This forms part of the 'Local Development Framework' consultations on developing guidelines for planning decisions for the next 16 years. Part of this exercise is to identify where new homes might be built. Government policy is that 7,710 new homes need to be found in the district; over half of these can already be accounted for in land that already has planning permission and land within towns and villages that could be developed. Suffolk Coastal has identified land to the east of the A12 at Martlesham and Martlesham Heath where a large number of houses could be built. Elsewhere, homes are proposed for the Felixstowe area. A smaller number of houses may be built in villages and this will be determined by the nature of each development and whether the village can provide an extensive range of facilities such as shops, doctor's surgery, pub, bus services, school, village hall etc. The top tier are designated as ‘Key Services Centres’. Three of the 24 key centres are in The News’ area: Witnesham, Otley and Grundisburgh. Details of the categories into which the other parishes in our patch fall are given inside. Otley has been designated aKey Service Centre whichproposes modest estate scaledevelopment consistent withthe scale and character of thevillage, with preference beinggiven to brown-field sites andinfills.

Chairman Malcolm Smith,referring to the recentlycompleted Otley Parish Plan,said that a majority ofresidents were willing to seesmall scale development inthe village, with mostfavouring the existing factorysite at Hubbards. With just265 homes in the village atpresent, Mr Smith said thatany proposals would need tobe proportionate if they werenot to place a burden onexisting facilities.

CHARITABLEEXERTIONSMarathonchallenge 1

In October I was given theall clear from breast cancerso to celebrate I applied to runin the 2009 London Marathon.

I was very lucky to be offereda place from‘BreakthroughBreast Cancer’,which is theUK's leadingcharitycommitted tofighting breastcancer throughresearch,campaigningand education.

I fullyappreciate howimportantresearch is. Iwas diagnosedwith breastcancer justeight weeksafter mymother, HazelRuffles, died ofthe samedisease. Hersister Sylviahad also died inthe same wayseveral yearsearlier. I havealready contributed to the“Breakthrough” researchprogramme by providingblood samples and dietaryrecords, so I feel veryprivileged to be given theopportunity to raise funds toensure that their research cancontinue.

My target for marathondonations is £2000 butunfortunately one of the thingsI find most difficult, apartfrom going out for a run on acold wet morning, is askingpeople for money.

Cuban cyclechallenge

Chloe Pitcher of Hasketonand Deb Hayward of

Woodbridge went on a cycleride in Cuba in November.This was in aid of their charity'Women for women', whichsupports women and theirchildren.

They would like to say a big'thank you' to everyone for alltheir help, support anddonations in their fundraisingfor Cycle Cuba. They bothfinished the ride, covering 240miles in five days.

Policingarrangementsacross thecountyAreview by Suffolk

Constabulary of its SaferNeighbourhood Teams (SNT)style of policing has led tosome changes beingimplemented. The county-wide system is designed tohelp deal with local concerns,including crime and anti-social behaviour.

The review found a lack ofconsistent approach across thecounty, with insufficientlyeffective partnership workingand problem-solving in someareas. Also, some SNTofficers were spending long

periods away from theirteams. The principal aim ofthe review was to find waysof making SNTs even moreeffective at solving problemsfaced by communities.

Considerable work andconsultation resulted in thefollowing key changes to theSNT arrangements:

� Moving from 47 SNTs to30, while ensuring that therewas no reduction in theoverall number of front-lineofficers working in eitherresponse or SNT roles;

� Ensuring that the PoliceCommunity Support Officers,Volunteers, SpecialConstables and PoliceConstables in the teams focustheir time on SNT work andare not abstracted to performother duties;

�Giving each SNT adedicated Team Sergeant whowill work with the team for atleast 80% of the time ;

� Ensuring that SNTs aretasked to deal with issues thatcommunities see as realpriorities which can then bedealt with in partnership withothers before moving on tothe next priority.

The link to the SNTs is theSafer Neighbourhood TeamTasking Groups (SNT TGs) ,which are made up of parishcouncillors, parish clerks,local authority councillors andofficers, communityrepresentatives andconstabulary officers.

SNT TGs meet regularly toset priorities, agree actions,monitor problem-solving andconsider a range ofperformance statistics.

The revised arrangements arerelatively new but the conceptof locally determined prioritysetting to help alleviate crimeand anti social behaviour is tobe welcomed and thededicated Sergeant to run eachSNT seems a significant stepforward.

Suffolk County Council hascompleted a year long

study into the lorry-relatedissues, including those raisedby the local campaigninggroup Save our Rural Roads(SORR). The policydevelopment panel’srecommendations, now agreedby the SCC Cabinet, representa major improvement in thecounty council’s policies tomanage and control HGVs onrural roads.

The full list of improvementsis given in Section 16 of theSORR Report (see right).

One improvement has alreadybeen implemented. The on-line version of the HGVIncident Reporting Schemewill make it much easier andquicker to report HGV-relatedincidents on our roads. Weurge everyone to make full useof this and report anyproblems with lorries (such asignoring weight restrictions,damaging verges/kerbs,blockages, near misses, etc).The county council will takeaction on all reported incidentsand the data gathered will alsoprovide clear evidence of thereal problems we all face.

Update on DebachEnterprises ...The Ombudsman wasscheduled to give his finalresponse to SORR’s bulkcomplaint aboutmaladministration by SuffolkCoastal on 18 December buthas delayed his decision until

...and Gressingham FoodsAfter a considerable delay bySuffolk Coastal DistrictCouncil (SCDC), theproposals to take enforcementaction against possiblebreaches of planning controlsat the Gressingham Foods siteare scheduled to be presentedto its Development Sub-Committee on 5 February. Ithas taken us nearly two yearsand constant pressure to reachthis stage.

... and Green Burial Site Although the proposals for thegreen burial site inGrundisburgh Road,Tuddenham,did not involveHGV traffic, SORR wasconcerned over the potentialincremental increase in trafficalong the surrounding roadnetwork. We lodged anobjection on this basis and itwas quoted as one of thereasons for refusing theapplication.

Group wish to thankeveryone who supported ourXmas event on The Green bycontributing mince pies andfruit cakes, also gratefulthanks for money giventowards our fundraising. Theweather was kind to us andthere was a good communityspirit amongst all there.

We have now started backafter the holidays with a goodattendance in all four sections.

The Fynn Valley Explorersalong with Explorers fromKesgrave Group attended theGilwell Winter Camp in Essexfrom Friday 9 to Sunday 11January, joining almost 1,000other members from the UK.That Friday night was one ofthe coldest for a very longtime, not ideal for being in atent, although during theweekend the ground wasfrozen solid so at least notmuddy like Gilwell normallyis! They had an excellent timewith many activities such asarchery, rifle shooting,climbing and quad-bikes.

In February the Explorers,joined by some of our olderScouts, will be attendingPhoenix 4 Camp at LandguardFort, Felixstowe, where onceagain there will be manyactivities including indoor airrifles and Crystal Mazechallenges.

On Sunday 22 March we willbe taking part in the annual

Grundisburghplaygroup The children enjoyed the

time leading up toChristmas making their ownNativity scene which was ondisplay at the crib exhibitionin the village - this activityallowed the children toconstruct and play with thenativity characters and re-tellthe Christmas story. They alsoattended a fantastic partyarranged by parents from thecommittee, and the delightfulNativity play withrefreshments of mulled wine(for the adults!) watched by somany parents, relatives andfriends was wonderful.

To add to a very busy halfterm we had our surprise visitfrom Ofsted one coldNovember morning - the fullreport is available on requestbut to summarise:Grundisburgh Playgroupprovides firm foundations for

its children. They are safe andhappy and their individualwelfare needs are valued andrespected in an inclusiveenvironment. Management andstaff have the knowledge andskills to ensure that the needsof all children are met. TheOfsted inspector said,informally, that such a prettyvillage was very lucky to havesuch wonderful facilitieswithin its community.

During the rest of this springhalf term we are lookingforward to celebrating Chinesenew year and tasting foodsfrom there. We will be talkingabout our feelings and thepeople we care for, asValentines day approaches

WI REPORTAt the Christmas party held

by Grundisburgh Burgh &Culpho WI in December weenjoyed excellent food andwere entertained by TudorMinstrels in costume. Theygave a potted history ofmusical instruments of Tudortimes, playing a variety ofrecorders and crumhornsranging in size from threeinches to over three feet long.

This brought us to the end ofanother varied and interestingyear of outings, BBQs etc.,and excellent speakers.

Grundisburgh Gleanings

Since 12 January CanonConsulting Engineers have

carried out traffic surveys usingCCTV cameras and road stripsto calculate the volume of trafficin the Meeting Lane and TheGreen area of Grundisburgh.

This is to support anotherapplication by Flagship Housingto build five houses and sevenbungalows in Meeting Lane - onthe site of nos 1 & 2, which areto be demolished, and part of therear gardens to 3 to 7 MeetingLane, and create a new sharedaccess road.

A similar application wasrefused in March 2008 bySuffolk Coastal District Councilon the grounds that MeetingLane is not wide enough inplaces for two cars to pass, doesnot have footpaths all along, andits junction with The Green issubstandard in width andvisibility. It does not thereforeform a suitable access to servicethe level of developmentproposed and would give rise totraffic safety problems contraryto policy AP27 of the SuffolkCoastal Local Plan.

Grundisburgh & Culpho ParishCouncil objected to the previousapplication for this site andconsiders that this revisedscheme does not change any ofthose objections. It is the sub-standard nature of the crossroadson The Green, not the volume oftraffic, that gives rise to trafficsafety problems. The crossroadsare the hub of the village andany incremental increase oftraffic would exacerbate thatdanger.

The parish council considers thatthere would be room for a smalldevelopment of up to four homeson the site of 1 & 2 MeetingLane. There is no need to reducethe gardens and therefore theamenity of 3, 4, 5, 6 & 7Meeting Lane.

Fantastic Results fromOfsted2008 was a great year forGrundisburgh School,packed full of activities andevents. Pupil numbers arenow up to 125 and, with aglowing Ofsted report justbefore Christmas, this is setto rise.

The school and thoseassociated with it start the yearwith a well-deserved pat onthe back.

In the words of the report,“This is a good school. Goodteaching means that pupils'achievement is good. Teachersare hard working andenthusiastic. They managepupils' behaviour well andmake good use of resources. Awide range of visits andvisitors enhance the goodcurriculum and contribute topupils' outstanding enjoymentof school…… Pupils enjoyharmonious relationships witheach other and with adults.Pupils are polite and courteousand generally behave well.”

Clearly, the school is eager toenjoy 2009 with addedenthusiasm and recognition.We are not complacenthowever, and have a wealth ofthings planned for the newyear!

Formusic lovers,there's choir,handbells,orchestra,harmony groupand a Key Stage1 club. On topof that, we alsohave anEnvironmentClub, Board Games Club,sewing for Year 6 and KnittingClub. It's quite a list!

New Pond will create ourown Eco-WarriorsWe have a posh new pondpaid for by Friends ofGrundisburgh School (FOGS)and by the children's ownenterprising efforts to raisemoney during the summerholidays. It will be well-usedfor pond dipping andenvironmental studies!

Oh la la-Grundisburghgoes all FrenchEvery September, Year 6pupils in their final year atGrundisburgh School go on a

week long residential trip to aPGL chateau in France. Thechildren enjoy outdoorchallenges such as abseilingand kayaking, as well ashaving the opportunity to tryout their French-speakingskills when they buy items fortheir lunch at a nearby marketand boulangerie.

In school, the children host aFrench-style café, servingcoffee, croissants and pain-au-raisins to parents, friends andneighbours - an opportunity

The children regularly getinvolved in fundraising forcharities and this year havesupported Crisis, Children inNeed, Blue Peter Appeals andthe Church of EnglandChildren's Society.

Eco-School Status/Fairtrade StatusThe school has recently gainedan Eco Status bronze awardfor its efforts on theenvironment front, recycling,

Staff and pupils atCharsfield Primary Schoolare starting 2009celebrating recent Ofstedand Church reports. Bothreports found the school tobe good, with outstandingelements, particularly inpersonal development, careand support.

The Ofsted reportcommented that the schoolhas “outstanding aspects inpupils' personal developmentand in the care and supportfor them”, while the churchinspector praised the schoolfor having a “strong Christian

I am particularly pleased thatboth the inspectorscommented on the caringenvironment we have in ourschool. Our pupils feelsecure in school and takepride in caring for oneanother.

This, along with thecommitment of all the staff,helps all our children to

achieve to the best of theirability. The two reportsconfirm what we alreadyknow, that Charsfield Schoolis an excellent school thatchildren enjoy attending.

Parents also respondedpositively to a questionnairefrom Ofsted, with commentssuch as “I am very happywith all aspects of theschool” being typical, andfurther acknowledgementthat children achieve well atCharsfield.

Friday’ evening was onthe coldest and slipperyest dayof the year so far, but 93people braved the elements toenjoy our ploughman's supperfollowed by an excellentillustrated talk by MarkMitchels.

He told us about 'The LostCity of Dunwich' which hadbeen such an important andprosperous port with a deep-water harbour and was well

protected from the NorthOver the years, nature wascruel to the selfish inhabitantswho had ostracisedneighbouring towns, bychanging the shape of thecoastline, filling in the harbourand wiping away most of thecity in three big storms.

Author and broadcaster, TomTyler, talks about life 'Whenmotoring was fun' ... that iswhen it was an 'adventure' onFriday 13 February. There wasno guarantee that you wouldstart your journey, let alonereach your intendeddestination! Your girlfriendmight find that her stockingshad to replace a fan belt andbits of your car might fall offas you sped at top speed alongthe open road!

John Berg will tell us onFriday 13 March about his lifein Yokohama. when he waschaplain to 'The Mission toSeafarers'. He talks about hischurch, the varieties ofJapanese food, excitingfestivals and the wonderfulscenery.

Tickets costing £5 areavailable from me, andinclude the ploughman'ssupper at 7.15pm. Everyone iswelcome to come to ourevents.

Our Christmas Danceorganised by Norman and PatKerridge was well attendedand enjoyed by everyone. In aseasonally decorated VictoryHall, together with aChristmas tree given byRichard Stephenson, the stagewas set for our band‘Yesterday’. They playedmuch good music from the60's and 70's which appealedto our revellers. We hadrefreshments, a raffle androlling £1 coins to see whocould be closest to the prize ofa large whisky bottle!

Bredfield Barometer

The Village Hall Committeedecided at the end of 2007

that a fund raising effortshould get underway tofinance a refurbishmentprogramme. An ambitioustarget was set, with anultimate goal of £70,000, to beachieved over two years, fromgrant applications, fundraising etc.

If something approaching thisfigure could be raised, thenthe committee hoped toinitiate a programme ofimprovements, which includereplacing the flat roof areaover the entrance lobby;updating the toilet areas;constructing an access paththrough the car park;purchasing new chairs and re-laying the floor.

We have been quitesuccessful, starting with thetransfer of the funds from thenow defunct BredfieldCommunity Council, andgenerous grants have beenmade by Suffolk CountyCouncil, Suffolk CoastalDistrict Council, SuffolkEnvironmental Trust and theGarfield Weston Foundation.The committee must alsoacknowledge the allocation offunds from our countycouncillor, Peter Bellfield andour parish council.

This has been boosted by theindefatigable team led by KathWoods, which has organised aseries of fund raising events,from archive film evenings tothe very popular quiz/fish andchip nights.

We now have a nice pot ofmoney (and hopefully morewill follow), and this meansthat the work should start thisyear. The first task will be toreplace the flat roof, and wehope to get this underwayduring this spring. Other workwill follow on during the year.

Sadly Wing CommanderJack Hoskins DSO, DFC,whose memoirs were featuredin Bredfield Barometer in the

summer has died after a strokeat the age of 92. He was avalued member of thecommunity and will be muchmissed. His funeral took placeon 23 December and amemorial service will be heldin his honour at St Andrew'sChurch, Bredfield, on 18February at 12 noon.

The EastCoastChallenge

Tony Bishop ismotorbike mad and

continues to use hishobby to raise moneyfor charity at the tenderage of 60 plus. On theday that I spoke toTony he was preparingto set off for a longdistance reliability trialwhich would take himfrom London to Exeterat night (in the freezingfog!) and along theway attempting to rideup steep muddy orrocky tracks without‘dabbing’ (putting a footdown).

He has several medalsfrom his years ofparticipating in theseMotor Cycle Clubevents. When Tony moved toBredfield he joined PaulDavey, Graham Parker andRichard 'Tricky Dicky' Nixonto become 'The 'Wrinkleys' -all over 50 and still riding.

In late 2006 Paul Daveydevised the East CoastChallenge, a road motorcycleevent which involves ridingabout 200 miles aroundSuffolk and Norfolk, visitingfive typical East Angliantowns - in any order and onany date, but the riders muststart and finish at the sametown.

The aim is to encourage ridersto get out and really enjoywhat motorcycling is allabout, the freedom of the road,companionship and also toraise some much needed cashfor charity. In 2007 59 people

money for charity.

Each year 50% of themoney raised is donated toRiders for Health, acharity well known tomotorcyclists that supportshealth workers in Africaby providing motorcycles,training and support toenable the workers toreach outlying villagesaway from the tarmacroads. The other 50% goesto a local charity.

Take the footpath whichgoes down the right hand

side of the field behindBredfield village hall. It isfairly straight across to UffordThicks.

At the edge of the trees goover the stile and walk withthe trees on your left and thefence on your right. Followthe track to the footpath signcrossing the A12. Make yourway from Ufford to Melton.

There is a footpathmarked on the mapthat goes acrossUfford Park golfcourse but we took asafer path along theedge of it. The signsimply that it is not apublic path, but there arepublic footpath signs at eachend.

After the golf course take thetrack beside Decoy Farm toMelton, then walk along theriver to Woodbridge. TheStation Café is a good place tostop for a snack and toilets ifyou haven't already divertedinto Melton for the chip shop.There are also toilets betweenWoodbridge station and theswimming pool.

Leave Woodbridge crossingthe A12 via the pedestriancrossing at the end ofHasketon Road, walk straighton and turn right along ManorRoad. Pick up the track (onthe left) between HasketonManor and Hasketon ManorFarm. The track becomes apath along the edge of fields,then diagonally across a fieldto join a path (Home farm ison your left) that becomesKennels Lane.

At the end of thelane you can turnleft and then rightbefore taking afootpath on yourright across toWhite House farm,or arrive at thefarm by goingright, then leftalong roads. Takethe footpath to the

right of White Housefarm which goesaround Boulge wood.Nestled in the trees isBoulge church whereEdward Fitzgerald isburied. If you do notwant divert to visitcarry straight on andcross the Bredfield -

Debach road to go over twofields (that can be verymuddy) to Bredfield church.Turn left for the village hall.

There are many ways toshorten this walk, for exampleby taking a path on the rightbefore Ufford thicks toDewells farm, cross the roadand take the footpath to theA12. Cross the A12 to Melton.

Two-hour led walks organisedby the parish council leaveGrundisburgh Green at 2pm onthe second Sunday each month.

Walking through the villagesHilary Hill, a keen walkerwho lives in Hasketon, hasoffered to supply details oflonger walks through News’villages and beyond.

BEALINGSECOEVENINGHow can we respond to

climate change as a localcommunity and make ourvillages greener? This is aninvitation from Great BealingsPC for Tuesday 10 Februarybetween 7.30 and 9.30pm atBealings Village Hall.

The meeting is aimed atanyone interested in findingout how they as individualsand villages/communities canrespond effectively to climatechange (ranging from verysmall to huge changes). It isthe first initiative by GreatBealings Parish Council,following huge environmentalinterest expressed by residentsin the Bealings and PlayfordParish Plan Survey responseslast year.

Speakers will include Bealingsresident Professor JohnMidwinter OBE, andrepresentatives from SuffolkCred and Wenhaston GreenGroup. There will beinformation stalls andrefreshments, and a chance toask questions and discussissues with the speakers.

John Midwinter isphenomenally knowledgeableabout the environment andresearches and lectures onclimate change, running aregular study group inBealings, and lecturingnationally and internationally.

He will also be giving themonthly lecture entitled ‘So

climate disruption is real -what can we do about it?’ forTransition Woodbridge, at theSalvation Army Hall,Woodbridge, on 17 March. Itstarts at 7.30pm, £3 per ticketto cover discussion andrefreshments. The series is tohighlight how communities inand around Woodbridge canrespond to the inevitabledecline in oil supplies andways in which we can increaseresilience to this energy crisis.

WI reportBealings WI provided a

festive spirit for itsmembers and guests at itsChristmas meeting inDecember. Our village hall wasdecorated with evergreenfoliage and tinsel, a sumptuoussupper was laid out and tablesready for members to sit at andsample their glasses of mulledwine with which they had beenwelcomed. Our usual monthlymarket stall had been stockedwith Christmas goodies of allkinds to tempt purchasers.

The gathering was welcomedby our president Joan Moon,who reported that the new

monthly lunch club had begunand had been enjoyed byseveral members, many ofwhom had preceded their mealat a local hostelry by a goodwalk. Secondly, anotherreading group led by JackieMcCoy has been formed,owing to the success of thefirst which already has 10members.

Our speaker, Mike Stagg, hasgiven enjoyable talks to ourclub before. This year's subjectwas Christmas and was themost enthralling talk I haveever heard. He illustrated hisideas through slides depictingplaces, i.e. Bethlehem, Israel,Palestine all in the steps ofJesus, Dublin and the BookKells. Then painters, poems,poets and prose, trees andbirds. Finally Kings CollegeCambridge, and its carolservice on Christmas Eve, yulelogs, times of good cheer andhappiness and his last thought- peace.

So many Bealings membershave told me since this

meeting how much theyenjoyed themselves, that I feelthat our club enters 2009 withconfidence and knowledge thatour WI can appeal to anynewcomers to the area whowill be warmly welcomed. Oursecretary is Jennifer Cook01473 623985.

A reader from Great Bealingshas asked for help in findinginformation about the historyof the site where her bungalowin Hasketon Road has stoodsince 1950. The present nameis Laverock Hill.

Suffolk Records Office hasonly been able to tell her thata cottage was shown there onthe local map of 1840. Thearea was at that time part ofthe Lord Henniker estate andthe cottage was numbered 46,Hasketon Road.
