The installation of the Chi Epsilon chapter at the University of Missouri-Kansas City took place on November 3, 2009. National officers in attendance andacting as part of the installation team included Dr. Greg Reed, President andCumberland District Councillor; Dr. Dee Ann Sanders, Vice-President and CentralDistrict Councillor, and Dr. Thomas Petry, National Secretary/Treasurer. Theceremony was held at the Diastole, The Mary Clark and E. Grey Diamond Scholar’sCenter, on the Hospital Hill Campus of the university.

The Kiva, or conference room of the facility, was the scene of the installationceremony where ten new members of Chi Epsilon were initiated and the chapterofficers were installed. The new student chapter officers are President-John P.Herrman, Vice President-Autumn M. Schleicher, Treasurer-Christopher J.Farney, Secretary-Feras M. El-Ghussein, Associate Editor of the Transit- KyleL. Brady, and Marshal-Vincent J. Zink. In addition, Eric J. Knight was initiatedas a student member. Sean J.D. Comer, Aaron J. Castro and Charlene E.Morris were initiated as alumni members. Dr. Deborah J. O’Bannon was installedas the chapter’s first Faculty Advisor.

After the ceremony and social congratulations, a buffet dinner was served inthe Omar Khayyam Dining Room of the Diastole. New members and the newchapter of Chi Epsilon were celebrated.

The Department of Civil and Mechanical Engineering has a rich history inKansas City. The University of Kansas City offered a general engineering degree inthe 1950’s. The master’s programs in civil and mechanical engineering were startedin 1964 and later the undergraduate programs were added in the early 1970s. Since1977, the undergraduate programs in civil and mechanical engineering have beenindependently accredited by ABET. The Civil and Mechanical Engineering Departmentbecame a part of the School of Computing and Engineering (SCE) in January 2001and is housed in Flarsheim Hall.

The University of Missouri-Kansas City was spawned by a city built at theorigin of the Oregon and Santa Fe trails. These roadways to the west began at OldWestport, just a few miles from the present UMKC campus. As Kansas City grewin the 1890s, there was talk of founding a university; but it was not until the 1920s thattalk turned to action. Plans were being formulated for a denominational university, butproponents of a non-political, non-sectarian institution began their own undertaking.By 1929, the University of Kansas City was chartered; and the UKC Board of Trusteesstarted in earnest on a citywide drive for funds. Raising a large endowment in themiddle of the Great Depression seemed impossible, but the board persisted. In 1933,the University of Kansas City announced that classes would begin in October if atleast 125 qualified students enrolled. Seventeen instructors were hired, and on Oct.2, 1933, 264 students entered the University of Kansas City. On July 25, 1963, TheUniversity of Kansas City became the University of Missouri-Kansas City, part ofthe University of Missouri system

More than 14,000 students are currently enrolled at UMKC, attracted in partby the University’s academic focus on the health sciences, visual and performingarts, and urban engagement. A noticeable ambiance is evolving, too, as more andmore students live on or near the Volker campus. No longer a small, quiet schoolhoused in one building, the transformation into a full-fledged university in one ofAmerica’s smartest cities is complete.

“This society exists to mark in a fitting manner those who have conferredhonor upon their Alma Mater by distinguished scholarship and exemplary characteras students.”

A total of 85 student members and 4 faculty have been inducted into ACESsince 1993, 8 students of whom are active members at this time. They are alreadyproposing a Chapter Honor Member be initiated this coming fall of 2009. Last yearthey inducted 9 new student members.

Nearly all of the currently active members are working at engineering firmsin the Kansas City area and all are very active in other civil engineering societyfunctions.

Historically, the new chapter was 17 years in the making. In 1993, at theencouragement of Prof. F. W. Hauck, the Assembly of Civil Engineering Scholars(ACES) was founded at the University of Missouri – Kansas City, and eight (8)members were inducted in fall of 1993. JOSEPH B. ALBERTS, P.E.Michigan State University

The Michigan State chapter of Chi Epsilon is pleasedto announce the initiation of Joseph B. Alberts to Chapter HonorMember. Mr. Alberts graduated from Michigan State Universityin 1988 with a BS in civil engineering and earned his MS in thesame field in 1990. He is a registered Professional Engineer inboth Michigan and Ohio, and is currently a project consultantfor NTH Consultants, Ltd. Mr. Alberts has more than 20 years ofengineering experience with tunnels, underground construction,and earth retention systems. He has served as lead engineer ongeotechnical and tunneling projects in Detroit, Chicago, andColumbus, and has been an instrumental part of projects inMichigan, Illinois, Indiana, Minnesota, Ohio, and Wisconsin.

Mr. Alberts also has extensive experience in directing geotechnical investigations, evaluatingdesign scenarios, and cost estimating, and has performed these services for several cities andcounties in Michigan.

The University of Texas at Arlington chapter of Chi Epsilon is pleased to announcethe elevation of Joe Lundy to Chapter Honor Member. Mr. Lundy graduated in 1969 from theUniversity of Kansas with a BS in both mathematics and chemistry/material science. Mr.Lundy is currently the director of structural product design for Hanson Pipe & Precast (formerlyGifford-Hill) and has been with Hanson and its predecessors since 1979.

Mr. Lundy has held the position of chairman of the technical committee for theAmerican Concrete Pipe Association. He is a member of both C13 and C27 committees of theAmerican Society for Testing and Materials and holds several different subcommittee positionsunder these committees. Mr. Lundy is also a member of theAASHTO Rigid Culvert Liaison committee, T-13subcommittee on culverts, and the International Associationof Plumbing and Mechanical official.

Mr. Lundy has been very involved with theUniversity of Texas at Arlington Civil EngineeringDepartment since 2007. He serves as a member of the CEBoard of Advisors and is also a Task Group member on oneof the CE Department’s ABET committees. He has been anindustry advisor to several student groups in CE 4383, seniorproject. He also holds an appointment as an adjunct researchprofessor in the structures area, and is conducting researchin the structures area on several active projects. He is acoauthor with Dr. Chao and Dr. Cho at UTA on a publicationtitled “Shear Strength of Steel Fiber Reinforced PrestressedConcrete Beams.”

David Darwin is the Deane E. Ackers DistinguishedProfessor of Civil, Environmental, and ArchitecturalEngineering, and director of the Structural Engineering andMaterials Laboratory at the University of Kansas. He is alsothe director of KU’s Infrastructure Research Institute. Honoredas both a teacher and a researcher, Dr. Darwin has been amember of the KU faculty since 1974.

His research interests include the finite elementanalysis of reinforced concrete, bond between reinforcing steeland concrete, steel-concrete composite structures, andconcrete materials and construction. The major thrust of hiswork currently involves methods for improving the durabilityof transportation structures, with special emphasis on reducingcorrosion of reinforcing steel and cracking in reinforcedconcrete bridge decks. He is co-author of two textbooks, Concrete and Design of ConcreteStructures, and served for six years as the Editor of the ASCE Journal of StructuralEngineering.

DAVID DARWIN, Ph.D., P.E.University of Kansas

The Lawrence Tech chapter of Chi Epsilon is pleased to announce that Dan Fredendallwas elevated to Chapter Honor Member on March 27, 2009. He is the Executive Vice Presidentand Chairman of the Board of Orchard, Hiltz & McCliment, Inc.(OHM), a Livonia basedengineering and architectural firm focused on public infrastructure.

Dan is active in a number of professional organizations.He is a past president of the American Council of EngineeringCompanies of Michigan, as well as the southeastern branch ofthe American Society of Civil Engineers. He also serves on thecivil engineering advisory board for Lawrence TechnologicalUniversity.

Dan has been a principal at OHM since 1991. Under hisguidance, the company has grown from a staff of 90 to over 180people. OHM has been named one of the nation’s top 50 civilengineering firms to work for, and is a three-time top 10 winner in

the 101 best & brightest companies to work for in metro Detroit.

DANIEL G. FREDENDALL, P.E.Lawrence Technological University

Dr. Darwin is a Fellow in ASCE and a Fellow and Past President of the AmericanConcrete Institute (ACI). Prior to joining the University of Kansas, Dr. Darwin was an officerin the U.S. Army Corps of Engineers, with service in Vietnam and as an instructor at the ArmyEngineer School. He received a BS and an MS in CE from Cornell and a PhD from theUniversity of Illinois at Urbana-Champaign

The New Mexico State University chapter of Chi Epsilonis pleased to announce the elevation of Dr. Jorge A. Garcia toChapter Honor Member. He received the BS in agriculturaland irrigation engineering in 1981 and three years later theMaster’s degree from the Civil and Environmental EngineeringDepartment at Utah State University. In 1989, he received thePhD degree in civil and environmental engineering from UtahState University. His areas of expertise include utilityadministration and project management, analysis and designof pipeline and pump hydraulics, water planning and waterrights, utility capital improvement planning, groundwatermodeling and wellhead protection, watershed hydrology, andirrigation and drainage system design.

Since 2001, Dr. Jorge A. Garcia is the utilities director of the City of Las CrucesUtilities. He is responsible for management, operation, planning and development ofwater, wastewater, natural gas and solid waste utilities. Before becoming utilities director,Dr. Garcia worked as water resources design engineer and chief utilities engineer for theCity of Las Cruces Utilities Department. Between 1998 and 2001, he also worked asassociate professor at New Mexico State University in which he taught the hydraulicsystems design course in the civil engineering program.

JORGE A. GARCIA, P.E., PhDNew Mexico State University

The University of Michigan chapter of Chi Epsilon elevated Dr. Roman Hryciw toChapter Honor Member on April 8, 2009. Dr. Hryciw received the BS degree in civil engineeringfrom Drexel University in 1980, and the MS and PhD degreesfrom Northwestern University in 1984 and 1986, respectively.He joined the faculty of civil and environmental engineering atthe University of Michigan in 1986. He specializes ingeotechnical engineering, and is specifically interested in visualand other methods of soil characterization.

Dr. Hryciw has been recognized over the years as anexcellent educator in the civil and environmental engineeringDepartment. He consistently receives high student evaluationson both graduate and undergraduate levels of courses heteaches. He has received the Chi Epsilon Great Lakes DistrictExcellence in Teaching Award twice in 1990 and 2004. In addition,he has received other teacher recognition awards at thedepartment and college levels. As a voluntary effort, he hasserved as a leader in a scouting organization for youths ofUkrainian descent.

The University of Washington chapter of Chi Epsilonis pleased to announce the elevation of Dr. Robert D. Holtz toChapter Honor Member. He is professor of civil engineeringat the University of Washington at Seattle. He was on thefaculty at Purdue University for 15 years. He has also workedfor the California Dept. of Water Resources, SwedishGeotechnical Institute, NRC-Canada and as a consultingengineer in Chicago, France, and Italy. His research ongeosynthetics has been sponsored by NSF, FHWA, U.S. AirForce, Indiana Dept. of Highways, Washington State Dept. ofTransportation, and several geotextile manufacturers. He isco-author or editor of 10 books and book chapters, including“An Introduction to Geotechnical Engineering,” with W. D.Kovacs, 1981, and he has authored or co-authored more than180 technical papers and reports. He is an active member ofASCE, TRB, ISSMFE, and ASTM; he is past president of the North American GeosyntheticsSociety.

Dr Holtz earned a BS and MS in CE from the University of Minnesota in 1960 and1962. He attended a special program in soil mechanics at Harvard University in 1966, and heearned the PhD in civil engineering at Northwestern University in 1970. Dr. Holtz has been astrong advocate of Chi Epsilon at the University of Washington and has served as RockyMountain District Councillor since 2003.

JON MAGNUSSON, P.E., S.E.University of Washington.

The University of Washington chapter of Chi Epsilon is pleased to elevate JonMagnusson to Chapter Honor Member on May 9, 2008. He is chairman/CEO of MKAssociates. His 30 plus years of strong leadership and ability to develop economic engineeringsolutions enable MKA to continue its commitment to engineering excellence. He was named“Engineer of the Year” by the American Council of Engineering Companies of Washington in

2002, and he is an honorary member of the American Institute ofArchitects. Jon was elected to serve on the National Board ofGovernors of the Structural Engineering Institute of the ASCE.In this capacity, he is working to enhance engineering trainingfor structural engineers throughout the country and establishhigh levels of professional practice. Under Jon’s leadership,MKA has received more engineering excellence awards forinnovation and quality from the American Council of Companies,the top national awards for structural engineering of buildings,than any other firm in the country.

Jon graduated from the University of Washington in 1975with the BS in CE, and in 1976 he earned the MS in CE from theUniversity of California at Berkeley.

The University of Massachusetts Amherst initiated Stephen R. Kellogg, P.E. on 28April 2009 as a Chapter Honor Member. Mr. Kellogg is a 1972UMass Amherst graduate and received his MS in environmen-tal engineering from Cornell University in 1973. He is currentsenior vice-president of Camp, Dresser & McKee, Inc., the in-ternational engineering consulting firm. Mr. Kellogg is a li-censed engineer in several states and is a member of the Ameri-can Academy of Environmental Engineers, having served thatorganization as president in 2007. Mr. Kellogg is a charter mem-ber of the UMass Civil and Environmental Engineering Advi-sory Committee and has been generous to the CEE Departmentboth with his time and his financial support for more than 20years. The UMass XE chapter is pleased to honor Mr. Kelloggas a Chapter Honor Member of Chi Epsilon.

STEPHEN KELLOGG, P.E.Univeresity of Massachusetts Amherst

The University of Arkansas, Fayetteville is pleased to

announce the elevation of Dr. Kevin D Hall to Chapter HonorMember for the spring of 2009. Dr. Hall is currently the 21st

century chair in civil engineering and the head of the CivilEngineering Department at the University of Arkansas.

Dr. Hall received his BS and MS degrees in civilengineering from the University of Arkansas in 1986 and1990. Dr. Hall worked as a civil engineer for both the U.S.Army Corps of Engineers (86-88) and Terracon Consultants(90-93) before completing his PhD, which he received fromthe University of Illinois in 1993. He became a member of thefaculty at the University of Arkansas in 1993. Dr. Hall teachesclasses in pavement design and transportation materials. Hisresearch area of interest is primarily related to asphalt

pavements. During his 16 years of service with the University of Arkansas he has conductednearly $5 million dollars in externally funded research, authored over 60 technical papers,given over 300 technical and educational presentations and served as the major advisor to 33graduate students.

Dr. Hall serves as a member ASCE, TRB, and various panels of the NationalCooperative Highway Research Project. He has received the Distinguished Service Awardform the Arkansas Asphalt Paving Association four times, the Distinguished FacultyAchievement Award from the Arkansas Alumni Association, along with numerous awards ofoutstanding teacher and researcher from the College of Engineering at the University of

Arkansas. He is also a member of the Arkansas Academy of Civil Engineers.

The University of California, Berkeley chapter of Chi Epsilon is pleased to announcethe elevation of Albert Lee to Chapter Honor Member.

Mr. Albert K. Lee has been practicing civil engineering since he graduated fromUniversity of California, Berkeley in 1981 and has been a licensed civil engineer since 1985. Heis currently a project executive for Rudolph and Sletten in their local headquarters in RedwoodCity, CA. Mr. Lee has been the lead on multitudes of million dollar projects throughout the

Bay Area during his 27 years at Rudolph and Sletten, wherehe coordinated with all relevant parties to guarantee that theproject was completed in a timely matter and on a reasonablebudget. His projects include office buildings, hospitals, andlaboratories. He incorporates environmentally friendlypractices, which is demonstrated in the fact that he is apracticing LEED Accredited Professional. Mr. Lee repeatedlyfrequents UC Berkeley as a representative for Rudoloph andSletten for information sessions and career fairs hosted byour Chi Epsilon chapter and American Society of CivilEngineers. He shows continuous support of students’ growthwhen attending campus events by providing advice tostudents who are unsure of where to take their lives aftercollege and guiding newly graduated employees or internsthrough their entry into his company.

The Clemson University chapter of Chi Epsilon ispleased to announce the elevation of Mr. J. Richard “Dick”Cottingham to Chapter Honor Member. He is a 1966 graduateof Clemson University where he earned the BS in civilengineering. In 1973 he earned the MS in civil engineering atGeorgia Tech. He retired from the U. S. Navy Civil EngineerCorps after 22 years of service with the rank of captain, andlater served as regional manager and executive vice presidentof Law Engineering. He then founded Titan Atlantic Groupwhere he served as president of the multidiscipline firm. Mr.Cottingham is currently semi-retired and president ofCottingham and Associates, Inc., an engineering, surveying,and construction company. Mr. Cottingham earned his P.E.and P. L. S. in 1974 in South Carolina where he is still apracticing engineer. His professional service includes ten years on the North Carolina Boardof Examiners for Engineers and Surveyors (1990-99) where he was also elected chair of theboard. In 2000—01 he served as president of the National Council of Examiners for Engineeringand Surveying. He is currently a member of the Clemson University Civil EngineeringDepartment Advisory Board and the Clemson University Foundation Board of Directors. Hehas received numerous service awards including Engineer of the Year 1996 for the NorthCarolina SPE, a Fellow of NSPE, and the Distinguished Service Award (2003) from NCEE&S.

The University of Arkansas, Fayetteville is pleased to announce the initiation of Mr.Jerry W. Martin as a Chapter Honor Member for the fall of 2008. Mr. Martin is the presidentand chairman of the board of Engineering Services, Inc., Springdale, Arkansas.

Mr. Martin received his BS and MS degrees in civil engineering in 1967 and 1968,from the University of Arkansas. He was a district engineer and engineering supervisor forArkansas Department of Health from 1970 to 1975. In 1975 he joined Engineering ServicesInc., where he has held a succession of positions of vice president, president, and chairmanof the board. He has been serving as chairman of Engineering Services, Inc., Springdale,since 2008.

Mr. Martin has been active in the engineeringprofession for over 38 years. He is a registered ProfessionalEngineer in Arkansas and Oklahoma. He was chairman of theArkansas Water Works and Pollution Control Association in1984, Engineer of the Year of the Arkansas Society of ProfessionalEngineers, 2001-2002, and president of the American ConsultingEngineers Council of Arkansas, 2008-2009. He is a member ofthe American Water Works Association, the Arkansas Academyof Civil Engineers, the Glen T. Kellogg Water and WastewaterHall of Fame, and the American Society of Civil Engineers. Hewas a Lieutenant in the U.S. Army Corps of Engineers, serving

on active duty from 1968 to 1970.

Ron joined MKA in 1992 andwas named president in 1998, just six years later.

The originality and innovation of the MKA team underRon’s influence can be seen in the incredible success ofprojects where he played a significant role, includingHighcliff Apartments in Hong Kong, a 73-story concretebuilding with the first use of tuned liquid mass sloshingdampers to absorb wind acceleration; 111 South Wacker in

Chicago, with the world’s first elliptical-shaped cable net wall; and the Grand Hyatt ElliottHotel in Seattle, the first use of seismic approach that includes ductile core wall structuralsystem, increasing building safety and reducing construction cost.

He is president of Lamp, Rynearson & Associates,Inc., an engineering, planning and surveying firm located inOmaha, Nebraska. He has more than 32 years of professionalengineering experience and has played a leadership role in anumber of signature projects in the Omaha area, including theQwest Center Omaha and Riverfront Redevelopment,Rosenblatt Stadium, and the redevelopment of Aksarben.

He earned the BS in civil engineering at the Universityof Nebraska in 1974 and the MS in environmental engineeringin 1976 at Washington State University. Mike is also a graduateof the American Council of Engineering Companies’ SeniorExecutives Institute, an advanced management, leadership, andpublic policy training program for current and emerging leaders of engineering and architecturalfirms. He has extensive experience in infrastructure design in urban areas, hydrologic/hydraulicmodeling, dam design, and stormwater management.

Mike has been involved in the Omaha by Design initiative since its inception in2002. He is currently serving as co-chair of the City of Omaha/Omaha by Design joint initiativeto develop an Environmental Element to the City’s Master Plan. He received his master’s degree instructural engineering from the University of Illinois in 1970 after receiving his bachelor’sdegree at the University of Hawaii in 1968. Mr. Yamashiro has been a licensed engineer inHawaii from 1973, and is the vice president/ principal of Consulting Structural Hawaii, Inc. He

has been involved with other engineering organizations to helpenrich the engineering profession in Hawaii and across thecountry. Mr. Yamashiro is currently the president of AmericanCouncil of Engineering Companies Hawaii and StructuralEngineers Association of Hawaii. He has been serving on theNational Council of Examiners for Engineers and Surveyors formany years helping to monitor the professional licensure inHawaii. Mr. Yamashiro was awarded the American Council ofEngineering Companies’ Distinguished Service Award. Some ofthe major projects that he completed include the BachelorEnlisted Quarters Modernization Bldg 55 in Pearl Harbor andUpgrade Power Plant Crane in Republic of the Philippines. Roywas officially initiated as Chapter Honor Member at a traditional

ceremony held on May 8, 2009.

The CCNY chapter of Chi Epsilon is pleased to announcethe elevation of Andrea Nunez to Chapter Honor Memberin the spring of 2009. She has been employed by VollmerAssociates in various positions, and is currently employedby Langan Engineering. She has been very active in anumber of high profile projects in New York City, includingthe reconstruction of Columbus Circle, the FultonTransportation Center, and the reconstruction of St FelixStreet.

For the Fulton Transportation Center in lower Manhattan,Andrea was responsible for preparing engineeringdocuments for utility relocations needed to to make roomfor the new subway terminal and associated pedestriantunnels. She was instrumental in designing andcoordinating utility relocations in the very highly congested

lower Manhattan streets, which was key to the project’s success.Andrea earned the BE (Civil) from CCNY in 1987 and is a registered Professional

Engineer in the state of New York. She has been an active member of the Civil EngineeringAlumni Group (CEAG), which provides professional preparation and support for CCNY civilengineering undergraduates. Her professional associations and service have includedtreasurer, vice president, and president of the Engineering School of CCNY Alumni Association,as well as membership in ASCE’s Younger Member Forum, the Women’s TransportationSeminar’s student affairs committee, and the American Business Women’s Association’sscholarship chair and secretary.

The Virginia Tech chapter of Chi Epsilon is pleased to announce the elevation of Dr.Raymond Plaut to Chapter Honor Member. Dr. Plaut received the BS from California Instituteof Technology, and the MS and PhD from the University of California at Berkeley. Upongraduation, he taught one year at Nottingham in England, andfor seven years at Brown University. Following this, he spent37 years on the civil engineering faculty at Virginia Tech, recentlyretiring in 2008. During his time here, Dr. Plaut received numerousteaching awards including the 1998 Outstanding Faculty Awardfrom the State Council of Higher Education for Virginia (SCHEV)and both the Alumni Association W.E. Wine Award forExcellence in Teaching and the association’s Award for ResearchExcellence. Additionally, Dr. Plaut served as the Chi Epsilonadvisor for our chapter for many years, providing outstandingservice to our school and the organization.

JAMES P. SELEGEAN, PhD, P.E, P.H.Wayne State University

The Wayne State University is pleased to announcethe elevation Dr. James Selegean as its 2009 Chapter HonorMember. Dr. Selegean attended Wayne State and received aBS in civil engineering, an MS in environmental engineering,an MS in limnology, and a PhD in environmental engineeringin1991, 1993, 1997 and 1998, respectively, all from WayneState University. He is a registered Professional Engineer inthe State of Michigan and professional hydrologist.

Dr. Selegean currently works as a hydraulic engineerfor the U.S. Army Corps of Engineers in the Great LakesHydraulics and Hydrology Office in Detroit. He studies thedegradation of streams with the goal of restoring ecologicalfunction and stability. In this effort, he employs numericaland physical models to supplement the traditional empirical restoration methods, in additionto the application of a rigorous field assessment. Dr. Selegean had developed novel fieldmethods in the assessment of streams and has invented a sand probe for the in situquantification of sand strata thickness.

Dr. Selegean also holds an adjunct faculty appointment in the Department of Civiland Environmental Engineering at Wayne State University where he teaches a course onstream assessment and restoration.

The San Diego State University is pleased to announce the elevation of JamesStrayer to Chapter Honor Member. He is a vice president with PBS&J, serving as divisionmanager of the West Water Planning Division in San Diego He graduated from San DiegoState University in 1993, with a BS in civil engineering. In 1993, he joined John Powell &Associates, a local water/wastewater firm in Encinitas. There he planned and designedconveyance projects. After the firm was acquired by PBS&J in 2000, James was selected toinstruct, and eventually lead, PBS&J’s project management program. Mr. Strayer also servedas past president of the San Diego chapter of the WateReuse Association, and has served asa mentor in SDSU’s MESA engineering program.

Mr. Strayer became a member of the SDSU Chi Epsilon chapter as a student inDecember 1991. He served as the secretary (spring 1992, spring 1993) and president (fall

1992) of the chapter. Early in his engineering career, he workedwith Dr. Frank Stratton and other SDSU XE Alumni to beginthe San Diego Chi Epsilon Alumni Association in the mid 90’s. James served as the first alumni association president from1997 through 1999, leading the establishment of the mentoringprogram, and initiate of the semester award in 1999. He hasspoken on leadership and management at the chapter initiationbanquet, Pacific District Conferences, and at SDSU chaptermeetings. Mr. Strayer’s dedication to the honor society overthe last 17 years and his years of service as both a student andalumni officer have helped the SDSU chapter be one of thestrongest in the association.

JOHN E. SHAMMA, P. E.California State University at Los Angeles

The California State University at Los Angles chapter is pleased to announce theelevation of John E. Shamma to Chapter Honor Member. Mr.Shamma graduated from CSULA with a BS in civil engineeringin 1986, and subsequently earned the MS in environmentalengineering from the University of Southern California. Hereceived a Certificate of Engineering Management from theCalifornia Institute of Technology.

Mr. Shamma currently works for the MetropolitanWater District of Los Angles, where he is a project engineermanager. He teaches part-time at CSULA where he is adistinguished faculty member. He was initiated into Chi Epsilonin 1986. He is a registered Professional Engineer.

Steve McVeigh retired in December 2004, after 32 yearsof service in the domestic and international upstream sectorof the Royal Dutch Shell Group of Companies. Steve currentlyserves on the advisory board for the Celerant ConsultingCompany providing strategic advice for engagement ofmanagement consulting activities with North American energycompanies. From December 2000, until August 2004, he servedas CEO for Sakhalin Energy Investment Company in Yuzhno-Sakhalinsk and then in Moscow, Russia. The JV ownedpartnership-company manages the Sakhalin II ProductionSharing Agreement with the Russian Federation and is thefirst off-shore and LNG Production Sharing Agreement projectin Russia. The company was operated by Shell at 55%

ownership with other owners Mitsui 25% and Diamond Gas 20% ( a Mitsubishi affiliate).Under his leadership, Sakhalin Energy and its shareholders reached a positive final investmentdecision for a $10 billion Phase II expansion integrated oil and LNG development project, oneof the largest grass-roots oil and gas development projects ever attempted in the world.

Prior to joining Sakhalin Energy, Steve served as vice-president of production forShell E&P Company for all of Shell’s domestic USA operations. He also served on the boardof directors Enterprise Products LLP and Enventure Global Technologies (a Halliburton JV).From 1997 to 1999, he was COO for Altura Engergy Ltd., a Shell-Amoco-BP partnership forE&P Operations in the Permian Basin of West Texas and New Mexico. Steve joined Shell in

1972 after graduating from the University of Missouri, Rolla with a BS degree in civil engineering.

The University of Alabama chapter of Chi Epsilonis pleased to announce that Dr. Dan Turner was elevated toChapter Honor Member in April 2009. He is a professor ofcivil engineering and has served in numerous ways in thecivil engineering profession, including head of the Civiland Environment Engineering Department.

Dr. Turner is a national leader in civil engineering,having been elected president of the American Society ofCivil Engineers (ASCE), at 125,000 members the world’slargest civil engineering organization. In that capacity, hewas a champion for infrastructure restoration andpreservation, participating in ASCE’s first “InfrastructureReport Card” press conference that was televised onCSPAN, and was immediately quoted by President BillClinton. Examples of other leadership positions includeservice on the board of governors of the American Association of Engineering Societies; theboard of direction and the executive committee of the Engineering Accreditation Commissionof ABET; president of the Council of University Transportation Centers; service on theTechnical Activities Council, chair of the Operations and Pavement Preservation Group, chairof the Operations Section, and chair of a NCHRP panel for the Transportation ResearchBoard.

Dr. Turner was the founding director of the University Transportation Center forAlabama in 1999. The center operates on the three campuses of the University of AlabamaSystem (the University of Alabama, UAB and the University of Alabama in Huntsville).

Dr. Turner is a well known author and speaker, having made over 500 technical andprofessional presentations, covering every state in the union. Dr. Turner is committed tobroadening the participation of groups underrepresented in science, mathematics, engineeringand technology. For the past three years he has conducted a summer institute for high schoolstudents at the headquarters of ALDOT to introduce these students to fulfilling careeropportunities.

He received the BS and MS degrees from the University of Alabama in 1969 and1960, and the PhD from Texas A&M University in 1980.
