Organizations become increasingly responsive to the public if they mirror the demographics of their constituencies (Andrews, Boyne, Meier, O-

Toole, & Walker, 2005).

Active representation occurs when bureaucrats of a certain demographic eliminate discriminatory barriers and pursue policies designed to serve citizens who mirror their demographic (Keiser et al., 2002;

Meier & Nicholson-Crotty, 2006).

In law enforcement, police actions were deemed more legitimate and proper by citizens when performed by an officer of the same race (Theobald & Haider-Markel, 2009).

Diverse police forces led to reduced crime, decreased incidents of racism, less African Americans subjected to stop and frisk, and improved attitudes toward police (Hong, 2016).
