Sir, I am directed to convey the sanction of competent authority for allocation of funds of Rs. 113.40 lakhs

(One crore Thirteen Lakhs Fourty Thousand only) to the following MSME-Dls for reimbursement of claims of Micro, Small Enterprises participated in Domestic Trade Fair/Exhibition from their jurisdiction as per the "Procurement and Marketing Support Scheme Revised" guidelines. The MSME-DI wise sanction for subsidy (ONER) of Rs. 113.40 lakhs is tabulated below:

2. The Incharge of Institute / Organisation should adhere to: i) Funds are under the Plan Scheme and non- recurring in nature. ii) MSME-Dls will keep separate accounts utilization for the sanctioned fund. The saving, if, any, is not

tra nsferra ble. iii) The Progress report on utilization of the sanctioned fund should be sent periodically/ within a month after

the completion of the concerned trade fairs/ exhibition. iv) The fund must be utilized as per the guidelines under the component 5(A): Participation of individual MSEs in

Domestic Trade Fairs/ Exhibition held across the country of "Procurement & Marketing Support (revised). v) MSME-Dls should ensure the utilization of sanction amount with in this financial year. vi) MSME-Dls should follow the procedure prescribed under the GFR and the various guidelines under the

economy measures. vii) MSME-Dls has to ensure that a MSE should get the scheme benefit twice in a financial year, two times

scheme benefit in same trade fair shall not happen. viii) The reimbursement to MSEs should be based on their recommendation by screening committee at institute

/organization level, approved by empowered committee of the scheme and their participation and actual claim settlement as per PMS scheme guidelines.

ix) MSME-Dls must ensure, uploading the details of MSEs /settlement of the claims online for DBT compliance. x) The sanction amount should be utilized in the FY 2019-20 as per GFR-17. xi) MSME-Dls should make sure the mapping of PFMS and other prerequisites on the PFMS portal. xii) Approval is subject to following conditions: • There shall be defined deliverables on the benefits to the MSEs from the event in terms of generation of B2B

and B2C business. • No bills shall be cleared without obtaining detailed event report from the event organizer/from MSME

organizations whose proposals are being considered like DI/TCs/NSIC etc. • Implementing agency shall ensure entire information is fed on the MIS, before the payments are released to

the event organizer or the concerned MSME. • All the activities shall be cluster based and shall result in creation of sector/district wise MSME clusters, the

information of which shall be shared with other divisions for convergence of benefits of all schemes of MSME ministry.

• The allocation is based on the maximum permnissible limits under the scheme. The Implementing agaency release the reimbursement only on the actuyal claim basis and the differnce may be returned to this office.

• Implemeting agency must ensure the reimbursement to te participating MSEs, once in a trade fair. 3. The expenditure shall be accommodated in demand No. 66, Ministry of Micro, Small, and Medium
