Unit Training Management (UTM) Introduction

• Adequate resourcing ensures effective and efficient training. Commanders and leaders must optimize training opportunities through the careful planning and coordination for resources.

• This tutorial addresses resource considerations when planning training events. It will serve as a start point for the recognition of and coordination for training resources.

Unit Training Management (UTM) Land, Ranges, and Facilities

Requirements must be identified early while developing UTP COA, and are prioritized IAW higher’s UTP

Forecasted and requested IAW installation SOPs and managed during resource conferences:

• Land, ranges, and training facilities are requested and managed through S/G3 channels

• Installations manage ranges using RFMMS - Range Facility Management Support System

• Check local SOPs to determine how land (training areas) and training facilities are managed

Unit Training Management (UTM) Ammunition

Consider constantly during UTP COA development. Optimize event frequency with available ammunition.

Process: Units plan training events using STRAC authorizations (see CATS) and submit their monthly forecasts in TAMIS in coordination with higher’s ammunition manager. After verifying authorizations in TAMIS, ammunition storage points (ASPs) issue training ammunition to units immediately prior to the training event.

Submit DA 581 IAW supporting ASP timelines and SOPsEnsure ASP signature cards (DA 1687) are currentEnsure ammunition vehicle drivers have proper certificationsEnsure ammunition transportation vehicles meet ASP standardsEnsure ammunition holding areas comply with installation guidance

DA PAM 350-38, Standards in Training Commission (STRAC) provides information on frequency of qualification and live fire exercises.

Total Ammunition Management Information System (TAMIS) is the Department of the Army system for managing operational, training and test munitions.

Unit Training Management (UTM) Training Aids, Devices, Simulators and Simulations (TADSS)

Effective use of TADSS can support realistic and challenging training

Process: After identifying the events required to train unit KCTs, research which TADSS can assist.

• Contact and visit the installation TSC to confirm and research availability of TADSS

• TADSS required to support a training event can be found in unit historic training files, CATS recommended training events and by visiting the TADSS web page

• TADSS range from simple pocket cards to vehicle simulators, to mission command system stimulators

Air and Ground Movement/Transportation Requests – Are extremely time sensitive and subject to the influence of civilian traffic, weather, airspace availability and local regulations (Civilian and Military)

• Often require detailed planning as if they were an event themselves• Without proper planning a unit may not even get to the FTX location

or receive the required air support to train to standard

Ground Transportation and Convoy Clearance Requests: Units request through the S4 to the G4 Transportation offices using: TC AIMS II - Transportation Coordinators Automatic Information for Movement System

Air Movement Requests: Units request through S/G3 Air offices using differing forms and procedures determined by the type of request. Check local SOPs for more detailed instructions.

Potential Show Stoppers:

Medical Coverage Requirements - IAW unit and installation SOPs Environmental Considerations - Many training areas now have protected flora and fauna and or noise and light restrictions which may effect the type of maneuver and hours available for training

Training Enablers:Observer Controllers, OPFOR, instrumentation, MC system support, higher and adjacent unit replication, role players, visitor support, other WFF representation might require externalcoordination and/or support.

Unit Training Management (UTM) Classes of Supply Considerations

Address in event OPORD/FRAGO Water/Class I – Consider training level and event length. For more shorter, structured events, transport A rations from cantonment areas. For longer, more tactical events, consider MREs or establishing a field meal preparation site. Address at appropriate T-week (coordination at T-6, confirm by T-4, and brief at T-1).

Class II – Procured IAW supply SOP. Maps also available on line, through the Training Aids Support Center (TASC). Range policies dictate housekeeping requirements such as dry sweep, paper products, and paint for usage. Tentage IAW unit UBL. Must be procured and on hand prior to training initiation. Address requisitions at the appropriate T-week (T-6 coordination, status at T-4, and brief at T-1).

Unit Training Management (UTM) Classes of Supply Considerations

Class III – CATS provide estimated use for selected items and selected events. Ranges and facilities may require for target operation and heating. Unit basic load regulations will prescribe on hand quantities for Class III package items. Plan to support observer controllers and OPFOR. Field mess teams and maintenance contact teams require support. Weapons qualification periods require substantial Class III package material. Address at appropriate T week. Coordination at T-6, confirmed by T-4, and briefed at T-1.

Class IV – Consider unit basic load (UBL) consumed for training events. KCT training may require field construction or training site replacement requirements. Installation disposal requirements should be addressed at T-6 and confirmed at T-1. UBL replenishment should be IAW unit supply SOP.

Class VI – Considered for extended events in austere environments. MACOM SOP provides guidance for coordination and support.
