A NEIGHBOURHOOD PLAN FOR ST. ANNE’S PROJECT DESCRIPTION

OUTCOME The outcome of the project is the production a formally approved Neighbourhood Plan for St Annes in accordance with the Localism Act 2011. RESOURCES Manpower – the manpower resource required to implement the project is that of a Project Manager. This could be either the appointment of an appropriately qualified and experienced consultant, or the designation of a lead officer from within the Town Council. Currently the Town Clerk is leading on the plan however additional resources are required. Finance - external funding has been obtained, as follows:

Planning Aid Advisor for 18 days (including face-to-face support)

Community Development Foundation grant of £7000 towards publicity, special newsletters, flyers, printing and venue bookings for consultation, £6300 of this grant has been received

Consultation with the community has already been undertaken as part of the production of the Town plan,

Accommodation, additional funding has been received from this from CDF

In response to the CDF grant the Town Clerk has asked if part of the grant can be used to purchase external planning support to assist in plan development TIMESCALE Time constraint so far identified by the Town Council is that the Neighbourhood Plan should be in place before the next Town Council elections in May 2015. A draft project schedule has been produced that gives a project life plan. The CDF grant must be spent in its entirety by 30th September 2014 STRUCTURE This is both a local government project and a community project. As a local government project, it requires a structure suitable for reporting, decision-making and accountability. As a community project, it requires a ‘steering group’ of key partners and stakeholders. A suggested Project Structure is illustrated below:

DEFINITIONS: Town Council – St Annes on the Sea Town Council (Full Council) Committee – St Annes on the Sea Town Committee, to be confirmed Project Steering Group – elected members of the Town Council Project Manager – either a nominated lead officer or an external consultant Key Stakeholder Working Group – those key stakeholders external from the Town Council Local Planning Authority Officers – Fylde Borough Council’s nominated Neighbourhood Planning officers. CRITICAL CONSIDERATIONS Time – the May 2015 deadline is the preferred deadline of the Town Council as it coincides with the next town council elections. However, if this deadline were to be exceeded it would not necessarily mean the end of the project; the Neighbourhood Planning process could continue beyond this deadline. Quality – the Neighbourhood Plan must conform to the Neighbourhood Planning regulations. If it fails to do this it will not receive approval from either the local planning authority or the Independent Examiner.
