CiviliansinareasofKarenState oppositeThailan d’sKanchanaburi,Ma eHongSon,andT ak Provincescontinue tomoveback andforthacrosst heborderdailyin responsetofight ing,troop movements,th reatofattack s,abusesuch asforcedlabour, pressurefromT haiauthorities, andto protecttheirlivelihoods. Community-based organizationsandint ernationalNGOs (INGOs)inTha ilandhavetake nthelead inrespondingto thehumanitarian crisis.However,withthelikelihood ofcontinuedandescalating conflict,increasednumbersof civiliansseeking refugeinThail andremainsadis tinctpossibility. Moreformaland durablesolutionsareneededto ensuretheprot ectionofthese civilians. OutbreakofVio lenceFollows7NovemberElection On7November,troopsfromDKBA5 th Brigadetook upstrategicpos itionsinMyawaddy,Kare n State.On8November,heavyfightingtookplacea sSPDCsoldierstr iedtoretake thetown.More than25,000civiliansf ledintoMaeSot, Thailand,andth esurroundingarea .Threecivilians from Burmawerereportedtohave beenkilledand morethantwent yinjured. FightingalsobeganinThreePagodasPass,withat least10,000civilians reportedtohave fled, takingrefuge inThailandandin nearbyterritory controlledbythe NewMonStatePa rty(NMSP). Onechildwas reportedlykilled .On9November,a mortarinjureds evencivilians. Fightingalsoocc urredinWawLayvill age,locatedbe tweenMyawaddyand ThreePagodasPa ss, causingsome2,500villagerstoflee toThailand.Mortarfirereportedlykilleda15-yearoldgirlin theareaandinjuredothercivilians. Armedconflict andthethrea toffurtherfight inghavecontinued intheweeks followingtheinitial outbreakofviolence,withthousandsofciviliansont hemoveandatr iskinahostile environment. ManyCivilians CrossBackintoTha ilandafterRepat riation,Recei veAssistance fromLocal Community Thaimilitaryau thoritiesimmedia telybegantoorganizethereturnofciviliansfleeingtheinitial outbreakofhos tilities.By10November,themajorit yofthosewhohads oughtshelterin Thailand hadreturned toBurma.Manysubs equentlycame backacrossthe borderandremaininhidingin Thailand. Groupsofcivilians fleeingfromac tualoranticipate dconflicthave continuedtocrosstheborder everyday,see kingshelterin temporarysites orremaininginhid ingontheThais ideoftheborder.
