage.

SO UKELIHOODOFAXNEIATroN.

Persons interested in this que-stion, no longer have much hopethat the Hawaiian islands willbe annexed to the United States. They say that if such was thepurpose of the President it wouldhave been executed long beforethis and there would have beenno occasion for the appointmetof a new minister to Hawaii withthe alleged intimation to himthat he will have a full term ofservice. This latter Impressionreceives strength from the factthat Mr. Willis, who has beennominated as minister to Hawaii, has been informed that there isno special occasion forhis imme-diate presence fn Honolulu andthat he can take his time in arra-nging for hb absence from theUnited States. He is now athis Kentucky home closing up.his personal affairs. It is. ex-

pected that he will return to"Washington in about a weekand receive his commission andhis final instructions from tbStates Depaxtment. The pro-babilities are that it will he fullya month before he gets fairlystarted on his voyage to Hono-lulu.

ALL THAT CAN BE HOPED F01t.

The Hawaiian minister andthe special commission chargedwith the negotiation of a treatyof annexation have been con-

spicuous by their absence from"Washington within the past fewmonths and this gives a strongair of probability to the im-

pression that they have-practicall- y

abandned the idea of annexation. It is now freely asserted thatthe best they can hope for fromthis administration is that itwill undertake -- to protect thepresent provisional governmentfrom- - foreign interference, butwill otherwise assume no respon-sibility for the conduct of itsaffairs.
