In response, all graphics and diagrams are therefore indicative in nature and have been prepared to demonstrate that the desired density, form of development, mobility network, open space plan and sustainability/social policy measures meet the intent of the policies and objectives set forth in the City’s Policy Statement and other policies and regulatory bylaws. Future development permit applications will need to demonstrate conformance with the principles of this master plan and further define the specific parameters of development, to the satisfaction of the City of Vancouver. 5. Sustainability Measures – This section outlines PHC’s commitment to sustainability and the targets and actions proposed to align future development with the City’s Rezoning Policy for Sustainable Large Developments and Green Buildings Policy.

6. Public Benefits – This section introduces a range of public benefits, including two childcare facilities, which will be formalized through the rezoning process.

7. Phasing and Implementation – A phasing plan outlines the anticipated development and delivery of infrastructure and public benefits. A summary of the proposed site servicing is also provided.

1. Application Overview and Description – The first section outlines the vision PHC has for the new hospital and health campus and provides an overview of the site context, applicable City policies and public engagement activities.

2. Built Form – This section outlines the indicative design for the built environment, including building uses, heights, coverage, setbacks and shadow studies. Individual parcel studies show elements of the indicative design through typical plans, cross sections and 3D visualizations. Proposed rates for parking, loading and bicycle storage are also provided.

3. Open Spaces – The Open Spaces section describes the character of the public and private outdoor realm and illustrates an indicative design for several key spaces, including the Wellness Walk and prominent plazas.

4. Circulation and Mobility – This section introduces the proposed network of new streets, bike lanes and pedestrian routes that will connect the site to the City’s existing transportation system.

This package of material provides the required information for the City to review and assess the key components of the proposal. Design Principles

The design of the New St. Paul’s Hospital Health Campus is guided by four design principles derived from the overall vision of a Healthy Community, existing City policies, the New St. Paul’s Policy Statement and best practices in healthcare and urban design.

Healthcare Excellence

Maximize the operational flow of the components of the New St. Paul’s Hospital: Core Hospital, Ambulatory Care, Research and Academics to ensure that care is delivered in the most effective, efficient manner and design facilitates adaptation and transformation in healthcare delivery.

Walk - Stay - Remember

Weave the St. Paul’s Hospital into the existing neighbourhoods to the north and False Creek to the west by creating a walkable, connected, community-first design that promotes health and wellness and celebrates the history of the site and region.

Healthcare Boulevard & High Street

Create a vibrant, pedestrian oriented healthcare street and a strong front door to the New St. Paul’s Hospital that is reflective of the PHC corporate culture and presence in the community.

Bold Form

Introduce a distinctive architectural identity for the campus that accommodates current and future program elements, frames the public realm and sensitively transitions towards adjacent neighbourhood edges.

Master Plan Description

The primary focus of the proposed development is a new hospital to replace the aging St. Paul’s facility at Burrard Street. The plan anticipates that this facility will be located between New Arterial Street and National Avenue, New High Street and New Local Street.

Supporting the hospital will be a variety of research, office, hotel, and workforce housing buildings. A professional office building and a research building are located on the Health Campus parcel and are connected to the Hospital by way of overhead walkways and underground parking and service areas. On the parcel to the west side of the New High Street there will be several commercial office buildings that may be attractive to organizations such as research and healthcare related fields, among other potential business types. Also on the west side of the New High Street an extended stay hotel suited to visiting family and friends of hospital patients or visiting workers and researchers is envisioned. A small parcel on the north side of the New Arterial Street will be developed for workforce housing intended for staff of the hospital, visiting researchers or other health care associated employees.

These buildings are set amidst a new network of streets and public open spaces organized in such a fashion as to improve the connectivity of all transportation and mobility in the neighbourhood and increase the diversity of its open space experiences. Buildings frame and activate new streets, which are punctuated by a series of south and west-facing facing plazas and small parks, which are in turn connected by way of generous sidewalks and walkway loops.

Taken together, the proposed master plan for the Station Street site supports a new way of providing health care that is fully integrated with its surrounding neighbourhood.

Alignment with Policy Statement

Tables on pages 8 and 9 summarize the ways in which the master plan addresses the guiding principles of the Policy Statement.

The vision for the new St. Paul’s Hospital and Health Campus is to lead in the delivery of B.C.’s new model for health care by providing our patients with the highest-quality integrated, compassionate and patient and family-centred care by the appropriate provider, where and when they need it most.

Integrated Hospital, Primary and Community Care

The new St. Paul’s will continue to be an academic health sciences organization – a globally renowned care, research and teaching hospital complete with acute, emergency and critical care programs and services to treat people when they are the sickest and need specialized care.

The new hospital will also be connected and integrated with a number of primary care, community health services and support programs, on the Station Street campus, and in the broader community in partnership with Vancouver Coastal Health Authority and other providers to meet continuing needs of patients from throughout B.C. and the local communities.

Through the policy planning process, Providence developed the following 6 priorities to guide the development of the new St. Paul’s:

• Implement an “integrated health campus model” to more effectively provide focused patient-centred care and maximize system efficiency

• Design the hospital to enable the most cost-effective care and improved outcomes for acutely ill patients

• In partnership with Vancouver Coastal Health Authority and other providers, facilitate the shift of non-acute care away from the hospital by connecting and integrating with primary and community health services and support programs in the broader community

• Develop value-added partnerships with health industry leaders in research and innovation

The new St. Paul’s will continue to have a patient and family-centred philosophy of care. The range of integrated programs and services across the campus will streamline access to care, so that patients can move seamlessly from one level of care to another as their health requires. For example, traditional silos of care will be dismantled in exchange for pathways that better support our patients though illness and back to health.

Triage systems will be in place to determine which patients truly require hospital care and which require primary, community or other specialist care or supports. In other words, the new St. Paul’s will aim to connect patients to the care they need – at home, in the community, in the hospital or elsewhere on the campus.

Physical design considerations that will support a smooth patient journey and positive experience while receiving treatment include:

• Patient-centred care that prioritizes the patient (and family/support network) experience and supports operational efficiencies by design

• Environmental design that supports a relaxing and restorative environment for patients and staff (e.g. access to open space, natural light and views)

• Private rooms support the quality of the patient experience (privacy and comfort) and operational objectives for infection control, safety and security

• Simplified wayfinding improves operational flows, reduces anxiety and improves efficiency

• Interactive and learning spaces provide opportunities for communication of key information for patients and staff

To ensure the new St. Paul’s takes into account the patient perspective, patient representatives are involved in all of our planning streams for the project, including considerations for physical design of the campus.

Providence Health Care is continuing to work closely with physicians, researchers, staff and care providers; community and patient groups throughout the province; as well as the BC Ministry of Health, Provincial Health Services Authority, Vancouver Coastal Health Authority (VCH), Fraser Health, the St. Paul’s Hospital Foundation and the City of Vancouver on planning for the new St. Paul’s.

The clinical plan – completed as part of the early stages of hospital planning – helps to determine how Providence Health Care and other health partners deliver patient-centred care through the new St. Paul’s Hospital and Health Campus and in partnership with lower mainland primary and community care networks. Clinical planning involves identifying current care being delivered by the current hospital to our patients, what their future health needs will be, which new clinical programs and services should be established at the new St. Paul’s, and how best to integrate new solutions into the broader community and primary care networks.

1.2.5 Clinical Planning & Physical Programming for the New St. Paul’s

A key emphasis of the St. Paul’s redevelopment is to ensure patients receive the right care in the right setting by the appropriate provider. The new St. Paul’s Hospital and Health Campus will include a core hospital to ensure continued excellence in acute care, but will also have vital adjacent services that will help direct patients to important community-based primary care and support programs on the campus.

Translating the clinical plan into the physical program of the hospital involves the careful consideration of location, size, relationship to adjacent spaces and project phasing. Physical programming for the New St. Paul’s will continue to evolve and be refined over time based on input from key internal stakeholders and in consideration of future stages/detailed hospital and health campus design.
