Adtninistrqtion of the programme (2) The Institute of workers' Education, university of colombo shall be in charge of the administratign and general direction of the programme. (3) There shall be a coordinator for the Programme and the Director of the IWE shall appoint him. Eligibility for Admission to tt * programme (02)Applications for Registration for the DHP shall be invited by notice in the National Newspapers. (3) A person who wishes to become a candidate for the DHP shall make an application to the Senior Assistant Registrar of the IWE when the said Programme is advertised. -The "ppr""ii"" has -to be on the prescribed form providing the infonnation as s/he may be required to submit, including r,"vr,ir'quaiincations for undertaking the course of study. (04) Applications received by the senior Assistant Regisfrar shall be referred to the coordinator of the programme. The coordinator, having examined the application, foi n"""rrary initial qualifications, Jat catt the qualified candidates for an admission test or interview' The pass mark in this iest shali be determined on the basis of the number of candidates that can be accommodated in a given year. The candidates to be enrolled shall be recommended to the Academic Syndicate of the IWE for approvai. (05) No person shall be considered for admission to the course leading to the DHp, unless s/he has a qualification in any one of the following categories. Category I " 3 Passes (New Syllabus) / 4 Passes (old Syllabus) in the GCE (A/L) Examination. Category II Six passes in the G'c.E. (o/L) Examination and one year's experience in health related/community development/social welfare activities. Part I - General

(01)Award of the Diploma

Adtninistrqtion of the programme

(2) The Institute of workers' Education, university of colombo shall be in charge of the administratign and generaldirection of the programme.

(05) No person shall be considered for admission to the course leading to the DHp, unless s/he has a qualification in anyone of the following categories.

Category I" 3 Passes (New Syllabus) / 4 Passes (old Syllabus) in the GCE (A/L) Examination.

Category IISix passes in the G'c.E. (o/L) Examination and one year's experience in health related/communitydevelopment/social welfare activities.

Category IIIAny special cases with five years' experience in a relevant field recommended by a professional in therelevant field' (The Board of Study on short courses of the IWE will take the final iecision).

(08) The minimum period of regisfration for the DHP Programure shall be 10 months. The period of registration shallbecounted from the date of commencement of the course-.

(09) The registration for an examination shall be deemed to have lapsed at the expiry of its period of vaiidity. Thecandidate whose registration has so lapsed may renew his/her registration fo. a firtler period, provided that s/he isconsidered eligibie for such registration by the Institute. However, no registration shali be renewed after the expiryof three academic years from the end of the first year of registration. irty suctr candidate shall be required seekregistration in the DHP a fresh if s/he failed to obtain the bipio-u even after rhe expiry of the third period ofregistration, in competition with new application with new applicants, under the rules in iorie at the time of seekingsuch fresh registration.

(10) Notwithstanding anything stated to the contrary, the Institute shall have the right to cancel the registration of acandidate at any time.

(11) A student who is accepted as a candidate for the DHP shall devote her/his time to herftris studies at this Institute onpart time basis.

(12) No such student shall be allowed to keep away from classes or to leave the Island, or to withdraw frqm examinatiJ-or a classroom test without prior approval from the Institute.

(13) Nofwithstanding anything stated to the contrary, the Institute shall have the right to cancel the registration of acandidate at any time for cause assigned.

(14) A student who is accepted as a candidate for the DRDP shali devote herAis time to her4ris studies at this Instituteand attend at' parti-ciFate and take part in at least such percentage oflectures, discussions, tutorials etc. as prescribedby the Syndicate of the IWE.

on acceptance by the Institute a person shail forthwith register as a student of the Institute of Workers, Education(IWE) upon payment of the prescribed registration and othJr fees.

A person who has already been registered as an internal/external studenvcandidate of any University or HigherEducation Institution shall not be registered for^the DHP Programme and a person may not register himself/hers,concurrently as an Internal or External student of any other university or Higher Educational n#tution. -

Part II - Course StructureThe Programme of study leading to the DHP shall include, as prescribed in the Schedule.

Eight courses, each consists ofabout 36 hours ofclassroom work and

one course about 6 hours classroom work cornbined with a Report ofan Independent Study, which shall havethe weight of one course unit in the evaluation structure. The Report shail consist of about 5,000 words basedon a field study, case study, creative production or similar independent work on a subject approved by the ShortCourse Board of the Institute.

The title of courses taught shall be as those set out in the Schedule and the Senate shall have power, on therecommendation of the IWE, to amend the iist of subjects, the syllabi and the nurnber of question pupri, thereof.

The duration of the DHP programlne, under nonnal conditions, be a continuous period of 10 months from itsbeginning.

The programme shall be considered a part-tirne programme in respect of the course content covered within theperiod prescribed on section 17.

(1e) In each ofthe taught course, as iaid down in paragraph 15 above,40 percent ofthe aggregate mark shall be allocated

through a system of continuous assessment based on the perfonnance at take-home assignments, term papers and/or

class room tests. The balance 60 percent shall be awarded on the performance al the written examination held after

the period ofteaching.

(20) The teachers concerned shall evaluate candidates in respect of course work generaliy. The examination scripts at the

final examination and the Report of the independent study shall be assessed by two independent examiners per

examination paper and per Report of the independent study appointed by the Universiry Senate.

(21) A person shall not be permitted to take the examination unless:

iaj S,te has been duly registered as a DHP candidate as from the commencement of the academic ydar in which that

examination is held;(b) Followed at least 80 percent ofthe classes held;

S,&e has registered with the Examinations Branch of the University for the examination s,4re intends to sit.

The Coordinator has certified that s/he has completed the course of studies leading to the examination by

attending the required proportion of lectures; tutorial classes and other forms of instruction in the subject matter

ofeach course;Her/his student registration continues to be in force: and

Her/his application for entry to the examination has been accepted'

(22) Ail rules relating to the Examination Procedure, Offenses and Punishment Regulation No. 1 of 1986 shall Mutates

mutandis apply to, or in relation to, the DHP Examination.

(a) Without prejudice to the generality of the Regulation No. I of 1986 rules relating to the class room tests shall be

fomulated and implementeJ by the Co-ordinator and any matters relating to such tests shall be'decided by the

Academic Syndicate on the recommendation of the Co-ordinator and the Director of the IWE.

(b) Rules relating to Assignments, Term Papers and the Report shali be amounced, from time to time, by the Co-

ordinator in consultation with the teacher/s and such rules shall not be changed or revoked unless otherwise decided

by the Academic SYndicate of IWE'

(23) All participants who completed the course work shall be considered as having completed the flust attempt in the

relevant examination irrespective of whether sAre applied and/or answered the examination at the end of the end of

course work.

Part III - Examinations

(24) The pass mark in each course of the Exarnination leading to the DHP shall be 40 percent of the maximum mark that

could have awarded for that course.

(25) A candidate's performance in each course shall be graded according to the following scheme:

Grade A -70% to 100%GradeB -55%to69VoGrade C - 40% to 54To

Grade D -30%to39YoGrade E - 29o/o or less

(26) (a.) A candidate shall be deemed to have passed the DHP examination if sAre passes in all papers obtaining in each

paper a minimum of 40To of the maximum marks that could have been awarded for that paper.

(b.) A candidate sha11 be deemed to have been passed the DHP examination if he passes in all but one of the papers

having obtained a mark of not less than 30%o'

(27)(a) A candidate shall be deemed to have been repeated only the failed subjects in the next DHp examination.

(b) A candidate shall be deemed to have qualified for a merit pass if he at one and the same examination passesin all papers securing a minimum grand average of 55%owith A grua. purr., in at least two papers and at leastB grade passes in all the remaining papers. r*vevr 'r rYYv PaPvrD 4'l

(c) A candidate shall be deemed to have qualified for a Distinction pass if he at one and the same examinationpasses in all papers securing a minimum grand averag e of 65To *iilr ,+ g.uJ. iasses in at least four papers andat least B grade passes in all the rernahing papers.

(d) A candidate shall be eligible for the award of a merit pass or a distinction only where he had taken the DHpexamination on the first occasion on which s/he was qualified to take the examination unless Jhe Senate forsome specified reason determines- that s/he is eligible for the award of a -"rit pus or distinction although s,&ehad taken the examination on a subsequent o"rurirr.

(e) The university shall publish the names of candidates who have passed the DHp examination. All candidatesshall be informed individually of the results of the examination and unsuccessful participants shall also beinformed of the subjecrs in which they had failed.

(f) A candidate who fails the DHP. examjnation but passes in the Report of the Independent Study shall not berequired to submit a Report of the Independent Study on a subsequent occasion when he takes the DHpexamination.

(g) The results of the examination of a candidate who faile^d to submit the Report of the Independent Study o-or before the specified date shall be withheld. However, if such a candidate ias failed in one paper, this fao-.wiil be communicated to him/her to enable him/her to re-sit this subject in the following year.in addition tosubmitting the Report of the lndependent Study.

(28) The candidates who do not reach the conditions for a pass on laid down in paragraph 26 aboveshall be allowed tore-sit the DHP exarhination as repeat candidates oniy on one occasion ana tt af shall be in the academic yearimmediately following their first sitting, unless the academic syndicate permission is obtained to take the repeatexamination in a subsequent year, Permission shall not be grantid this way to re-sit beyond a period of three yearsfroffr the first year of registration. A candidate who obtains"such permission to ,"p*t in 2 yearstime, shall howeverbe required to keep her/his student. registration annually renewed until s,4re takes repeat examination. Theperformance ofrepeat candidates shall be assessed on the ba;is ofonly the end-of-year examination.

(29) A candidate shall not be referred in the examination for more than three times. A candidate who failed to completethe referred course even in the third repeat attempt, shall have to seek re-registration in the DHp course as a newstudent, in competition with fresh candidates.

(30) The university shall arulounce through public notification the names of candidates who have obtained the Diplomain Health Promotion and of those who have been referred. All candidates shall be informed individually of theresults of the examination.

(3 1) The syndicate of the IWE shall determine.th-e fees for application, registration, tuition, examination and libraryfacilities from time to time. The fees paid shall be refund# only after cinsideration of the Academic Syndicate ofthe IWE.

(32) There will be addition fees charged from referred and/ orfailed candidates as determined by the IWE, depending onthe expenses to be incurred by the university to service their repeat attempts in the DHp Examination process.

(33) The council of the university shall determine the fees payable for a certificate or statement of results or a transcript.Transcripts of examination results shall only be submitt-ed to another academic institution.

(34) The candidates who do not reach the conditions'for a pass on laid down in paragraph 26 aboveshallbe allowed toobtain an Attendance Certificate if s/he has attended 80o/o of the coursework.

(35) The university shall publish the names of candidates who have passed the DHp examination. All candidates shall beinformed individually of the results of the examination and unsuccessful participants shall also be informed of thesubjects in which they had failed.

(36) A candidate who fails the DHP examination but passes in the Report of the Independent Study shall not be requiredto submit a Report of the Independent Study on a subsequent occasion when sihe iakes the DHp examination,

(37) The results of the examination of a candidate who failed to subrnit the Report of the Independent Study on or beforethe specified date shall be withheld' However, if such a candidate has faiied in one or more papers, this fact will becommunicated to herihim to enable her/him to re-sit this subject or subjects as the case rray be in the following yearin addition to submitting the Report of the Independent study.

(38) The candidates who do not reach the conditions for a pass on laid down in section (29) above shall be allowed to re-sit the DHP examination as repeat candidates in the academic year t*o"oiutrty fi#,lii"n;';#?#'rii"jg, ,"r.r,permission of the Syndicate is obtained. to take the repeat examination i" u tuur"q"ent year. such permission shailnot be granted this way to re-sit beyond a period of two years from the first v"u. ii..girtration. A candidate, whoobtains such permission to repeat in 2 years time, shail however to keep her,&is student regisffation annuailyrenewed by paying the prescribed fees until.s/tre takes the repeat examination. The performance of repeat candidatesshall be assessed on the basis of only the end-of-year examination only.

(39) A candidate shall not be referred in the examination for more than three times. A candidate who failed to completethe referred course/s even at the third shall have to seek re-registration in the bHr frog.urrrn1e as a new student, incompetition with fresh candidates.

(40) The fees for application, registration, renewal, tuition, examination, repeat the Council shall determine examination,library facilities etc' from time to time. The fees paid once shall not bi refunded save in exceptional circumstancesand only after due consideration and approval of the Syndicate of the IWE on the recommendation of the Director inconsultation with the Board of Study.

(41) There will be addition fees charged from referred and/or failed candidates as determined by the council on therecommendation of the Syndicate' depending on the expenses to be incurred by the IWE to service,their repeatattempts in the DHP Examination process.

(42) The fees payabie for a certificate or statement of results or a transcript shall be determined by the Council.Transcripts of examination results shall only be submitted to another academic or professional education institution.

(43) The candidates who do not reach the conditions for a pass as laid down in section 29 above shall be allowed toobtain an Attendance Certificate if s,4re has attended 80%o of the course work.

part IV _ Interpretation

In these By-Laws unless the context require or otherwise,

"University" means the University of Colombo established under the Universities Act No. 16 of I97gas amended:

"Institute" means the Institute of workers' Education established under the Institute of workers, EducationOrdinance No. I 1 of 1979 made by Universify Grants Commission.

"Council" means the Council of the University of Colombo constituted by the Universities Act. No. 16 of 197g asamended;

"Senate" means the Senate of the Universify of Colombo constituted by the Universities A.ct. No. l6 of l97g asamended;

"Syndicate" means the Academic Syndicate of the Institute of Workers' Education established under the Institute ofWorkers' Education Ordinance No. 1l of 1979 made by University Grants Commission.

"Board of Study" means the Board of Study on Short Courses of the Institute of Workers' Education establishedunder the lnstitute of Workers' Education Ordinance No. 1 1 of 1979 made by University Grants Commission.

"Director" means the Director, Acting Director ofthe Institute of Workers'Education of the University of Colomboor any other officer authorized by the University to perform the duties of the office of the Director.

"Registraf' means the Registrar, Deputy Registrar, Senior Assistant Registrar, Assistant Registrar or any otherofficer authorized by the university to perform the duties of the Registrar.

(45) Any question regarding the interpretation of this By-Laws shall be referred to the Council of the University ofColombo Council whose decision shall be final.
