What is a DOE M&O Contractor?
• Special type of Government Contract (Federal Acquisition Regulations Part 17.6)
• Major Business Differences of an M&O Contractor vs other Gov’t Contractors – DOE participates in M&O contractor labor relations – DOE participates in M&O contractor management controls – DOE participates in M&O contractor’s purchasing process – DOE finances M&O contractor with overnight funding (no Contractor

Savannah River Site (SRS) needs the functionality of a Business Management System to support the SRS tasks of cleanup, defense, and future missions of the SRS Existing Systems are -

• Old - Current systems are over 20 years old, have exceeded their useful life, and are based on antiquated technologies, both hardware and software.

• Non-Compliant - Current systems do not align to Federal Enterprise Architecture (FEA) guideline preferences
• Non-responsive – System performance degrades during periods of high use, such as monthly and year end closing
