Issues Impacting the Beer Distribution IndustryIndependent beer distributors face a wide range of developing issues. Among the topics that will be discussed during NBWA’s 2018 Legislative Conference are:

Aluminum and Steel TariffsMore than 100 members of Congress wrote to

the White House expressing concerns that new tariffs on aluminum and steel would have unintended consequences.

Tariffs amount to hidden taxes which will be paid by American consumers. An increase in cost of goods sold negatively impacts all tiers of the beer industry in the United States – including brewers, distributors and retailers – and could negatively impact men and women across the country whose jobs depend on a vibrant and competitive industry.

Federal Taxes: Permanency and ParityNBWA is advocating for permanence and parity to

preserve specific measures included in the Tax Cuts and Jobs Act, which was signed into law in late 2017.

Changes made to the estate tax will help family businesses invest in the future.

The bill included a 20% deduction for pass-through business owners, including trust shareholders, significant estate tax relief, improved business expensing allowances, the preservation of LIFO accounting, the individual rate reductions and various other provisions.

Infrastructure and Transportation Funding

Congress and the White House are positioned to consider a wide infrastructure package that would include funding to improve roads, bridges and other transportation needs across the country. These investments would directly impact beer distributors whose fleets use hundreds of miles of roadways in every congressional district to deliver beer and generate commerce in local communities. Additionally, infrastructure projects would generate more American jobs and add more disposable income to the pockets of hardworking men and women.

Funding the Tax and Trade Bureau (TTB)As the primary federal regulator of the licensed

beverage industry, the TTB’s role is critical in supporting the regulatory structure of the three-tier system. The agency enforces trade practices, labeling and advertising rules. In 2017, NBWA helped garner over 240

signatures from members of Congress to the Secretary of Treasury recognizing the important role of the TTB in tax collection and regulatory oversight.

Ensuring the Independence of Beer Distributors and Jobs

During its review of the Anheuser-Busch InBev and SABMiller merger, the Department of Justice affirmed the role that an independent distribution system plays in supporting marketplace competition and consumer choice. It is incumbent upon regulators and policymakers to ensure that the American marketplace for beer remains an open marketplace, driven by consumer choice.

Next Generation Group LuncheonMonday, April 2312:30 – 2:00 p.m.

Second-generation reporter Judy Kurtz will speak at the Next Generation Group luncheon. Following in the footsteps of her father, renowned media critic Howie Kurtz, Kurtz is the “In the Know”

columnist for The Hill newspaper where she covers Congress, politics and the D.C. social scene. She will discuss today’s headlines, changes in journalism and work/life balance.

Paul BegalaDisruption is the name of the game

in the political arena these days. From daily news headlines to the upcoming midterm elections, it’s anyone’s guess what happens when the music stops.

Former Clinton-Gore strategist Paul Begala has been offering analysis of politics and policy for years, having co-hosted CNN’s Crossfire and MSNBC’s Equal Time. Currently, he appears on CNN shows including The Situation Room with Wolf Blitzer.

Begala will speak on Monday, April 23.

U.S. Senator Cory Gardner Having grown up in a family-

owned business, Sen. Cory Gardner is a longtime friend to small business owners like beer distributors. After working at his family’s farm implement dealership, he served in the Colorado House of Representatives and eventually ran for Congress in 2010. In 2014, he was

elected to the U.S. Senate, where he has risen quickly through the ranks. He currently chairs the National Republican Senatorial Committee, which coordinates and manages senatorial campaigns. He also is engaged in a wide range of policy issues, including energy, transportation and the discussion around marijuana regulation.

Gardner will speak on Tuesday, April 24.

House Republican Whip Steve Scalise

Rep. Steve Scalise made national headlines when he was shot during an early-morning baseball practice ahead of the annual congressional baseball game in June 2017. Fifteen weeks later, he returned to Capitol Hill and told his colleagues, “I’m definitely a living example that miracles really do happen.”

Since his days in the state legislature, Scalise has understood beer distributor issues and fought for policy proposals that help small, family businesses thrive. He has been an advocate of comprehensive tax reform and other initiatives that help businesses plan and grow. In addition to speaking about policy proposals, he also will share his inspirational story of surviving the shooting on the baseball field. As a reminder of his positive attitude and fortitude, he has said, “While some people might focus on a tragic event and an evil act, to me, all I remember are the thousands of acts of kindness and love and warmth that came out of this.”

Scalise will speak the morning of Wednesday, April 25.
