Los Angeles County Child Care Advisory Board's recommendation: Accept and approve the Mission Statement of the Los Angeles County Child Care Advisory Board. APPROVED THE FOLLOWING MISSION STATEMENT:
The mission of the Child Care Advisory Board is to promote the expansion of quality child care services which are affordable and accessible to families who work and/or live in Los Angeles County and require such services. The expansion of child care services shall be accomplished through public and private partnerships with employers, public and parochial schools, labor and community support.
In carrying out its mission, the Los Angeles County Child Care Advisory Board shall act as an advocate, catalyst and facilitator of partnerships.

Recommendation as submitted by Supervisor Antonovich: Declare Friday, September 15, 1989, as "POW/MIA Day, " in Los Angeles County and request all citizens of the County to join in an expression of thanksgiving for the sacrifices made by the missing defenders of American freedom along with a renewed pledge to seek their return to their native soil; and order that all County flags be lowered to half mast in memory of those who have died in the cause of freedom; also request all cities in the County to lower their flags in similar tribute. The Board made a finding pursuant to Government Code Section 54954.2(b) (2), that the need to take action arose subsequent to the Agenda being posted; and instructed the Chief Administrative Officer and the Director of Health Services to conduct a high priority full investigation of the charges of substandard health care at Martin Luther King, Jr./Charles Drew Medical Center and report back to the Board as soon as possible with appropriate recommendations; and instructed the Director of Health Services to take those actions which he is authorized to take without Board action, and to report back to the Board on a continuous basis on his investigation.
