Overview
• FOIS consists of – Rake Management System (RMS)
• 233 locations; completed in March 2001
– Terminal Management System (TMS)• 530 locations; 169 commissioned so far • Target December 2004

FOIS Implementation
• Phase 1 – Goods train movement in terms of rakes (RMS)
• Phase 2 – Train operation information in terms of wagons (WMS)
• Phase 3 – TMS capturing all commercial information relating to goods traffic from booking to delivery
• Successful implementation of WMS is a prerequisite for TMS

TMS Implementation Strategy
• Transitional Phase – Computerisation of 530 goods sheds/sidings – Target December 2004– Likely to be completed by March 2005
• Fully computerised phase – Capturing information of all the goods sheds on IR– Target March 2006

Procurement of Equipment
• Terminal Sub-system – Remaining supply will be completed within two months
• Datacom Equipment – Routers and modems are being procured by CRIS– supply to commence from 15th Aug 2004
• VSATs are being procured by Railtel – Installation will begin from October 2004 at a
rate of 50 VSATs per month

Electronic Mode of Payment
• Pilot project between coal loading points on ER & ECR and Badarpur Thermal Power Plant(BTPP).
• TMS already commissioned at 5 locations on ECR & ER catering to 19 sidings. BTPP under commissioning.
• JPO under issue from Railway Board.• Interface between TMS and Bank software under
development.

Assistance from Railways
• Site preparation should be completed latest by October 2004– Special precautions at the VSAT locations
• Monitoring of telecom network• A proper account of PCs, UPSs and other
equipment is important– Non-functioning of UPSs at many locations is a
cause of concern

Enforcement of Data Entry Discipline
• Wagons– Machine generated wagon consists
should be accurate– Procedure for reporting wagon consists
from non-device location
• Locomotives– Allocate correct domain and service – Ensure updating of status at midnight

Review of TMS Locations
• Review of TMS terminals should be finalised based on current and future traffic trends
• Early response will help in finalising the requirement of equipment and arranging the same
• Review completed by some Railways

Engagement of Local Implementers
• Local teams for speedy implementation
• Contractual short term agreement for the transitional phase
• Will be trained in CRIS and deployed in the field
• Identify retired senior supervisors and forward applications to CRIS/CAO (FOIS)

Assistance from Board
• Sanction for the revised estimate for Rs. 431 crores is pending
• Includes the estimate for Control Charting and Crew Management
• Saving in establishment expenditure envisaged (up to Rs 20 crores) if the sub-modules are developed simultaneously

• Modify commercial rules for new procedures• Major modifications
– Issue of computerised RR & its electronic transmission
– Rules for diversion and liquidating traffic suspense– Verification of data bases provided and system of
updating the same– Procedure for handling traffic from non-device
locations (Nodal station concept)

• FOIS is capable of– Generating commodity head wise statistical
statements (7A, 7B, 7C) – Apportionment of goods earnings– Origin Destination Analysis, and– Other statistical statements relating to goods
traffic

Extension of Network
• Rates Directorate of Railway Board– For owning and maintaining the data bases
• Rates branches of zonal HQs– For maintaining the data bases at the Railway
level
• Claims offices• Traffic Accounts offices,Cash offices and
EDP centers
